Abstract

This study aims to analyze the application of the Trikora spirit in public administration practices to build the welfare of the Papuan people. The research method used in this study is a qualitative approach by conducting a literature review. The results of this study show that the Trikora spirit can be applied in public administration practices, particularly in optimizing governance, coordination, and supervision, as well as in improving the implementation of programs and policies in Papua. Various efforts have been made by the government to resolve existing problems through the enactment of Law No. 21 of 2001 concerning Special Autonomy for the Province of Papua. However, twenty years after the implementation of special autonomy, the results are still not optimal. This is because, among other things, governance is still not optimal, there is no supervision and assistance from the center, and programs from ministries and institutions have not been well coordinated and integrated. I hope that the mobilization of all potential national resources, the spirit of one unit, synchronization and coordination as well as command and control when the Trikora to seize West Irian need to be imitated and continued to build the development of Papua's welfare

Abstract

The border area between Indonesia and Timor Leste is an area that is vulnerable to national security threats. This situation is caused by various factors, such as differences in socio-economic conditions, illegal cross-border activities, and the potential for conflict between countries both countries. Some of these problems certainly require the role of the government, institutions and society to be resolved properly. The purpose of this writing is to analyze national security threats in the border area between Indonesia and Timor Leste. This paper uses qualitative methods which can provide a description and description of the phenomenon being studied. The results of this research show that the conditions of the RDTL and NKRI border areas in NTT Province do not yet show an ideal picture. The advice that author can give are to increase cooperation in exchanging intelligence data and joint border security operations; build and modernize border post infrastructure and patrol roads; increasing TNI and Polri personnel stationed in border areas; carry out outreach and empowerment of border communities, encourage ratification of the extradition agreement between Indonesia and Timor Leste and establish cooperation and capacity building assistance for Timor Leste in border control.

Abstract

Negara Indonesia menerapkan sistem pertahanan yang bersifat semesta, dalam arti melibatkan seluruh rakyat dan segenap sumber daya nasional, sarana dan prasarana nasional, serta seluruh wilayah negara sebagai satu kesatuan pertahanan. Konsep Perang Semesta lahir pada masa Perang Kemerdekaan Indonesia (1945-1949), dimana Indonesia dihadapkan pada situasi yang sulit dan kritis pasca proklamasi kemerdekaan akibat kedatangan Belanda yang ingin kembali menduduki Indonesia. Dengan segala keterbatasan yang dimiliki, bangsa Indonesia harus berjuang menghadapinya, baik melalui perjuangan diplomasi maupun perjuangan bersenjata. Kedua bentuk perjuangan ini dilakukan secara bergerilya dan mengerahkan segenap sumber daya yang dimiliki. Berpijak dari fenomena tersebut, maka penulis tergugah untuk menganalisa lahirnya konsep Perang Semesta yang bersumber dari pengalaman sejarah perjuangan bangsa Indonesia selama masa Perang Kemerdekaan tahun 1945-1949. Pembahasan pada artikel ini menggunakan metode penelitian kualitatif dengan menggunakan pendekatan sejarah, dimana dalam prosedur penyusunannya melalui empat tahapan, yaitu: heuristik, kritik, interpretasi, dan historiografi. Analisa data yang digunakan adalah analisa historis, dengan penekanan pada ketajaman dalam menginterpretasi fakta sejarah. Dari analisis yang dilakukan, dapat dibuktikan bahwa selama Perang Kemerdekaan pada tahun 1945-1949, perjuangan bersenjata dan perjuangan diplomasi dapat berjalan secara pararel dan saling menguatkan. Hakikat kesemestaan telah tertanam pada kedua bentuk perjuangan tersebut dengan adanya dukungan dan mobilisasi rakyat, pengerahan segenap sumber daya yang dimiliki serta seluruh wilayah perjuangan.

