Abstract

This study aims to evaluate the work ethic of employees at PT. Jasaraharja Putera Bengkulu Branch and identify the factors influencing it. Work ethic refers to the attitudes, values, and behaviors exhibited by individuals in performing their duties, directly affecting the performance and service quality of the organization. A quantitative method was employed, using a survey approach with 55 respondents who are active motor vehicle insurance (JP-ASTOR) customers. Data were collected through questionnaires designed based on indicators of work ethic and service quality. The research findings indicate that the employees demonstrate a relatively high level of work ethic, especially in terms of discipline, responsibility, and adaptability to the implemented management information system. However, some limitations were observed regarding their comprehension and optimal use of information technology. A simple linear regression analysis reveals a positive and significant influence between the management information system and service quality. These results imply that strengthening employee work ethics through training in information technology and system usage can enhance the competitiveness of financial service companies like PT. Jasaraharja Putera.This research offers theoretical contributions to the development of human resource management in the insurance service sector and serves as a strategic reference for internal policy decisions aimed at improving service effectiveness and customer satisfaction.

Abstract

. This study investigates the development of tourism in Lubuk Resam Village, located in the North Seluma Sub-District of Seluma Regency. The research applies a qualitative descriptive method to analyze the village's tourism potential using the framework proposed by Buhalis (2000), which includes attractions, accessibility, amenities, and ancillary services. Data were collected through semi-structured interviews and documentation, involving three key informants and two supporting informants from local stakeholders. The findings reveal that Lubuk Resam possesses a variety of natural attractions—such as hot springs, waterfalls, and unique cave formations—that serve as primary tourist magnets. However, access remains a significant challenge due to inadequate road infrastructure, particularly for four-wheeled vehicles. Amenities and supporting facilities, including accommodation, restrooms, and parking areas, are still underdeveloped due to limited village funding. The study suggests that maximizing tourism development in Lubuk Resam requires stronger involvement from external stakeholders, such as regional government bodies and private investors. Their participation is vital for improving infrastructure, enhancing visitor experience, and ensuring sustainability. Furthermore, community engagement must be encouraged to preserve cultural identity while promoting tourism. The study concludes that with strategic planning and cross-sector collaboration, Lubuk Resam has the potential to emerge as a leading tourism village in Bengkulu Province.

Abstract

This study aims to evaluate the strategic management of raw water sources at the Regional Drinking Water Company (PDAM) Tirta Hidayah in Bengkulu City using a SWOT analysis approach. The availability of clean water is a critical component for public health and sustainable development. However, water quality degradation due to pollution and climate change poses significant challenges for public utilities like PDAM. Employing a qualitative descriptive method, the research gathers data through direct observation, in-depth interviews with key stakeholders, and documentation analysis. The findings indicate that PDAM Tirta Hidayah possesses notable strengths, such as the application of modern water treatment technologies, adherence to health regulations including the Ministry of Health Regulation No. 2 of 2023, and a professional operations team. Nevertheless, several weaknesses persist, including limited treatment capacity, inconsistent water quality, high operational costs, and pollution of the Bentiring River, which is the primary water source. Opportunities for improvement lie in adopting advanced water processing technologies, fostering public-private partnerships, and increasing community awareness regarding water conservation. However, external threats such as climate variability and inadequate infrastructure remain pressing issues. Based on the SWOT analysis, a comprehensive strategic plan is recommended to enhance the effectiveness, efficiency, and sustainability of raw water management in Bengkulu. These strategies should address both internal shortcomings and external risks while leveraging existing organizational strengths and market opportunities. This study contributes to the broader discourse on public sector water governance and offers actionable insights for policymakers and utility managers.

Abstract

This study aims to analyze the implementation of civil servant mutation, rotation, and promotion policies within the Regional Government of Bengkulu Province, specifically in the Bureau of Governance and Public Welfare. Mutation, rotation, and promotion are key components of civil service management, aiming to optimize personnel distribution, develop competencies, and enhance employee motivation and performance. The study uses a qualitative approach with data collected through observation, in-depth interviews, and documentation. Informants included structural officials, functional officers, and staff who have undergone mutation or promotion. The theoretical framework refers to the Indonesian Civil Service Agency Regulation No. 5 of 2019, which outlines seven key indicators: competence, career pattern, employee mapping, talent pool, career development, performance and behavior evaluation, and organizational needs. The results show that while most processes adhere to the regulation, there are still several challenges, such as limited employee mapping data, mismatches between educational background and new positions, and lack of training prior to job transfer. Furthermore, non-technical factors such as personal connections and subjective considerations still influence placement decisions. These findings highlight the need to strengthen a merit-based system grounded in transparency and performance to build a professional and effective bureaucracy. This study is expected to contribute valuable insights for the Bengkulu Provincial Government in refining its civil servant mutation and promotion practices to be more fair, objective, and strategically aligned with organizational goals.

Abstract

This study aims to analyze the level of work discipline among employees at the Library and Archives Service of Bengkulu Province and identify the influencing factors. Work discipline is a crucial component in achieving organizational goals, particularly in government institutions that provide public information and archival services. The research employed a descriptive qualitative approach with data collected through interviews, observations, and documentation. Informants consisted of institutional employees and library service users. The findings indicate that most employees demonstrate good discipline, especially in terms of attendance, compliance with regulations, and ethical behavior at work. However, some minor disciplinary issues were observed, such as the use of personal gadgets during working hours and loud conversations that disrupt the work environment. Factors affecting work discipline include leadership, electronic attendance systems, individual awareness, and the overall work environment. The study recommends continuous coaching, capacity-building for employees, and optimization of supervisory systems to enhance discipline and professionalism in the workplace.

