Abstract

Poverty is a major issue faced by many local governments, including Gianyar District. To empower people experiencing poverty, the Gianyar district government has implemented multiple policies, especially after the COVID-19 pandemic. These policies provide business loans for those affected by poverty, aiming to help them get back on their feet. This study focuses on analyzing the business credit policies for people experiencing poverty in Gianyar Regency, using qualitative methods of a descriptive approach. One of the significant findings of this study is that the current policy alternative (status quo) is still relevant for the distribution of people's business credit. This is because its technical feasibility criteria meets the desired outcomes as stated in the regional regulations. However, the policy may not be effective in the long run as it depends on provincial revenues. Therefore, it is recommended to have policy synergy with national banks and Village-Owned Enterprises to provide credit to people experiencing poverty with low interest.

Abstract

Taro Village is located in Tegallalang District, Gianyar Regency, which has quite a lot of natural potential that is in demand by tourists and has developed rapidly since it was designated as a Tourism Village in 2017. Taro Tourism Village can be said to be a tourism village that has implemented sustainable tourism. This can be seen from its implementation which tends to emphasize the sustainability aspect. However, the management of the natural potential of Taro Village leaves various gaps of opportunity that have not been utilized by the community, reflected in the absence of typical products of Taro Tourism Village. In carrying out community service activities, namely empowerment targeting the Taro Village Women Farmers Group and MSMEs through the utilization of the natural potential of Taro Village. Collaborative governance practices are carried out by involving three actors, namely the government, the community and the private sector. First, collaboration involving the government through the Village-Owned Enterprise (BUMDes) Sarwada Amertha. Second, the role of the community as a group that is empowered so that they can produce a valuable product and can support sustainable tourism in Taro Tourism Village. We involve the private sector by visiting industries engaged in tourism, such as lodging and resorts that have the potential for us to collaborate with.

Abstract

The purpose of this study was to determine the Accountability of Parking Levy Management in the Uluwatu Temple Outer Area in Increasing the Village Budget of Pecatu Traditional Village, South Kuta District, Badung Regency. The research conducted by this researcher, using descriptive qualitative research. The unit of analysis in this research is the Uluwatu Temple Outer Area tourist attraction. The technique of determining informants in this study is to use purposive sampling technique. The results showed that the Accountability of Parking Levy Management in the Uluwatu Temple Outer Area in Increasing the APBDes of Pecatu Customary Village, South Kuta District, Badung Regency can be concluded that the Management of Parking Levy allocated to the Customary Village treasury can be said to be accountable. From this study it can be concluded that; indicators of legal accountability and honesty have been successfully fulfilled, managerial accountability indicators can be said to be very successful, program accountability indicators have not fully run optimally, policy accountability indicators have run well, and financial accountability indicators have run well. Abstrak Tujuan dari penelitian ini adalah untuk mengetahui Akuntabilitas Pengelolaan Retribusi Parkir Di Kawasan Luar Pura Uluwatu Dalam Peningkatan APBDes Desa Adat Pecatu, Kecamatan Kuta Selatan, Kabupaten Badung. Penelitian yang dilakukan oleh peneliti ini, menggunakan jenis penelitian kualitatif deskriptif. Unit analisis yang Dalam penelitian ini adalah Objek wisata Kawasan Luar Pura Uluwatu. Teknik penentuan informan dalam penelitian ini adalah menggunakan teknik purposive sampling. Hasil penelitian menunjukkan Akuntabilitas Pengelolaan Retribusi Parkir Di Kawasan Luar Pura Uluwatu Dalam Peningkatan APBDes Desa Adat Pecatu, Kecamatan Kuta Selatan, Kabupaten Badung dapat disimpulkan bahwa Pengelolaan Retribusi Parkir yang dialokasikan ke kas Desa Adat dapat dikatakan akuntabel. Dari penelitian ini dapat disimpulkan bahwa; indikator akuntabilitas hukum dan kejujuran telah berhasil terpenuhi, indikator akuntabilitas manajerial sudah bisa dikatakan sangat berhasil, indikator akuntabilitas program belum sepenuhnya berjalan optimal, inidkator akuntabilitas kebijakan sudah berjalan dengan baik, dan indikator akuntabilitas finansial sudah berjalan dengan baik. Abstract

