Abstract

The development of information technology in Indonesia shows a significant upward trend. One of the innovations developed by the Bali Province Communication and Information Office is the Virtual Office Application which is a virtual workspace application for all ASN and non-ASN employees within the Bali Provincial Government. This study aims to comprehensively analyze the role of the Virtual Office Application in improving administrative efficiency in the Management and Library Section of the Bureau of Organization of the Regional Secretariat of Bali Province. This research uses qualitative research methods with a descriptive approach. The results of this study are the use of the Virtual Office application is very visible and felt by employees. The increased speed in handling documents and the lack of complaints from users are clear evidence of its efficiency. This virtual office application has succeeded in changing the way of working to be more modern, effective, and transparent, thus supporting employee performance optimally.

Abstract

Efficient management of facilities and work environment is a major demand in modern public sector management, especially in the era of digitalization and decentralization of government. This study aims to analyze efficiency practices within the PPSDM Kemendagri Regional Bandung by highlighting managerial strategies, technology integration, and the application of quality management principles. A descriptive qualitative approach was used with in-depth interview techniques and participatory observation of key actors in the institution. The results showed that the data-driven approach, implementation of smart facility management, standardization of SOPs, and adoption of lean management and TQM have improved operational efficiency and collaborative work culture. This research contributes to the strategic facility management literature in the public sector and emphasizes the importance of contextual-based institutional reform. The conclusions emphasize the need to strengthen HR capacity, conduct longitudinal evaluations, and develop a transparency dashboard to support the sustainability of reforms. Future studies are recommended to explore a mixed-methods approach to broaden the understanding of the long-term impact of public facility management transformation. Abstrak Tata kelola fasilitas dan lingkungan kerja yang efisien menjadi tuntutan utama dalam manajemen sektor publik modern, khususnya di era digitalisasi dan desentralisasi pemerintahan. Penelitian ini bertujuan untuk menganalisis praktik efisiensi di lingkungan PPSDM Kemendagri Regional Bandung dengan menyoroti strategi manajerial, integrasi teknologi, dan penerapan prinsip manajemen mutu. Pendekatan kualitatif deskriptif digunakan dengan teknik wawancara mendalam dan observasi partisipatif terhadap aktor-aktor kunci dalam institusi. Hasil penelitian menunjukkan bahwa pendekatan berbasis data, penerapan smart facility management, standardisasi SOP, serta adopsi lean management dan TQM telah meningkatkan efisiensi operasional dan budaya kerja kolaboratif. Penelitian ini memberikan kontribusi terhadap literatur strategic facility management di sektor publik dan menegaskan pentingnya reformasi kelembagaan berbasis kontekstual. Kesimpulan menekankan perlunya penguatan kapasitas SDM, pelaksanaan evaluasi longitudinal, serta pengembangan dashboard transparansi untuk mendukung keberlanjutan reformasi. Studi selanjutnya disarankan untuk mengeksplorasi pendekatan mixed-methods guna memperluas pemahaman atas dampak jangka panjang transformasi tata kelola fasilitas publik.

