Abstract

Teacher certification policy is one of the government’s strategic instruments to improve teacher professionalism, the quality of learning, and the overall standard of national education. Normatively, teacher certification is intended to provide formal recognition to teachers as professional educators who possess pedagogical, professional, social, and personal competencies. However, the reality in practice indicates that possession of a teaching certificate does not always correlate with improvements in learning quality. This article aims to analyze the challenges of teacher quality improvement policies, particularly the gap between certification and the realities of educational implementation at the school level. This study employs a qualitative approach using a literature review method. The context of the study focuses on UPTD SMPN Satu Atap 2 Gantar, Indramayu Regency, which is characterized as a small school with 3 permanent teachers, 3 non-permanent teachers, and 54 students. The analytical framework is based on George C. Edward III’s policy implementation theory, which includes aspects of communication, resources, disposition, and bureaucratic structure. The findings reveal that teacher certification has not been optimal as an instrument for improving quality due to the dominance of administrative orientation, limited resources, weak post-certification development, teacher workload, and the lack of a strong reflective and collaborative culture within schools. Therefore, certification needs to be integrated with continuous professional development, humanistic academic supervision, teacher learning communities, and impact-based evaluation of learning outcomes to ensure that teacher quality improvement policies become more meaningful and contextual.

Abstract

Perkembangan kamus Bahasa Arab merupakan bagian penting dari dinamika intelektual dalam tradisi keilmuan Islam. Seiring dengan penyebaran Islam dan interaksi bahasa Arab dengan berbagai budaya, kebutuhan terhadap penyusunan kamus semakin mendesak, baik untuk menjaga kemurnian bahasa maupun untuk memenuhi kebutuhan komunikasi dan pembelajaran. Penelitian ini bertujuan untuk menganalisis perkembangan metodologi penyusunan kamus Bahasa Arab dari periode klasik hingga era digital serta mengidentifikasi karakteristik dan problematika pada setiap fase perkembangannya. Penelitian ini menggunakan metode studi literatur dengan pendekatan deskriptif-analitis terhadap sumber-sumber primer dan sekunder yang relevan dalam bidang leksikografi Arab. Hasil kajian menunjukkan bahwa perkembangan kamus Bahasa Arab dapat diklasifikasikan ke dalam tiga fase utama, yaitu periode klasik yang berorientasi pada pelestarian bahasa melalui sistem radikal huruf, periode pertengahan yang ditandai dengan penyederhanaan struktur dan sistematika entri, serta periode modern yang mengintegrasikan sistem abjad murni, pendekatan semantik, dan digitalisasi. Transformasi tersebut menunjukkan adanya pergeseran paradigma dari model filologis-preservatif menuju model komunikatif-kontekstual yang lebih adaptif terhadap perkembangan ilmu pengetahuan dan teknologi. Penelitian ini menegaskan bahwa inovasi dalam leksikografi Arab tetap diperlukan guna menjembatani warisan klasik dengan kebutuhan pembelajaran dan komunikasi kontemporer.

Abstract

This study aims to thoroughly describe and analyze the essence, scope, and essential differences between Fiqih Lughah and Arabic Linguistics. The background reveals that although the Arabic language holds a central role as the foundation of civilization and the language of the Qur'an, the understanding of Arabic linguistic terms often overlaps, potentially affecting learning outcomes. The method employed is Library Research (Studi Pustaka) with a qualitative approach, involving descriptive-analytical data analysis, including the interpretation and comparison of classical and contemporary literature. The findings indicate that some scholars equate Fiqhul-Lughah with ‘Ilmul-Lughah, which is often defined as encompassing synchronic, diachronic, and comparative studies. However, the key distinction lies in the focus: Fiqih Lughah has a broader scope, is historical-comparative, and treats language as an instrument for understanding culture and civilization. Conversely, ‘Ilm al-Lughah is descriptive-structural and studies language as the primary objective. The research concludes that the most accurate term for linguistics is ‘Ilm al-Lughah, while Fiqh al-Lughah is more relevantly equated with philology, the discipline that examines the authenticity and content of classical manuscripts.