This research aims to determine the effectiveness of the Mobile JKN application in improving the quality of BPJS Health services. The method used in this research is a descriptive qualitative research method with data collection techniques in the form of observation, interviews and documentation. Interviews were conducted using semi-structured techniques. The results of this research are that the implementation of the Mobile JKN application in improving service quality has been effective in terms of information quality, service quality, user satisfaction and net benefits, but improvements are needed in terms of system quality and user intentions. Recommendations from this research are the need for more in-depth education for JKN participants regarding a deeper understanding of the benefits and added value that can be obtained through the use of the Mobile JKN application, the need for error monitoring in the application and readjust the services offered by the Mobile JKN application with the BPJS Health office. Abstrak Penelitian ini bertujuan untuk mengetahui efektivitas aplikasi Mobile JKN dalam meningkatkan kualitas pelayanan BPJS Kesehatan. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif deskriptif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Wawancara dilakukan dengan menggunakan teknik semi terstruktur. Hasil dari penelitian ini adalah penerapan aplikasi Mobile JKN dalam meningkatkan kualitas pelayanan telah berjalan efektif dari segi kualitas informasi, kualitas layanan, kepuasan pengguna, dan manfaat bersih, namun dibutuhkannya peningkatan dari segi kualitas sistem dan intensi pengguna. Rekomendasi dari penelitian ini adalah dibutuhkannya edukasi lebih mendalam kepada peserta JKN mengenai pemahaman mendalam akan manfaat dan nilai tambah yang dapat diperoleh melalui penggunaan aplikasi Mobile JKN, dibutuhkannya pemantauan error pada aplikasi dan menyesuaikan kembali layanan yang ditawarkan oleh aplikasi Mobile JKN dengan kantor BPJS Kesehatan. Kata Kunci: Efektivitas, Aplikasi Mobile JKN, BPJS Kesehatan, Kualitas Pelayanan

Abstract

This study examines the synergy between educational, digital, and repressive strategies implemented by the Subdirectorate of Traffic Violation Enforcement of the Indonesian National Police Traffic Corps (Korlantas Polri) in enhancing the effectiveness of traffic law enforcement in Indonesia. Employing a descriptive qualitative approach, data were collected through semi-structured interviews, participatory observation, and analysis of ETLE (Electronic Traffic Law Enforcement) reports. The findings indicate that the three strategies operate as an interdependent system: educational initiatives function as a moral and preventive foundation, digital mechanisms improve transparency and accountability, and repressive measures ensure immediate compliance with traffic regulations. Empirical ETLE data from 2022–2024 revealed a 17.3% reduction in traffic violations during the first semester following digital implementation, indicating measurable behavioral change. However, this impact appears to be temporary and requires sustained inter-institutional coordination to remain effective. The study concludes that successful traffic governance depends on the continuous synergy between education, digitalization, and fair law enforcement, supported by strong institutional capacity and active public participation.

Abstract

Innovation in the public sector is an important element in improving and enhancing higher quality public services. Public sector tends to have problems with things such as efficiency, effectivity, corruption, slow responds and many others. The DKI Jakarta Government has made innovations in the public sector, namely the JAKI application which integrates various public services and public information into one application. The problem found in the JAKI application is the low adoption of innovations or the use of JAKI application innovations by the community, coupled with a decrease in the number of users in 2023. This research used qualitative methods, data obtained by interview, observation and documentation. The purpose of this research is to identify which indicators of Rogers innovation attributes cause the low adoption rate of JAKI application. The results of this study indicate that JAKI innovation has fulfilled the innovation attributes of relative advantage, compatibility, and observability. In the complexity indicator, the JAKI application is still constrained by the application that still occurs errors. Furthermore, in terms of trialability indicator, many people do not know the JAKI application and have never used or tried the JAKI application. In addition, the JAKI application was launched without prior testing and lack of direct socialization. Therefore, it can be concluded that the adoption of JAKI application is lacking due to complexity and trialability indicator.
