Abstract

Kemampuan aparatur desa merupakan modal yang harus dimiliki untuk menjalankan pemerintahan desa yang baik. Di era digitalisasi, pemerintah harus melihat peluang yang dapat mengefektifkan pekerjaan dari aparatur yang berkecimpung dalam sektor publik. Penelitian ini dilakukan untuk mengetahui sudah sejauh mana kemampuan aparatur desa Puseurjaya dalam menggunakan TIK. Penelitian ini menggunakan teknik wawancara dengan narasumber selaku Sekretaris Desa. Pada penelitian kali ini menggunakan perspektif teori dari Robbins (2008:57) tentang faktor pada kemampuan secara internal dan eksternal. Dari hasil analisis diketahui bahwa aparatur desa Puseurjaya sudah dapat menggunakan teknologi dengan baik hal ini dibuktikan dengan pelayanan publik yang sudah mulai menggunakan teknologi digital. Meskipun dalam pelaksanaannya belum mampu memanfaatkan teknologi digial secara maksimal. Karena masih terdapat beberapa tantangan dalam pelaksanaan sehari-harinya.

Abstract

Today's technology has penetrated everywhere, even today humans cannot live without technology. For example, information technology is needed by the community in communicating, for example. Not inferior to other fields, the government also uses technology in work and service systems called e-government. The concept of e-government adheres to the concept of e-governance, the aspects that exist in this governance are reflected in e-government. This study uses a qualitative descriptive type with data analysis by Miles and Huberman. This research was conducted in the Village of Karawang Kulon. Based on the results of e-government research, Karawang Kulon Village has not used e-government at all. manuals. So that the Karawang Kulon Village has not been able to prepare e-government because there has been no order from West Karawang District.

Abstract

The concept of Smart Village or smart village is a process of adjustment and development experienced by people in rural areas so that they can generate benefits and balance between information technology and villagers so that they can solve problems in the area by using the potential of existing resources that are owned intelligently. Three important elements in a Smart Village that influence one another consist of smart government, smart environment and smart economy. Wancimekar Village in Karawang Regency is seen as one of the villages that is still going through developments towards a smart village, where the obstacle factors will be reviewed through the three elements of the Smart Village concept. This study intends to understand how big the development process of Wancimekar Village is towards a Smart Village. The method used is qualitative narrative with data collection techniques carried out through interviews, direct observation and documentation by related parties and conducting literature studies. The results of this study indicate that the village of Wancimekar is ready to move towards the smart village concept because it is supported by adequate resources. In the aspect of digitizing village services, this is already in the digital development stage, namely by establishing an official digital service page, although it is still in the development stage.

Abstract

Entering a crucial year, the year where a massive democratic party will  be held in Indonesia. In 2024, the democratic party will be for the Indonesian people to be able to determine leaders who are worthy of being leaders and leaders who still use ethics in leading, because there are several leaders who sit and hold office ignoring ethics in leading. Political parties and candidates sell each other’s self-image, increase their electability, and make them the only ones worthy of being elected, however, what needs to be remembered and what people need to instill in their thoughts and feelings is that their voting behavior is what determines the next leader. The method used in ths research is a qualitative method which has an analytical descriptive nature. Data collection was taken through literature studies related to the research in question. The focus of this research will produce argumentative result regarding ethical leaders who can certainly lead, ethics is also found in government itself, where government ethics focuses on legal norms and social norms. In essence, they are public servants and tools in government whose job is to realize the noble ideals of the nation and also to make society prosperous, and not to make their lives and/or the lives of certain groups prosperous.

Abstract

The Population and Civil Registration Service of Karawang Regency has implemented and served the activation of the Digital Population Identity (IKD) application since the end of 2022. To minimize implementation failures, careful preparation is required beforehand, including determining the level of readiness for implementing Digital Population Identity. This research aims to analyze the readiness of the Karawang Regency Regional Government in implementing the Digital Population Identity application using Musa's e-readiness theory. The method in this research is a descriptive method with a qualitative approach. The results obtained from the research show that e-readiness in the implementation of Digital Population Identity in Karawang Regency has two perspectives, namely based on the government's perspective in the form of the availability of technology to support the IKD implementation mechanism, the understanding and skills possessed by employees regarding Digital Population Identity are good, already availability of legal instruments and programs regarding the implementation of Digital Population Identity activation services. Meanwhile, based on the community's perspective, it is considered to have several shortcomings caused by the community's understanding and participation in Digital Population Identity being considered to be still lacking.