For this reason, it is necessary to identify weaknesses and vulnerabilities that can be exploited by the state or the external sector to achieve goals. The research method used is a qualitative method, while for threat analysis used is the Means, Ways, and method, namely, how to understand, disseminate and formulate existing threat strategies. This method consists of three parts that are interconnected with each other. The research results show. Global and regional environmental developments are marked by the emergence of several new problems that will have a significant impact on human development in the future. During long- standing problems and conflicts, international cooperation is the only option that offers hope for international peace and stability. The role of large countries and their dominant influence remains the main feature of global and regional environmental strategy. Opportunities for developing countries to increase their economic competitiveness and bargaining power are limited due to the increasing economic, political, defense and security power of several countries in various regions. In this context, new breakthroughs in prioritizing the environment, increasing national damage, and implementing sustainable development are urgently needed. The proliferation of nuclear weapons and nuclear nuclear development programs by several countries, such as North Korea and Iran, poses a threat to global security and the potential use of nuclear weapons in a war between Russia and Ukraine. Strengthening global and regional political and security policies in the future when many countries will emerge with economic and military strength. The arms race is intensifying, of strategic importance to countries around the world.                                                      Indonesia needs to have close relations with several    countries such as Australia, Russia, China, and the United States. Efforts to build mutually beneficial relationships need to be prioritized to realize Indonesia's strategic interests in the medium and long term. On the other hand, Indonesia has and will face several vulnerabilities and even threats. Problems related to energy supply, population, environment, economy, separatism, and many transnational security issues need to be addressed immediately with sustainable action. To overcome these problems, it is necessary to adjust strategies, improve the ideological, political, economic, socio-cultural and security conditions for preserving Indonesia, as well as maintaining the integrity of the state and the sovereignty of the Republic of Indonesia. continue to increase national capacity. Abstract

The border region between Indonesia and Timor Leste possesses unique characteristics that render it susceptible to various threats. These threats are not limited to the military sphere but also encompass non-military aspects such as radicalism and foreign cultural influences. One approach to mitigating these threats is through national defense training. National defense is the foundation of a robust national defense system. The objective of this research is to analyze the urgency of national defense training for residents of the Indonesia-Timor Leste border region with the aim of enhancing their sense of nationalism. The researcher employed a qualitative research method. The results of this study indicate that national defense training in the Indonesia-Timor Leste border region has specific goals directed at strengthening the border residents' awareness of national sovereignty and simultaneously improving their capabilities in confronting various challenges. The recommendations proposed by the researcher to address the challenges of implementing national defense training in the Indonesia-Timor Leste border region include: improving infrastructure, adopting a holistic approach, enhancing inter-agency coordination, conducting intensive socialization, utilizing technology, and increasing the capacity of human resources..

Abstract

The struggle of Arung Palakka in leading the people of Bone out of slavery in Makassar was one of the most historic events in Bone's independence. Arung Palakka who also was a nobleman of Bone was brought to Makassar to be used as a slave felt sorry to see his people suffering from forced labor carried out by Sultan Hasanuddin as the leader of the Makassar Kingdom. How the strategies and roles are carried out by Arung Palakka which are reflected in the context of the total war is the main purpose of this historical research. The method used in this study is a historical method that follows the flow of heuristic steps, sources of criticism, interpretation, and historiography. Based on the analysis conducted, it can be proven that in his efforts to bring the people of Bone out of slavery in Makassar, Arung Palakka collaborated with several kingdoms and even with VOC to succeed in providing strong resistance to Makassar and gaining victory.

Abstract

This study aims to examine the relevance of the concept of total war and national resource mobilization during World War II in the development of modern defense education in Indonesia. The research approach used is descriptive qualitative with historical-contextual analysis methods. Data were obtained through literature studies of primary and secondary sources, including historical documents, academic books, international journals, and lecture materials from defense institutions. The results of the study indicate that the principles of total war, such as total mobilization, industrial conversion, and the formation of collective consciousness, can be used as a strategic learning framework in the defense education system. The novelty of this study lies in the integration of historical analysis of war with a contextual pedagogical approach that is adaptive to contemporary challenges. The main contribution of this article is to offer a conceptual model of history based defense learning that strengthens national deterrence through value education, strategic reflection, and strengthening leadership character. These findings are expected to enrich academic discourse and defense curriculum practices in developing countries.

Abstract

This study was motivated by interest in reviewing the combat experience of military figures General Ulysses S. Grant During the United States Civil War and its Devoted to Strengthening the System and Defense Doctrine Models in Indonesia that already exist; Sishankamrata. This study uses a mixed methods approach. The results showed that General Grant's combat experience in civil war in the United States had a significant influence on its success in winning the Mexican war, with a very strong correlation (R = 0.979). This finding can be interpreted that experience in the battlefield contributes greatly to forming strategic intuition, the effectiveness of decision making, and the ability of individual military leadership. The novelty of this study lies in the use of the Mixed Methods approach which integratively examines the relationship between combat experience and the development of military strategies in a historical and contemporary perspective. This study made an important contribution as a reference to the strengthening of the doctrine and implementation of the defense and security system of the people's universe (Sishankamrata) in Indonesia. The implications of this finding underline the importance of integration of experience -based learning in education and training in military leadership, the need to build military strategic leadership capacity that is not only based on theory, but the importance of empirical experience, both through military training, learning from war history, and combat operation experience. Suggestions for further research are that similar studies are carried out on more military figures from various so as to get a more comprehensive picture of how individual combat experiences can form adaptive military strategies so that it can be useful for strengthening the SishanKamrata model in Indonesia.
