Abstract

The rapid development of digital technology has brought positive impacts in various aspects of life, such as communication, economy and education. However, on the other hand, this progress also opens up opportunities for various forms of digital crime or cybercrime. Digital crimes include various criminal acts committed through the internet and technology, such as hacking, identity theft, online fraud, malware distribution, and exploitation of personal data. This study aims to understand how technology is utilized to commit crimes in cyberspace, the factors that drive digital criminals, and the implications faced by victims and the wider community. In addition, this study will also discuss strategies and efforts that can be made to prevent and tackle digital crime. With the increasing reliance on technology, it is important for society and legal authorities to be more vigilant and proactive in addressing this challenge. An in-depth understanding of the modus operandi of digital criminals is expected to provide a clearer picture for the development of effective cybersecurity policies.

Abstract

Frontline bureaucrats, often called street-level bureaucrats, play a crucial role in ensuring the successful implementation of public policies. They interact directly with the public in delivering public services and running government programmes. Therefore, understanding their role is crucial to realising effective, efficient and accountable policies. The research method used is descriptive qualitative by collecting data from various sources and then analysing it. Research Objectives to determine Public Service Delivery, Implementation of Government Programmes, Interaction with the Community, Policy Evaluation, Agent of Change. Understanding the roles and challenges of frontline bureaucrats, as well as efforts to improve their roles, is essential to realising good governance and public policies that benefit the community

Abstract

Penelitian ini membahas implementasi program pembangunan infrastruktur ruas Jalan Rangkasbitung–Gajrug oleh Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Kabupaten Lebak. Jalan ini memiliki fungsi strategis sebagai penghubung antarwilayah serta mendukung mobilitas masyarakat, distribusi hasil pertanian, dan akses menuju destinasi wisata. Penelitian ini bertujuan untuk mengevaluasi sejauh mana program pembangunan tersebut telah diimplementasikan secara efektif. Penelitian menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis dilakukan berdasarkan teori implementasi kebijakan dari George C. Edwards III yang terdiri dari empat variabel utama: komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa komunikasi antar pihak terkait cukup baik, meskipun belum sepenuhnya sistematis. Sumber daya manusia yang tersedia dinilai kompeten, namun jumlahnya masih terbatas. Dari sisi anggaran, alokasi dana belum sepenuhnya mencukupi sehingga menuntut penyesuaian teknis. Komitmen pelaksana tinggi, namun pengambilan keputusan tetap terpusat pada pimpinan. Struktur birokrasi sudah mendukung, meskipun fleksibilitas masih perlu ditingkatkan. Kesimpulannya, implementasi program belum berjalan optimal dan membutuhkan peningkatan dalam hal koordinasi, sumber daya, serta dukungan anggaran. Penelitian ini merekomendasikan penguatan SDM, monitoring yang berkelanjutan, dan perencanaan berbasis kebutuhan untuk keberhasilan pembangunan infrastruktur jalan.

Abstract

This study aims to examine the role of the Department of Tourism and Culture (Disparbud) of Pandeglang Regency in increasing local revenue (PAD) through the management of the tourism object at Cisiih Beach (Parta Beach) in Cimanggu District. This research employs a descriptive qualitative approach, with data collected through interviews, observation, and documentation. The study adopts the tourism management theory proposed by Andi Mappi Sammeng (2000), which includes three main aspects: development, institutionalization, and regulation. The findings reveal that the role of Disparbud in managing Cisiih Beach has not been optimal. Several obstacles were identified, including the lack of infrastructure, limited digital promotion, and low community involvement. Nevertheless, the tourism office has made several efforts such as internal promotions, coordination with local businesses, and environmental education for local residents. It is recommended that stronger synergy between the local government, community, and private sector be established. Additionally, the formulation of technical regulations and structured community empowerment programs are needed to ensure sustainable tourism management and contribute to the growth of local revenue in Pandeglang Regency.

Abstract

This study aims to understand the role of the Honorary Council (BK) of the Regional House of Representatives (DPRD) of Serang City in maintaining the disciplinary attendance of council members, particularly in the context of plenary meetings. The background of this research stems from the significance of attendance as part of the accountability and integrity of legislative institutions. This research employs a descriptive qualitative approach with a case study method, focusing on ethical mechanisms, institutional role dynamics, and the challenges faced by the Badan Kehormatan in carrying out its duties. Data were obtained through in-depth interviews with members of the Badan Kehormatan, DPRD members, and secretariat staff, as well as official documents related to the code of conduct and internal regulations. The findings reveal that the role of the Badan Kehormatan emphasizes moral, educational, and interpersonal approaches rather than formal-procedural enforcement. The ethical mechanisms applied are informal and adaptive but are not yet supported by a strong institutional framework. Major challenges include weak sanction regulations, the political positioning of Badan Kehormatan members, and the absence of a strong ethical culture within the DPRD. This study concludes that ethical enforcement requires the strengthening of values, institutional structures, and consistent political role models. Based on the research findings, the researchers recommend several measures, including strengthening ethical mechanisms through written SOPs, enhancing institutional capacity and ethical education at the Serang City DPRD Ethics Council, and reforming attendance regulations and institutional transparency of DPRD ethical performance. Furthermore, suggestions for future research include expanding the study context, using a qualitative-narrative or phenomenological approach, and utilizing participatory instruments such as focus group discussions (FGD) or participant observation.

Abstract

Geothermal energy is one of Indonesia's most promising renewable energy sources, particularly in areas along the Ring of Fire. However, managing geothermal energy often involves complex dynamics, including policy, governance, and local community resistance. This article aims to analyze the dynamics of geothermal energy policy governance in Indonesia, focusing on the case of Padarincang, Banten. This research uses a qualitative method with a case study approach. Data was collected through in-depth interviews with stakeholders (central government, local government, and local communities), observation, and documentation from government reports, media, and academic publications. The research findings indicate that geothermal energy policy in Padarincang demonstrates a conflict of interests at various government levels (national, regional, and village) and non-state actors (investors, mass organizations, and civil society). Community resistance arises due to weak participation mechanisms and a lack of communication between governance levels. This study emphasizes that the success of Indonesia's energy transition is highly dependent on strengthening collaborative governance across all levels and actors.
