Abstract

In 2001, Law No. 22 of 2001 concerning Oil and Gas was enacted, which aimed to regulate Pertamina's authority in the oil and gas sector, as well as grant rights and authority to other domestic and foreign oil companies. Consequently, this limited Pertamina's ability to explore and exploit new oil fields. This article adopts a normative juridical research method, which seeks to address existing legal issues through this approach. The research method includes the Case Approach, Statute Approach, and Conceptual Approach, which will be utilized by the author. Through this approach, the compatibility between legal provisions and their implementation will be examined. The findings indicate that, according to statutory regulations, the government agency responsible for upstream oil and gas activities in Indonesia was initially the Executive Agency for Upstream Oil and Gas Business Activities (BP Migas), which was later replaced by the Special Task Force (SKK) for Oil and Gas. The Constitutional Court dissolved BP Migas based on the decision that BP Migas solely controlled and supervised oil and gas management, without engaging in direct management activities. This led to a relationship model between BP Migas, as a representative of the state, and business entities, which contradicted the constitutional principle of state control over oil and gas natural resources.

Abstract

The Kolaka-Kolaka Timur road section serves as a vital connection among several districts in Southeast Sulawesi. This region is particularly susceptible to landslides during the rainy season, resulting in the road being obstructed by landslide debris. The objective of this research is to assess the thickness of the weathered layer, a critical factor contributing to landslides, as part of efforts aimed at mitigating such events. The research employs the resistivity geoelectric method utilizing a Wenner configuration with five passes. The electrode spacing is set at 7 meters, covering a total track length of 105 meters. Analysis of the measurement results indicates that the weathered layer across each track comprises alluvial deposits originating from the weathering of Sekis rocks, characterized by a resistivity of less than 20 Ωm. The thickness of the weathered layer varies across the tracks: Track 1 exhibits a thickness ranging from 4 to 12 meters, Track 2 ranges from 1 to 10 meters, Track 4 varies from 0 to 8 meters, and Track 5 shows a thickness between 0 and 10 meters.

Abstract

Abstract

The purpose of this paper is to investigate vulnerability assessments along the coastal area and small island of Kolaka Regency, Southeast Sulawesi, Indonesia. This paper used spatial analysis to estimate the Coastal Vulnerability Index (CVI). An assessment of CVI was carried out using eight parameters to build into five categories, with very low to very high category vulnerability. Coastal vulnerability in the Kolaka coastal area varies from a very low to a very high category. Hence, this study suggests that policymakers need to make a long-term plan for local coastal zones, and they should prioritize a precision disaster-based analysis to minimize the damage caused by the disaster in the future.
