Abstract

Good governance is an important principle that must be integrated into every institution that provides public services, including the Immigration office of Soekarno Hatta, Indonesia. One of the latest innovations introduced at this office is the passport expediting service. In implementation, there are several technical and operational obstacles that need to be improved. This research uses a descriptive approach by collecting primary data and secondary data. Data collection was carried out in the Office Area on the 4th Floor of the International Terminal 3 Parking Building at Soekarno Hatta International Airport for seven months. Data was collected through observation, interviews, and documentation, then analyzed using data reduction methods, data presentation, and drawing conclusions. The passport acceleration service at the Immigration office of Soekarno Hatta, Indonesia has been running well and implementing the principles of good governance. However, several obstacles still arise, including limited community participation, the problem of duplicating passports, and the need to improve facilities and infrastructure. The passport printing system is also a challenge, along with the limited number of officers in the Passport Acceleration Service Unit (UP3). The passport shortage service at the TPI Soekarno Hatta Special Class I Immigration Office has fulfilled most of the indicators of good governance principles. To improve service operations, steps are needed such as providing discussion space for the public and public service providers, providing information and education to passport applicants to reduce duplication, as well as improving facilities and infrastructure. Evaluation of needs in UP3 is also important to ensure suitability with field implementation.

Abstract

The implementation of the 100% electronic passport policy is a strategic step by the Directorate General of Immigration in meeting international standards of travel documents in accordance with the provisions of the International Civil Aviation Organization (ICAO). This research aims to analyze the policy implementation process, as well as identify the challenges faced in its implementation. This research uses a descriptive qualitative approach with a literature study method. The results showed that the policy implementation was carried out in stages starting December 1, 2024 at 13 immigration offices in Indonesia. The advantages of electronic passports include high security, efficiency of the immigration process, and ease of visa application. However, challenges remain, such as infrastructure gaps between cities and regions, lack of technical training for officers, and uneven public understanding of the benefits of electronic passports. Overall, this policy reflects a response to the global need for secure and efficient travel documents amidst the evolving dynamics of international mobility.

Abstract

Digital transformation in government through e-governance is an important step in supporting bureaucratic reform and realizing good governance. This research aims to analyze the strategic role of e-governance in improving government transparency and accountability in Indonesia. Using qualitative methods through literature studies and case studies, this research examines various e-governance implementations in various regions. The results show that e-governance plays a strategic role in improving government transparency and accountability, which are the two main pillars in realizing good governance. The implementation of Electronic-Based Government System (SPBE) in a number of regions such as Ciamis Regency, Bandung City, and DKI Jakarta has a positive impact on access to public information, service efficiency, and citizen participation. Digital innovations such as the “Helo Ciamis” application, the ‘JAKI’ platform, and the “Open Data Jakarta” program have proven to encourage information disclosure and strengthen public oversight of government performance. However, the implementation of e-governance still faces challenges in the form of limited technological infrastructure, low public digital literacy, and resistance to change from bureaucratic apparatus. Thus, alignment between national policy and implementation at the local level is needed, increasing the capacity of human resources and strengthening public participation.

Abstract

Sertifikasi kompetensi merupakan instrumen strategis dalam membangun profesionalisme ASN, termasuk di lingkungan Kementerian Imigrasi dan Pemasyarakatan. Pegawai imigrasi memiliki fungsi strategis dalam pelayanan publik, penegakan hukum, keamanan negara, serta fasilitator pembangunan kesejahteraan masyarakat. Namun, belum seluruh pegawai imigrasi memiliki standar kompetensi yang terverifikasi. Penelitian ini bertujuan untuk menganalisis urgensi dan implikasi sertifikasi kompetensi keimigrasian dalam rangka optimalisasi kinerja pegawai imigrasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kepustakaan dan studi kasus dari sumber-sumber sekunder seperti jurnal, dokumen kebijakan, dan artikel ilmiah. Hasil penelitian menunjukkan bahwa sertifikasi tidak hanya menjadi alat ukur profesionalitas, tetapi juga mendukung legitimasi kelembagaan dalam pelayanan publik dan penegakan hukum, termasuk saat pegawai imigrasi menjadi saksi ahli di persidangan keimigrasian. Sertifikasi juga berimplikasi pada peningkatan akuntabilitas, efisiensi pelatihan, penguatan sistem merit, serta pengakuan kompetensi dalam forum internasional. Selain itu, sertifikasi mendorong transformasi digital, pengembangan SDM berbasis data, serta memperkuat motivasi dan loyalitas pegawai. Kesimpulan dari penelitian ini menyatakan bahwa sertifikasi kompetensi keimigrasian tidak hanya mendesak untuk diterapkan, tetapi juga harus menjadi bagian integral dari kebijakan kelembagaan dan manajemen SDM secara menyeluruh.

Abstract

Abstrak. Pemeriksaan keimigrasian di Tempat Pemeriksaan Imigrasi (TPI) udara merupakan instrumen vital dalam menjaga kedaulatan negara dan mengendalikan perlintasan orang lintas batas. Dalam konteks Indonesia sebagai negara kepulauan yang menjadi pusat arus keluar masuk internasional, optimalisasi pelaksanaan pemeriksaan keimigrasian menjadi hal yang krusial. Penelitian ini bertujuan untuk menganalisis pelaksanaan dan efektivitas pemeriksaan keimigrasian di TPI udara Indonesia melalui pendekatan studi pustaka. Metode yang digunakan adalah kualitatif deskriptif dengan pengumpulan data dari berbagai sumber sekunder, seperti jurnal ilmiah, peraturan perundang-undangan, laporan lembaga resmi, serta hasil studi akademik terkait. Hasil kajian menunjukkan bahwa kerangka regulatif pelaksanaan pemeriksaan telah tersedia secara memadai, namun implementasinya masih menghadapi kendala struktural, teknologis, dan kelembagaan. Permasalahan mencakup belum optimalnya pendekatan pemeriksaan berbasis risiko, ketimpangan infrastruktur antarbandara, dan rendahnya integrasi data antarlembaga. Di sisi lain, efektivitas pemeriksaan juga dipengaruhi oleh kompetensi petugas, kualitas pelayanan publik, serta sistem evaluasi internal yang belum konsisten. Penelitian ini menyimpulkan bahwa dibutuhkan reformasi menyeluruh yang mencakup penguatan SDM, pembaruan teknologi informasi, serta penyeragaman standar pelayanan di seluruh TPI udara. Temuan ini diharapkan dapat menjadi landasan konseptual untuk pengembangan kebijakan dan perbaikan tata kelola keimigrasian di Indonesia.
