Abstract

Organisasi sektor publik, sebagai organisasi pemerintah yang menyediakan barang dan jasa untuk kepentingan masyarakat, memerlukan inovasi untuk terus meningkatkan layanan kepada masyarakat. Penelitian ini bertujuan untuk menganalisis pengaruh dua leadership style, yakni transformational dan transactional leadership terhadap organizational creativity and innovation. Penelitian ini juga menguji peran mediasi organizational culture dan peran moderasi climate for innovation. Metode kuantitatif dan pendekatan analisis kausalitas digunakan dalam penelitian ini. Populasi penelitian adalah seluruh aparatur sipil negara yang bekerja di organisasi perangkat daerah (OPD) di Kabupaten Jayawijaya. Sebanyak 350 ASN akan dipilih sebagai sampel berdasarkan metode non-probability purposive sampling. Instrumen penelitian yang digunakan untuk memperoleh data adalah kuesioner dengan Skala Likert 5 poin. Data yang didapat dari penyebaran kuesioner tersebut akan dianalisis menggunakan metode SEM-PLS. Hasil analisis penelitian ini menunjukkan bahwa transformational leadership berpengaruh positif terhadap organizational culture dan organizational creativity and innovation. Transactional leadership berpengaruh positif terhadap organizational culture, tetapi tidak berpengaruh terhadap organizational creativity and innovation. Organizational culture terbukti berpengaruh positif terhadap organizational creativity and innovation dan dapat memediasi hubungan transformational dan transactional leadership dengan organizational creativity and innovation. Climate for innovation berpengaruh positif terhadap organizational creativity and innovation dan dapat memoderasi hubungan transactional leadership dengan organizational creativity and innovation. Climate for innovation tidak dapat memoderasi hubungan transformational leadership dengan organizational creativity and innovation.

Abstract

The high maternal and infant mortality rates among the Asmat tribe in South Papua Province are closely related to social and cultural values and norms that tend to discriminate against women and have a negative impact on their reproductive health. This study aims to examine how Asmat women construct social and cultural realities related to reproductive health and to understand the meaning of reproductive health behaviors in the context of pregnancy, childbirth, and the postpartum period. This study is expected to provide practical contributions in the form of scientific information for local governments in formulating socially and culturally based policies to reduce maternal and infant mortality rates. This study uses a qualitative approach with an ethnomethodological design to uncover the subjective meaning of individual actions in phenomena related to the reproductive health of Papuan ethnic women. Data were collected through observation, in-depth interviews, and documentation studies, then analyzed interpretively. The results of the study indicate that the reproductive health behavior of Asmat women is greatly influenced by cultural value systems in terms of superstructure, infrastructure, and ethnic preferences. Two cultural behavioral tendencies emerge: a loose and adaptive acculturative behavior toward modern health services, and a strict traditional behavior that tends to maintain slot deposit 5000 prohibitions, taboos, and local belief practices. It was found that the more relaxed and acculturated the community's health behavior, the faster the detection of risks and handling of health cases, which positively impacts the reduction in maternal and neonatal mortality rates. Conversely, behavior that is increasingly strict and traditional tends to increase delays in handling and worsen the risk of maternal and infant mortality.

Abstract

This study uniquely examines the role of indigenous communities in turtle conservation in Skouw Yambe Village, Jayapura City, Papua, by employing a descriptive qualitative approach. Unlike previous research, this study provides an in-depth analysis of local community conservation practices specifically focused on four turtle species: green turtle (Chelonia Mydas), hawksbill turtle (Eretmochelys Imbricata), loggerhead turtle (Caretta Caretta), and leatherback turtle (Dermochelys Coriacea).  Unlike previous research that predominantly offered superficial, descriptive accounts of conservation activities, this study delves deep into the complex socio-ecological mechanisms that underpin community-driven environmental preservation. By applying qualitative approach, this study utilizes an integrated methodology of in-depth interviews and participatory observation. A total of nine informants were purposefully selected for this study, representing diverse perspectives within the indigenous community of Skouw Yambe Village. The study reveals a systematic traditional knowledge system for species identification and conservation practices, demonstrating how indigenous communities in Skouw Yambe Village effectively use intergenerational ecological knowledge to protect and manage local turtle populations The conservation process encompasses three critical stages: egg collection, incubation, and hatchling release, occurring between January and May each year. It demonstrates that turtle conservation in this location transcends mere species preservation, representing a manifestation of cultural values and environmental ethics. The community-based conservation model harmoniously synthesizes traditional ecological wisdom with modern conservation methodologies. The approach aims to prevent species extinction, protect coastal habitats, strengthen social cohesion, and empower local communities. The conservation initiative is supported by three fundamental components: high community awareness and participation, synergistic collaboration with government and non-governmental agencies, and conducive natural habitat conditions. Despite challenges such as plastic pollution and coastal erosion, the Skouw Yambe indigenous community has developed an adaptive conservation strategy. The study concludes by emphasizing the urgent need to recognize and support indigenous communities as ecosystem guardians, highlighting the potential of this community-based conservation model as a comprehensive reference for similar programs, while acknowledging the unique socio-ecological characteristics of each region.

Abstract

This study aims to analyze the implementation of policies for handling People with Mental Disorders (ODGJ) at Abepura Mental Hospital. The background of this research focuses on the importance of fulfilling human rights for ODGJ, which is regulated in the Law of the Republic of Indonesia. The theoretical study uses George C. Edwards III's policy implementation model, which includes four key variables: communication, resources, executive disposition, and bureaucratic structure. The research method used was qualitative with a phenomenological approach, involving in-depth interviews with key informants from the Social Service, Abepura Hospital, and ODGJ families. The results of the study show that communication between agencies is going well, but human resources and facilities are still limited, hindering optimal service. The attitude of the implementers shows a positive attitude and high commitment in handling ODGJ, despite the challenges in the bureaucratic structure that are not yet fully supportive. The conclusion of this study confirms that the implementation of the policy for handling ODGJ at Abepura Hospital has been running well, but still needs improvement in terms of resources and facilities. The suggestions given include increasing the number of mental health workers, strengthening facilities and infrastructure, and educating the public to reduce stigma against ODGJ. This research is expected to provide recommendations for related parties in improving mental health services in Papua.

