Abstract

Information technology has become an important element in improving operational efficiency and data management in various sectors. The Tebing Tinggi Kesbangpol Office, as an agency that handles public complaint services, still faces obstacles in managing complaints that are carried out manually. This process causes delays in handling reports, lack of transparency, and difficulties for the public in monitoring the status of their complaints. This study aims to design a web-based public complaint process flow with the PIECES (Performance, Information, Economic, Control, Efficiency, and Service) approach to improve service effectiveness. This method is used to analyze various aspects of the running system and identify needed improvements. Data were obtained through observation, interviews with employees, and literature studies. From the results of the design carried out, it is expected that the complaint service process can be faster, information more transparent, and increase employee work efficiency. In addition, this design provides an overview of how the system can help the public in monitoring complaint status online and help agencies in managing data in a more structured and accountable manner. With this design, it is hoped that the Tebing Tinggi Kesbangpol can have guidelines in developing a more effective system to improve the quality of public complaint services.

Abstract

The manual management of PKK activity funds in Tempel Jaya Village leads to reporting delays, lack of transparency, and difficulty in real-time cash flow evaluation. This study aims to develop a web-based information system for monitoring and evaluating PKK activity funds using the cash flow monitoring method. The research method used is Research and Development (R&D) with the Prototyping model, including stages of problem identification, data collection, product design, validation, revision, black-box testing, and trial use. The result is a PHP and MySQL-based information system capable of recording income and expenditure transactions, providing a real-time dashboard with cash flow trend graphs, and generating financial reports (cash flow, balance position, transaction recap) in PDF/Excel formats. The application of the cash flow monitoring method successfully calculates net cash flow, closing balance, and fund efficiency ratio based on the 2025 PKK budget data with a total budget of more than Rp142 million. In conclusion, this system improves transparency, accountability, and efficiency of PKK fund management. Future development suggestions include integration with mobile applications and automatic notification features.

Abstract

Perkembangan teknologi informasi mendorong instansi pemerintahan untuk meningkatkan kualitas pengelolaan administrasi melalui pemanfaatan sistem digital. Salah satu permasalahan yang masih sering ditemukan adalah pengelolaan surat masuk yang dilakukan secara manual, sehingga menyebabkan keterlambatan pencatatan, kesulitan dalam pencarian arsip, serta berpotensi menimbulkan kesalahan dan duplikasi nomor agenda. Kondisi tersebut dapat menghambat efektivitas proses administrasi dan distribusi informasi dalam organisasi. Oleh karena itu, diperlukan suatu sistem yang mampu mengelola surat masuk secara terintegrasi dan efisien. Penelitian ini bertujuan untuk merancang dan membangun sistem tracking surat masuk dan penomoran agenda otomatis berbasis web pada Inspektorat Provinsi Sumatera Utara. Metode pengembangan sistem yang digunakan adalah Software Development Life Cycle (SDLC) dengan model Waterfall yang meliputi tahap analisis kebutuhan, desain sistem, implementasi, pengujian, dan pemeliharaan. Sistem dikembangkan menggunakan bahasa pemrograman PHP dan basis data MySQL serta dimodelkan dengan Unified Modeling Language (UML) untuk menggambarkan kebutuhan dan rancangan sistem secara terstruktur.Hasil penelitian menunjukkan bahwa sistem yang dikembangkan mampu mengelola data surat masuk secara terkomputerisasi, menghasilkan nomor agenda secara otomatis sesuai klasifikasi surat, serta menyediakan fitur pelacakan disposisi surat secara real-time. Selain itu, sistem memudahkan proses pencarian arsip dan penyusunan laporan administrasi surat. Penerapan sistem berbasis web ini dapat meningkatkan efisiensi, efektivitas, dan akurasi pengelolaan surat masuk, sekaligus mengurangi risiko kesalahan pencatatan yang sering terjadi pada proses administrasi manual di lingkungan Inspektorat Provinsi Sumatera Utara.
