Abstract

This research is motivated by the fulfillment of rights for children with special needs that need to be equal to other normal children. Inclusive schools and special schools cannot fulfill them due to several factors such as expensive costs, lack of facilities and qualified teaching staff for children with disabilities. The existence of the Rumah Anak Prestasi Program by the Surabaya City Social Service is a space for children with disabilities to develop their abilities. The results showed a positive response through David Corten's program implementation theory. Program and program implementers indicators show that RAP is a program that parents of children with disabilities look forward to. Complete and free facilities, as well as teaching staff who are in accordance with their fields are devoted to serving children with disabilities in the city of Surabaya. The target group indicators show that satisfaction from parents of children with disabilities at RAP Semolowaru is a positive response that can help the RAP program develop. The conclusion of this research is that the Semolowaru RAP program has successfully implemented to reduce the anxiety of parents and children with disabilities regarding stimulus training for children with disabilities in Surabaya City This research is motivated by the fulfillment of rights for children with special needs that need to be equal to other normal children. Abstract

The Population and Civil Registration Service of the City of Kediri is one of the regional government agencies of the City of Kediri that implements acceleration of the quality of public services by presenting an innovation in public services in the field of population administration. One of the innovations is SAKTI (Information Technology Based Population Administration System), a website application that makes it easier for the people of Kediri City to manage population administration. The presence of the SAKTI Application does not necessarily replace face-to-face services at the Kediri City Population and Civil Registration Office. Some people prefer face-to-face services at the Kediri City Population and Civil Registration Office rather than online services via the SAKTI application. This research aims to determine and analyze the effectiveness of the Information Technology Based Population Administration System (SAKTI) at the Kediri City Population and Civil Registration Service. This type of research is qualitative research with a descriptive approach. Data collection techniques through observation, interviews and documentation. The theory used in this research is the theory of program effectiveness according to Budiani in Maulana & Adam (2021) with four focuses, namely accuracy of program targets, program socialization, program objectives, program monitoring. The research results show that the effectiveness of the SAKTI Application is still less effective. This is because there are still people who have not used the SAKTI Application to process population documents. Apart from that, there are still several problems with the SAKTI application.

Abstract

Tujuan dari artikel ini adalah untuk mengetahui prosedur digitalisasi arsip menggunakan E-Arsip di Badan Pendapatan Daerah (Bapenda) Kota Surabaya. Dengan penerapan sistem digitalisasi arsip, Bapenda Kota Surabaya berhasil mengatasi berbagai permasalahan dalam pengelolaan arsip, seperti kesulitan pencarian dokumen, resiko kehilangan data, serta permasalahannya. Namun dalam implementasinya tentu saja Bapenda akan menghadapi beberapa tantangan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, melibatkan wawancara dan observasi secara langsung terhadap staff di Bapenda Kota Surabaya yang terlibat dalam proses pengarsipan secara digital. Hasil penelitian menunjukkan bahwa penerapan E-Arsip secara signifikan mampu menghemat waktu dalam pengelolaan arsip, meningkatkan efisiensi kerja, dan memungkinkan pegawai untuk lebih fokus pada tugas-tugas lainnya. Diharapkan penelitian ini dapat memberikan rekomendasi untuk perbaikan dan pengembangan lebih lanjut dalam pengelolaan arsip di instansi pemerintah.

Abstract

Pemerintah Kabupaten Sidoarjo memperkenalkan inovasi berupa aplikasi pelayanan daring bernama Plavon Dukcapil. Aplikasi ini dirancang untuk mempermudah masyarakat dalam mengurus administrasi kependudukan, khususnya pembuatan akta kelahiran, melalui platform website Plavon Dukcapil. Penelitian ini bertujuan untuk mengkaji dan memahami pelaksanaan program Plavon dalam pelayanan administrasi kependudukan di Sidoarjo. Penelitian menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Analisis data dilakukan melalui pengumpulan, reduksi, penyajian, serta verifikasi data.Hasil penelitian menunjukkan bahwa implementasi program Plavon dalam pengajuan akta kelahiran melibatkan beberapa aspek: (1) Komunikasi, yang memegang peranan penting melalui interaksi antara pembuat kebijakan, pelaksana, dan kelompok sasaran. Namun, sosialisasi terkait penggunaan web Plavon Dukcapil masih terbatas karena hanya dilakukan sekali saat peluncuran. (2) Sumber daya, yang dinilai sudah cukup memadai dalam mendukung pelaksanaan program. (3) Disposisi, di mana pemilihan operator Plavon yang kompeten menjadi kunci keberhasilan implementasi, terutama di Desa Kupang. Walaupun layanan ini mempermudah masyarakat, kendala masih ditemukan, terutama bagi kelompok lanjut usia yang kesulitan dalam pengoperasian aplikasi dan membutuhkan bantuan.

Abstract

Most women are still marginalized compared to men in various sectors of life such as politics, economics, education, health and so on. Facing this problem, of course, the Surabaya City Government is trying to improve women's welfare, namely with the KAS-RPA (Women and Child Friendly Kampunge Arek Suroboyo) program. The aim of this research is to find out women's empowerment programs through the KAS-RPA program in RW 05, Kendangsari Village. The research method used is qualitative research with a descriptive approach. The data sources used are primary and secondary data. Data collection techniques through observation and literature study from official documents and articles according to the topic discussed. The results of the research show that women's empowerment in the RW 05 Kendangsari Village environment has increased quite well, supported by activities from the KAS-RPA program, although its implementation is not yet fully optimal.

