Abstract

This article examines the role of ulama in the implementation of Sharia in Aceh by focusing on the study of their fatwa concerning apostasies and heresy. Since the time of the Aceh Sultanate, the role of the ulama has been prominent as the royal judges who applied sharia due to the status Aceh as the region that embraces Sunni Islam as the official schools of jurisprudence and theology. This situation continues in the period of independence and it has legally been further strengthened in the post-Soeharto regime (reformation era) by the special autonomy status granted to Aceh that includes the right to implement sharia in full. Based on the special autonomy, the council of ulama in Aceh, known as Majelis Permusyawaratan Ulama (the Consultative Assembly of Ulama) or MPU) is officially instuted as the government partner and vested with the authority to issue religious edicts (fatwa) and give considerations regarding the problems of governance, development, community development, and Islamic economy to the government. With regards to Islamic theology, the MPU has the authority to determine the orthodoxy of a religious group by issuing fatwa. As studied, there are fourteen fatwa issued by the MPU on sects and religious movements flourished in Aceh which are deemed to be deviating from Islamic orthodoxy; those include Shiah, Millata Abraham, and Gafatar.   From in-depth studies of the fatwa, this article reveals that the influential role of ulama in Aceh in the life of society and government comes from three legitimations, namely; history, legal, and social. This thus has made the society and government feel bound by the MPU fatwa on apostasies and heresies which prompt the Aceh government to ban the groups despite freedom of religion guaranteed by the constitution. This condition is theoretically appealing because, as far as the legal system of Indonesia is a concern, obeying a fatwa is a matter moral compliance instead of legal compliance.Keywords: Aceh, Islamic Sharia, Ulama Council’s Fatwa on Apostasies and Heresies

Abstract

Participation rate of men in the use of contraceptionon in Banda Sakti district Kota Lhokseumawe is still very low, at only 0,005%, it’s under the national target of 5%. The purpose of this study was to determine the factors associated with men's participation in family planning in the working area of Banda Sakti District. This type of research was observational with a cross-sectional approach in 20 juli 2020 - 8 Agustus 2020, using a questionnaire on 66 respondents.This research was using simple random sampling technic.The result showed that there were 27,3% of respondents who participated in family planning (25,8% condoms and 1,5% vasectomy) and 72,7% of respondents not participated in family planning. Based on the result of this research, there was significant correlation between quality of service (p value = 0,003, OR = 11,200), knowledge (p value = 0,009, OR =14,385) and social culture (p = 0,000, RO= 13,300) with male participation in family planning. there was no correlation between Sosio Demografi (Education, Income and Number Children ) and  Access to Family Planning services with male participation in family planning.It is recommended for managers of family planning program in district Banda Sakti to able to provide more intensive counseling, increasing socialization of equality, so the participation of men in the Family Planning Program is no longer considered something which is taboo or embarrassing and improving cooperation across sector.ABSTRAKPartisipasi pria dalam program keluarga berencana khususnya penggunaan kontrasepsi di Kecamatan Banda Sakti Kota Lhokseumawe masih sangat rendah yaitu 0,005%, hal ini masih jauh dari target nasional sebesar 5%. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi partisipasi pria dalam mengikuti Keluarga Berencana (akseptor kondom dan MOP) di Kecamatan Banda Sakti Kota Lhokseumawe. Jenis penelitian ini berupa observasional dengan metode pendekatan cross-sectional yang dilaksanakan tanggal 20 juli 2020 sampai 8 Agustus 2020, menggunakan kuesioner pada 66 responden, dengan teknik simple random sampling. Hasil penelitian ini menunjukkkan bahwa ada 27,3% responden yang ikutserta dalam keluarga Berencana dimana 25,8% menggunakan kontrasepsi kondom dan 1,5% menggunakan kontrasepsi vasektomi/MOP, sedangkan responden yang tidak menggunakan kontrasepsi sebanyak 72,7%, serta adanya hubungan yang bermakna antara faktor kualitas pelayanan (p value = 0,003, OR = 11,200), pengetahuan (p value = 0,009, OR =14,385) dan budaya (p = 0,000, RO= 13,300) dengan keikutsertaan pria dalam keluarga berencana. Tidak ada hubungan bermakna antara sosio demografi (pendidikan, pendapatan dan jumlah anak ) dan akses pelayanan dengan keikutsertaan pria dalam ber-KB di Kecamatan Banda Sakti Kota lhokseumawe.Disarankan untuk pengelola KB di Kecamatan Banda Sakti Kota Lhokseumawe untuk memberikan penyuluhan yang lebih intensif, meningkatkan sosialisasi tentang kesetaraan, sehingga keikutsertaan laki-laki dalam Program KB  tidak lagi dianggap sebagai sesuatu yang tabu atau memalukan dan meningkatkan kerjasama lintas sektor

