Abstract

The purpose of this study was to look at work culture and the factors that influence the work culture of employees in the Idi Tunong Subdistrict Office. Descriptive research method with a qualitative approach. Data collection techniques are through observation, interviews and documentation. The informants of this research are the key informants namely the Idi Tunong Sub-District Head and the Public and Personnel Kasubbag, the main informants are employees of the Idi Tunong Sub-District Office employee and additional informants are the people who get the services of the Idi Tunong Sub-District Office. Data analysis techniques are data reduction, data presentation, and drawing conclusions. The results of this study are the work culture of the Idi Tunong Sub-District Office in terms of information disclosure, mutual respect, cooperation between employees has been carried out well only in employee work discipline is still not optimal and needs to be improved. Meanwhile, for factors that influence the work culture of the Idi Tunong Subdistrict Office such as organizational culture, external culture, learning process and motivation have an influence on the work culture of the Idi Tunong Subdistrict Office, while for leader behavior, employee selection, mission clarity, mission certainty, exemplary leaders still have not influenced the work culture in the Idi Tunong Sub-District Office.

Abstract

BUMDes Maju Bersama is a government program to help the economy of the people of Sei Jawi-jawi Village and achieve community welfare so that the Sei Jawi-jawi people get a decent living. This study aims to determine the role of social capital which is a driving force in the management of the Joint Forward BUMDes in Sei Jawi-jawi Village, Sei Kepayang Barat District, Asahan Regency. Social capital plays an important role in strengthening village communities. BUMDes can advance together with social capital. BUMDes Maju Bersama was established as an effort to increase the economic development of rural communities and create independence for the people in Sei Jawi-jawi Village. This research is a qualitative descriptive study. The location of the study was in Sei Jawi-jawi Village, Sei Kepayang Barat District, Asahan Regency. The object of this research is BUMDes Maju Bersama Sei Jawi-jawi Village. Data collection techniques using observation, interviews, and documentation. The results showed that the formation of BUMDes Maju Bersama was carried out in 3 (three) stages, namely the pre-village deliberations, village deliberations and post-village deliberations. So, this deliberation activity aims to determine what type of BUMDes will be formed in the hope that it will benefit the community. Social capital in the form of networks, norms and beliefs that play a role in the management of BUMDes Maju Bersama can be said to be not good enough even though BUMDes Maju Bersama is already operational and can contribute to the Village. This can be seen from the BUMDes Maju Bersama cooperation network that is still small, with collateral or collateral provided by BUMDes, the interest given by the management is too high, almost the same as the existing cooperatives and there is still public debt arrears. The informant's subjects from this study were the Village Head, Village Officials, BUMDes Maju Bersama Management, BUMDes Supervisor, parties who knew BUMDes and the Community who knew about BUMDes Maju Bersama.

Abstract

This study aims to determine the Management of Village Fund Management in Jungke Village Permata District Bener Meriah Regency and the factors that influence it to achieve these objectives used qualitative research methods by breaking down the data descriptively. Data collection techniques were carried out by interview, document and archive observation using qualitative descriptive analysis techniques. The results of the study show: First the management stages of Village Fund Management in Jungke Village include Planning and Implementation of Reporting and Accountability Administration. Management of Village Fund Management is carried out by the Government of Jungke Village, Permata District, Bener Meriah Regency, and has followed the technical guidelines that have been regulated in the legislation. But in the process is still not optimal. This can be seen from the process of reporting and accountability that is experiencing delays. For the Reporting Process of Realizing the Use of Village Funds not in accordance with the predetermined schedule, causing delays in disbursing funds for the next stage. Likewise with the Responsibility for the use of village funds so that the community cannot evaluate the results of the work of the village government and the Accountability to the Regional Government which is not carried out in a timely manner. Second: Factors that influence the management of village funds include supporting and inhibiting factors. Supporting factors are community participation, facilities and infrastructure, while the inhibiting factors are human resources, technical guidelines for managing village funds that change every year and communication.

Abstract

The role of community actors in the management of village funds is conducting village meetings (MusDes), which in the village meetings are planning for the management of village funds used for physical and non-physical development of the village. The role of village government actors in the village fund management process is involved starting from problem identification, planning, implementation and evaluation.Therefore, the village government must involve other community actors starting from problem identification to evaluating the management of the village funds, and if community actors are involved there will be a sense of care for the development generated from the village funds. the involvement of actors in the management of village funds is very necessary, not only involving village officials, in this case community actors are also very necessary because in this case they can build a better village in the future and community actors must be actively involved in managing the village funds. The type of research used is a qualitative approach with a descriptive method with the results of the study showing a lack of community involvement in the management of village funds and a lack of openness by village actors in running a village program and a lack of openness in conducting village deliberations (musdes).