Abstract

Penelitian ini mengkaji efektivitas inovasi layanan “Tanggap Bencana Harapan Timbul Kembali” (DUTA HATIKU) Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sidoarjo. Dengan fokus pada penerbitan kembali dokumen yang hilang atau rusak akibat bencana, program ini bertujuan untuk memberikan layanan manajemen kependudukan yang cepat dan komprehensif kepada korban bencana. Metodologi yang digunakan dalam penelitian ini adalah deskriptif kualitatif dan data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Berdasarkan hasil temuan, DUTA HATIKU telah berhasil mencapai tujuannya, meningkatkan integrasi lembaga, dan menunjukkan adaptasi masyarakat yang positif terhadap layanan yang diberikan. Namun, hambatan dalam penyesuaian dengan masyarakat masih perlu ditingkatkan untuk meningkatkan efektivitas layanan.

Abstract

This study aims to analyze how the implementation of collaborative governance in the Nutritious Food Yard Program (P2B) strengthens community-based food security in Sidoarjo Regency. A qualitative approach with a case study method was used to explore the social dynamics in depth. The research was conducted in Kampung Edukasi Sampah, Sekardangan Sub-district, one of the active areas in P2B implementation. Data were collected through interviews, observations, and document analysis involving key stakeholders such as the Sidoarjo City Food and Agriculture Office, Sidoarjo Police Sector, village officials, farmer groups, and environmental cadres. The analysis applied the collaborative governance model by Ansell and Gash (2008), which includes five indicators: face-to-face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes. The findings show that most indicators of collaboration have been realized, particularly in communication and trust-building aspects. However, some challenges remain, including the absence of formal agreement documents among actors, inconsistent communication, lack of program outreach, and overlapping roles between the police and related agencies. This research contributes to strengthening cross-sectoral collaboration models in community-based food security programs in urban areas.

Abstract

Based on the 1945 Constitution Article 27 Paragraph 2 which reads "Every citizen has the right to work and a decent living for humanity." have a decent job in order to earn enough to survive and compete with other workers. This research focuses on employment problems, especially in the unemployment sector, with the massive free work exchange program being held by the Department of Industry and Manpower which will certainly be useful for reducing the unemployment rate. So the aim of this research is to find out the extent to which the Department of Industry and Manpower plays a role as a stabilizer, innovator, modernizer and pioneer in reducing unemployment in the city of Surabaya. Data collection techniques use interviews, observation and documentation. The results of this research can be said that the role of the Department of Industry and Manpower has gone well, by collaborating with 70 companies and providing 1211 job vacancies at this free job fair which will really help the employment sector in reducing unemployment in the city of Surabaya.

Abstract

Digitalisasi pelayanan publik menjadi langkah strategis pemerintah dalam meningkatkan efisiensi, efektivitas, dan transparansi birokrasi. Penelitian ini menganalisis prosedur serta tantangan implementasi digitalisasi layanan kependudukan melalui Plavon Dukcapil di Mal Pelayanan Publik (MPP) Kabupaten Sidoarjo. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik wawancara dan dokumentasi terhadap koordinator layanan, pegawai Dukcapil, dan masyarakat pengguna layanan. Hasil penelitian menunjukkan bahwa Plavon Dukcapil mampu mempercepat proses pelayanan, mempermudah akses masyarakat, serta meningkatkan transparansi administrasi kependudukan. Kekuatan utama sistem ini terletak pada dukungan infrastruktur yang memadai dan kompetensi operator layanan. Namun, hambatan masih ditemui pada gangguan teknis website, keterbatasan sumber daya manusia, serta perbedaan tingkat literasi digital masyarakat. Peluang pengembangan mencakup transformasi Plavon Dukcapil menjadi aplikasi mobile dan perluasan kolaborasi dengan instansi eksternal. Ancaman utama yang perlu diantisipasi adalah potensi kebocoran data dan resistensi masyarakat terhadap penggunaan layanan daring. Secara keseluruhan, Plavon Dukcapil berkontribusi positif terhadap peningkatan kualitas pelayanan publik di Kabupaten Sidoarjo dan menjadi model penerapan e-government di tingkat daerah.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi layanan aktivasi Identitas Kependudukan Digital (IKD) di Mal Pelayanan Publik Kabupaten Sidoarjo sebagai bagian dari transformasi digital dalam pelayanan administrasi kependudukan. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan metode deskriptif, melalui teknik wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan layanan aktivasi IKD di Mal Pelayanan Publik Kabupaten Sidoarjo telah berjalan cukup baik, didukung oleh komunikasi efektif antara pusat dan pelaksana, serta kompetensi petugas yang memadai. Meskipun demikian, terdapat kendala berupa keterbatasan pada aspek sumber daya sarana prasarana seperti jaringan internet (Wi-Fi), perangkat seluler masyarakat yang tidak selalu kompatibel dengan aplikasi, keterbatasan sistem Anjungan Dukcapil Mandiri (ADM), dan kurang sederhananya alur aktivasi. Implementasi kebijakan berdasarkan model George C. Edward III 1980 menunjukkan bahwa faktor komunikasi, sumber daya, disposisi, dan struktur birokrasi telah berjalan cukup optimal pada layanan aktivasi Identitas Kependudukan Digital (IKD). Layanan ini juga memberikan kemudahan bagi masyarakat dalam mengakses berbagai layanan kependudukan secara digital.
