Abstract

The purpose of research to analyze the implementation from policies through the SAMISADE program and to find out the response of community satisfaction towards infrastructure development in Ciawi District. This is qualitative research with a mixed method type between qualitative and quantitative with Merille S. Grindle's theoretical analysis. The study results show that the 2021 SAMISADE program has completed infrastructure development by village proposals. Infrastructure Development in Ciawi District, as many as 13 villages have completed infrastructure development in 20 construction locations. The condition of the dominant land contour in the Ciawi Subdistrict is in the form of cliffs, so more SAMISADE development funds were absorbed for constructing a Land Retaining Wall (TPT); this function is to stabilize soil conditions. However, there are several obstacles, including from the supervision side of SAMISADE in 2021; there needs to be more supervision in the ongoing development process. Furthermore, the program regulations that will run in 2021 it is considered that the public needs to understand the same as the existing regulations. From the point of view of community satisfaction with this program, it is calculated based on measurement (IKM) with a score obtained with an index number of 91.23, which means service quality A (Very Good). The element of the highest average value (NRR) is the element of Product Specification Type of Service (3.737). The lowest NRR is handling complaints, suggestions, and feedback (3.535). Community ratings are generally good, motivated by the fulfillment of community needs for infrastructure development in the villages of the Ciawi District.

Abstract

ABSTRACT The study aimed to analyze the organizational capabilities of the Jasinga District, Bogor Regency, in fostering the administration of village government with a broader scope of tasks and extensive budget management. The method is a descriptive qualitative approach with data collection techniques using interviews, observation, and literature studies. The analytical knife used is the concept of organizational capability put forward by Neo and Chan. The study's results stated that there were obstacles in the aspects of able people and agile processes, including limited staff, barriers to competency development, team member recruitment that could have used the merit system, substandard educational qualifications, and limited resources. This condition results in flawed thinking ahead, thinking again, and thinking across, which must be developed within the organization. The recommendations proposed are improving able people and agile processes by increasing educational qualifications, competency development programs, and merit system-based recruitment. Districts must also apply thinking ahead, thinking again, and thinking across in building dynamic organizational capabilities. Meanwhile, in the context of optimizing the development of village government administration, it is necessary to develop competence in the field of village administration for sub-district officials.

Abstract

Pemerintah daerah di seluruh Indonesia baik Provinsi maupun Kabupaten/Kota saat ini tengah dihadapkan padapembentukan organisasi perangkat daerah yang harus selesai bersamaan pengisian perangkat daerah padaakhir Desember 2016, sebagaimana amanat Peraturan Pemerintah Nomor 18 Tahun 2016 tentang PerangkatDaerah (PP Perangkat Daerah). Namun dalam implementasinya, daerah menghadapi sejumlah permasalahandan hambatan yang berimplikasi terhadap kebijakan kepegawaian di daerah. Peneltiian ini menggunakan metodepenelitian deskriptif dengan menganalisis berbagai regulasi dan dokumen, observasi secara langsung penulis, danwawancara dengan informan. Hasil yang diperoleh bahwa PP Perangkat Daerah memiliki sejumlah kelemahandiantaranya PP tersebut bersifat kaku dan tidak fleksibel, pendekatan urusan pemerintahan berimplikasi adanyapotensi kesenjangan beban kerja dan asas efisiensi tidak dapat dicapai, penetapan JPT Pratama untuk Dinas/Badan dengan tipologi yang berbeda, kekeliruan penetapan variabel teknis berakibat organisasi yang dibentuktidak ideal, dan inkonsistensi materi. Pemerintah daerah juga dihadapkan pada kewenangan urusan pemerintahankonkuren yang belum jelas, penundaan pengesahan RPP tentang pelaksanaan urusan Pemerintahan Umum,dishamoni peraturan perundang-undangan, kepentingan Kementerian/LPNK dengan mengeluarkan surat yangmengamanatkan pembentukan organisasi, kepentingan politik dalam penetapan perda, keterbatasan SDM, danketerbatasan keuangan. Implikasinya terjadi keresahan dan kekhawatiran pegawai, adanya potensi pengembanganjumlah Dinas/Badan, dan kepentingan politik dalam pengisian perangkat daerah. Langkah strategis yang dapatdilakukan adalah Pemerintah harus memastikan kejelasan kewenangan, memasukkan pertimbangan variabelSDM dan keuangan dalam penetapan tipologi Dinas/Badan, asas efisiensi dan efektifitas menjadi prioritas,daerah diberi kebebasan serta diberi waktu yang cukup dalam membentuk perangkat daerah, evaluasi substansiperda pemerintah daerah, serta peran KASN untuk ditingkatkan dalam pengawasan terhadap pengisian perangkatdaerah. Bagi pemerintah daerah prinsip merit sistem dalam pengisian perangkat daerah harus diimplementasikan,serta daerah menggunakan pendekatan yang tepat dalam menetapkan organisasi.Kata kunci: kebijakan, perangkat daerah, kepegawaian

