Abstract

The practice of dual ministerial roles, including leadership in sports federations, is a growing phenomenon in Indonesia, despite being explicitly prohibited by Article 23 of Law Number 39 of 2008. This study investigates the legal and constitutional implications of such dual roles, particularly focusing on ministers concurrently serving as heads of sports federations. Employing a normative research method, the findings reveal a conflict between the legal framework and current practices. Although the law forbids ministers from holding dual positions in organizations funded by state budgets, such roles remain valid under state recognition, creating a significant legal paradox. This paper argues that the President must enforce dismissal for ministers violating Article 23 to uphold the rule of law and prevent potential abuse of power. The study underscores the urgency of addressing this issue to safeguard public trust and ensure compliance with Indonesia’s constitutional principles.

Abstract

In the development of industrial relations today, there have been many problems of employment disputes caused by company conditions. Disputes over Termination of Employment are widespread and cause misery for the people to earn a living. This study uses the normative research method. Industrial disputes cause workers to experience anxiety about employment relations, have a negative impact on society because workers do not get legal protection from the government. Government policies that never side with the Indonesian people who experience industrial relations disputes often have an impact on workers. The conclusion in this writing is that the justice aspect for workers is influenced by changes in employment legislation that are more in favor of the interests of the government and companies. The government has a political interest in providing legal protection for workers, so that employment law does not achieve the goal of social justice for the welfare of workers. Abstract

Penelitian ini bertujuan untuk mengetahui Penerapan E-Government Dalam Meningkatkan Pelayanan Publik Online di Dinas Sosial Kota Tangerang, dan juga Untuk mengetahui faktor penghambat Penerapan e-government dalam Meningkatkan Pelayanan Publik Online di Dinas Sosial Kota Tangerang. Penelitian ini menggunakan teori (Indrajid,2016) yaitu 1) Support, 2) Capacity, 3) Value. Penelitian ini menggunakan metode kualitatif. Adapun teknik pengumpulan data yang digunakan melalui observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukan bahwa Dinas sosial di Kota Tangerang sudah menerapkan pelayanan publik secara online, yaitu dengan basis e-government dan pemberian informasi kepada masyarakat. Namun, dengan adanya pelayanan yang ada di Dinas Sosial Kota Tangerang ini yaitu pelayanan online berbasis Website agar dapat direalisasikan agar pelayanan e-government dapat lebih mudah digunakan. di Dinas Sosial Kota Tangerang memberikan rekomendasi bahwa pelayanan berbasis online harus lebih memperhatikan aspek penting seperti server dan jaringan, kualifikasi khusus untuk pegawai di divisi Pengelolaan Informasi Teknologi dan Komunikasi, sistem hardware dan software yang selalu bermasalah dengan memiliki jaringan internal, dan server memadai untuk pelaksanaan e-government ini dapat berjalan dengan baik.

Abstract

This research discusses the command control approach in implementing stunting prevention and handling policies. It aims to describe the implementation of stunting prevention and handling in Serdang Kulon Village, Panongan Sub-district, Tangerang Regency. Although the decline in stunting rates is quite good, several problems have still been found. To see the implementation with a command control approach, Van Metter and Van Horn's theory was chosen because external environment indicators are considered relevant to the problems that exist in the implementation process. The research used a descriptive qualitative approach. The results showed that implementing stunting prevention and handling policies in Serdang Kulon Village was optimal. The factors that are still not optimal are related to external conditions and to the disposition or attitude of implementors regarding responses related to obstacles that arise in the policy implementation process.

Abstract

This study aims to determine the innovation of passport making services on weekends through the Tangcity Passport Outlet (GESIT) at Tangcity Mall created by the Class I Non TPI Tangerang Immigration Office as an assistance to people who have difficulty making passports on weekdays. The research method uses a descriptive qualitative method with data collection techniques through observation, interviews and documentation. The theory in this study uses the best practice theory regarding the success of the implementation of innovation proposed by Prasojo. The results of the study indicate that the innovation of weekend making services through the Tangcity Passport Outlet (GESIT) has been successfully implemented in accordance with the criteria for the success of innovation proposed by Prasojo, seen from the positive impacts generated for improving people's living conditions, based on partnerships with integrity, becoming an effective solution to the problem of passport demand in the Tangerang area, led by an inspiring and responsive leadership style, ensuring that all people get the services they need, and showing high transferability to be replicated by other regions. However, there are still several obstacles, which are opportunities to further improve the innovation of the Tangcity Passport Outlet (GESIT), including increasing the passport quota and improving the facilities and infrastructure provided.

