Abstract

ABSTRACT The study aimed to analyze the organizational capabilities of the Jasinga District, Bogor Regency, in fostering the administration of village government with a broader scope of tasks and extensive budget management. The method is a descriptive qualitative approach with data collection techniques using interviews, observation, and literature studies. The analytical knife used is the concept of organizational capability put forward by Neo and Chan. The study's results stated that there were obstacles in the aspects of able people and agile processes, including limited staff, barriers to competency development, team member recruitment that could have used the merit system, substandard educational qualifications, and limited resources. This condition results in flawed thinking ahead, thinking again, and thinking across, which must be developed within the organization. The recommendations proposed are improving able people and agile processes by increasing educational qualifications, competency development programs, and merit system-based recruitment. Districts must also apply thinking ahead, thinking again, and thinking across in building dynamic organizational capabilities. Meanwhile, in the context of optimizing the development of village government administration, it is necessary to develop competence in the field of village administration for sub-district officials.

Abstract

Analysis need training can influential to planning training at the end can increase performance from organization. Study This intended for analyze influence analysis need training to development competence for apparatus state civil service in the environment Government Bogor Regency. Method used is approach quantitative with Data analysis using SEM PLS on 333 samples out of a total population of 1,974 people. Research result conclude that analysis need training influential positive to development competence. If analysis need training done with OK, then planning training will appropriate target in accordance with need employee nor organization. Recommendation from study that is necessity There is repair regarding the policy of using training needs analysis which has been carried out by taking into account the time period of each training plan, and improving competency development, namely determining the appropriate training program.

Abstract

Financial incentives can increase affective commitment which ultimately improves organizational performance. This research is intended to analyze the influence of financial incentives on the affective commitment of civil servants within the Bogor Regency Government. The method used is a quantitative approach with data analysis using SEM PLS on 365 sample people from a total population of 4,210 people. The research results concluded that financial incentives had a positive effect on employee affective commitment. If financial incentives are increased, it will increase employee affective commitment. Recommendations from the research are the need to improve financial incentives by paying attention to reimbursement for telephone costs, and improve affective commitment through indicators of the desire to stay in the organization and feelings of belonging to the organization.

Abstract

Abstract The study attempts to analyze the strategy of BKPSDM Bogor Regency in implementing talent management in selecting team leaders. The research method used is a qualitative approach with data collection techniques including in-depth interviews, observations, and literature studies. Data analysis involves source triangulation. The results of the study indicate that BKPSDM Bogor Regency has implemented talent management in selecting team leaders effectively. However, there are still several challenges and obstacles, such as a lack of awareness among ASN in updating ASN profile data, inconsistency in leadership when it comes to implementing talent management, political constraints, and limited understanding of talent management. The research recommendations are as follows: (1) increasing employee engagement in updating employee data; (2) ensuring consistency among leaders or heads of BKPSDM in implementing talent management; (3) conducting extensive socialization to enhance understanding of talent management; (4) managing the organizational environment and addressing political constraints that may affect the implementation of talent management. AbstrakPenelitian berupaya menganalisis Strategi BKPSDM Kabupaten Bogor dalam mengimplementasikan manajemen talenta dalam memilih ketua tim. Metode penelitian yang dilakukan adalah pendekatan kualitatif dengan teknik pengumpulan data menggunakan wawancara mendalam, observasi dan studi pustaka. Analisis data menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa BKPSDM Kabupaten Bogor telah mengimplementasikan manajemen talenta dalam penentuan ketua Tim dengan baik. Namun masih Terdapat sejumlah tantangan dan hambatan diantaranya keasadaran ASN dalam updating data profile ASN, konsistensi pimpinan dalam pelaksanaan manajemen talenta, kendala politis dan pemahaman yang masih terbatas terkait manajemen talenta. Rekomendasi penelitian sebagai berikut : (1) meningkatkan keaktifan para pegawai untuk updating data pegawai; (2) Konsistensi pimpinan atau Kepala BKPSDM untuk melaksanakan manajemen talenta; (3) Sosialisasi secara masif terkait pemahaman manajemen talenta; (4) mengendalikan lingkungan organisasi dan kendala politis terkait pelaksanaan manajemen talenta.

