Abstract

Penelitian ini menjelaskan tentang permasalahan dalam pelayanan pembuatan sertifikat tanah. Bagaimana kaitannya dengan Pelaksanaan Kebijakan/Program Pemerintah Pusat di daerah. Paradigma penelitian yang digunakan adalah Paradigma Konstruktivisme, dengan Metode Penelitian Kualitatif. Pengumpulan data dilakukan melalui wawancara mendalam, diskusi dengan beberapa informan dari Kota Medan (Kepala Kantor BPN Kota Medan, Kepala Bidang Pelayanan Pembuatan Sertifikat Tanah, Pegawai Pelayanan Pembuatan Sertifikat Tanah) dan masyarakat yang secara langsung telah dan sedang dalam proses pengurusan sertifikat tanah di Kantor BPN Kota Medan. Hasil penelitian ini dapat disimpulkan sebagai berikut: Pertama, pelaksanaan program pendaftaran tanah yang sistematis dan tuntas, program yang ditujukan kepada masyarakat untuk mempermudah pembuatan sertifikat tanah. Kedua, pelayanan pembuatan sertifikat tanah di BPN Kota Medan masih terkesan diskriminatif karena dilakukan oleh oknum yang tidak melaksanakan tugas dan fungsinya secara profesional. Ketiga, penyuluhan kepada masyarakat agar peka dalam mengurus sertifikat tanah masih minim.

Abstract

This study analyzes the quality of Family Card (KK) issuance services at the Population and Civil Registration Office (Disdukcapil) of Gayo Lues Regency. Using a qualitative method with a descriptive approach, this study identifies the primary obstacles to services, including network disruptions, power outages, limited service personnel, and a lack of supporting facilities. Although the KK issuance procedure is promised to be completed within one working day, various external and internal factors cause service delays. Based on Zeithaml's theory of service quality, it was found that aspects of reliability, physical evidence, and Responsiveness still require improvement. To overcome these obstacles, Disdukcapil needs to improve its technological infrastructure, increase the number of service personnel, and provide better supporting facilities for the community. Periodic training for officers is also required to enhance professionalism and Responsiveness in delivering services. In addition, collaboration with the central government in strengthening the population administration system is a strategic step to ensure more effective, transparent, and accountable services. This research is expected to serve as a reference for efforts to improve public services in the field of population administration.

Abstract

This study analyzes the implementation of Medan Mayor Regulation Number 51 of 2021 in Kelurahan Besar, Medan Labuhan District, with a focus on the role of environmental heads in optimizing Land and Building Tax (PBB) revenue. Based on Edward III's policy implementation model, policy success is influenced by communication, resources, disposition (implementing attitude), and bureaucratic structure. This study employs a descriptive qualitative method, utilizing data collection techniques that include interviews, observations, and documentation of informants, comprising village heads, neighborhood heads, government section heads, and community members. The study's results indicate that the implementation of this policy still faces several obstacles, including the lack of systematic socialization, limited work facilities, low performance-based incentives, and a lack of coordination among agencies. In addition, low public tax awareness, mainly due to post-pandemic economic conditions, further worsens the effectiveness of policies. The solution includes technical guidelines, training, incentives, coordination, and performance evaluation to optimize Medan Mayor Regulation Number 51 of 2021 and increase Regional Original Revenue (PAD).

Abstract

This study aims to analyze the implementation of the policy of changing the map of apparatus positions at the Regional Research and Innovation Agency (BRIDA) of Medan City, identify supporting and inhibiting factors, and provide recommendations for improvement. The research method used is qualitative descriptive with a case study approach. Primary data was obtained through in-depth interviews and observations, while secondary data was obtained from official documents and related regulations. The results of the study show that the implementation of the policy is carried out through position mapping, cross-agency coordination, socialization, and improving the competence of ASN. The change in the position map shifted the orientation from structural to functional in accordance with the national bureaucratic reform policy. Supporting factors include a clear legal basis, support from regional leaders, effective coordination, and the readiness of some ASN. The obstacles found include limited understanding of ASN, resistance to old work culture, limited competent human resources, and a performance appraisal system that is not optimal. The conclusion of this study shows that the implementation is quite effective, but it requires strengthening competency aspects, fostering a new work culture, adding qualified human resources, and improving the performance appraisal system.

Abstract

Abstract: The low participation of women in political institutions means that various women's interests are less accommodated in a number of political decisions. Research problem formulation 1) How are women empowered in politics by the North Sumatra Perindo Partai DPW? 2) What are the factors inhibiting women's empowerment in politics by the North Sumatra Perindo Partai DPW? The method used is a qualitative research method. Data collection techniques using observation, interviews and documentation. The results of research on women's empowerment in politics (the North Sumatra Perindo Partai DPW study) have gone well. The planning carried out in implementing gender responsiveness is good. This can be seen in the socialization plans made. Implementation has been maximized. With Perindo Partai’s strategy of taking a more personal approach. The evaluation achieved good results. By improving the quality of national education, the encouragement of women to take part in politics can be realized. The suggestion in the research is that the KPU Institute holds outreach that focuses on 30% representation of women. As well as making significant changes regarding the quota for DPRD members specifically for women. Can make policies that in politics gender equality is necessary. Because patriarchal culture is very irrelevant to use during elections. A long-term national campaign is needed. Which contains women's political awareness, reinterpretation of religious doctrines that take away women's political rights through the media. Both printed and electronic media such as posters, billboards, stickers and pins with images.