Abstract

This study aims to analyze the role of the Indonesian National Police Traffic Corps (Korlantas Polri) in enhancing public legal awareness of traffic regulations to support the realization of KAMSELTIBCARLANTAS (Traffic Safety, Security, Order, and Fluency). Using a descriptive quantitative approach, data were collected through semi-structured interviews with two officers from the Subdirectorate of Traffic Law Enforcement and internal observations conducted during an internship at the Korlantas headquarters. The findings indicate that educational programs such as community traffic education (Dikmas Lantas), the use of social media, and law enforcement through the ETLE (Electronic Traffic Law Enforcement) system positively influence legal awareness. However, their effectiveness is limited by low public legal literacy and budget constraints. While repressive law enforcement proves more effective in the short term, educational approaches show long-term potential in shaping lawful traffic behavior. These findings highlight the need for synergy between persuasive, digital, and repressive strategies, as well as cross-sector collaboration and strengthened public communication in the enforcement of traffic laws in Indonesia. Abstrak Penelitian ini bertujuan untuk menganalisis peran Korlantas Polri dalam meningkatkan kesadaran hukum masyarakat terhadap peraturan lalu lintas guna mendukung terwujudnya KAMSELTIBCARLANTAS (Keamanan, Keselamatan, Ketertiban, dan Kelancaran Lalu Lintas). Menggunakan pendekatan kuantitatif deskriptif, data diperoleh melalui wawancara semi-terstruktur dengan dua anggota Subdirektorat Penindakan Pelanggaran serta observasi internal selama magang di lingkungan kantor Korlantas. Hasil penelitian menunjukkan bahwa program edukasi seperti Dikmas Lantas, pemanfaatan media sosial, serta penegakan hukum melalui sistem ETLE memiliki pengaruh positif terhadap kesadaran hukum, meskipun efektivitasnya masih terbatas oleh rendahnya literasi hukum masyarakat dan keterbatasan anggaran operasional. Penegakan hukum yang bersifat represif dinilai lebih efektif dalam konteks jangka pendek, sedangkan edukasi memiliki dampak jangka panjang dalam membentuk budaya hukum berlalu lintas. Hasil penelitian ini mengindikasikan pentingnya sinergi antara pendekatan persuasif, digital, dan represif, serta perlunya kolaborasi lintas sektor dan penguatan strategi komunikasi publik dalam penegakan hukum lalu lintas di Indonesia. Abstract

This research aims to analyze the implementation of the Family Hope Program (PKH) in Tabanan Regency (Case Study in Tabanan District) using Charles O. Jones' policy implementation theory, which includes indicators of organization, interpretation, and application. A qualitative research method with a descriptive approach was employed to allow for in-depth exploration of the phenomena in the field. Data collection was carried out through observation, in-depth interviews with the Secretary of the Social Affairs and Women's and Children's Empowerment Office (Dinas Sosial P3A) of Tabanan Regency, PKH facilitators in Tabanan District, and Beneficiary Families, as well as documentation studies. The research results indicate that the PKH implementing organization has a solid and responsive structure with active coordination. Interpretation regarding the program's objectives, mechanisms, and aid amounts is well understood through regular socialization and routine meetings. The application of PKH funds is appropriately utilized for nutrition and education, supported by continuous and persuasive oversight and assistance mechanisms. The study concludes that PKH's success in Tabanan is supported by systematic implementation, institutional clarity, consistent information dissemination, and active assistance. Therefore, the researchers recommend the replication of a similar model with local context adaptation and continuous improvements in aspects of facilitator capacity, village government involvement, fund disbursement access, transparency, and data integration to enhance program effectiveness. Abstrak Penelitian ini bertujuan menganalisis implementasi Program Keluarga Harapan (PKH) di Kabupaten Tabanan (Studi Kasus di Kecamatan Tabanan) menggunakan teori implementasi kebijakan Charles O. Jones, yang meliputi indikator organisasi, interpretasi, dan aplikasi. Metode penelitian kualitatif dengan pendekatan deskriptif memungkinkan ekplorasi mendalam terhadap fenomena di lapangan. Pengumpulan data dilakukan melalui observasi, wawancara mendalam dengan Sekretaris Dinas Sosial P3A Kabupaten Tabanan, pendamping PKH Kecamatan Tabanan, dan Keluarga Penerima Manfaat, serta studi dokumentasi. Hasil temuan menunjukkan bahwa organisasi pelaksana PKH memiliki struktur yang solid dan responsif dengan koordinasi aktif. Interpretasi terkait tujuan, mekanisme, dan besaran bantuan dipahami baik melalui sosialisasi dan pertemuan rutin. Aplikasi dana PKH dimanfaatkan secara tepat untuk gizi dan pendidikan, didukung mekanisme pengawasan dan pendampingan berkelanjutan yang persuasif. Simpulan penelitian mengonfirmasi keberhasilan PKH di Tabanan ditopang implementasi sistematis, kejelasan kelembagaan, diseminasi informasi konsisten, dan pendampingan aktif. Oleh karena itu, peneliti merekomendasikan perlunya replikasi model serupa dengan adaptasi konteks lokal dan perbaikan berkelanjutan pada aspek kapasitas pendamping, pelibatan pemerintah desa, akses pencairan dana, transparansi, serta integrasi data untuk peningkatan efektivitas program. Abstract

