Abstract

Innovations and initiatives in village tourism continue to grow along with community involvement and participation in the development of tourism products and activities in the village. The Kencana Tourism Awareness Group in Kemiren village continues to strive to maintain its branding as a cultural village by renewing the tourism products and activities offered. This study used an explanatory approach, with data collected through interviews, observations and literature studies. The results of the study identified the types of innovations, the role of the parties, especially the management of Kemiren traditional village in sustainable tourism development by maintaining tradition and culture. Some strengthening of traditions and innovations are reflected in products, processes, management, marketing, and institutions, among others: 1) the inventory of types of innovation in Kemiren Traditional Village, in the form of strengthening product promotion, tour packages, crafts through digital systems as a result of creativity and hard work of youth, 2) The role of stakeholders in tourism development as planners, facilitators, motivators, and communicators through pokdarwis, BUMDES, traditional dance studios, art communities and village culinary specialties, 3) strengthening policies and drafting village regulations in the preservation of Gandrung culture, traditional houses, and Kemiren traditional clothing, through village regulations for the preservation of traditional houses and village regulations for clean water management systems,  4) Facilitating the strengthening of business quality and services through soft loans to the community and small and medium enterprises, strengthening the capacity of tour guides who emphasize the uniqueness and uniqueness of the Osing Kemiren tourism village, 5) co-creation between the community and visitors in the form of activities and tourist attractions sangrai ngopi, ngopi ten ewu, or gejog lesung.

Abstract

The potential of Wuluhan sub-district attracts the government to make a super priority area. This research with a cooperative tourism planning perspective will later present a normative model of tourism planning in Wuluhan area which requires integrative collaboration between government institutions and various stakeholders, both at the autonomous level and the public also private sectors. The analysis method in this research uses the PRA (Participatory Rural Appraisal) method, the strength, weakness, opportunity, and threat (SWOT) matrix analysis method and the quantitave strategy planning matrix (QSPM) method. The attractions in the four villages are agrotourism attractions, river tubing tourism, sports tourism, and recreational tourism. Accessibility to the four villages still needs development in terms of directional signage and improving road conditions. The amenities available in each village are still minimal and need improvement to support priority destinations. Ancillary services in each village already have tourism awareness group (pokdarwis), but there is still a need to improve human resources and governance. Based on the SWOT analysis, it was found: S-O strategy, W-O strategy, S-T strategy and W-T strategy to support super priority tourist areas.

Abstract

Rendahnya penerjemahan aturan lokal (petik merah) ke standar layanan publik formal, sehingga IG berisiko menjadi dokumen administratif tanpa kontrol kualitas riil. Tujuan penelitian adalah mengidentifikasi model layanan publik pluralistik yang mengharmonisasikan hukum negara dan living law komunitas petani untuk menjaga reputasi serta nilai ekonomi kopi. Metodologi menggunakan desain yuridis empiris kualitatif. Data dikumpulkan melalui observasi lapangan, wawancara informan purposif, dan dokumen legal. Analisis memakai triangulasi teori. Teori utama mencakup pluralisme hukum Griffiths, tata kelola komunal Ostrom, dan perspektif budaya kekayaan intelektual Coombe. Lokasi penelitian mencakup empat kecamatan produsen kopi seluas 9.959 Ha. Hasil menunjukkan formalisasi IG oleh DJKI berdampak pada kenaikan harga Green Bean hingga 62% dan harga petik merah menyentuh Rp90.000/kg karena kepatuhan SOP komunal yang dimonitor MPIG. Kesimpulan menegaskan model layanan publik pluralistik yang fasilitatif memperkuat legitimasi aturan lokal dan keberlanjutan kualitas. Rekomendasi mencakup institusionalisasi model LPP di Pemkab, penguatan MPIG, standar verifikasi substantif, dan replikasi kebijakan IG komoditas lokal secara nasional.