Abstract

The local wisdom values of the Acehnese have proven to be used as a mechanism in conflict resolution. The problem of conflict is not only the social reality of the people of Aceh, but it has become a problem for the world community. Many conflicts occur in communities that require deep knowledge and broad insight into adat so that they can be resolved through deliberation and consensus. Knowledge of local wisdom and insight into customary-based conflict resolution is not evenly distributed among gampong apparatus, therefore this community service aims to strengthen the role of local wisdom-based conflict resolution to create peace in Gampong Meunasah Mesjid, Muara Dua sub-district, Lhokseumawe City. The method used is strengthening and capacity building. Stages of implementation, problem identification, program implementation in the form of training. So that it is hoped that capacity and knowledge development will be achieved, improvement of the social and cultural values of the community. The benefits and impacts of this training are that the community will gain a strengthened understanding of customary values and local wisdom that can be used as a means of conflict resolution in the national legal system; strengthening understanding of customary values and local wisdom according to Islamic law; the establishment of partnerships, friendship and cooperation between the campus and the community in maintaining peace in the community; preservation and improvement of values and the role of conflict resolution in sociological and cultural contexts in society.

Abstract

Implementasi Program Kartu Prakerja Dalam Mengatasi Pengangguran Di Kabupaten Mandailing Natal. Tujuan dari penelitian ini untuk mengetahui kendala yang dihadapi dalam implementasi Program Kartu Prakerja dalam menurunkan angka pengangguran di Kabupaten Mandailing Natal serta mendeskripsikan dampak Program Kartu Prakerja terhadap pengangguran di Kabupaten Mandailing Natal. Adapun masalah yang timbul yaitu implementasi dari program Prakerja ini tidak efektif menyelesaikan permasalahan pengangguran khususnya di Kabupaten Mandailing Natal. Dalam menjelaskan hasil penelitian disesuaikan dengan teori dari George Edward wilson yaitu Komunikasi, Sumber daya, Disposisi. Penelitian ini menggunakan metode penelitian kualitatif dengan tipe deskriptif analisis. Hasil penelitian menunjukkan pertama komunikasi ialah kurangnya sosialisasi dan pendampingan kepada peserta program Kartu Prakerja di Kabupaten Mandailing Natal. Kedua Sumber daya, segi sumberdaya manusia yang ditugaskan untuk mengawal program Kartu Prakerja ini untuk mencapai tujuannya di Kabupaten Mandailing Natal belum memiliki kompetensi dan keterampilan sesuai apa yang dibutuhkan program ini. Ketiga disposisi atau sikap pelaksana, kurangnya komitmen dari pelaksana program Kartu Prakerja di Kabupaten Mandailing Natal yaitu dinas ketenagakerjaan Kabupaten Mandailing Natal untuk menjalankan peran yang telah ditetapkan dalam Perpres Nomor 36 tahun 2020 tentang pengembangan kompetensi kerja melalui program Kartu Prakerja. Dampak Program Kartu Prakerja terhadap pengangguran di Kabupaten Mandailing Natal yaitu metode pelatihan yang kurang efektif untuk meningkatkan kompetensi kerja peserta program dan sertifikat pelatihan yang didapat dari program ini belum cukup membantu peserta program untuk diterima kerja pada saat melamar pekerjaan.