Abstract

The research focused on the implementation of the Bagelen application in Cibinong District with an analysis knife using the Edward III concept, namely from the aspects of communication, disposition, bureaucratic structure and resources. The method used is a qualitative approach with data collection techniques through interviews, observation and reference studies, as well as data analysis using source triangulation. The results of the study stated that the bagelen application had been running since 2021 and had a positive impact on government organizations and apparatus. However, in its implementation it is still faced with the following problems: (1) limited and passive quality of human resources. (2) the lurah's commitment is not optimal. (3) SOP has not been established in application management, and a decision letter has not been issued regarding the determination of the person in charge of implementing the application. (4) application development was built with sub-district self-help, and the existing infrastructure is still limited. In order to effectively implement the bagelen application policy in Cibinong sub-district, Bogor regency, the things that must be done are: (1) improve information technology competence for operators, and provide warning and motivation to be active in application management. (2) The sub-district head orders the lurah to commit to supporting the application. (3) The sub-district needs to immediately issue a decree on SOP and the official in charge of implementing Bagelen. (4) the need for support from the Bogor district government in terms of budget and infrastructure

Abstract

A leader's behavior can significantly impact civil servant performance because improving civil servant performance depends on a leader's expertise. This research aims to determine the influence of leadership on civil servant performance. This research was conducted at the Bogor Regency BPN office. The research methods used are descriptive and associative with a quantitative approach. The sample determination technique uses random sampling based on the Slovin formula to obtain a sample size of 135 respondents from a total population of 204. The data collection technique is based on observation, questionnaires, and interviews. The method for analyzing research data applies the Weight Mean Score formula, then continues to use hypothesis testing, namely the t-test and termination coefficient. The research results show that leadership has a significant influence on civil servant performance. Based on the t-test, it is known that the significance value is 0.000<0.05, and the calculated t-value of 4.407 is greater than the t-table value of 1.978. The level of influence of leadership variables on civil servant performance is 44.8%, and other factors influence other percentages. In the leadership variable, the highest dimension in income, the average score is in the achievement-oriented indicator in work with an average score of 4.2, and the lowest dimension is in the directive, supportive, and participative indicator with an average score of 4 with suitable criteria. Meanwhile, the highest dimension of the civil servant performance variable is the quality of work dimension, with an average score of 4.2; it proves that the quality of employee performance at the BPN Office is good, and the lowest dimension is the dimension of work knowledge and creativity, with an average score of 4 with suitable criteria.

Abstract

Imbalance in the number of teachers has led to the emergence of new teacher turnover proposals. This contradicts the mutation policy outlined in Minister of Administrative and Bureaucratic Reform Regulation (Permenpan RB) Number 36 of 2018 and Number 23 of 2019 regarding the Criteria for Determining Civil Servant Needs and the Implementation of Civil Servant Candidate Selection. The trend of proposals for civil servant teacher turnover has shown an increasing tendency over the past 3 years, particularly from 2020 to 2022. This study aimed to identify and analyze the impact of family conflicts on the turnover intention of civil servant teachers. The research methodology employed a mixed-method approach (MMR), combining qualitative and quantitative analyses. Primary data collection involved distributing questionnaires to 394 teacher respondents, conducting interviews with experts, and employing Structural Equation Model (SEM) PLS for data analysis. The research findings indicated that Work-Family Conflicts significantly influenced the turnover intention of civil servant teachers, with a path coefficient of 0.506, a p-value of (0.000 < 0.005), and a t-value of (12.830 > 1.96). Recommendations that could be implemented by the Bogor District Education Office to reduce the number of proposals for civil servant teacher turnover include policies aligning civil servant placements with residential zones, conducting a comprehensive analysis of school-specific teacher requirements, fostering commitment and support from school leadership, and implementing sanctions and incentives (such as providing scholarships) as outlined in the PermenpanRB.

