Abstract

Proyek konstruksi, terutama yang berkaitan dengan gudang dan pabrik, memiliki pengaruh besar terhadap pertumbuhan ekonomi dan perkembangan industri di suatu wilayah. Cikande, Serang adalah kawasan yang sedang mengalami perkembangan pesat, sehingga kebutuhan akan infrastruktur yang efisien dan berkualitas semakin mendesak. Oleh karena itu, dilakukan studi untuk mengidentifikasi faktor-faktor dominan yang mempengaruhi kinerja kontraktor dalam proyek konstruksi gudang dan pabrik di wilayah tersebut. Menggunakan pendekatan kuantitatif dan kualitatif, studi ini mengumpulkan data melalui observasi langsung, wawancara mendalam, dan analisis menggunakan skala Likert. Faktor-faktor yang dianalisis meliputi sumber daya manusia, lingkungan kerja, ketersediaan peralatan, perencanaan dan penjadwalan, serta sistem komunikasi dan pengendalian proyek. Hasil penelitian menunjukkan bahwa faktor komunikasi antara manajemen dan pekerja, serta ketersediaan logistik, memiliki pengaruh signifikan terhadap efisiensi pelaksanaan proyek. Selain itu, keterlambatan pengiriman material dan koordinasi yang buruk sering menjadi hambatan utama yang menghambat kemajuan proyek. Berdasarkan temuan ini, disarankan untuk meningkatkan sistem komunikasi internal, mengoptimalkan manajemen logistik, dan menerapkan strategi mitigasi risiko untuk meningkatkan kinerja kontraktor, yang diharapkan dapat menjadi acuan bagi kontraktor dalam meningkatkan efektivitas manajemen proyek untuk mencapai hasil optimal.

Abstract

The Road Preservation Project on Liran Island has faced significant implementation delays. Liran Island, categorized as one of the 3T (terdepan, tertinggal, and terluar) areas, has encountered challenges mainly due to difficult geographical conditions. These challenges include shallow sea topography and shoals that hinder navigation, strong currents and tides that limit ship movement, adverse weather conditions such as high winds and large waves, and limited resources that require material imports from outside the island. This study aims to identify and analyze the geographical factors most influencing the optimization of costs and time in the project. The research design employs simulation of optimization scenario models, comparing geographical and normal conditions (without geographical factors). Data analysis is conducted using the Transportation Method for cost optimization (material procurement) and the Critical Path Method (CPM) for time optimization (rescheduling). The results reveal that geographical conditions significantly impact mobilization costs. Among the variables analyzed—sea topography (X1), sea and water conditions (X2), weather (X3), and natural resources (X4)—weather (X3), particularly wind speed and wave height, has the greatest influence on increasing distribution costs. Furthermore, geographical conditions also affect the project schedule, particularly in material delivery planning, which requires longer loading and unloading times. Adjusting the schedule based on geographical conditions leads to cost and time efficiencies, especially in choosing the right vessel types, estimating weather, and managing tidal conditions.

Abstract

The development of Ibu Kota Nusantara (IKN) has faced considerable uncertainty following the implementation of government budget efficiency policies in 2025, which may affect the feasibility of key infrastructure, including the Multi-Utility Tunnel (MUT). This study aims to evaluate the feasibility of MUT development under budget efficiency conditions by analyzing its economic, social, and environmental dimensions to support informed decision-making by relevant stakeholders. The Life Cycle Cost (LCC) method is applied using structural design data and applicable regulations, while project implementation is assessed through scenario-based simulation and forecasting. Economic feasibility is analyzed using Net Present Value (NPV) and sensitivity analysis, whereas social and environmental impacts are evaluated through systematic observation. The analysis identifies three possible development scenarios: optimistic, moderate, and pessimistic. The moderate scenario exhibits the highest initial and operational costs when cash inflows are excluded. To achieve economic feasibility at an NPV of zero, the pessimistic scenario requires the highest total cash inflow, amounting to IDR 1.074 trillion during the operational phase. Among the three variables analyzed, initial cost is the most sensitive parameter, recording the highest sensitivity value of 24.34 under both the pessimistic and moderate scenarios. In contrast, the discount rate is the least sensitive variable, with a sensitivity value of −9.00 across all scenarios. In terms of social impact, budget efficiency may affect public trust in the project, while environmentally, it may reduce immediate adverse impacts but risk prolonging long-term environmental effects.

Abstract

Conventional projects struggle with complex accounting, weak controls, and fragmented payments that hinder administration and reporting, whereas modular prefabrication simplifies production and transaction processes. This study examines the influence of modular prefabrication on the simplification of accounting transactions and strengthening the internal control of the project, as well as formulating an applicable modular-lean-control integration model. The study employed a qualitative-quantitative case study on a prefabricated modular project, using interviews, project documents, and financial records, with value stream mapping, risk-control matrix, and pre-post quantitative comparisons for analysis. The results showed a decrease in transaction points from ±120 points to ±48 points (a decrease of around 60%), an acceleration of payment verification time from ±14 days to ±4 days (acceleration up to 70%), a reduction in administrative costs by 40-50%, and an increase in financial reporting accuracy of up to ±98%. These findings indicate that the integration of modular prefabrication with lean construction principles and based internal control can result in more effective control structures through module batch mechanisms and physical-cost verification gates. This research contributes to the development of integrative conceptual models that are relevant to industrial practice and academic research.
