Abstract

Good governance is an important principle that must be integrated into every institution that provides public services, including the Immigration office of Soekarno Hatta, Indonesia. One of the latest innovations introduced at this office is the passport expediting service. In implementation, there are several technical and operational obstacles that need to be improved. This research uses a descriptive approach by collecting primary data and secondary data. Data collection was carried out in the Office Area on the 4th Floor of the International Terminal 3 Parking Building at Soekarno Hatta International Airport for seven months. Data was collected through observation, interviews, and documentation, then analyzed using data reduction methods, data presentation, and drawing conclusions. The passport acceleration service at the Immigration office of Soekarno Hatta, Indonesia has been running well and implementing the principles of good governance. However, several obstacles still arise, including limited community participation, the problem of duplicating passports, and the need to improve facilities and infrastructure. The passport printing system is also a challenge, along with the limited number of officers in the Passport Acceleration Service Unit (UP3). The passport shortage service at the TPI Soekarno Hatta Special Class I Immigration Office has fulfilled most of the indicators of good governance principles. To improve service operations, steps are needed such as providing discussion space for the public and public service providers, providing information and education to passport applicants to reduce duplication, as well as improving facilities and infrastructure. Evaluation of needs in UP3 is also important to ensure suitability with field implementation.

Abstract

The issuance, printing, production, and distribution standards of Indonesian travel documents refer to international standards of travel documents and the Regulation of Minister of Law and Human Rights. However, significant issues have risen that the Indonesian passport holders without the bearer’s signature who applied for German visa were rejected by the Embassy of Federal Republic of Germany in Jakarta. Besides, the stolen and lost Indonesian Passport policy is fragmented between the Indonesian National Police, Immigration offices and the Interpol. Using the document analysis and policy evaluation, this paper investigates the issuance standards of Indonesian travel documents under the ICAO Document 9303 about Travel Documents and the policy and management of the stolen and lost Indonesian travel documents. This study shows the Indonesian travel documents have not fully complied with the ICAO Doc 9303 in which the bearer’s signature is a compulsory either in the biodata page or in additional pages. Data of stolen and lost Indonesian Passport have not been recorded in the Interpol Stolen and Lost Travel Documents (SLTD) database. We propose the infrastructure of the security, cooperation, and management of the SLTD, and all Indonesian travel documents must be redesigned and equipped with the chip features.

Abstract

Abstrak. Penelitian ini mengkaji dampak dari transformasi digital terhadap pelayanan keimigrasian di Kantor Imigrasi Kelas I TPI Yogyakarta. Di tengah disrupsi teknologi, pelayanan keimigrasian dituntut untuk beradaptasi dengan kebutuhan masyarakat yang menginginkan layanan yang efisien, transparan, dan mudah diakses. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui wawancara mendalam, observasi langsung, dan studi dokumentasi terhadap pemohon layanan serta pegawai yang terlibat dalam sistem digital seperti e-Visa dan M-Paspor. Hasil penelitian menunjukkan bahwa transformasi digital secara signifikan meningkatkan efisiensi administrasi dan kepuasan masyarakat. Namun, implementasinya masih menghadapi tantangan seperti literasi digital yang terbatas, kendala teknis sistem, serta kesiapan sumber daya manusia yang belum merata. Penelitian ini juga menyoroti pentingnya kepercayaan, keamanan data, dan desain sistem yang inklusif untuk menjamin keadilan layanan. Penelitian ini menyimpulkan bahwa transformasi digital perlu diiringi dengan kesiapan organisasi, pelatihan berkelanjutan, serta dukungan pengguna aktif untuk memastikan pelayanan publik yang optimal dan berorientasi pada manusia. Temuan ini memberikan kontribusi pada pengembangan model layanan publik adaptif di sektor keimigrasian Indonesia.

Abstract

The implementation of the 100% electronic passport policy is a strategic step by the Directorate General of Immigration in meeting international standards of travel documents in accordance with the provisions of the International Civil Aviation Organization (ICAO). This research aims to analyze the policy implementation process, as well as identify the challenges faced in its implementation. This research uses a descriptive qualitative approach with a literature study method. The results showed that the policy implementation was carried out in stages starting December 1, 2024 at 13 immigration offices in Indonesia. The advantages of electronic passports include high security, efficiency of the immigration process, and ease of visa application. However, challenges remain, such as infrastructure gaps between cities and regions, lack of technical training for officers, and uneven public understanding of the benefits of electronic passports. Overall, this policy reflects a response to the global need for secure and efficient travel documents amidst the evolving dynamics of international mobility.

