Abstract

Manajemen sumber daya manusia (MSDM) adalah teori yang meliputi berbagai hal yang dilakukan oleh suatu organisasi untuk dapat membentuk perubahan terhadap pegawai untuk menjadi lebih baik. Penelitian ini berlandaskan kepada konsep MSDM guna menganalisis seberapa besar rotasi kerja dan lingkungan kerja mampu mempengaruhi kepuasan kerja pegawai Kantor Imigrasi Kelas I Khusus TPI Surabaya. Penerapan rotasi kerja dimaksudkan untuk mengurangi kejenuhan kerja pegawai, namun masalah muncul ketika penempatan pegawai tidak sesuai dengan latar belakang mereka dan adanya favoritisme, yang dapat menurunkan kepuasan kerja dan kualitas layanan publik.  Sedangkan, lingkungan kerja Kantor Imigrasi Kelas I Khusus TPI Surabaya mengalami masalah penataan ruang yang tidak efektif, seperti ruangan pelayanan paspor yang sempit, akses pengawasan keimigrasian yang sulit, dan formasi kerja yang rapat. Kondisi ini dapat menurunkan kepuasan pegawai. Berdasarkan hasil observasi tersebut, masih banyak ketidaksesuaian terkait penerapan rotasi kerja dan kondisi lingkungan kerja pada Kantor Imigrasi Kelas I Khusus TPI Surabaya. Metode penelitian yang digunakan dalam penelitian ini yaitu metode kuantitatif dengan sampel penelitian adalah 145 pegawai. Teknik analisis data yang diterapkan pada penelitian ini yaitu menggunakan teknik analisis data regresi linear berganda dengan software SPSS. Hasil penelitian yang dilakukan menjelaskan bahwa secara parsial terdapat pengaruh positif dan signifikan rotasi kerja maupun lingkungan kerja terhadap kepuasan kerja pegawai, dan secara serempak variabel rotasi kerja dan lingkungan kerja berpengaruh positif terhadap kepuasan kerja pegawai. Variabel dependen (kepuasan kerja) dapat dijelaskan melalui variabel independen (rotasi kerja dan lingkungan kerja). Sedangkan sisanya 13,2% dipengaruhi oleh faktor lain diluar penelitian.

Abstract

Eradication of corruption in Indonesia is still the main agenda of the government in building good governance. One method to expose corruption is to use a whistleblower role that can help find the criminal mode of corruption. Whistleblower mechanism is divided into three main dimensions: Human, Structure and Process. But in practice whistleblower reporters in corruption cases in Indonesia have not received maximum legal protection. In Indonesia the normative regulation governing pursuant to Law No.13 of 2006 concerning Witness and Victim Protection as well as Supreme Court Circular Letter (SEMA) No.4 Year 2011 on Treatment of Criminal Reporting and Witness of Actors Cooperation The results show that from three dimensions of whistleblower system still does not yet have binding legislation. Whistleblower reporters only accept lightening relief. Specific whistleblower legislation is urgent. In legislation, at least, it should be in accordance with Whistleblower's protection.

Abstract

Background. The integration of Artificial Intelligence (AI) in immigration law enforcement has significantly improved efficiency in areas such as fraud detection, border security, and visa application assessments. However, the implementation of AI raises critical concerns related to transparency, fairness, and ethical accountability. The "black box" nature of AI systems often obscures the reasoning behind decisions, posing risks to the rights of migrants, especially refugees and asylum seekers. Furthermore, the increased use of biometric data for security purposes heightens privacy concerns and potential misuse. Purpose. This study aims to analyze the role of AI in immigration law enforcement, focusing on its benefits, limitations, and ethical challenges. It seeks to provide recommendations for regulatory frameworks that ensure a balance between operational efficiency and the protection of human rights. Method. The research adopts a qualitative approach, combining a review of scholarly articles and case studies from journals such as Comparative Migration Studies and AI & Society. Key themes include transparency, fairness, privacy, and accountability. Results. AI significantly enhances operational efficiency but remains vulnerable to biases and errors that can disproportionately affect vulnerable populations. Human oversight is critical to ensuring ethical decision-making and maintaining accountability. Conclusion. The integration of AI in immigration law must be guided by transparent, fair, and ethical regulatory frameworks. Emphasizing human oversight ensures that moral responsibility remains with human actors rather than AI systems.