Abstract

Shipping plays a crucial role in the efforts to achieve national objectives outlined in Pancasila and the Republic of Indonesia's 1945 Constitution. Naturally, the government plays a crucial role in ensuring that everything runs smoothly in an effort to realize this situation. through government agencies, specifically the Harbormaster Office and the Lhokseumawe Class IV Port Authority. This study aims to examine and demonstrate how the Inaportnet application's implementation of policies pertaining to shipping authorization management is carried out. The descriptive design of this study is combined with a qualitative research approach. A research approach known as qualitative research approaches the world as a whole through the lens of holistic, complex, dynamic, meaningful, and inductive reasoning. The Lhokseumawe Class IV Harbormaster and Port Authority Office has implemented the Policy for Issuing Sailing Approval Letters (SPB) in accordance with applicable regulations, but there are still a few obstacles in the way. The applicant's lack of comprehension of the procedures for issuing sailing approval letters (SPB) is one of the obstacles in issuing sailing approval letters (SPB) at Class IV Lhokseumawe Harbor Masters and Port Authority offices. IV Lhokseumawe is attempting to keep providing service users with information so that they can comprehend the procedure for issuing a Sailing Approval Letter (SPB). An online system should be used to carry out Syahbandar's responsibilities for issuing sailing approval letters (SPB), so that there are no signs of extortion

Abstract

Studi ini mengkaji pengembangan Kawasan Minapolitan Aceh Timur, Pemerintah Kabupaten Aceh Timur telah menyusun 2 (dua) dokumen pendukung yaitu RZWP3K (Rencana Zonasi Wilayah Pengembangan Pesisir dan Pulau-pulau Kecil) dan Master Plan Minapolitan Aceh Timur (Peraturan Bupati Aceh Timur Nomor 9 Tahun 2022). Kebijakan Minapolitan merupakan salah satu intervensi yang dilakukan Pemerintah dalam meningkatkan produktifitas kelautan dan perikanan melalui program Kementrian Kelautan dan Perikanan (KKP).Penelitian ini menggunakan pendekatan kualitatif dengan metode pendekatan deskriptif yaitu pendekatan yang digunakan untuk meneliti pada kondisi objek yang alamiah. Hasil penelitian menyampaikan bahwa kelembagaan kawasan minapolitan di dalam kolaborasi bahwa Dinas Perikanan dan Kelautan sebagai leading sektor, sebagai pendukung BPBAP dalam melaksanakan riset, sebagai anggota kolaborasi dan Kelompok Pembudidaya Ikan (Pokdakan), serta dukungan masyarakat Desa Matang Rayeuk berada di lingkungan kawasan minapolitan belum berjalan dengan baik. Diantara 7 Kecamatan yang mempunyai tambak terintegrasi Hanya di kawasan Desa Matang Rayeuk yang sudah melakukan pengembangan klaster tambak udang vaname seharusnya sesuai dengan ketetapan yang berlaku kawasan minapolitan yang taerintegrasi tambak bias dikembangkan menjadi klaster tambak berkelanjutan namun anggaran belum memadai. Pemerintah harus lebih banyak mensosialisasikan tentang program klaster ini kepada masyarakat setempat agar masyarakat lebih yakin untuk memberikan surat tanah dan memenuhi kebutuhan lahan tambak untuk program klaster ini, dan bias memenuhi sarana dan prasaran yang dibutuhkan seperti instalasi pengolahan air limbah (IPAL) dan tandon air.

Abstract

Pemerintah Kabupaten Bener Meriah telah menetapkan kawasan peternakaan Uber-uber dan Blang paku Kecamatan Mesidah Kabupaten Bener Meriah melalui Qanun Nomor 05 Tahun 2011 Tentang lokasi Peternakan (Peruweren) Uber-uber dan Blang paku Kabupaten Bener Meriah. Tujuan dari pembentukan kawasan peternakan tersebut untuk melestarikan fungsi strategis peternakaan tradisional yang sudah dilakukan masyarakat adat setempat, tetapi implementasi Qanun Nomor 05 Tahun 2011 belum berjalan dengan maksimal. Oleh karena itu, kajian ini penting dilakukan untuk mengetahui pelaksanaan implementasi Qanun Nomor 05 Tahun 2011 serta faktor-faktor penghambatnya. Metode penelitian yang digunakan adalah metode kualitatif, dengan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi atau kepustakaan. Hingga kini, upaya pengembangan sapi potong dan kerbau belum mampu memenuhi kebutuhan daging di Kabupaten Bener Meriah. Hal ini ditandai dengan tidak adanya peningkatan jumlah populasi dalam kawasan peternakan Uber-uber dan Blang paku Kecamatan Mesidah Kabupaten Bener Meriah, dikarenakan masih banyaknya sikap mental yang menjadi tradisi peternak dalam masyarakat yang hanya ingin memiliki bantuan ternak yang diberikan Pemda setempat tanpa rasa ingin mengembangkan dan memberdayakan bantuan tersebut dalam mengoptimalkan kawasan peternakan. Selain itu, Keterbatasan Sumber Daya Manusia (SDM) dalam bidang peternakan seperti Medik Veteriner yaitu dokter hewan, dan Paramedik yaitu sarjana peternakan, juga menjadi faktor penghambatnya implementasi Qanun Nomor 05 Tahun 2011, sehingga tidak terkontrolnya manajemen peternakan dalam kawasan tersebut. Peneliti melakukan penelitian untuk menemukan bagaimana mengoptimalkan kawasan peternakan tersebut sehingga implementasi Qanun Nomor 05 Tahun 2011 Tentang lokasi Peternakan (Peruweren) Uber-uber dan Blang paku Kabupaten Bener Meriah bisa berjalan dengan semestinya

