Abstract

Population administration is a crucial foundation for public services. The Surabaya City Government has developed the Klampid application. New Generation (KNG) and the Kalimasada Program to improve the quality of community-based servicese-government This community service activity aims to describe the role of MSIB Batch 6 students in assisting with the use of the KNG application and the implementation of the Kalimasada Program in Ampel Village. The method used was a participatory approach through direct assistance, education, and verification of population documents. The results of the activity showed an increase in community understanding and digital literacy, accelerated document processing, and increased awareness of the importance of orderly population administration.

Abstract

Purpose of the study: This study aims to analyze how cultural identity is reproduced through ethno-parenting, education, and cultural policy in contemporary Indonesia with a specific focus on how digital tools and technology-enhanced learning environments supports this procces. Methodology: This research employs a qualitative ethnographic approach using participant observation, in depth interviews, and document analysis in family settings, schools, art studios, and government agencies. Digital content bservation, including online cultural archives, social media materials, and technology-supported learning platforms, was also incorporated to examine technology-driven cultural transmission. Main Findings: Ethno-parenting serves as the primary mechanism for intilling cultural values through storytelling, rutuals, and performance practices. Formal and non-formal education strenghthens cultural internalization by combining theory and practice. Government policy supports cultural sustainability through festivals, regulations, and training subsides. Technology enhances this ecosystem by enabling digital storytelling, online cultural learning, hybrid participation, and increased youth engagement with cultural content through digital media. Novelty/Originality of this study: This study offers a new perspective by embedding ethno-parenting within 21st century education policy and examining its integration with technology-based learning. It advances existing knowledge by proposing a technology-driven cultural sustainability model that connects family-based cultural transmission, digital learning ecosystems, and contemporary education policy.

Abstract

Kebijakan Feeder Wira-Wiri Suroboyo merupakan upaya Pemerintah Kota Surabaya dalam meningkatkan keterjangkauan dan integrasi sistem transportasi publik, khususnya pada aspek first mile dan last mile menuju Suroboyo Bus. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan kebijakan tersebut berdasarkan enam kriteria evaluasi kebijakan William N. Dunn, yaitu efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan sumber data sekunder berupa regulasi, laporan kinerja Dinas Perhubungan, serta literatur ilmiah terkait kebijakan transportasi perkotaan. Analisis dilakukan dengan membandingkan tujuan kebijakan dengan capaian implementasi menggunakan kerangka evaluasi Dunn. Hasil penelitian menunjukkan bahwa layanan Feeder Wira-Wiri telah cukup efektif dalam meningkatkan aksesibilitas dan konektivitas antarmoda melalui pengoperasian 12 koridor dan 52 unit armada yang melayani sekitar 2.500 penumpang per hari. Dari aspek efisiensi, penggunaan armada berkapasitas kecil sesuai dengan karakteristik jalan lingkungan, meskipun frekuensi dan sinkronisasi jadwal masih perlu ditingkatkan. Aspek kecukupan dan pemerataan menunjukkan perluasan jangkauan layanan, namun distribusi armada antar koridor belum sepenuhnya seimbang. Responsivitas tercermin dari tingginya minat pengguna, sedangkan ketepatan kebijakan terlihat dari kemampuannya menjawab kebutuhan aksesibilitas kawasan permukiman menuju moda transportasi massal. Secara keseluruhan, kebijakan Feeder Wira-Wiri berkontribusi positif dalam mendukung sistem transportasi publik terintegrasi di Kota Surabaya, namun masih memerlukan penguatan integrasi operasional dan pemerataan layanan agar manfaat kebijakan dapat dirasakan secara optimal dan berkelanjutan.

Abstract

This study evaluates the implementation of the Additional Employee Income (Tunjangan Penghasilan Pegawai or TPP) policy for civil servant teachers (Aparatur Sipil Negara – ASN) in Mimika Regency, Indonesia, using six public policy evaluation indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. A qualitative descriptive approach was employed, incorporating semi-structured interviews with education stakeholders and analysis of teacher attendance documentation from 2023 to 2024. The findings reveal substantial discrepancies in 2023 between biometric (fingerprint) attendance and compliance with instructional duties. For example, in SMK Negeri 3 Mimika, the fingerprint attendance rate was 90%, yet only 13% of teachers complied with teaching-hour requirements; similarly, SMP Negeri 3 recorded 78% attendance but only 12% compliance. Improvements were observed in 2024, with the attendance-compliance gap narrowing significantly e.g., SMK Negeri 1 Mimika (95% vs. 90%) and SD Inpres Timika V (90% vs. 88%). Despite these improvements, interviews indicate that the TPP policy has not led to meaningful enhancements in teaching quality, pedagogical innovation, or long-term commitment. The policy is perceived as inefficient due to bureaucratic rigidity, financially inadequate in relation to cost-of-living disparities, and insufficiently responsive to the structural challenges of remote and underserved schools. Consequently, policy reform is urgently required to ensure that the TPP system is performance-based, contextually adaptive, and aligned with the broader goals of public sector accountability and equitable education outcomes.

Abstract

This study evaluates the effectiveness of the E-Surat program implemented by the Surabaya City Department of Industry and Manpower (Disperinaker) as a digital administrative innovation to enhance efficiency, accuracy, and transparency in internal correspondence. A descriptive qualitative approach was applied, combining in-depth interviews with employees, systematic observation, and document analysis. Campbell’s evaluation indicators goal achievement, system stability, and user satisfaction served as the analytical framework. Findings reveal that since its introduction in 2018, E-Surat has improved administrative workflows, reduced paper consumption, and accelerated document circulation. The system is reliable, supported by adequate infrastructure, and integrated into daily organizational routines. It strengthens transparency, accountability, and interdepartmental coordination, while user satisfaction remains high due to its accessibility, security features, and responsive technical support.Despite these achievements, challenges persist in enhancing digital literacy, technical capacity, and employee involvement in system development. Overall, the program meets key success indicators but requires ongoing capacity building and participatory improvements to function as a strategic enabler of adaptive and inclusive digital governance. This study contributes to digital governance scholarship by providing empirical evidence from local government innovation in Indonesia, illustrating how administrative digitalization can drive transparency and efficiency in developing contexts.

Abstract

This study examines the implementation of collaborative governance principles in the Regional Sports Design of East Java as a strategic approach to achieving sustainable and inclusive sports management. The application of collaborative governance involves multiple stakeholders, including local governments, the Indonesian National Sports Committee, the Indonesian National Paralympic Committee, the private sector, universities, and the broader community, in the formulation of adaptive and data-driven sports policies. This research analyzes five key dimensions starting conditions, institutional design, leadership, collaborative processes, and outcomes emphasizing the importance of inter-actor collaboration, capacity building among stakeholders, and transparency in decision-making. The findings indicate that effective collaboration among diverse actors enhances the equitable distribution of sports facilities, strengthens athlete development, and ensures the long-term sustainability of regional sports programs. Furthermore, this governance approach promotes inclusivity in disability sports by providing equal access for persons with disabilities to participate and compete at national and international levels. Overall, the study concludes that collaboration-based sports governance is essential for achieving sustainable, inclusive, and collectively beneficial outcomes in the long term
