Abstract

This research compares the implementation of e-procurement in Indonesia and Australia using a qualitative literature study method. Despite similar processes, there are differences in approach, system features, data security, transparency and accountability. Indonesia uses the SPSE one-stop system, while Australia uses a decentralized approach through AusTender. Both countries face challenges in e- procurement adoption such as change resistance, technological infrastructure, and complex system integration. Support programs and user training are key to effective implementation. Efforts to increase transparency and accountability continue despite concerns about limited information and lack of standardization of reporting. This research highlights best practices, challenges and collaboration potential for further e-procurement development.

Abstract

Abstrak ditulis dalam bahasa Inggris, berisi uraian secara singkat pendahuluan, tujuan penelitian, metode, hasil dan kesimpulan. Abstrak ditulis dalam format satu kolom. 200-250 kata. Rata kiri kanan (justify The purpose of this study is to analyze and compare the recruitment process of the State Civil Apparatus (ASN) in Malaysia and Indonesia. Both countries have comprehensive ASN recruitment systems, but there are differences in terms of the mechanisms, selection criteria, and regulations followed. In Malaysia, the recruitment process is overseen by the Public Service Commission (PSC), which ensures that candidates are selected on merit through administrative selection procedures, written exams, interviews, and entry-level courses. However, in Indonesia, the National Civil Service Agency (BKN) oversees the recruitment process, which includes administrative selection, basic competency test (TKD), special competency test (TKB), and work experience, with guidelines set by the Minister of Administrative Reform and Bureaucratic Reform Regulation (PermenPAN-RB).The study findings show that although both countries have merit-based selection criteria, Malaysia places more emphasis on work performance and educational qualifications, while Indonesia places more emphasis on CPNS test results. Both countries also face challenges such as corruption, nepotism, and administrative control; however, Malaysia's governance mechanism has become more organized and efficient. On the other hand, administrative procedures in Indonesia are often slow, reducing recruitment efficiency.

Abstract

The health service system is a vital aspect in ensuring the welfare of society. In the context of Indonesia and Singapore, the two countries have different approaches to providing health services. This comparative study aims to analyze the significant differences between the health care systems in the two countries. Indonesia, as a developing country with a large population, faces challenges in providing equitable access to health for its entire population. Indonesia's health system is based on the principle of mutual cooperation, where the central and regional governments play a role in providing health services. However, obstacles such as lack of infrastructure, limited human resources, and disparities between urban and rural areas are still major problems. On the other hand, Singapore is known for its efficient and quality health system. With a more centralized approach and supported by advanced technology, Singapore has achieved excellent health outcomes at relatively low costs. A mandatory health insurance system and widespread adoption of information technology have enabled Singapore to provide affordable, high-quality health services to its entire population. This study will compare several key aspects of the two health systems, including accessibility, quality of service, cost efficiency, and level of community satisfaction. Through this comparative analysis, it is hoped that valuable lessons can be found that can help develop the health systems in both countries and encourage improvements in the welfare of society as a whole.

Abstract

The rapid growth in the commercial sector has turned society into an economic driver. Many corporations start by setting up a corporation to carry out their business activities. It is important for business owners to obtain a commercial permit as a business document confirming the legality of the business activity carried out. Local governments have an important role to play in granting business permits, and adaptations to the centralized regional integrated service system (OSS) have been made to improve public service. However, the implementation of OSS still faces some obstacles, including inconsistencies between central and regional governments as well as dualism in regional management. Singapore, on the other hand, offers faster, more efficient, and more conducive business licensing processes for entrepreneurs. Singapore’s government actively supports industry and foreign companies through friendly regulations and a supportive business environment. Previous research has highlighted that although efforts have been made to simplify the process of licensing through OSS in Indonesia, there is still room for improvement in coordination between central and regional governments as well as in the comprehensive implementation of regulations. In the context of research methods, this study uses a qualitative approach to comparative studies between Indonesia and Singapore. The results and interpretation show that significant differences in business licensing processes between the two countries affect the attractiveness of global entrepreneurs. In conclusion, Singapore offers a more conducive business environment and a more efficient licensing process compared to Indonesia. This emphasizes the need for further reforms in the Indonesian license system to increase competitiveness and facilitate investment and economic growth