Proses revisi Surat Keputusan (SK) pengangkatan Pegawai Pemerintah dengan Perjanjian Kerja (P3K) di Pemerintah Kabupaten Badung masih menghadapi berbagai inefisiensi administratif. Penelitian ini bertujuan menganalisis faktor-faktor penyebab revisi SK yang berlarut-larut dan mengevaluasi upaya peningkatan efisiensi birokrasi melalui pendekatan deliberatif. Dengan metode deskriptif kualitatif, data diperoleh melalui wawancara, observasi, dan studi pustaka. Temuan menunjukkan bahwa keterlambatan revisi SK disebabkan oleh kesalahan input data, lemahnya koordinasi antarinstansi, keterbatasan SDM, serta belum terintegrasinya sistem informasi. Permasalahan ini termasuk wicked problem, sehingga tidak dapat diselesaikan dengan pendekatan birokrasi konvensional. Penerapan kerangka DIAD (Deliberative, Inclusive, Adaptive Dialogue) dan teori kebijakan deliberatif menjadi solusi untuk mendorong dialog lintas aktor, pelibatan partisipatif, dan responsivitas sistem dalam mengatasi dinamika kepegawaian.

Abstract

The phenomenon of increasing suicide rates in Bali Province is a serious problem that demands effective handling, especially in the midst of limited mental health services. BISA Helpline is present as one of the community-based initiatives that aims to provide crisis intervention and psychosocial support through online services. This study aims to analyze the effectiveness of the BISA Helpline service in reducing the suicide rate in Bali using five indicators of effectiveness according to Campbell, namely: program success, goal success, satisfaction with the program, output and input levels, and overall goal achievement. This research uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation of related parties, including volunteers, service users, and institutional partners such as the Denpasar City Health Office. The results of the study show that the BISA Helpline is effective in reaching vulnerable groups and providing quick and easy access to assistance, even though it is faced with challenges in the form of limited human resources, technology, and consistency of volunteer quality. Key recommendations from the study include increasing volunteer training, strengthening digital infrastructure, and expanding cross-sector collaboration to support the sustainability of community-based crisis services. Abstrak Fenomena meningkatnya angka bunuh diri di Provinsi Bali menjadi permasalahan serius yang menuntut penanganan efektif, khususnya di tengah keterbatasan layanan kesehatan mental. BISA Helpline hadir sebagai salah satu inisiatif berbasis komunitas yang bertujuan memberikan intervensi krisis dan dukungan psikososial melalui layanan daring. Penelitian ini bertujuan untuk menganalisis efektivitas layanan BISA Helpline dalam menekan angka bunuh diri di Bali dengan menggunakan lima indikator efektivitas menurut Campbell, yaitu: keberhasilan program, keberhasilan sasaran, kepuasan terhadap program, tingkat output dan input, serta pencapaian tujuan secara menyeluruh. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi terhadap pihak-pihak terkait, termasuk relawan, pengguna layanan, dan mitra institusional seperti Dinas Kesehatan Kota Denpasar. Hasil penelitian menunjukkan bahwa BISA Helpline efektif dalam menjangkau kelompok rentan dan menyediakan akses bantuan yang cepat dan mudah, meskipun dihadapkan pada tantangan berupa keterbatasan sumber daya manusia, teknologi, serta konsistensi kualitas relawan. Rekomendasi utama dari penelitian ini mencakup peningkatan pelatihan relawan, penguatan infrastruktur digital, serta perluasan kolaborasi lintas sektor guna mendukung keberlanjutan layanan krisis berbasis komunitas. Abstract

