Abstract

This study examines the convergence of public policy and social impact on drug rehabilitation for addiction in Indonesia using a literature review of 13 Scopus-indexed articles. Findings highlight that Indonesia has evolved in its drug policies from punitive measures towards incorporating rehabilitative interventions, although there continue to be prevalent challenges. These include stigma, poor infrastructure, uneven policy application, and lack of inter-stakeholder coordination. Models of rehabilitation both community and faith-based also have the potential for strengthening social reintegration and reducing recidivism. The research demands policy alignment, increased investment, and stronger multi-stakeholder coordination to achieve effective and inclusive rehabilitation. Evidence emerging from this research provides a foundation for evidence-based policy and program development particular to Indonesia's socio-culture.

Abstract

Land registration is a critical government activity aimed at recording and maintaining physical and juridical data for land parcels, ensuring legal certainty for land rights holders. In Jombang Regency, despite 76.7% of 592,744 land parcels being titled, 100% titling has not been achieved. The government introduced the Complete Systematic Land Registration (PTSL) program, facilitated by Ministerial Regulations, to accelerate this process and provide legal certainty. However, the implementation of PTSL in Jombang Regency faces significant challenges, making it an important area for study. This research aims to analyze the implementation of the PTSL program in Jombang Regency, focusing on the challenges faced and the obstacles affecting its effectiveness in achieving legal certainty and reducing land disputes. This research uses an empirical juridical approach with a sociological juridical focus, drawing on primary data from interviews with the Jombang Regency Land Office and secondary data from laws and regulations related to land registration and PTSL, including Law No. 5/1960 and various government and ministerial regulations. This research revealed several technical constraints impacting PTSL implementation in Jombang Regency. These include a lack of human resources, limited timeframes for completion, insufficient public awareness regarding administrative requirements, and challenges in socialization and counseling. Further obstacles involve difficulties in retrieving and collecting juridical data, issues with physical data measurement due to terrain, and problems with certificate submission. Additionally, legal issues, particularly those related to inheritance and lost proof of ownership (Letter C), significantly impede the process.

Abstract

There is a change in the scheme of monitoring draft local regulations (Raperda) and local regulations (Perda) since the amendment of Law No. 17/ 2014 about MPR, DPR, DPD, and DPRD. This amendment was made through Law No. 2 /2018 by adding Article 249 paragraph (1), letter j, by providing new authority for the House of Regional Representatives (DPD RI). The new authority of the DPD RI is to monitor and evaluate the draft local regulations (Raperda) and local regulations (Perda). The problem is that in the Indonesian constitutional system, the supervision of the draft local and local regulations is not the territory of DPD RI. So, it is true that the authority is given but cannot be implemented. The research concluded that derivative supervision can help translate DPD RI’s new authority to oversee regional legal products.

Abstract

This study analyzes legislative approaches to the rehabilitation of drug addicts through the lens of social engineering, examining best practices and identifying key challenges. A juridical analysis of selected national and international legislation highlights the alignment of legal frameworks with social engineering principles, focusing on recovery, reintegration, and harm reduction. Case studies from jurisdictions like Portugal and the Netherlands demonstrate the effectiveness of decriminalization and integrated healthcare policies in reducing recidivism and improving public health. However, challenges such as resource constraints, societal stigma, and policy inconsistencies remain significant barriers to implementation. The findings emphasize the need for comprehensive, evidence-based legislation that balances punitive and rehabilitative measures to address drug addiction effectively.

Abstract

This study examines the integration of social engineering and policy innovation within Indonesia’s legislative framework for drug rehabilitation, focusing on restorative justice principles. Through a juridical analysis of Law No. 35 of 2009 on Narcotics and related policies, the research highlights the shift from punitive measures to rehabilitation-focused approaches. Findings reveal that while legislative provisions align with restorative justice ideals, significant gaps in implementation—such as inadequate rehabilitation infrastructure, social stigma, and weak stakeholder coordination—hinder their effectiveness. Drawing insights from international best practices, the study proposes actionable reforms, including enhanced judicial guidelines, public awareness campaigns, and integrated policy frameworks, to promote a comprehensive and sustainable approach to drug rehabilitation in Indonesia. This research underscores the potential of restorative justice as a transformative tool for addressing drug addiction as a public health and social issue.

Abstract

The research investigates law's role in promoting transformative justice through social engineering, focusing on rehabilitation and reintegration processes of drug addicts into society. This study applies a normative-juridical approach to evaluate Indonesia's legal frameworks for their effectiveness in handling addiction as a public health issue. Comparative analyses with international models, such as the decriminalization in Portugal and harm reduction policies in the Netherlands, show what a change of heart in legal philosophy might achieve. The findings put forward the majors lacuna in the present legislation: undue punitive, lack of supportive infrastructure, and stigma among society. Recommendations offered by the study go on to include legislative reform for rehabilitation, supportive infrastructure development, public-private partnership for effective reintegration. This paper advocates for a compassionate justice system that embeds transformative justice principles into legal frameworks, promoting societal productivity and inclusivity.

Abstract

Reading means opening a text that presents information, whether in print or non-print media. Students are always required to understand the material taught by their teachers. Currently, many students are very reluctant to read texts, especially books. They lack interest in reading textbooks or English books. Reading materials such as comics, novels, and short stories are more popular with today's students. Therefore, as researchers, we strive to gather information directly from students to gather data. This data relates to how students learn to read in English classes and what techniques English teachers use to engage them. Here, the researchers analyzed the use of interactive read-aloud strategies. The subjects of this study were English teachers and first-grade students at Al Islah Islamic Elementary School. The research method used was a qualitative case study design. The case study in this research has unique subjects: first-grade students at Al Islah Islamic Elementary School, who are still in the transition from Early Childhood Education to Elementary School. Naturally, their ability to comprehend texts is still not optimal. Therefore, they need guidance from their English teachers to improve their mastery of reading texts. The informants for this study were teachers and first-grade students of SDI Al Islah, using interviews, observation sheets, and documents as instruments. The observations revealed that English teachers used the following steps: creating lesson plans, developing strategy rules, developing strategy materials, developing learning media, evaluating, and providing feedback. Based on the explanation above, the interactive read-aloud strategy contributes to students' reading comprehension. This strategy can improve students' listening skills, recognize expressions, enrich vocabulary, motivate students to read English texts, and improve reading comprehension.
