Abstract

The enactment of Indonesia’s new Criminal Procedure Code (KUHAP) has generated widespread controversy in the digital public sphere, as reflected in polarized public sentiment and discursive contestation between the state and civil society. This study aims to examine how public sentiment is formed, circulated, and contested within the digital discourse surrounding the new KUHAP and its implications for the construction of legal legitimacy. Employing a qualitative descriptive approach, this study integrates social media–based sentiment analysis with critical discourse analysis. The data were derived from visualized public sentiment analytics produced by the DroneEmprit social media analytics platform. The findings reveal a predominance of negative and critical sentiments in the digital public sphere, centered on concerns regarding the potential erosion of human rights protections, expansion of law enforcement authority, and limited public participation in the legislative process. In contrast, state narratives emphasize legal certainty, law enforcement efficiency, and stability of the criminal justice system. The interaction between these competing narratives constitutes an arena of discursive contestation that exposes the polarization of legal legitimacy between state-centered procedural legitimacy and participatory legitimacy advocated by civil society. This study concludes that the digital public sphere functions as a strategic arena for negotiating legal legitimacy, in which the controversy over the new KUHAP reflects structural tensions between state authority and democratic demand.

In the disruption era, social communication is needed to accomplish the social needs of individuals that cannot be obtained through communication technology. Social communication is important to be carried out in the Islamic boarding school environment because it is an institution that emphasizes character education. The results of the study show that the social communication process at MBS Ki Bagus Hadikusumo occurs in an interactive and transactional manner involving the directors (mudir) council, teachers (ustadz/ustadzah), dormitory mothers/fathers, mudabbir (accompanying teachers), students, and guardians of students. Through the social communication process, it can form self-concept, self-actualization, relationships and the achievement of happiness for students. Abstract

For some grassroots communities, legal issues are problems that are not widely understood and seem complicated. Therefore, they have gained an understanding of the law, especially related to their rights through legal communication. Because the target of this community service activity is grassroots groups, the approach uses Cultural Da'wah. The cultural da'wah approach is one of Muhammadiyah's da'wah strategies in spreading Islamic teachings by integrating the values of Islamic teachings with local traditions, creatively, persuasively, and humanistically. By using problem-solving methods such as lectures, interactive discussions, and focus group discussions, this activity can provide understanding, awareness, and empowerment regarding legal issues that are often faced by grassroots communities. They understand the legal aspects related to electronic-based sexual violence, the rights of persons with disabilities, the protection and empowerment of fishermen. They are also aware and empowered to deal with the legal problems they face because they already understand the legal and legal aspects related to their respective groups. In conclusion, as a form of cultural da'wah, this activity has very good implications as an effort to understand, awareness, and empower legal issues through legal communication so that they become legally literate and can overcome the legal problems they face.