Abstract

This study aims to analyze the implementation of thematic agricultural programs at the Department of Food Crops, Horticulture, and Livestock in North Bengkulu Regency. The program is part of a local government strategy to increase agricultural productivity, improve farmers’ welfare, and enhance local food security through training, technical assistance, and crop diversification. This research adopts a qualitative approach with data collected through observations, in-depth interviews, and documentation involving department staff and farmer groups participating in the program. The results indicate that program implementation involves active coordination between the department, field extension officers, and farmers. While communication and dissemination methods were relatively effective, challenges remain, particularly the limited number of agricultural extension workers and a lack of technical understanding among field actors. The program has been successful in enhancing farmers' knowledge, especially in sustainable practices and production efficiency. However, long-term sustainability requires regular evaluations, continuous training, and stronger policy support. Key factors influencing implementation success include effective communication, availability of human and financial resources, implementers' commitment, and supportive bureaucratic structures. By addressing these factors, the thematic agricultural program can serve as a participatory and sustainable development model for regional agricultural sectors.

Abstract

This research aims to determine the impact of organizational culture on the performance of Civil Servants (PNS) at the Regional Planning, Research, and Development Agency of Bengkulu Province. The method used in this study is a quantitative descriptive method. Data collection techniques were conducted through the distribution of questionnaires to 84 respondents as research samples. The obtained data were analyzed using simple linear regression. The analysis results show that the regression equation obtained is Y = 7.763 + 0.997X, indicating a positive relationship between organizational culture (X) and employee performance (Y). The correlation value (R) of 0.758 indicates a strong relationship between the two variables, and the coefficient of determination (R²) of 0.575 indicates that 57.5% of the variation in employee performance can be explained by organizational culture. The t-test produced a significance value of 0.000, which is less than α = 0.05, concluding that organizational culture significantly affects the performance of Civil Servants in that institution. Thus, improving organizational culture can encourage an increase in employee performance.

Abstract

The Community Service Activity (PKM) was carried out by a lecturer in the Public Administration Study Program at DEHASEN BENGKULU UNIVERSITY in April 2022 in PAUD Gilang and PAUD Aiza, Kelobak Village, Central Bengkulu Regency. This activity aims to improve the ability of teachers in completing learning administration through the use of the Merdeka Teaching Platform (PMM) as part of the implementation of the Merdeka Learning policy. The main problems faced by the two PAUD institutions are the limitations of digital literacy, the not optimal filling in administrative documents in PMM, as well as lack of technical assistance in the management of digital -based administration. The method of implementing activities includes the preparation, training and technical assistance stages, evaluation, and reflection of the results of the activity. The approaches used are participatory and applicative, with direct guidance in making accounts, filling in data, and uploading learning documents such as daily activity plans (RKH), journal activities, and child development reports. Activities results show significant increases in the ability of teachers in operating PMM and completing digital learning administration documents. In addition, this activity succeeded in fostering awareness of the importance of orderly administration, efficiency of document management, and accountability of educational institutions. This activity also strengthens the synergy between universities and basic educational institutions in supporting digital transformation of education in rural areas.

Abstract

A Community Service (PKM) activity with the theme "Socialization of the Youth Movement to Build Villages to Increase Village Original Income" was held in Rindu Hati Village, Taba Penanjung District, Central Bengkulu Regency. The main objective of this activity was to provide understanding and motivation to village youth to play an active role in development that has implications for increasing Village Original Income (PADes). The activity was carried out through direct socialization and counseling methods to youth and Karang Taruna administrators, by delivering material on youth, village development, and PADes management. The results of the activity showed that the participants were highly enthusiastic and gained a better understanding of the importance of the role of youth as agents of change, agents of development, and drivers of the local economy. This activity also encouraged the birth of creative and innovative ideas in developing village potential. Evaluation showed that this socialization was effective in increasing youth awareness and participation in sustainable development in Rindu Hati Village. The sustainability of the activity is expected through continued guidance and collaboration between the village government, educational institutions, and youth organizations.

Abstract

This Community Service (PKM) activity aims to foster and strengthen the value of social solidarity in student organizations, especially the Public Administration Student Association (HIMAPLIK) of Dehasen University, Bengkulu. In the era of globalization that is full of challenges of individualism and rapid social change, the millennial generation as part of the academic community needs to have a high collective awareness and spirit of togetherness to maintain the integrity of the organization. This activity was carried out in the form of a Public Dialogue with the theme "Integration of Solidarity in Student Organizations", which was attended by HIMAPLIK administrators and members. The activity method used a participatory approach through lectures, interactive discussions, and question and answer sessions to increase participants' understanding of the meaning, forms, and application of positive social solidarity in organizations. The results of the activity showed that HIMAPLIK students have an awareness of the importance of solidarity in maintaining cohesiveness, cooperation, and shared responsibility. Social solidarity is interpreted as a form of togetherness, sincerity, mutual cooperation, and mutual support in achieving organizational goals. This activity also encourages students to be more active, communicative, and play a role in building a harmonious and productive organizational climate. Through this PKM activity, it is hoped that HIMAPLIK can become a forum for forming the character of students who are socially minded, disciplined, and oriented towards the values ​​of togetherness in academic and social life.
