Abstract

Penelitian ini bertujuan untuk menganalisis dampak transformasi digitalisasi terhadap peningkatan kinerja pelayanan publik di Kantor Camat Bongomeme, Kabupaten Gorontalo. Transformasi digital mencakup penggunaan teknologi informasi dalam sistem administrasi, layanan masyarakat, dan pengelolaan data. Dengan metode kualitatif melalui observasi, wawancara, dan dokumentasi, hasil penelitian menunjukkan bahwa penerapan teknologi digital mampu meningkatkan efisiensi kerja, mempercepat proses pelayanan, serta meningkatkan akuntabilitas dan transparansi. Namun, implementasi ini juga menghadapi tantangan seperti keterbatasan SDM, infrastruktur, dan literasi digital. Rekomendasi diberikan agar dilakukan pelatihan berkelanjutan dan penguatan dukungan dari pemerintah daerah.

Abstract

Herlina Umar, 2025 : Implementasi Kebijakan Pemerintah dalam Meningkatkan Pendapatan Asli Daerah (PAD) di Badan Pendapatan Daerah (BAPENDA) Kabupaten Gorontalo Provinsi Gorontalo. Komisi penasehat Dr. Ellys Rachman, S.Sos., M.Si dan Dr.Yosef P. Koton, M.Si. Tujuan penelitian ini adalah Menganalisis kebijakan PAD di Pemerintah Kabupaten Gorontalo, Menemukan faktor-faktor yang menentukan keberlanjutan kebijakan PAD di Pemerintah Kabupaten Gorontalo yang dapat menumbuhkan kemandirian dan kesadaranan masyarakat membayar pajak. Penelitian ini adalah jenis penelitian kualitatif dengan pendekatan studi kasus. Hasil Penelitian menunjukkan bahwa Perubahan struktur Dinas Bapenda yang awalnya sebagai sebuah bidang pendapatan di Dinas Keuangan Kabupaten Gorontalo, telah efektif meningkatkan PAD Kabupaten Gorontalo. Sementara itu Budaya dalam organisasi Keterlibatan publik dalam pengelolaan PAD dapat ditingkatkan dengan melakukan edukasi/sosialisasi kepada masyarakat terutama yang berkenaan dengan kebijakan/peraturan baru, dan menghadirkan kemudahan kepada wajib pajak dalam berinteraksi dan bertransaksi pajak dan retribusi daerah. Keterlibatan dapat dilakukan dengan meningkatkan profesionalisme pengelola pajak adalah pembinaan, pelatihan, dan pengawasan secara berkelanjutan. Adapun Faktor penghambat optimalisasi PAD di kabupaten Gorontalo mencakup pendapatan masyarakat, kesadaran masyarakat, dan sumber daya manusia.

Abstract

Penelitian ini bertujuan untuk melakukan evaluasi kinerja keuangan daerah berdasarkan rasio realisasi Anggaran Pendapatan dan Belanja Daerah (APBD) pada Badan Keuangan Kabupaten Gorontalo Utara. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan pengumpulan data melalui observasi, dokumentasi, dan wawancara, serta analisis data secara interaktif menggunakan teknik triangulasi untuk memastikan validitas data. Hasil penelitian menunjukkan bahwa kemandirian fiskal daerah masih rendah dengan ketergantungan tinggi pada dana transfer pemerintah pusat, efektivitas penerimaan Pendapatan Asli Daerah (PAD) kurang optimal, efisiensi belanja daerah belum maksimal, dan pertumbuhan keuangan daerah mengalami fluktuasi yang tidak stabil. Simpulan penelitian menegaskan perlunya optimalisasi PAD, peningkatan efisiensi pengeluaran, serta sinergi antara legislatif dan eksekutif untuk meningkatkan transparansi, akuntabilitas, dan keberlanjutan fiskal daerah guna mendukung pembangunan yang responsif terhadap kebutuhan lokal.   Kata Kunci: Evaluasi Kinerja Keuangan, Rasio Realisasi APBD, Kemandirian Fiskal, Efektivitas PAD

Abstract

This research aims to determine the extent to which Village-Owned Enterprises (BUMDes) are managed independently in order to increase member participation in Mootawa Village, Bone Raya District, Bone Bolango Regency. The type of research used is descriptive using a qualitative approach method, which refers to 3 focus indicators, namely, facility indicators, member understanding and transparency. The research results show that: the management of independent village-owned enterprises (BUMDes) in order to increase member participation in Mootawa Village, Bone Raya District, Bone Bolango Regency is not optimal, this is due to inadequate facilities, minimal understanding of members and low levels of transparency which can hamper the process of Agency Management. Abstract

The objectives of this research are: (1) to describe the availability of resources in decision making at AL 2 Shop, Gorontalo Regency, (2) to describe the factors inhibiting the use of the Geographic Information System application in decision making at AL 2 Shop, Gorontalo Regency. This research is qualitative research that is descriptive analysis using a phenomenological approach. The research results show: First, the availability of resources in decision making at AL Shop 2, Gorontalo Regency, including: (a) The computer hardware used includes labtops, chromebooks, printers and barcode scanners. (b) in terms of software, in utilizing this application, the Gorontalo Regency AL Motor Shop pays attention to several things, including: GIS, office, windows, (c) in terms of data and information, GIS has two interconnected data models, namely spatial data and nonspatial data.