Abstract

Peranan motivasi dalam lingkup pemerintahan menjadi satu dasar meningkatkan produktivitas kerja aparatus penyelenggara pemerintahan. Kabupaten Batubara memiliki perangkat daerah yang tersebar baik dalam lingkup pemerintahan daerah maupun kecamatan, peningkatan kinerja pegawai tentu tidak bisa dilepaskan dari peranan motivasi yang berorientasi pada produktivitas kerja. Metode yang digunakan dengan metode kualitatif dengan penelitian data deskriptif. Teknik pengumpulan data dengan observasi, wawancara dan dokumentasi. Peneliti menemukan bahwa berdasarkan hasil observasi di lapangan bahwa motivasi kerja pegawai Kantor Bupati Kabupaten Batu Bara masih kurang. Beberapa indikatornya adalah karena kurangnya tanggung jawab dan disiplin pegawai dalam menyelesaikan pekerjaan serta kurangnya dorongan semangat kerja. Kemudian kinerja pegawai menunjukan peran antarpribadi mengharuskan pegawai mampu mengaktualisasi diri dalam pengembangan sumber daya manusia (SDM) melalui pelatihan dan pendidikan. Selanutnya, peranan yang berhubungan dengan informasi motivasi terhadap produktivitas kerja pegawai di Kantor Bupati Kabupaten Batu Bara tergolong rendah dikarenakan keterbatasan kapasitas yang dimiliki dengan tidak bisa menggunakan teknologi berbasis online.

Abstract

Implementation is a concrete step in realizing various policies and regulations that have been well structured. The Family Hope Program is the government's effort to alleviate poverty by the Law on poverty alleviation. Social minister no. 1 of 2018 states that the PKH program was prepared with the aim of reducing poverty rates and breaking the chain of poverty, improving the quality of human resources, and changing the behavior of KPMs which are relatively less supportive of increasing welfare. Implementation of the family hope program in the Sidomulyo sub-district, Staba sub-district is the focus of research in this paper. This research aims to analyze how the Family Hope Program (PKH) is implemented in Sidomulyo subdistrict, Stabat subdistrict, and to analyze the factors that influence the Family Hope Program (PKH) in Sidomulyo subdistrict, Stabat subdistrict, Langkat district. This research uses a descriptive method with a qualitative approach using interview techniques with key, main, and additional informants. Abstract

This research aims to analyze the performance of the bureaucracy in distributing social assistance for the Family Hope Program (PKH) at the Langkat Regency Social Service. PKH social assistance is a program that aims to reduce poverty and improve community welfare by providing regular cash assistance to poor families. However, the effectiveness of this program is very dependent on the performance of the bureaucracy in organizing the distribution of this aid. Data analysis was carried out using a descriptive method to explain the performance of the bureaucracy in implementing the PKH program. The research results show that the bureaucratic performance in administering PKH social assistance in Langkat Regency has several weaknesses, including the slow process of distributing aid, a lack of coordination between related agencies, and irregularities in aid distribution. These factors hinder the effectiveness of the program and cause dissatisfaction among aid recipients. Based on these findings, it is recommended that the Langkat Regency Social Service improve coordination between related agencies, improve the aid distribution system, and increase supervision of the implementation of the PKH program. Necessary to strengthen the capacity of field officers through training and education related to social assistance management. This is expected to improve bureaucratic performance in implementing the PKH program so that the program's goal of reducing poverty can be achieved more optimally

Abstract

Tujuan yang dicapai adalah untuk mengetahui dan menganalisis tentang: mekanisme pelayanan administrasi terpadu kecamatan di Kecamatan Idanotae Kabupaten Nias Selatan dan faktor-faktor apa yang mempengaruhi pelaksanaan pelayanan administrasi terpadu kecamatan di Kecamatan Idanotae Kabupaten Nias Selatan. Metode penelitian yang digunakan dalam penelitian ini adalah analisa data deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah metode wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukan bahwa implementasi mekanisme pelaksanaan pelayanan administrasi terpadu kecamatan  di kecamatan Idanotae Kabupaten Nias Selatan berdasarkan pada standar operasional pelayanan yang berprinsip pada kesederhanaan, kejelasan dan kepastian, akurasi, keamanan dan kenyamanan serta berdasarkan pada Peraturan Menteri Dalam Negeri RI Nomor 4 Tahun 2010 tentang pedoman pelaksanaan pelayanan administrasi terpadu kecamatan. Faktor-faktor yang mempengaruhi pelaksanaan pelayanan administrasi terpadu kecamatan di Kecamatan Idanotae kabupaten Nias yaitu faktor communication, resources, disposition, dan bureucratic structure. Dari keempat faktor inilah tolak ukur maju atau tidaknya  pelaksanaan pelayanan administrasi terpadu kecamatan di kecamatan Idanotae Kabupaten Nias Selatan.

Abstract

This study aims to analyze the effectiveness of the use of the School Operational Assistance Fund (BOS) and its impact on the performance of school principals at SMA Si Empat Nempu Hilir District. The research method used was a survey with a sample of 122 respondents, consisting of 1 principal, 23 teachers, and 98 students. Data was collected through a questionnaire that measured the effectiveness of the use of BOS Funds as well as the performance of school principals. The results of the descriptive analysis show that the effectiveness of the use of BOS funds is in the effective category with an average score of 4.03. Meanwhile, the performance of the principal was considered good with an average score of 4.13. A simple linear regression test revealed that the effectiveness of the use of BOS funds had a significant effect on the performance of school principals, with a regression coefficient of 0.45 (p < 0.05). These findings show that good management of BOS funds can improve the performance of school principals, which in turn has a positive impact on the quality of education in schools. This study suggests the need for improvements in the evaluation of the use of BOS funds to achieve more optimal effectiveness and support the improvement of school performance in the future.