Abstract

The Regional Secretariat of the Bener Meriah Regency in 2019 is the location of this study, which explores the efficacy of raising state public servants' performance using the merit system. The goal of the study is to comprehend how the spoil system can impede efforts to increase ASN performance as well as the efficacy of enhancing ASN performance through the merit system. Hani Handoko's theory of effectiveness, which uses outcome indicators (results) from the execution of programs/activities, is the theoretical framework that is applied. A qualitative research method was adopted for the study. The findings revealed that improving the performance of ASN through the Merit System at the Bener Meriah Secretariat in 2019 was still ineffective due to the low quality of the ASN serving in the Bener Meriah Secretariat due to the influence of the spoil system implementation due to the element of closeness or kinship with political officials in the area. Regency Bener Meriah The spoil system has a significant impact and hinders the effectiveness of improving the performance of ASN in the Bener Meriah Secretariat in 2019, because if the spoil system is still used in the placement and recruitment of ASN placed in the Setdakab, it will have an impact on the performance of other ASN, because the roles of ASN are different because ASN roles that are placed based on ability and competence qualifications will be defeated by ASN that is dominated by a spoil system because it is based on political power or through political intervention and power.

Abstract

The issue with the formation of the Kandang Makmur sub-district is that the conditions for political, territorial, and administrative aspects, such as the length of the design process and the discussion of regional expansion, are such that they are not met. The expansion of the Kandang Makmur District underwent a long process and involved many parties. According to David Easton, in the discussion process to analyze problems using political system theory in public policy formulation, which consists of input, withinput, and output, Researchers choose to use a qualitative approach because a qualitative approach is believed to be able to assist researchers in interpreting and describing the phenomena that occur. The sub-district expansion process in Kandang Makmur is full of political elements. The political element is the efforts of Mayor Suaidi Yahya and the Aceh Party to control the legislature and the expansion agenda of the Kandang Makmur sub-district. This is in accordance with the concept that in the policy-making process there is the use of interests and power in order to form a policy. So in the formulation process, there was a tug-of-war between the executive and the legislature. It is hoped that the Lhokseumawe DPRK, as the legislature, rationalizes the expansion policy of Kandang Makmur District by providing alternative policies to the executive, which is the party proposing the expansion policy of Kandang Makmur District. so that the next researcher can continue the discussion related to the implementation of the Qanun for regional expansion in Kandang Makmur District

Abstract

There were issues with the open and Assessment Center-based process used to fill the Primary High Leadership Position (JPT) in Lhokseumawe City in 2018. Political interference was still very strong, and there were still likes and dislikes (and dislikes), so the selection of ASN for the Primary High Leadership Position did not follow the merit system based on competence, education, and experience (merit system). Descriptive and qualitative research methodologies are used in the study of the Primary High Leadership Position (JPT) selection analysis in the Lhokseumawe City Government. Many employees who find it challenging to participate in the position auction or open selection are among the obstacles that are experienced. been untested. Each apparatus only possesses a small amount of leadership spirit, which has an impact on how employees behave when they aren't competitive enough to compete in a succession of job auction selection processes before particular positions become open. The provision of additional resources, specifically the budget for facility and infrastructure upkeep, is necessary to assist the Lhokseumawe City Government's success in supplying human resources and infrastructure.