Abstract

This study aims to analyze the extent to which the implementation of the child-friendly district program is carried out in accordance with the statements in regional regulations, especially in Gorontalo Regency. The research method used is qualitative descriptive. Data sources are derived from primary and secondary data. Data collection techniques are obtained through observation, interviews, and documentation. Protection of children is an obligation of parents without discrimination because children need to live better wherever they are and must be guaranteed by all families and social environments, especially their parents. Children are vulnerable to violence, both from their age and from adult disorders. Violence against children, both women and men can occur in various environments, both in families, schools, and outside the home. Therefore, attention to child safety must be a priority carried out by parents, families and also the government, where it has been regulated or has official regulations in the form of law number 35 of 2014 so that no one can avoid criminal threats if there is violence against a child, it must be punished in accordance with applicable regulations. The results showed that the implementation of the Child decent District program policy in Gorontalo Regency has not been optimal due to low socialization carried out by the local government, lack of coordination between related agencies, and supervision of officers by agencies has not been effective, and efficient due to the lack of officers (HR), as well as inadequate facilities and infrastructure.

Abstract

This study aims to determine the inhibiting factors of the effectiveness of social rehabilitation by the National Narcotics Agency (BNN) Gorontalo City. The type of research used is Descriptive using a qualitative approach method, which refers to three Focus indicators, namely, Policy, Awareness of Former Users and Socialization. Research results show that: The social rehabilitation program carried out by the National Narcotics Agency of Gorontalo City has not been optimal. This is due to weak policies or programs related to social rehabilitation procedures during the Covid-19 pandemic, forcing patients to be unable to conduct direct counseling with BNN Gorontalo City Counselors, Lack of Awareness Level by Former Users in participating in social rehabilitation which has an impact on the patient's health level declining, and Lack of Maximum Socialization carried out by counselors to patients which has an impact on weak control over patients Social rehabilitation. Through this research, it is recommended to implementors to be able to further optimize the implementation of this rehabilitation program so that in the future the level of awareness of former drug users will increase. So that what is the goal to be free from narcotics is realized.

Abstract

The type of research used is descriptive using a qualitative approach method, which refers to 3 focus indicators, namely, Internet Network indicators, Implementing Capability, and Training. Research results show that: financial management on Regional Cash (Kasda) Online at the OfficeSocial, EmpowermentWoman, ProtectionChild, Population and Family Planning Control in Bone Bolango Regency is not yet optimal, this is due to poor internet networks, lack of thorough implementation, and lack of training related to financial management based on Regional Cash (Kasda) Online.

Abstract

This study aims to determine the Implementation of the E-Diposition Lettering System atthe Secretariat of the Regional Research and Development Planning Board of GorontaloProvince. the type of research used is descriptive using a qualitative approach method, whichrefers to 3 indicators of focus, namely, indicators of Operator Capability, Information, andnetwork Facilities. The results show that: the Implementation of the Correspondence EDipositionSystem at BAPPPEDA Gorontalo Province has not been effective. this is due to theOppartor's lack of ability to implement the Correspondence E-Diposition System. The lack ofinformation or outreach regarding the importance of the E-Disposition System forcorrespondence and the poor internet network in the office environment can hinder the processof inputting mail data into the E-Disposition application

Abstract

Penelitian ini bertujuan untuk menganalisis penataan pedagang kaki lima di area taman kota oleh Dinas Pariwisata Kota Gorontalo. Berdasarkan hasil identifikasi masalah, ditemukan bahwa perencanaan, pelaksanaan, dan pengawasan terhadap pedagang kaki lima belum optimal. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Sesuai dengan jenis penelitian yang digunakan adalah teknik analisis Kualitatif. Hasil penelitian menunjukkan bahwa meskipun perencanaan telah dilakukan, implementasinya masih kurang efektif, ditandai dengan adanya pedagang yang tidak mematuhi ketentuan dan lokasi yang ditentukan. Selain itu, pengawasan yang dilakukan juga dinilai kurang intensif. Penelitian ini memberikan kontribusi teoritis dalam pengembangan ilmu administrasi publik dan praktis sebagai bahan pertimbangan bagi pengambil kebijakan dalam meningkatkan penataan pedagang kaki lima di area taman kota. Diharapkan, hasil penelitian ini dapat menjadi acuan untuk mengoptimalkan strategi penataan, pelaksanaan, dan pengawasan demi menciptakan taman kota yang lebih tertib dan menarik. Berdasarkan hasil penelitian, penataan pedagang kaki lima di area taman kota oleh Dinas Pariwisata Kota Gorontalo perlu dioptimalkan. Meskipun perencanaan sudah dilakukan, masih ada ruang untuk perbaikan guna meningkatkan keindahan taman dan pendapatan pedagang. Pelaksanaan penataan yang ada belum efektif, karena beberapa pedagang masih tidak mematuhi ketentuan. Selain itu, pengawasan yang jarang dilakukan mengakibatkan ketidakefektifan dalam penataan tersebut. Oleh karena itu, Dinas Pariwisata disarankan untuk memperbaiki perencanaan dengan mempertimbangkan kondisi lingkungan dan kebutuhan pedagang, memaksimalkan pelaksanaan sesuai ketentuan yang berlaku, serta meningkatkan intensitas pengawasan agar penataan pedagang kaki lima lebih efektif.
