Abstract

Unemployment remains a major issue in economic development in many countries, including Indonesia. One important indicator used to describe labor market conditions and the economy's ability to absorb the labor force is the Open Unemployment Rate (OUR). This study aims to analyze the development of the Open Unemployment Rate (OUR) in West Java Province during the period of 2014-2024 and to examine West Java Province's position compared to the national labor market. This study employed a quantitative descriptive method using secondary data obtained from the Badan Pusat Statistik (BPS). The analysis shows that the Open Unemployment Rate (OUR) in West Java Province fluctuated during the study period. In 2020, a significant increase occurred due to the impact of the COVID-19 pandemic, with the Open Unemployment Rate (OUR) reaching 10,46%. This condition indicates that labor market dynamics are influenced by several factors, such as economic growth, the size of the labor force, employment opportunities, and the availability of jobs. Therefore, the analysis of the Open Unemployment Rate (OUR) is crucial as a basis for formulating effective and targeted employment policies to reduce unemployment and increase employment opportunities.

Abstract

The Open Unemployment Rate (OUR) is an important indicator in measuring regional labor market conditions. This study aims to analyze the development of the Open Unemployment Rate in Central Java Province during the period 2016–2025 and to identify the factors influencing its changes. The research uses a descriptive quantitative approach with trend analysis based on secondary data. The results indicate that the unemployment rate in Central Java was relatively stable from 2016 to 2019, increased significantly in 2020 due to the COVID-19 pandemic, and gradually declined from 2021 to 2025. This decline reflects economic recovery and the improvement of labor absorption in various sectors. The study concludes that economic stability, government policies, and industrial development play significant roles in reducing unemployment at the regional level.

Abstract

The Open Unemployment Rate (TPT) in Riau Province exhibited fluctuating dynamics during the 2016–2025 period. This study evaluates the influence of the region's commodity-based economic structure on labor absorption. Using a descriptive-analytical method, the study found that Riau has high labor elasticity in the manufacturing sector. Despite being impacted by the global crisis in 2020, Riau's recovery has been one of the fastest in the Sumatra region, with the TPT reaching a low of 3.7% in 2024.