Abstract

This article aims to discuss the marketing communication strategy of SMA Harapan 3 Medan in getting new students during the Covid - 19 pandemic. Education is not as difficult as now because there are no obstacles to direct learning and there are no difficulties in attracting the attention of prospective new students. This happened before the era of the Covid 19 epidemic. On the other hand, this didn't really affect Harapan 3 Medan High School because they kept doing what they were doing and acted as if nothing had changed. During the Covid 19 outbreak, there were a few setbacks, but they were easy to manage and didn't present much of a challenge. We now welcome new students. In the midst of the Covid 19 outbreak, this study aims to evaluate how successful the marketing communication approach of SMA Negeri 3 Medan Harapan is in attracting new students. AIDA theory is used by many scientific communities (Attention, Interest, Desire, Action). This study uses qualitative research and data analysis techniques purposive sampling. Purposive sampling is a sampling approach in which a sample is collected from a community based on certain criteria, and this research uses this methodology. Based on the research conclusions, the marketing communication strategy developed by Harapan 3 Medan High School to recruit new students during the pandemic should welcome new students online by utilizing existing social media.

Abstract

This article aims to analyze the strategies carried out by the village government and tourism office, as well as the role of actors in increasing tourist visits to Melati II Village. The research problem focuses on efforts to optimize local tourism potential to attract tourists. To overcome this problem, theoretical references are used as the basis for analysis. Data were collected through observation, interviews, and document analysis, then analyzed qualitatively using data reduction, data presentation, and drawing conclusions. The results of the study indicate that the village government utilizes local potential by organizing cultural attractions such as Kuda Kepang, developing Kebun Jeruk Petik Sendiri and Palungguhan To Joyo, and increasing the accessibility of tourist locations despite budget constraints. The Serdang Bedagai Regency Tourism Office supports tourism promotion and development through training and innovation of unique attractions. In addition, actors such as village officials, local business actors, the community, and tourists collaborate in maintaining the environment, improving service quality, and promoting the village through social media. This study concludes that collaboration between the government, community, and tourists can make Melati II Village a leading tourist destination.

Abstract

The E-TLE program, or Electronic Traffic Law Enforcement, is an electronic-based traffic law enforcement system designed to increase efficiency in monitoring and enforcing traffic regulations. ETLE works by using various technological devices, such as surveillance cameras installed at various strategic points, including at road intersections, along highways, or in locations prone to violations. This research aims to analyze how the Electronic Traffic Law Enforcement (E-TLE) program is implemented in realizing traffic order for motorists in the city of Medan and to analyze what factors hinder of the program. This research uses qualitative methods. The results of this research show that the E-TLE program is not yet fully capable of realizing traffic order for motorbike drivers because there are still factors and obstacles in its implementation, such as a lack of awareness among motorbike drivers due to not fully understanding the performance of the E-TLE program. The lack of deterrent effect received by motorists and the lack of socialization information provided by the police regarding this program has caused motorists to assume that this program is just a formality.

Abstract

The outcome of the Helsinki MoU peace agreement between the Central Government and the Free Aceh Movement on August 15, 2005, was the granting of special autonomy funds to Aceh Province. This funding aims to improve Aceh’s welfare and development. However, in reality, the allocated special autonomy funds have not been able to resolve various issues in Aceh, particularly in reducing poverty levels. The present study aimed to analyze the factors contributing to the limited impact of special autonomy funds on poverty alleviation in Aceh. Utilizing a descriptive qualitative approach, this study involved the collection of primary and secondary data. The asymmetric decentralization theory guided the analysis of this phenomenon. The findings reveal that the special autonomy funds allocated to Aceh Province by the central government have demonstrated a limited impact on poverty alleviation within the region. This can be attributed to several key factors: the absence of a grand design master plan, formalized through a Qanun, for the general allocation fund by the Aceh government; the lack of prioritization of poverty alleviation within the special autonomy budget allocation; and the issue of misappropriation of special autonomy funds in Aceh (corruption).
