Abstract

PT CTM, an Engineering, Procurement, and Construction (EPC) contractor in Indonesia’s electrical infrastructure sector, has experienced declining performance since 2020. This study aims to formulate prioritized restructuring strategies to enhance the company’s competitiveness and performance. Using a qualitative case study design, six internal and external informants were interviewed. Strategic matrices IFE, EFE, IE, SWOT, and QSPM were systematically applied. Findings indicate that PT CTM is in the “Grow and Build” position. Abstract

This study investigates how GovTech firms navigate bureaucratic rigidity to accelerate digital maturity in Indonesian local government. It examines the evolution of client needs, the operationalization of collaborative governance, and the structural design of a "Hybrid Specialization Model" within the Electronic-Based Government System (SPBE) framework. Utilizing a qualitative single-case study of the partnership between PT 4nesia Digital Solution and Cirebon City, data were triangulated through semi-structured interviews, field observations, and longitudinal SPBE evaluation reports. Results indicate a shift from technical procurement toward institutional legitimacy, driven by compliance with national SPBE indicators. Success depends on facilitative leadership to bridge sectoral silos. The proposed Hybrid Specialization Model boosted the SPBE Index from 3.17 to 4.13, though a sustainability gap persists requiring the codification of digital workflows into local policy. This research provides empirical evidence for value co-creation and offers a strategic blueprint for shifting from transactional relations to institutionalized partnerships.

Abstract

Transformasi digital sektor kesehatan menjadi prioritas strategis pasca pandemi COVID-19 yang mengekspos fragmentasi data dan rendahnya interoperabilitas sistem informasi kesehatan di Indonesia. Digital Transformation Office (DTO) Kementerian Kesehatan dibentuk untuk mengatasi tantangan ini melalui pengembangan platform Indonesia Health Service (SATUSEHAT). Penelitian ini menganalisis peran DTO dalam tata kelola platform SATUSEHAT dengan fokus pada kontrol kualitas layanan dan mekanisme pengawasan menggunakan kerangka Government as a Platform (GaaP). Metode penelitian kualitatif deskriptif dilakukan melalui wawancara mendalam dengan 6 narasumber dan studi dokumentasi. Hasil penelitian menunjukkan DTO berhasil menerapkan kontrol kualitas layanan melalui standarisasi protokol HL7-FHIR, terminologi medis internasional (ICD-10, SNOMED CT), master data terintegrasi, dan keamanan berlapis dengan sertifikasi ISO 27001/27799. Mekanisme pengawasan dilaksanakan melalui blueprint transformasi digital, bimbingan teknis nasional, dashboard monitoring real-time, dan koordinasi multipihak. Platform SATUSEHAT berhasil mengintegrasikan 50.614 faskes (41,69% dari target), memvalidasi 261,7 juta data pasien, dan mencatat 2,6 juta tenaga kesehatan. Penelitian ini memberikan kontribusi akademis pada literatur transformasi digital pemerintahan dan praktis bagi pengembangan tata kelola platform digital di sektor publik Indonesia.

Abstract

Electronic voting, commonly referred to as E-voting, represents a contemporary advancement in democratic systems, designed to optimize electoral efficiency, precision, and citizen engagement. One of the prominent entities involved in developing this digital infrastructure is PT Inti Konten Indonesia. This research investigates the integration of the E-voting mechanism within the 2021 concurrent village head elections held in Sleman Regency, utilizing the Technology Acceptance Model (TAM) as the theoretical foundation. The TAM construct in this context evaluates how Perceived Ease of Use, Perceived Usefulness, and Behavioral Intention to Use influence the Actual Usage of the system. Additionally, this study introduces E-Trust as an extended variable, offering new insights into user confidence toward digital electoral systems. A quantitative paradigm framed by an explanatory research design guided the inquiry. Data acquisition was conducted via structured questionnaires administered to Sleman residents who actively participated in E-voting electoral process. The sampling strategy adopted was stratified sampling, resulting in a total of 400 participants, with the sample size determined through the Slovin formula applying a 5% margin of error. To examine the hypothesized relationships among constructs, Partial Least Squares Structural Equation Modeling (PLS-SEM) was employed using the SmartPLS analytical tool. This technique facilitated the assessment of both direct and indirect effects across the model’s variables.

Abstract

Jakarta's commercial office market faces structural stagnation, exacerbated by hybrid working trends and an impending supply shock of 1.3 million square meters of ex-government assets following the delayed National Capital (IKN) relocation. This unprecedented regulatory driven oversupply demands a highly structured strategic response. PT Telkom Landmark Tower (TLT), a corporate real estate provider, struggles to attract external tenants due to a 90.9% captive market dependence, rigid state-owned enterprise (SOE) floor-price regulations, and multinational tenant demands for Environmental, Social, and Governance (ESG) compliance. Therefore, the core research question is: What robust business strategies can effectively navigate these disruptions? The novelty of this study lies in systematically operationalizing the Scenario-Based Strategic Planning (SBSP) framework within the Corporate Real Estate Management (CREM) sector, bridging the gap between foresight exploration and robust corporate strategy formulation. This qualitative study collected primary data through in-depth interviews with eight expert stakeholders. Data were thematically coded using NVivo and analyzed utilizing the Trend Lifecycle S-Curve, PESTEL, Porter’s Five Forces, and the SBSP framework. The analysis identified two critical uncertainties the supply shock timeline and ESG strictness generating four future scenarios. The study established that the most robust strategies integrate AI-driven PropTech 4.0 and asset repositioning towards a Premium Integrated Business Ecosystem. PropTech 4.0 acts as an effective non-price compensation strategy to lower total occupancy costs for tenants without violating rigid financial audit rules. Scientifically, this study enriches SBSP literature in real estate. Practically, it provides strategic guidelines for building operators to maintain business resilience amidst extreme market turbulence.