Abstract

Digital transformation in government through e-governance is an important step in supporting bureaucratic reform and realizing good governance. This research aims to analyze the strategic role of e-governance in improving government transparency and accountability in Indonesia. Using qualitative methods through literature studies and case studies, this research examines various e-governance implementations in various regions. The results show that e-governance plays a strategic role in improving government transparency and accountability, which are the two main pillars in realizing good governance. The implementation of Electronic-Based Government System (SPBE) in a number of regions such as Ciamis Regency, Bandung City, and DKI Jakarta has a positive impact on access to public information, service efficiency, and citizen participation. Digital innovations such as the “Helo Ciamis” application, the ‘JAKI’ platform, and the “Open Data Jakarta” program have proven to encourage information disclosure and strengthen public oversight of government performance. However, the implementation of e-governance still faces challenges in the form of limited technological infrastructure, low public digital literacy, and resistance to change from bureaucratic apparatus. Thus, alignment between national policy and implementation at the local level is needed, increasing the capacity of human resources and strengthening public participation.

Abstract

Penelitian ini menganalisis bentuk pelayanan publik dalam pemeriksaan keimigrasian serta merumuskan karakter, etika, dan kompetensi petugas imigrasi di Tempat Pemeriksaan Imigrasi (TPI) di Indonesia dalam kerangka profesionalisme. Permasalahan yang timbul adalah terdapat perbedaan pemahaman, perspektif, dan paradigma bentuk pelayanan publik dalam pemeriksaan keimigrasian dan terdapat perbedaan kompetensi, karakter, etika petugas imigrasi di TPI. Metode penelitian kualitatif dengan pendekatan analisis dokumen (document analysis) digunakan dengan pengumpulan data berupa publikasi ilmiah, buku-buku, peraturan-peraturan, serta laporan dari organisasi. Analisis data menggunakan analisis teoretis dan konseptual yang dapat merekomendasikan suatu model atau konsep. Hasil kajian ini menunjukkan bahwa bentuk pelayanan publik dalam pemeriksaan keimigrasian di TPI berbeda dengan pelayanan publik yang diterapkan di sektor publik lainnya karena ada aspek keamanan perbatasan, manajemen perbatasan, dan teknologi perbatasan. Karakter ASN sebagai petugas imigrasi di TPI menggunakan konsep professional courtesy bukan hospitality dengan rekomendasi berupa delapan kompetensi berikut elemennya.

Abstract

Area imigrasi di Tempat Pemeriksaan Imigrasi (TPI) memiliki posisi vital sebagai garis pertahanan awal negara dalam menyaring setiap perlintasan orang yang masuk dan keluar wilayah Indonesia. Untuk memastikan efektivitas fungsi ini, penyediaan sarana dan prasarana yang sesuai standar menjadi keharusan, sebagaimana diatur dalam Permenkumham Nomor 44 Tahun 2015. Penelitian ini bertujuan untuk mengevaluasi implementasi standar sarana dan prasarana keimigrasian di TPI Bandara Internasional Yogyakarta melalui pendekatan kualitatif deskriptif dengan metode studi pustaka dan observasi langsung. Data dikumpulkan dari regulasi hukum, literatur ilmiah, serta dokumentasi visual area imigrasi. Hasil penelitian menunjukkan masih terdapat kesenjangan antara ketentuan normatif dan kondisi aktual di lapangan, seperti terganggunya prinsip sterilitas akibat relokasi boarding area, tidak tersedianya fasilitas pendukung seperti ruang pemeriksaan lanjutan dan autogate, serta lemahnya koordinasi antara otoritas imigrasi dan pengelola bandara. Evaluasi dengan menggunakan lima dimensi kebijakan William N. Dunn mengindikasikan bahwa pelaksanaan belum sepenuhnya efektif, efisien, memadai, merata, dan responsif terhadap kebutuhan strategis keimigrasian. Temuan ini menegaskan urgensi penataan ulang tata kelola sarana prasarana TPI melalui penguatan koordinasi antarlembaga, penegakan regulasi secara konsisten, serta perencanaan infrastruktur bandara yang adaptif terhadap dinamika pengawasan perbatasan. Penelitian ini diharapkan dapat menjadi masukan berharga bagi pembuat kebijakan dalam mewujudkan pelayanan keimigrasian yang berstandar tinggi dan mendukung ketahanan nasional.

