Abstract

The purpose of this research is to describe the Implementation of Government Policy, as stipulated in Regional Regulation No. 7 of 2016 concerning the Protection of Women and Children Against Victims of Violence in Gorontalo City, and seen from indicators (a) Communication, (b) Resources, (c) Disposition/Attitude of Implementers, and (d) Bureaucratic Structure. This research method uses descriptive qualitative. Data collection techniques were carried out by observation, interviews and documentation. Data analysis techniques through data reduction, data presentation, and conclusions. The findings of the research show that based on the implementation process, this policy has been implemented properly and is in accordance with the provisions of Regional Regulation No. 7 of 2016. However, the lack of effective communication with the community, in this case, socialization to anticipate violence against women and children, is what causes this policy to become less effective. Therefore, there is a need for improvement, namely by holding routine outreach to all levels of society. In addition, judging from the Determinant Factors in the Implementation of the Policy for the Protection of Women and Children Victims of Violence in the City of Gorontalo, it has been implemented properly according to the provisions of Regional Regulation No. 7 of 2016. However, the obstacles are communication with the community and also limited resources. This can be overcome by increasing coordination and collaboration.

Abstract

This study aims to determine (1) Implementation of Policies for Organizing Child Friendly Cities in Gorontalo City and (2) Factors that determine the Implementation of Policies for Organizing Child Friendly Cities in Gorontalo City from the aspects of planning, implementation, and evaluation. This research method uses a type of qualitative research, with data collection techniques used are observation, interviews, and documentation. Based on the results of research found in the field that (1) Implementation of Policies for Organizing Child Friendly Cities in Gorontalo City, researchers used three aspects in the Implementation of Policies for Organizing Child Friendly Cities in Gorontalo City, namely planning, implementation, and evaluation. The planning has been going well because of the existence of regional regulations and also the preparation of the Regional Action Plan (RAD). Implementation has been planned clearly and well because with the existence of regional regulations and the establishment of a task force which has been divided into several clusters, each relevant OPD can clearly carry out programs in the context of fulfilling children's rights. The evaluation is carried out systematically by involving several related OPDs which have been divided into several clusters to see how far the programs they have created are in fulfilling children's rights. the benefits of this evaluation will later determine the outcome of each cluster. (2) The factors that determine the implementation of child-friendly city management policies in Gorontalo City are seen from four aspects, namely communication, resources, disposition and bureaucratic structure. communication has been carried out well, with socialization and also coordination meetings. resources are fairly adequate and also the facilities and facilities are quite adequate. the disposition is good enough with technical guidance also held. There is no bureaucratic structure in procuring child-friendly city SOP

Abstract

This research is to be directed to analyze the development of higher education transformation strategy models through strengthening institutional capacity. The method used is qualitative through in-depth interviews and documentation studies. The results showed that there are several factors that hinder the performance of universities, such as limited human resources and infrastructure. This condition demands organizational change in order to be able to adapt to fast and complex organizational dynamics. In the context of higher education governance, there is an urgent need to transform governance according to the main tasks and functions through strengthening institutional capacity. From this study, researchers recommend that the transformation of governance strategies and strengthening of the role of universities through strengthening institutional capacity need to be implemented comprehensively. It aims to build optimal organizational capacity by strengthening eight key aspects, namely: Strategic leadership; Organizational structure; Human resources; Financial management; Infrastructure; Management of programs and services; Process management; Inter-organizational relations; and Spiritual management. Through this approach, universities are expected to reflect a strong and strategic capacity, which in turn will assist the institution in achieving the vision and goals set in the Gorontalo State University strategic plan. By adopting this strategy, universities can be better prepared for future challenges and opportunities in the ever-changing world of higher education.

Abstract

This study aims to determine the influence of organizational culture on service quality in PDAM Muara Tirta Gorontalo City. The research approach used in this study is quantitative, where the sample in this study amounted to 100 employees and customers using a research  approach and research design. Data collection techniques are carried out by distributing questionnaires to employees and customers. The data analysis technique used is simple regression analysis. Regression analysis test results that show the influence of organizational culture on service quality in PDAM Muara Tirta Gorontalo City. Thus the first hypothesis (H1) can be proved or diterima. The R Square value of 0.4 4 9 in other words that 4 4.9% of the independent variables, namely (X) Organizational Culture contributes to the variable (Y) Service Quality, while the remaining 5 5.1% is in the form of contributions from other variables that are not studied in this study, namely competence, leadership, and work commitment.

Abstract

Penelitian ini bertujuan untuk menganalisis kualitas pelayanan akta kelahiran di PNS Kabupaten Kepulauan Banggai. Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelayanan akta kelahiran telah dilaksanakan dengan baik. Dari perspektif keandalan, proses pelayanan dinilai cepat dan tepat waktu. Responsif menunjukkan bahwa petugas responsif terhadap kebutuhan masyarakat. Dari perspektif jaminan, pegawai menunjukkan kompetensi dan kesopanan, sehingga menumbuhkan kepercayaan masyarakat. Empati juga terlihat melalui keramahan dan perhatian petugas dalam melayani masyarakat. Dimensi bukti fisik menunjukkan bahwa fasilitas pelayanan memadai, meskipun beberapa area memerlukan perbaikan. Secara keseluruhan, pelayanan akta kelahiran di PNS Kabupaten Kepulauan Banggai selaras dengan prinsip pelayanan publik yang cepat, akurat, dan transparan.

Abstract

The research analyzed the implementation of Driver's License services at the Gorontalo City Police. The research uses a qualitative approach of case studies through in-depth interviews, observations, and document analysis, data is analyzed thematically based on the dimensions of individual, group, and social well-being (Anderson et al. 2013). The results of the study showed that there was a gap between Standard Operating Procedures and field practices, characterized by inconsistencies in service times, irregular queues, fraudulent practices, lack of assistance for vulnerable groups, and limited disability-friendly facilities. This condition has an impact on increasing individual stress and dissatisfaction, inequality of access between groups, and declining public trust in service institutions. Based on these findings, this study formulated an Ideal Model of Well-Being & Public Value-Based Driver's License Services (Fathya et al., 2025), which integrates: (1) procedural transparency and accountability; (2) equality and inclusivity of access, including for persons with disabilities and vulnerable groups; (3) responsiveness and empathy of officers; (4) a fair queue system and free of trade intervention; and (5) collaboration with social organizations as mediators of community needs. This model emphasizes that the quality of services is not only measured by operational efficiency, but also by its ability to generate public value in the form of access justice, citizen satisfaction, and strengthening trust between the state and society. This research contributes to expanding the application of transformative approaches in the context of public services at the local level
