Abstract

Tujuan Penelitian ini untuk mengetahui masalah dan tantangan dalam implementasi program Pengembangan dan Pemberdayaan Masyarakat sebagai bentuk komitmen perusahaan yang harus dijalankan perusahaan. Metode yang digunakan adalah metode Deskritif Kualitatif, dengan melakukan observasi, pengumpulan data dan dokumen dari institusi perusahaan tambang di Kabupaten Lahat dan indeep interview dengan cara purposive sampling terhadap narasumber yang sesuai dengan tujuan penelitian. Berdasarkan hasil kuesioner di Desa Prabumenang dan Desa Banjarsari, dapat disimpulkan bahwa masyarakat secara umum menilai program PPM PT X bermanfaat, terutama dalam peningkatan pendapatan, dukungan fasilitas umum, serta penguatan sosial-budaya. Namun, masih terdapat beberapa masalah dan tantangan utama, yaitu: Kurangnya partisipasi aktif masyarakat dalam perencanaan maupun pengelolaan program, sehingga keberlanjutan masih bergantung pada perusahaan, Keterbatasan dalam koordinasi dengan pemerintah daerah, yang menghambat sinergi antar pihak, Manfaat program belum merata, sehingga ada sebagian masyarakat yang merasa belum memperoleh dampak signifikan, Pendampingan berkelanjutan masih lemah, terutama pada program ekonomi produktif, Aspek lingkungan belum optimal, sehingga keberlanjutan ekologi masih menjadi catatan kritis. Dengan demikian, meskipun program PPM X telah memberikan kontribusi nyata, diperlukan peningkatan kualitas, keberlanjutan, serta model pemberdayaan yang lebih partisipatif dan terukur, agar selaras dengan tujuan pembangunan berkelanjutan.

Abstract

This study aims to evaluate the extent to which the Community Development and Empowerment Program (PPM) implemented by PT. Golden Great Borneo (GGB) in 2024 aligns with the actual needs of communities in the Ring 1 area, specifically Prabumenang and Banjarsari Villages, East Merapi District, Lahat Regency. Using a qualitative descriptive approach, the research combines analysis of official program documents and field observations with a structured Likert-scale survey involving 40 purposively selected beneficiaries. The study assesses eight core domains mandated in PPM guidelines: education, health, real income, economic independence, socio-religious-cultural aspects, environment, community institutions, and infrastructure. Findings show that the program received moderate appreciation from the community, with average perception scores ranging from 3.5 to 3.7. While education, health, and infrastructure were positively valued, key issues remain in benefit equity, long-term sustainability, and participatory implementation. The study contributes a novel, integrative assessment model combining community perception data with program alignment analysis. It concludes that future PPM efforts should adopt a more impact-oriented, community-driven approach, particularly by strengthening environmental programs, preventive health initiatives, post-training support, and local institutional capacity to ensure sustainable development in mining-affected regions.

Abstract

Coastal tourism development has significant economic potential; however, improper management may lead to the erosion of local wisdom within surrounding communities. This condition is evident in the management of Nuansa Pantai Coffe in Cot Keurundong Village, Bireuen Regency, where issues related to facilities and location affect local cultural values. Therefore, this study aims to analyze the influence of facilities and location on community local wisdom. This research applies an associative method with a quantitative approach by distributing questionnaires to 245 respondents. The data were analyzed using multiple linear regressions. The results indicate that facilities and location have a positive and significant effect on local wisdom, both partially and simultaneously. The regression model obtained is Y = 0.146 + 0.375X₁ + 0.197X₂, with an Adjusted R Square value of 0.622. These findings show that facilities have a more dominant influence than location on the preservation of local wisdom.