Abstract

This study examines the Zero Rupiah Passport Policy as a form of state intervention designed to support the protection and fulfillment of Indonesian migrant worker candidates’ administrative rights, especially in the passport issuance process. Employing a qualitative-descriptive method through literature review of policy documents, regulations, and prior studies, the research identifies how the policy reduces financial barriers while signaling the government’s commitment to strengthening migration governance. Nevertheless, challenges persist, including limited dissemination, unequal institutional readiness, and disparities in regional implementation. The study contributes theoretically by mapping the policy framework through its stages of formulation, implementation, and impact, while recommending further evaluative and field-based research. In doing so, it enriches academic discourse on inclusive and equitable public service and migration policies.

Abstract

Tingginya angka penempatan Pekerja Migran Indonesia (PMI) secara non-prosedural masih menjadi permasalahan serius yang berdampak pada meningkatnya kerentanan terhadap praktik Tindak Pidana Perdagangan Orang (TPPO). Berdasarkan data BP2MI per September 2024, sebanyak 85,07% pengaduan terkait PMI berasal dari jalur tidak resmi, menunjukkan perlunya intervensi edukatif sejak dini, terutama bagi kelompok masyarakat rentan secara ekonomi dan informasi. Menanggapi situasi tersebut, Tim Dosen Jurusan Keimigrasian Politeknik Pengayoman Indonesia melaksanakan kegiatan Pengabdian Kepada Masyarakat di Sekolah Percaya Jakarta Barat, yang merupakan lembaga pendidikan nonformal bagi anak-anak dari keluarga marginal. Kegiatan ini bertujuan untuk meningkatkan kesadaran hukum, literasi migrasi, dan kemampuan deteksi dini terhadap risiko TPPO di kalangan remaja pendidikan paket C. Metode yang digunakan berupa sosialisasi tematik dan workshop interaktif yang dibagi dalam lima sesi utama, mencakup pengenalan jalur migrasi aman, bahaya TPPO, prosedur legal penempatan PMI, serta refleksi berbasis studi kasus nyata. Hasil evaluasi menunjukkan peningkatan pemahaman peserta serta partisipasi aktif dalam sesi diskusi dan kuis. Kegiatan ini membuktikan efektivitas pendekatan naratif, partisipatif, dan kontekstual dalam meningkatkan ketahanan hukum masyarakat terhadap praktik migrasi non-prosedural dan perdagangan orang.

Abstract

Komunikasi organisasi yang efektif merupakan elemen penting dalam penyelenggaraan pelayanan publik yang berkualitas, khususnya di Kantor Imigrasi yang memiliki intensitas tinggi interaksi antara petugas dengan masyarakat. Penelitian ini bertujuan untuk menganalisis peran komunikasi organisasi dalam meningkatkan kualitas pelayanan publik di Kantor Imigrasi melalui pendekatan studi literatur. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan memanfaatkan sumber-sumber sekunder berupa jurnal ilmiah, buku, peraturan perundang-undangan, serta publikasi daring yang relevan. Hasil kajian menunjukkan bahwa komunikasi organisasi baik vertikal (atasan-bawahan), horizontal (antar-seksi), maupun eksternal (antara instansi dengan masyarakat) memiliki pengaruh signifikan terhadap efisiensi, transparansi, dan kepuasan pemohon layanan. Hambatan komunikasi kerap menimbulkan keterlambatan pelayanan dan menurunkan kepercayaan publik. Oleh karena itu, penguatan saluran komunikasi serta pembangunan budaya kerja kolaboratif sangat diperlukan untuk menjamin keberlanjutan pelayanan publik yang efektif, transparan, dan akuntabel.