Abstract

Ilmu Ekonomi mikro mempunyai tujuan untuk memahami perilaku mahasiswa (konsumen) dan Dosen (Produsen) dalam mengambil keputusan ekonomi untuk meningkatkan kesejahteraan masyarakat di Kampus. Hal ini penting disampaikan pada Dosen dan Mahasiswa di lingkungan Universitas Cenderawasih. Mencerdaskan kehidupan bangsa adalah salah satu tujuan utama dari sistem pendidikan di Indonesia juga untuk meningkatkan kesejahteraan masyarakat pada Perguruan Tinggi di lingkungan Universitas Cenderawasih. Untuk mencapai hal tersebut, memastikan bahwa ruang Pendidikan baik secara fisik, emosional, maupun psikologis-sehat, aman, dan nyaman menjadi hal yang sangat krusial. Kegiatan Training of Trainer dan Sosialisasi Pencegahan dan Penanganan Kekerasan Seksual (PPKS) ini perlu dilakukan dengan melibatkan laki-laki dan perempuan yang hasilnya ada pemahaman pengetahuan PPKS dalam kehidupan kampus oleh mahasiswa (konsumen) dan Dosen (Produsen) baik laki-laki dan perempuan dalam setiap Fakultas di Universitas Cenderawasih. Adapun tujuan kegiatan pengabdian adalah; Egedukasi pengetahuan tentang Pencegahan dan Penanganan Kekerasan Seksual (PPKS) pada Dosen dan mahasiswa di lingkungan Universitas Cenderawasih Kota Jayapura. Hasil kegiatan pengabdian pada Dosen dan mahasiswa di lingkungan Universitas Cenderawasih dengan memberikan pemahaman tentang, Pentingnya Mencerdaskan Kehidupan Bangsa dengan Memastikan Ruang Pendidikan Yang Sehat, Aman, Nyaman pada Dosen dan Mahasiswa Universitas Cenderawsih dan Pengetahuan dan Pencegahan dan Penanganan Kekerasan Seksual (PPKS).

Abstract

Penelitian ini dilakukan untuk menyelidiki pengaruh motivasi, kepemimpinan, kompetensi, serta kepuasan kerja pada kantor kementrian agama Kabupaten Lanny Jaya. Penelitian ini dilakukan pada PNS Kementerian Agama di Kabupaten Lanny Jaya Papua dengan melibatkan 30 PNS sebagai sampel. Pendekatan analisis diuji dengan Partial Least Square (PLS). Penemuan empiris memvalidasi bahwa Motivasi kerja dan gaya Kepemimpinan berpengaruh positif dan signifikan terhadap kepuasan kerja. Sedangkan kompetensi berpengaruh negative dan signifikan terhadap kepuasan kerja. Kepuasan kerja dan motivasi kerja berpengaruh positif dan signifikan terhadap kinerja. Gaya kepemimpinan dan kompetensi berpengaruh negative dan signifikan terhadap kinerja . Gaya kepemimpinan , kompetensi dan motivasi kerja positif dan signifikan terhadap kinerja dimediasi oleh kepuasan kerja.

Abstract

Artikel ini Menakhlikkan Dampak Aplikasi TikTok Terhadap Proses Pembudayaan pada Anak. Dengan fokus untuk menyelami pola aktivitas penggunaan aplikasi TikTok dan menelaah dampak penggunaannyaterhadap proses pembudayaan pada anak. Metode penelitian ini adalah deskriptif kualitatif dengan teknik pengumpulan data berupa observasi dan wawancara. Analisis data meliputi tahapan reduksi data, display data, dan penarikan kesimpulan. Hasil  penelitian ini menemukan Penggunaan aplikasi TikTok pada anak-anak membuka peluang untukmenonton konten vulgar dan erotis seperti konten Goyang Patola dan mendistraksi pola aktivitas keseharian anak. Dampaknya anak-anak menjadi kurang bersosialisasi, kondisi emosional yang kurang stabil, dan tingkat kepekaan sosial semakin berkurang. sisi positifnya anak lebih ekspresif dan membangun kepercayaan diri mereka. Peran orang tua sangat penting untuk pengawasan dan kontroling dalam mengedukasi anak-anak mengenai batasan dalam penggunaan aplikasi TikTok karena berdampak terhadap proses pembentukan karakter, kepribadian, dan tumbuh kembangnya. Implikasi penelitian ini mendorong orang tua di Papua untuk lebih memperhatikan anak-anak dalam penggunaan aplikasi TikTok.

Abstract

he use of digital media for cultural documentation is an increasingly relevant strategy in the digital era, particularly in the context of indigenous communities with vulnerable oral and non-material cultural heritage. This community service activity aims to increase the capacity of the Sentani Traditional School community to document cultural heritage through digital media. Facing the challenges of low digital literacy and the risk of losing oral culture, this program was designed based on community participation and an anthropological approach. The service method consisted of outreach, technical training, and mentoring in the use of simple digital devices such as cameras and mobile phones to document local dances, music, and cultural narratives. The results of the activity demonstrated an increase in participants' understanding and skills in creating digital documentation based on local values. An internal cultural documentation team was also formed to support the program's sustainability. This initiative demonstrates that cultural preservation can be carried out adaptively through the synergy of technology, local wisdom, and cross-sector collaboration.