This study aims to analyze the implementation of the supervisory function from the perspective of staff empowerment at Class IIA Kerobokan Correctional Facility. The prison faces significant challenges, including severe overcrowding-with an occupancy rate exceeding 254% of its ideal capacity-along with limited human resources and inadequate facilities. A qualitative descriptive approach was used, employing data collection techniques such as interviews, observation, and documentation involving prison staff, inmates, and relevant stakeholders. The implementation framework proposed by George Edward III, which includes communication, resources, disposition, and bureaucratic structure, served as the basis for analysis. The findings reveal that the supervisory function is not yet optimal due to a lack of human resources, insufficient training, and high workloads. Although communication among staff is generally effective, implementation remains constrained by limited infrastructure and the absence of supportive technologies. While staff exhibit a generally positive disposition, this needs to be reinforced by a more adaptive bureaucratic structure and concrete policy support. Therefore, empowering staff through capacity building, regular training, and the provision of adequate facilities is essential to enhance supervisory effectiveness and the success of inmate rehabilitation programs. Abstrak Penelitian ini bertujuan untuk menganalisis implementasi fungsi pengawasan dalam perspektif pemberdayaan petugas di Lembaga Pemasyarakatan (Lapas) Kelas IIA Kerobokan. Lapas ini menghadapi tantangan serius berupa overkapasitas dengan tingkat hunian mencapai lebih dari 254% dari kapasitas ideal, serta keterbatasan sumber daya manusia (SDM) dan fasilitas. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi terhadap petugas lapas, narapidana, dan pemangku kepentingan terkait. Teori implementasi kebijakan George Edward III digunakan sebagai kerangka analisis dengan indikator komunikasi, sumber daya, disposisi (sikap), dan struktur birokrasi. Hasil penelitian menunjukkan bahwa fungsi pengawasan belum berjalan optimal akibat keterbatasan SDM, kurangnya pelatihan, dan beban kerja tinggi. Meskipun komunikasi antar petugas cukup baik, implementasi pengawasan masih terkendala oleh minimnya fasilitas fisik dan sistem pendukung teknologi. Disposisi petugas yang umumnya positif perlu didukung oleh struktur birokrasi yang lebih adaptif dan dukungan kebijakan yang nyata. Oleh karena itu, pemberdayaan petugas melalui peningkatan kapasitas, pelatihan rutin, dan penyediaan sarana prasarana yang memadai menjadi faktor penting untuk meningkatkan efektivitas pengawasan dan keberhasilan program pembinaan. Abstract

This study examines the implementation of the Coretax Integrated Tax Administration System in the digitalization of Indonesia’s tax system, focusing on a case study of the objection, appeal, and reduction units at the Regional Office of the Directorate General of Taxes in Central Jakarta. Coretax is an integrated tax system based on information technology designed to simplify administrative processes, increase transparency, and accelerate tax services. This research uses a qualitative approach to analyze the effectiveness of Coretax in improving the handling of tax disputes as well as the technical and operational challenges encountered during implementation. The results indicate that Coretax enhances the efficiency and accountability of tax services, although there are still system-related issues that require continuous improvement. This study provides recommendations for strengthening technological infrastructure and human resource training to ensure the digitalization of taxation through Coretax runs optimally and supports national tax reform. Abstrak Penelitian ini mengkaji implementasi Sistem Inti Administrasi Perpajakan (Coretax) dalam digitalisasi sistem perpajakan Indonesia, dengan fokus studi kasus pada bidang keberatan, banding, dan pengurangan di Kantor Wilayah Direktorat Jenderal Pajak Jakarta Pusat. Coretax merupakan sistem perpajakan terintegrasi berbasis teknologi informasi yang dirancang untuk menyederhanakan proses administrasi, meningkatkan transparansi, dan mempercepat layanan perpajakan. Penelitian ini menggunakan pendekatan kualitatif untuk menganalisis efektivitas Coretax dalam memperbaiki proses penanganan sengketa pajak serta tantangan teknis dan operasional yang dihadapi selama implementasi. Hasil penelitian menunjukkan bahwa Coretax mampu meningkatkan efisiensi dan akuntabilitas pelayanan perpajakan, namun masih terdapat kendala sistem yang memerlukan perbaikan berkelanjutan. Studi ini memberikan rekomendasi untuk penguatan infrastruktur teknologi dan pelatihan sumber daya manusia agar digitalisasi perpajakan melalui Coretax dapat berjalan optimal dan mendukung reformasi perpajakan nasional. Abstract