Abstract

Pemutusan Hubungan Kerja (PHK) terhadap pekerja dengan Perjanjian Kerja Waktu Tertentu (PKWT) telah menjadi isu kritis dalam hubungan industrial di Indonesia. Praktik PHK sepihak yang tidak diimbangi dengan pemberian hak normatif seperti pesangon, jaminan sosial, dan pengangkatan sebagai pekerja tetap menunjukkan lemahnya perlindungan hukum ketenagakerjaan. Penelitian ini bertujuan untuk menganalisis bentuk perlindungan hukum bagi pekerja PKWT yang mengalami PHK, dengan menggunakan metode yuridis normatif berdasarkan analisis peraturan perundang-undangan, doktrin, dan yurisprudensi. Hasil kajian menunjukkan bahwa implementasi regulasi terkait PKWT belum menjamin kepastian hukum dan perlindungan yang adil bagi pekerja. Perubahan regulasi melalui Undang-Undang Cipta Kerja dan peraturan turunannya justru memperbesar ketimpangan relasi kerja. Oleh karena itu, perlindungan hukum yang responsif dan efektif sangat diperlukan untuk mencegah eksploitasi tenaga kerja dan menjaga keadilan dalam hubungan kerja

Abstract

Program Pengabdian Kepada Masyarakat (PKM) ini bertujuan untuk menawarkan model kolaborasi pentahelix kepada pemerintah Kota Tangerang, khususnya Dinas Ketenagakerjaan Kota Tangerang dalam mengatasi dampak sosial akibat pandemi Covid-19 di Kota Tangerang. Selain itu program PKM ini juga memberikan edukasi kepada masyarakat dan para akademisi bahwa dalam pemulihan dampak sosial akibat pandemi Covid-19 perlu dilakukan dengan cara kolaborasi dengan pihak terkait, baik itu akademisi, pemerintah, media, dan masyarakat. Harapan dengan adanya program PKM ini diharapkan adanya kolaborasi antar stakeholder dalam mengatasi dampak sosial yang ditimbulkan akibat pandemi Covid-19 di Kota Tangerang. Dampak sosial yang paling besar pengaruhnya di Kota Tangerang adalah masalah ketenagakerjaan. Oleh karena itu mitra dalam program PKM ini adalah Dinas Ketenagakerjaan Kota Tangerang. Adapun metode yang dilakukan adalah sosialisasi kolaborasi yang ideal menggunakan teori model koalaborasi pentahelix oleh ansell. Materi yang disampaikan adalah dari masing-masing aktor yaitu akademisi sebagai lembaga penelitian, pemerintah dengan perannya dalam pengelolaan ketenagakerjaan,media sebagai sarana sosialisasi. dengan perannya masing-masing pada model kolaborasi pentahelix. Tujuan dari PKM ini adalah membangun kolaborasi dalam pemulihan dampak sosial akibat pandemi Covid-19. Adapun rekomendasi dari pelaksanaan PKM yang pertama adalah terbentuknya jaringan kolaborasi antara Dinas Ketenagakerjaan Kota Tangerang, Universitas Islam Syekh-Yusuf, dan Media Massa. Kedua adanya kegiatan lanjutan yang melibatkan komponen masyarakat. Ketiga menjadi model percontohan bagi daerah lain.