Abstract

Penyelenggaraan pemerintahan berbasis internet atau e-government dari pusat hingga daerah menjadi perkembangan yang cukup pesat dari digitalisasi dalam bidang Teknologi, Informasi, dan Komunikasi yang saat ini berpengaruh pada implementasi pemerintahan. Banyaknya pengaduan dari masyarakat Karawang membuat pemerintah harus dapat menampung banyaknya aspirasi yang diberikan salah satunya melalui aplikasi Tanggap Karawang. Maka dari itu, tujuan dari penelitian ini untuk mengetahui keberhasilan dari aplikasi tersebut dalam menampung aspirasi masyarakat Karawang. Adapun, metode yang digunakan adalah kualitatif deskriptif yang menggambarkan penelitian secara langsung berdasarkan data yang ada. Sehingga, hasil dari penelitian ini yaitu aplikasi Tanggap Karawang telah berhasil membantu masyarakat dalam menyalurkan dan mewadahi aspirasi serta permasalahan sosial yang terjadi secara cepat tanpa harus datang secara langsung ke kantor dan perkembangan serta dampak positif dapat dilihat dari indikator support, capacity, dan value. Berdasarkan hasil penelitian didapatkan total pengaduan pada tahun 2024 yaitu sebanyak 10.988, 10.450 selesai ditindaklanjuti, 351 pengaduan masih proses, dan 187 pengaduan masih menunggu. Oleh karena itu, masyarakat menilai bahwa aplikasi ini cukup membantu.

Abstract

This study aims to explore the experiences of individuals when using the JKN mobile application. This research focuses on how the performance of the JKN mobile application can unravel the problems that exist in the health care sector and can help users to get proper, efficient, and effective health services. This research method uses phenomenological qualitative research through observation, interviews and other documents that support the research. BPJS Kesehatan as a service provider needs to supervise the JKN mobile application. BPJS Kesehatan has the authority to regulate and be responsible for the performance of the JKN mobile application. Performance of the JKN mobile application still has some problems such as errors in some time and failing to load data in the doctor's schedule feature.

Abstract

Supervision of village fund management has become a discourse in government studies, the inspectorate has the responsibility to ensure that the management of village funds is carried out in a transparent and accountable manner. However, there is not much evidence of studies on the supervisory function of the inspectorate at the village level. This case study aims to explore the implementation of the supervisory function by the Bogor Regency Regional Inspectorate in the context of supervision of the village government. The main results were obtained from interviews, observations, and documentation. The data was analyzed using explanation building to identify the importance of the Inspectorate's involvement in the management of village funds with facts in the field. The results show that the supervisory function of the regional inspectorate of Bogor district still faces various challenges. The implications of this study are directed at improving the village fund supervision system and strengthening the capacity of the Inspectorate, with the aim of encouraging more responsible, transparent, and accountable fund management.

Abstract

This study examines the participation of the Medankarya Village community in supporting local socioeconomic conditions using an exploratory qualitative approach. The entire village population was included in the study, with interviews, observations, documentation, and field notes serving as data collection instruments. The results indicate that there are no waste management facilities in the village or sub-district, and some residents remain unconcerned about environmental cleanliness. However, the village government has developed several environmental management programs, emphasizing the importance of a Waste Processing Facility for the village.

Abstract

The development of digital technology has brought significant changes to public services, including in the area of child protection against violence. This study aims to analyze the digital communication strategy of P2TP2A Karawang Regency in preventing child abuse using Everett M. Rogers’ Diffusion of Innovations Theory as a framework. The research employed a qualitative approach through in-depth interviews with four groups of informants, namely social media managers, P2TP2A volunteers, the Secretary of DP3A, and service users, who were selected based on their direct involvement in managing or utilizing digital services. Data were analyzed using the interactive model of Miles and Huberman (1992), which includes data reduction, data display, and conclusion drawing/verification. The findings reveal that digital media, particularly WhatsApp and Instagram, serve as the main innovations supporting case reporting, educational dissemination, and community outreach. The use of these digital platforms has proven to improve service accessibility and accelerate responses to cases of child abuse. However, several challenges remain, including limited human and technological resources, low levels of digital literacy among the community, and the complexity of handling cases that require cross-sectoral coordination. The novelty of this study lies in identifying the sustainability of digital communication strategies in Karawang Regency, which contributes to strengthening digital-based public service systems in child protection. Thus, it can be concluded that the diffusion of digital innovations implemented by P2TP2A Karawang has the potential to enhance the effectiveness of child abuse prevention, provided that it is supported by organizational readiness and improved community digital literacy.