Abstract

The purpose of this study was to determine the effect of Perceived Organizational Support on Organizational Citizenship Behavior with the work engagement variable as a mediator at the Palembang City Tourism Office. Samples were taken as many as 63 employees. Data was collected by distributing questionnaires using a 5-point Likert scale to measure 22 statement items. The analysis technique used is Path Analysis. The results of the analysis show that Perceived Organizational Support has a positive and significant effect on organizational citizenship behavior, Perceived Organizational Support. This study also succeeded in proving that Perceived Organizational Support has an effect on Organizational Citizenship Behavior mediated by Work Engagement at the Palembang City Tourism Office. Based on the results of research analysis, several suggestions can be used as consideration in determining future policies, namely, the Office should pay more attention to any complaints felt by employees so that it will create a sense of meaning and feelings of pleasure and employees feel considered necessary by the service.

Abstract

The research will focus on analyzing digital leadership in the digitalization of ASN management in Bogor Regency that has already been established and implemented. The research will utilize a qualitative approach, employing data collection techniques such as interviews, observations, and literature studies. The validation process will involve data and source triangulation. The study's findings indicate that although the digitalization of ASN management has been carried out, there are still weaknesses present. These weaknesses include a fragmented and non-integrated system. Additionally, digital leadership currently faces challenges such as a digital divide, low commitment, poor adaptation to digital culture, inadequate regulations that do not fully cover the various systems being developed, and weak information system security. The research recommends that the Bogor Regency government prioritize the identification of a digital leadership figure who meets specific criteria. These criteria include possessing a vision and mission for digital transformation, demonstrating digital competence, collaboration skills, the ability to formulate regulations, fostering a digital culture, and exhibiting strong commitment and leadership abilities.

Abstract

The development of millennial farmers has a very important role in preparing for the regeneration of farmers in the future. However, the Bogor district government has a number of weaknesses and obstacles in fostering millennial farmers. The research analyzes the implementation of millennial farmer policies in Bogor Regency from the aspects of policy context and policy content according to Grindel. The method was used with a qualitative approach, with data collection techniques using observation and interviews and data analysis using triangulation techniques. The results showed that the implementation of the millennial farmer development policy in Bogor Regency had gone well but is faced with several weaknesses and obstacles, namely socialization for agricultural extension workers is still lacking, limited budget, limited facilities and infrastructure, cross-sectoral collaboration has not been optimal and limited agricultural land ownership. The research recommendations are to increase the socialization of millennial farmer development policies, increase budgets, provide support for facilities and infrastructure, optimize cross-sector roles, and provide support and facilitation for agricultural land.

Abstract

Inclusive education in Bogor City is the main focus of achieving equitable and quality education for all, including children with special needs (ABK). Although there are currently inclusion regulations, their implementation is still faced with challenges. The purpose of this study is to describe how inclusion policies are implemented in primary schools. This research uses qualitative methodology with field studies at SDN Perwira, SDN Batutulis 2, and SDN Pakuan. Research informants totaled 14 people who were determined using purposive sampling techniques. Data was collected through observations, documentation, and interviews. Data analysis takes place according to the stages of Miles and Huberman, which include data collection, data reduction, data presentation, and conclusion-making. Research findings show that implementing inclusion policies faces challenges such as uneven distribution of students with special needs and limited resources. Nevertheless, there is commitment and support from local government implementers and regulations. There needs to be improved coordination and better policy structuring to improve performance at the school level.