Abstract

Penelitian ini bertujuan untuk menganalisis Optimalisasi Kebijakan BNN Kota Tangerang. Penulis menggunakan pendekatan kualitatif deskriptif, yaitu jenis penelitian yang di dalamnya peneliti menyelidiki kejadian, fenomena kehidupan individu-individu dan meminta seorang atau sekelompok individu untuk menceritakan kehidupan mereka. Objek penelitian ini akan dilakukan di BNN Kota Tangerang Paradigma yang digunakan di dalam penelitian ini adalah paradigma konstruktivisme Jenis penelitian yang digunakan adalah metode studi kasus itu lebih spesifik pada lokus dan fokus yang tidak bisa di generalisir. Hasil penelitian menununjukkan Optimalisasi kebijakan Badan Narkotika Nasional (BNN) dalam mengatasi masalah narkoba di Kota Tangerang memerlukan pendekatan komprehensif dan berkelanjutan. Langkah-langkah yang diperlukan meliputi analisis data dan pemetaan wilayah, kolaborasi dengan pihak terkait, pencegahan dan edukasi, penegakan hukum yang tegas, pengembangan program rehabilitasi, pemberdayaan masyarakat, penggunaan teknologi dan media sosial, serta monitoring dan evaluasi berkala. Penanganan korban narkoba, promosi nilai anti-narkoba, program pemulihan pasca-rehabilitasi, pengawasan peredaran prekursor narkoba, promosi olahraga dan aktivitas positif, penyuluhan kepada orang tua dan keluarga, serta penanganan narkoba di lingkungan pekerjaan juga merupakan bagian dari upaya optimalisasi. Adanya kerjasama internasional dan pengembangan sumber daya manusia juga penting. Dengan penerapan langkah-langkah ini, diharapkan BNN dapat menciptakan dampak positif dan signifikan dalam mengurangi penyalahgunaan narkoba dan membangun lingkungan yang lebih sehat dan aman di Kota Tangerang..

Abstract

Unemployment is a major challenge for Tangerang City, which requires innovative solutions. The Tangerang City Manpower Office developed the Tas Loker application as a digital platform to facilitate job seekers and accelerate the recruitment process by companies. This study aims to analyze the effectiveness of Tas Loker application innovation in reducing unemployment. The method used is descriptive qualitative with data collected through interviews, observations, and document studies, and analyzed using Rogers' theory of public innovation. The results showed that the Tas Loker application provides relative advantages in accessing real-time job vacancy information and accelerating the job application process. However, some constraints such as lack of socialization and technological difficulties among users hinder optimal adoption of the app. Nevertheless, this application has great potential to help reduce the unemployment rate in Tangerang City with technical improvements and increased public awareness.

Abstract

This study aims to describe and illustrate the public values ​​created by the Gebrak Pakumis Settlement Quality Improvement Program in Tangerang Regency, a case study of East Sepatan. The Gebrak Pakumis Program is designed to improve the quality of settlements consisting of RTLH Rehabilitation, Improvement of Sanitation Facilities, Improvement of Clean Water Facilities and Environmental Management of Settlement Areas. This study uses Mark Moore's Public Value theory. In this theory, public value consists of several indicators, namely Legitimacy and Support, Organizational Capacity, and Substantial Value. This study uses a qualitative research method with a descriptive type. The technique for determining informants in this study uses purposive and snowball sampling techniques. Based on the results of the study, the Gebrak Pakumis Settlement Quality Improvement Program in Tangerang Regency is supported by legitimacy in the form of Tangerang Regent Regulation Number 63 of 2019 concerning Guidelines for the Implementation of the Joint People's Movement Program to Overcome Dense Areas, Slums, Poverty, and Socio-Economic Environmental Empowerment in Tangerang Regency, especially Article 11 paragraph (1) letter a which includes RTLH rehabilitation activities, Improvement of Sanitation Facilities, Improvement of Clean Water Facilities and Environmental Management of Residential Areas. In addition, this program also received support from the community. From the aspect of organizational capacity, it has been supported by human resources, financial resources, and organizational resources, although there are still obstacles in the coordination process and the recruitment process for builders who are less selective, as well as the budget is still limited. Meanwhile, from the aspect of substantial value, this program provides real benefits in the form of economic value, socio-cultural value, and educational value for the community receiving the program in East Sepatan District.