This study aims to analyze the implementation of the innovative mobile SAMSAT service (SAMSAT Keliling) in improving motor vehicle tax payment services at the Joint SAMSAT Office in Denpasar. This research employs a qualitative method with a descriptive approach. The study is based on Merilee S. Grindle’s policy implementation theory, which emphasizes two main aspects: the content of policy and the context of implementation. The findings indicate that the mobile SAMSAT service enhances public access, improves time efficiency, and encourages greater taxpayer compliance. Supporting factors in implementation include regulatory support, infrastructure readiness, and synergy among related institutions. Conversely, inhibiting factors include limited vehicle units, uneven distribution of information, and the continued use of unofficial brokers (calo) by some community members. Based on these findings, the study recommends increasing public outreach, adding more operational vehicles, and strengthening supervision to combat the use of brokers, in order to optimize service effectiveness. Abstrak Penelitian ini bertujuan untuk menganalisis implementasi layanan inovasi SAMSAT Keliling dalam meningkatkan pelayanan pembayaran Pajak Kendaraan Bermotor (PKB) di Kantor SAMSAT Bersama Denpasar. Jenis penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan dari Merilee S. Grindle, yang menekankan pada dua aspek utama yaitu content of policy dan context of implementation. Hasil penelitian menunjukkan bahwa layanan SAMSAT Keliling memberikan kemudahan akses bagi masyarakat, meningkatkan efisiensi waktu, serta mendorong peningkatan kepatuhan wajib pajak. Faktor pendukung implementasi antara lain dukungan regulasi, infrastruktur, serta sinergi antarinstansi terkait. Sementara itu, faktor penghambat meliputi keterbatasan jumlah armada, persebaran informasi yang belum merata, dan keberadaan jasa calo yang masih dimanfaatkan sebagian masyarakat. Berdasarkan temuan tersebut, penelitian ini merekomendasikan peningkatan sosialisasi, penambahan unit kendaraan operasional, serta penguatan pengawasan terhadap praktik percaloan agar efektivitas layanan semakin optimal. Abstract

The Human Resources Management Information System (SIMPEG), which is based on e-Government, has accelerated the transformation of personnel administration into digital thanks to advancements in information technology. This study investigates how SIMPEG enhances e-Government by transforming the civil servant mutation process in Badung Regency, Bali Province, Indonesia. This transformation resulted from the previous inefficient manual system, which often led to delays, inaccuracies, and lack of clarity. Data was collected thru semi-structured interviews with structural officials, system operators, and technical staff at the Personnel and Human Resource Development Agency (BKPSDM), supported by documentation and direct observation. A qualitative case study approach was used. This research involved ten informants who were purposively selected based on consent and anonymity. The research results show that SIMPEG reduces errors, ensures accurate and real-time data, and speeds up the mutation process. An integrated data system improves verification, inter-unit coordination, and administrative transparency. More than just a technical improvement, SIMPEG helps realize e-Government principles such as efficiency, accountability, and transparency in local governance. This research shows that SIMPEG is not only a digital tool, but also an important part of e-Government reform at the local level. This research shows that the use of technology can modernize personnel management and support sustainable bureaucratic transformation.
