Abstract

This study aims to describe and illustrate the public values ​​created by the Gebrak Pakumis Settlement Quality Improvement Program in Tangerang Regency, a case study of East Sepatan. The Gebrak Pakumis Program is designed to improve the quality of settlements consisting of RTLH Rehabilitation, Improvement of Sanitation Facilities, Improvement of Clean Water Facilities and Environmental Management of Settlement Areas. This study uses Mark Moore's Public Value theory. In this theory, public value consists of several indicators, namely Legitimacy and Support, Organizational Capacity, and Substantial Value. This study uses a qualitative research method with a descriptive type. The technique for determining informants in this study uses purposive and snowball sampling techniques. Based on the results of the study, the Gebrak Pakumis Settlement Quality Improvement Program in Tangerang Regency is supported by legitimacy in the form of Tangerang Regent Regulation Number 63 of 2019 concerning Guidelines for the Implementation of the Joint People's Movement Program to Overcome Dense Areas, Slums, Poverty, and Socio-Economic Environmental Empowerment in Tangerang Regency, especially Article 11 paragraph (1) letter a which includes RTLH rehabilitation activities, Improvement of Sanitation Facilities, Improvement of Clean Water Facilities and Environmental Management of Residential Areas. In addition, this program also received support from the community. From the aspect of organizational capacity, it has been supported by human resources, financial resources, and organizational resources, although there are still obstacles in the coordination process and the recruitment process for builders who are less selective, as well as the budget is still limited. Meanwhile, from the aspect of substantial value, this program provides real benefits in the form of economic value, socio-cultural value, and educational value for the community receiving the program in East Sepatan District.

Abstract

Pos Indonesia Cabang Utama Kota Tangerang mengalami kemunduran karena kalah dalam persaingan ketat dengan perusahaan jasa pengiriman swasta. Selain persaingan jasa pengiriman barang, peneliti juga menemukan rendahnya pengguna aplikasi Pos Aja, jumlah keluhan dari pengguna aplikasi Pos Aja, dan jumlah data transaksi yang perubahannya tidak cukup besar. Tujuan penelitian ini adalah untuk mengetahui inovasi serta faktor pendukung dan penghambat dalam inovasi layanan melalui aplikasi Pos Aja. Teknik penelitian ini menggunakan teknik pengumpulan data deskriptif kualitatif melalui observasi, wawancara, dan dokumentasi. Teknik penentuan informan adalah dengan teknik purposive sampling dan metode triangulasi untuk menguji validitas dan reliabilitas. Konsep teoritis yang digunakan dalam penelitian ini adalah Roggers (2003) dalam Hutagalung et al., (2018). Hasil penelitian menunjukkan bahwa inovasi aplikasi Pos Aja melalui indikator relative advantage, compatibility, complexity, triability, dan observability telah berhasil menjawab tantangan dengan faktor pendukung visi dan misi perusahaan, persaingan yang ketat, perkembangan teknologi, dan perubahan status perusahaan sebagai upaya menjaga daya saing jasa pelayaran. Namun, inovasi tersebut belum mampu menjawab tantangan organisasi terkait kualitas dan kuantitas sumber daya manusia, sosialisasi dan promosi, serta kinerja aplikasi Pos Aja.

Abstract

Penelitian ini didasarkan untuk melihat bagaimana Inovasi Sektor Publik Dalam Pengelolaan Sirat Menyurat Internal Melalui Program E-Office Di Kecamatan Periuk Kota Tangerang. Penelitian ini menggunakan Teori Inovasi Rogers (1983) yang memiliki 5 indikator, yaitu : Keuntungan Relatif (Relative Adventage) Kesesuaian (Compatibility) Kerumitan (Complexity) Kemungkinan dicoba (Triability) Kemudahan diamati (Obsevability). Penelitian ini menggunakan metode penelitian Kualitatif Deskriptif. Penelitian ini bertujuan untuk mengetahui pengelolaan dan efektivitas program e-office di Kecamatan Periuk Kota Tangerang, temuan pada penelitian ini adalah dari segi pengelolaan sudah berjalan secara elektronik namun, dari segi efektivitas belum berjalan karena sumber daya pegawai yang beberapa sudah tua dan lamban dalam merespond kemajuan teknologi.

Abstract

The government in the field of manpower has issued a new regulation regarding Pension Plan (JHT) for workers/laborers when they enter retirement age, experience total disability and die. In the new regulation issued by the Minister of Manpower, it has changed the application of JHT for workers to obtain the benefits of JHT payments after reaching the age of 56 (fifty six) years. JHT which is issued based on the Regulation of the Minister of Manpower of the Republic of Indonesia Number 2 of 2022 concerning Procedures and Requirements for Payment of Pension Plan Benefits, causes workers/laborers to lose their normative rights to work and a decent life in accordance with the objectives of labor law.The research method used is a normative legal research method, namely research on library materials which are basic data in science classified as secondary data. . Normative legal research serves to provide juridical arguments when there is a vacuum, ambiguity, and conflict of norms.Development in the field of manpower is basically in accordance with the objectives of the law, namely justice, order and benefit for the welfare of workers and their families. This is done because development in the field of manpower involves harmonious industrial relations between the government, employers, and workers. In the concept of a state of law, the provision of Pension Plan (JHT) benefits, the government in the field of manpower should provide legal protection for workers/laborers.

