Abstract

Digital public services require websites that are not only informative but also accessible to all citizens, including persons with disabilities. This study aims to evaluate the accessibility of public service websites in Kudus Regency based on the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA using aXe DevTools. A descriptive evaluative approach was applied to eight public service websites: the official Kudus Regency Government portal, PPID Kudus, Population and Civil Registration Office, Social Affairs Office, Health Office, Communication and Informatics Office, SIMPONI/Complaint Service, and Pro InvestKu/DPMPTSP. Five key pages were examined from each website, resulting in 40 audited pages. The data were analyzed based on the number of issues, average issues per page, risk category, and dominant accessibility violation patterns. The audit identified 1,090 accessibility issues across 40 pages, with an average of 27.25 issues per page. The highest number of issues was found on the official Kudus Regency Government portal with 270 issues, followed by SIMPONI/Complaint Service with 207 issues. The lowest number was found on the Health Office website with 66 issues. The most frequent issues included insufficient color contrast, missing alternative text for images, non-descriptive links, buttons without accessible names, frames without accessible names, inadequate form labels, and improper ARIA structures. Based on the POUR principles, the dominant problems were related to perceivable, operable, and robust aspects. These findings indicate that local public service websites require systematic improvements in visual design, semantic structure, assistive technology compatibility, and periodic accessibility audits.