Abstract

This research is entitled Evaluation of the Indonesian Population Administration Awareness Movement (GISA) Programme in Bogor Regency. The purpose of this research is to evaluate and find out the obstacles encountered in the implementation of the GISA Programme in Bogor Regency. This is motivated by the low level of public awareness of the importance of having legal population documents in accordance with the law. This research uses descriptive qualitative methods and uses evaluation theory according to William N Dunn with its criteria indicators, namely Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Appropriateness. Data collection techniques use primary and secondary data sources, namely primary data sources including observation and interviews while secondary data sources with literature studies and documentation are then combined for validity using triangulation techniques. For data analysis using the Miles and Huberman model, namely by collecting data, reducing data, presenting data, then drawing conclusions. The results obtained show that the desired results are not quite optimal. This is due to the obstacles faced, including distance that causes limited access and information, limited resources, lack of coordination between agencies, and also the presence of brokers who often harm the community. There needs to be binding or compelling rules, in addition to the awareness of all parties to make a real contribution in an effort to improve the quality of population administration services so that all matters relating to population data can be resolved so that the realisation of an orderly national population administration in accordance with the laws and regulations

Abstract

The purpose of this study was to determine the effect of Perceived Organizational Support on Organizational Citizenship Behavior with the work engagement variable as a mediator at the Palembang City Tourism Office. Samples were taken as many as 63 employees. Data was collected by distributing questionnaires using a 5-point Likert scale to measure 22 statement items. The analysis technique used is Path Analysis. The results of the analysis show that Perceived Organizational Support has a positive and significant effect on organizational citizenship behavior, Perceived Organizational Support. This study also succeeded in proving that Perceived Organizational Support has an effect on Organizational Citizenship Behavior mediated by Work Engagement at the Palembang City Tourism Office. Based on the results of research analysis, several suggestions can be used as consideration in determining future policies, namely, the Office should pay more attention to any complaints felt by employees so that it will create a sense of meaning and feelings of pleasure and employees feel considered necessary by the service.

Abstract

Targeted policies and programs that consider the needs of the community must be supported by government efforts to establish appropriate policies. Effective policies are essential for ensuring that programs can be implemented successfully. The purpose of this study is to assess the effectiveness and efficiency of the policy for handling social welfare services for the homeless and beggars at the Social Service Office of Bogor City. This research utilizes a policy implementation theory consisting of four main components: Communication, Resources, Disposition, and Bureaucratic Structure. A descriptive quantitative analysis approach is employed in this study. Data were collected through field observations and questionnaires distributed to 24 respondents. For data analysis, the Weight Mean Score (WMS) formula was used, and measurement was conducted using a Likert scale. The results indicate that the communication dimension scored 4.81, categorized as very good; the resource dimension scored 4.61, also categorized as very good; the disposition dimension scored 4.25, categorized as very good; and the bureaucratic structure dimension scored 4.65, categorized as very good. Consequently, the overall score for the policy implementation assessment was 4.58, categorized as very good. It is hoped that this research will assist the Social Service Office of Bogor City in evaluating or reconsidering the policies for handling social welfare services for the homeless and beggars in Bogor city.