Abstract

Perspektif Undang-Undang Cipta Kerja bidang ketengakerjaan mengalami hambatan terhadap permasalahan  hubungan industrial di Indonesia. Perjuangan serikat pekerja pada 1 Mei 2025  menyatakan sikap terhadap salah satu bentuk keadilan sosial oleh pemerintah untuk memberikan  perlindungan hukum terhadap pekerja. Aspek perlindungan hukum yang utama adalah  untuk merevisi Undang-Undang Cipta Kerja atau omnibus Law yang lebih berpihak kepada pengusaha dan merugikan pekerja untuk memperoleh  keadilan sosial berupa kesejahteraan hidup pekerja.  Rencana perubahan perundang-undangan ketangakerjaan Cipta Kerja yang  secara yuridis  menekankan tujuan keadilan sosial terhadap berlakunya Undang-Undang Nomor 11 Tahun 2020 tentang Cipta Kerja dan  belum efektif diimplementasikan  terhadap masalah  ketenagakerjaan di Indonesia saat ini.  Ikut campur pemerintah  dalam bidang ketenagakerjaan merupakan upaya  yang dilakukan  oleh pemerintah  untuk  memberikan perlindungan  hukum terhadap pekerja dalam melaksanakan hubungan industrial secara dua pihak atau  bipartite  di dalam perusahaan.  Pemerintah dalam bidang ketenagakerjaan sudah seharusnya  memberikan pengawasan dan perbuatan hukum berdasarkan Undang-Undang Ketengakerjaan yang berlaku efektif  terhadap permasalahan perselisihan  pemutusan hubungan kerja, pekerja kontrak, upah dan jaminan sosial di  Indonesia

Abstract

AbstrakCoronavirus Disease 2019 (COVID-19) merupakan virus yang ditemukan pada akhir tahun 2019 di Kota Wuhan, China. Virus ini telah menyebar ke seluruh penjuru dunia dan sejak saat itu semua negara berfokus untuk penanganan pandemi COVID-19 yang terjadi termasuk negara Indonesia. Penelitian ini bertujuan untuk mengetahui apa saja yang menjadi faktor-faktor pendukung dan penghambat dalam penanganan pandemi COVID-19 di wilayah Kecamatan Serpong Utara Kota Tangerang Selatan. Metode yang digunakan adalah metode kualitatif dengan pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian ini berupa deskripsi yang menjelaskan mengenai faktor-faktor pendukung serta penghambat dalam rangka penanganan pandemi COVID-19 yang ditemukan di wilayah Kecamatan Serpong Utara Kota Tangerang Selatan.Kata Kunci: Pandemi COVID-19, Penanganan, Faktor Pendukung dan Penghambat. AbstractCoronavirus Disease 2019 (COVID-19) is a virus that was discovered at the end of 2019 in Wuhan City, China. Abstract

The Tangerang City Health Office launched the Cageur Jasa innovation as a response to health problems in the area. The purpose of this innovation is to analyze the level of community satisfaction, increase public awareness and behavior in creating healthy families at the Gembor Health Center. This research is a type of qualitative descriptive research using data collection methods through observation, in-depth interviews, and documentation. Public Sector Innovation Theory according to Funglsang & Perdesen (2011) which consists of 6 indicators namely, Technology, Service, Organization, Process, Marketing, and Conceptual. As well as the Quality of Public Services according to Kotler in Arni Purwani and Rahma Wahdiniwaty (2017: 65) which consists of 5 indicators namely, Reliability, Responsiveness, Assurances, Empathy, Tangibles, used as a theoretical framework. The results of the research show that the innovation process at the technology, process, and marketing stages is not optimal, and there are still problems in its implementation. Achievement of goals, integration and adaptation of Cageur Jasa's innovations have also not been maximized in increasing people's satisfaction, awareness and behavior in achieving healthy families. Supporting and inhibiting factors play an important role in the implementation of this innovation. In conclusion, the innovation process has not been maximal in increasing people's satisfaction, awareness, and behavior. Supporting and inhibiting factors also influence the implementation of Cageur Jasa innovations.

Abstract

This study examines the legal lacuna concerning the prohibition of concurrent office-holding by Deputy Ministers under the State Ministry Law and the urgency of reconstructing its regulatory framework to ensure legal certainty. The issue has become increasingly significant following Constitutional Court Decision Number 128/PUU-XXIII/2025, which affirmed that the prohibition on concurrent office-holding applicable to Ministers also extends to Deputy Ministers. Nevertheless, this prohibition has not yet been explicitly incorporated into statutory regulations, thereby creating legal uncertainty in governmental practice. This research employs a normative legal method using statutory, case, and conceptual approaches. The primary legal materials consist of the Constitution of the Republic of Indonesia of 1945, the State Ministry Law, Constitutional Court decisions, and relevant legal literature. The findings reveal that the absence of an explicit legal norm governing the prohibition of concurrent office-holding by Deputy Ministers may give rise to conflicts of interest, weaken accountability principles, and reduce the effectiveness of public administration. The novelty of this study lies in its proposal for a legal reconstruction of the State Ministry Law through the insertion of an explicit provision prohibiting concurrent office-holding by Deputy Ministers as a legislative follow-up to the Constitutional Court's decision. Such reconstruction is necessary to strengthen legal certainty, prevent abuses of power, and provide a firmer legal basis for the imposition of sanctions against Deputy Ministers who violate the prohibition.
