Abstract

This research aims to determine and describe the effectiveness of implementing poverty reduction policies in Pangkep Regency. This type of research is descriptive qualitative researchwith data collection techniques through observation, interviews and documentation. Meanwhile, checking the validity of the data is carried out through source triangulation. Data analysis techniques use data condensation, data presentation and conclusion drawing. The research results show that the effectiveness of implementing poverty reduction policies in Pangkep Regency hasnot been optimal. There are six dimensions that are taken into consideration when looking at the implementation of this policy, namely in terms of policy standards and targets, resources. characteristics of implementing agents, inter-organizational relationships, implementor dispositions and social, economic and political conditions. These six dimensions are obstacles in implementing and implementing poverty reduction policies in Pangkep Regency. that in general policy implementation is quite good, but it is hoped that the resource dimension can be improved and its availability maximized. Policy standards and targets so that the implementation of povertyreduction policies can run effectively and on target, as well as economic, social and political conditionsaround thelocation can be improved sothat theimplementation process ofthis Regional Regulation can run optimally. Dimensions of implementation disposition, characteristics of implementing agents and Inter-organizational relationships have been implemented optimally, this is due to strong will and good inter-organizational relationships in overcoming poverty in Pangkep Regency

Abstract

Abstrak. Penelitian ini bertujuan menganalisis pengaruh kepemimpinan digital dan transformasi digital dalam manajemen sekolah terhadap kualitas pembelajaran pada SMA di Kabupaten Maros. Pendekatan yang digunakan adalah kuantitatif dengan desain eksplanatori melalui survei terhadap kepala sekolah, wakil kepala sekolah, dan guru. Data dikumpulkan menggunakan kuesioner skala Likert dan dianalisis dengan Structural Equation Modeling–Partial Least Squares (SEM-PLS) menggunakan perangkat lunak SmartPLS untuk menguji pengaruh langsung dan tidak langsung antarvariabel. Hasil penelitian menunjukkan bahwa kepemimpinan digital berpengaruh positif dan signifikan terhadap kualitas pembelajaran (β = 0,345; t = 5,571; p < 0,001), demikian pula transformasi digital dalam manajemen sekolah secara signifikan meningkatkan kualitas proses dan pengalaman belajar di kelas (β = 0,587; t = 7,725; p < 0,001). Analisis lebih lanjut mengindikasikan bahwa pengaruh tidak langsung kepemimpinan digital terhadap kualitas pembelajaran melalui transformasi digital juga signifikan (β = 0,365; t = 7,342; p < 0,001), sehingga transformasi digital menjadi saluran penting yang mengkonversi praktik kepemimpinan digital kepala sekolah ke dalam peningkatan kualitas pembelajaran. Secara praktis, temuan ini menegaskan pentingnya penguatan kapasitas kepemimpinan digital kepala sekolah serta perencanaan dan implementasi program transformasi digital yang terstruktur, termasuk pengembangan sistem informasi sekolah dan pemanfaatan TIK dalam pembelajaran oleh dinas pendidikan daerah. Secara akademik, penelitian ini berkontribusi dengan mengintegrasikan kepemimpinan digital dan transformasi digital dalam satu model struktural untuk menjelaskan kualitas pembelajaran pada konteks pendidikan menengah di Kabupaten Maros Kata Kunci: Kepemimpinan digital, Transformasi digital, Manajemen sekolah, kualitas pembelajaran

Abstract

Digitalization in education has become an urgent necessity in accordance with technological advancement and evolving demands in learning systems. This study aims to analyze the influence of digital leadership and digital transformation on learning quality enhancement with organizational culture as a moderating variable. The research employs a quantitative method with an explanatory design involving 120 respondents from senior high schools in Maros Regency. Data were collected through Likert-scale questionnaires and analyzed using Structural Equation Modeling (SEM) Partial Least Squares (PLS) with SmartPLS 4.0 software. The findings demonstrate that digital leadership exerts a positive and significant influence on learning quality (β=0.345, p<0.001) and digital innovation (β=0.622, p<0.001). Digital innovation also exhibits a robust effect on learning quality (β=0.587, p<0.001) and is proven to be a significant partial mediator (β=0.365, p<0.001) in the relationship between digital leadership and learning quality. The research model demonstrates excellent fit with a Goodness of Fit (GoF) value of 0.676 and explains 68.8% of the variance in learning quality (R²=0.688). The findings confirm that the amalgamation of effective digital leadership with digital innovation culture generates more optimal transformation in enhancing learning quality. This research provides practical contributions to the development of digital leadership strategies and sustainable implementation of digital transformation in educational institutions.

Abstract

Kemajuan teknologi digital telah mengubah secara mendasar cara administrasi publik dilihat dari pemerintahan masa kini yng mulai beralih ke paradigma pemerintahan digital, di mana pemanfaatan informasi teknologi, menjadi komponen utama dalam penyediaan layanan publik. Penelitian ini bertujuan untuk mengetahui bagaimana etika pelayanan publik diera tata kelola digital yang dilihat dari perspektif kajian filsafat administrasi publik. Penelitian ini dilakukan dengan metode pendekatan kualitatif melalui kajian studi pustaka ,  sumber data primer dan sekunder, pengumpulan data berdasarkan observasi dari studi ini analisis data menggunakan metode interaktif yang meliputi pernyajian data, kondensasi data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa temuan utama mengungkapkan hakikat pelayanan publik berisiko tereduksi menjadi transaksi data yang impersonal (krisis ontologis); rasionalitas teknis berbasis data menyisihkan kearifan moral dalam pengambilan keputusan (krisis epistemologis); dan nilai-nilai fundamental seperti keadilan, empati, dan akuntabilitas terkikis oleh fenomena dehumanisasi serta bias algoritmik (krisis aksiologis). Oleh karena itu, digitalisasi bukan sekadar tantangan teknis, melainkan sebuah persoalan etis yang mendalam.