Abstract

Transparansi dalam pemerintahan telah menjadi salah satu aspek penting dalam upaya membangun integritas pejabat publik di daerah. Namun, masih terdapat banyak kendala dalam implementasi kebijakan transparansi yang efektif di berbagai daerah di Indonesia. Meskipun berbagai kebijakan telah diterapkan, terdapat kekurangan dalam literatur yang membahas dampak nyata dari kebijakan transparansi terhadap integritas pejabat publik di tingkat pemerintahan daerah. Penelitian ini menggunakan metode kualitatif dengan jenis kajian pustaka untuk menganalisis berbagai studi dan laporan terkait kebijakan transparansi dan integritas pejabat publik di Indonesia. Hasil penelitian menunjukkan bahwa kebijakan transparansi memiliki pengaruh signifikan terhadap peningkatan integritas pejabat publik, terutama dalam hal pengurangan praktik korupsi dan peningkatan akuntabilitas. Selain itu, ditemukan bahwa daerah yang menerapkan kebijakan transparansi dengan lebih konsisten menunjukkan tingkat kepercayaan publik yang lebih tinggi terhadap pemerintah daerah. Penelitian ini juga mengidentifikasi beberapa faktor penghambat yang perlu diatasi untuk meningkatkan efektivitas kebijakan transparansi, seperti kurangnya pemahaman dan pelatihan bagi pejabat publik. Implikasi dari penelitian ini menunjukkan bahwa peningkatan transparansi tidak hanya meningkatkan integritas pejabat publik, tetapi juga memperkuat kepercayaan publik dan efisiensi pemerintahan daerah.

Abstract

This study originates from the serious challenges related to stunting in Indonesia, particularly in Bogor City, which has a significant prevalence and requires innovative handling. Stunting affects children's health, cognitive abilities, and long-term productivity, which can influence economic growth. One of the targets of the Sustainable Development Goals (SDGs) is to reduce the stunting rate by 40% by 2025. The Bogor City Government has designed the Tanggap Leungitkeun Stunting (TALEUS) innovation program to reduce stunting rates through integrated interventions. This study aims to analyze the implementation of the TALEUS policy, evaluate the program's effectiveness in reducing stunting rates, and identify factors contributing to its success and challenges in its implementation. This study employs a qualitative approach with a descriptive method, based on the policy implementation theory by Van Meter and Van Horn. Data were collected through in-depth interviews, field observations, and document analysis. The study subjects included healthcare workers, representatives from local government agencies (OPDs), posyandu cadres, and the targeted community groups of the program. The study results indicate that the implementation of TALEUS has been relatively successful, supported by social, economic, and political factors. The program adopts a life-cycle approach, including nutrition education, supplementary feeding (PMT), and child growth monitoring. Community participation and cross-sectoral support are considered strong, but further improvements in education and sustained collaboration are still needed. Before TALEUS was implemented, the stunting prevalence in Bogor City fluctuated, rising from 4.52% in 2019 to 10.66% in 2020, then decreasing to 3.25% in 2022. After the implementation of TALEUS, the stunting rate in February 2023 was recorded at 2.81%, demonstrating the program’s effectiveness in accelerating stunting reduction. In conclusion, TALEUS has great potential to reduce stunting rates effectively through cross-sector collaboration and sustainable interventions. However, the long-term success of this program depends on consistent education and joint efforts from all stakeholders to achieve the Zero New Stunting target by 2024. Abstract

This research aims to analyze the trend of greenhouse gas emission reduction in Bogor District since the baseline year of 2010, with a focus on the reporting of low carbon development (LCD) actions implemented by the Bogor District Government. This research uses a qualitative approach with documentation study methods and secondary data analysis, taking place in Bogor District. Data was collected from Bogor District's official reporting through the AKSARA application as well as reports from the Regional Development Planning and Research Agency (Bappedalitbang). Data collected included the number of DRR actions, emission measurements, and cumulative greenhouse gas emission reductions from the baseline year to 2025. Data analysis was conducted quantitatively and qualitatively to understand the achievements and effectiveness of low carbon development policies. Trend analysis of GHG emission reduction in Bogor District shows consistent results that during the period 2010-2025, Bogor District succeeded in reducing GHG emissions by 1,644,900 tons CO2eq. The most significant sector with this reduction is the land sector. Challenges faced during the period include the need for more accurate data verification and the involvement of the transportation sector, which is still one of the largest contributors in Bogor District. Recommendations that can be given from this scientific article include strengthening local policies and regulations, increasing the involvement of the transportation sector, and increasing the involvement of the land sector.
