Abstract

This study analyzes the effectiveness of recess activities conducted by members of the Regional People's Representative Council of Bengkulu Province in fostering local democracy and promoting community economic development. The research aims to assess how well community aspirations gathered during recess are translated into actionable programs within the 2018 Revised Regional Government Budget. Employing survey methods and literature review, the study classifies and quantifies the absorption of "Main Ideas"—a formal channel for representing community input—into regional development programs. Findings show that while council members actively collect aspirations and advocate for their inclusion through official reports, plenary discussions, and political lobbying, the actual realization of these inputs remains limited. Of the total proposed Main Ideas, only 44% in the productive economy sector, 60.5% in the infrastructure sector, and 36.9% in the socio-economic sector were implemented. This indicates a gap between aspiration collection and program realization, potentially due to limited coordination, bureaucratic challenges, or resource constraints. The study concludes that improving institutional mechanisms, inter-agency coordination, and monitoring systems is essential to enhance the impact of legislative representation. Future research should adopt a longitudinal approach, broaden sectoral coverage, and explore administrative barriers and public perceptions to provide more comprehensive strategies for optimizing the role of regional legislative institutions in local development.

Abstract

Post-mastectomy pain in breast cancer patients is a clinical problem that often has long-term effects, including the development of post-mastectomy pain syndrome (PMPS). The use of single opioids has limitations due to the risk of side effects and dependence, so intravenous multimodal analgesia approaches with various combinations of analgesic agents are increasingly being studied. This study aims to evaluate the effectiveness of multimodal intravenous analgesic combinations in controlling postoperative pain in breast cancer patients undergoing mastectomy with general anesthesia. A systematic review was conducted according to the PRISMA 2020 guidelines through searches in PubMed, Cochrane Library, ScienceDirect, and EBSCO for publications from 2005 to 2025. Articles that met the inclusion criteria were randomized controlled trials (RCTs) and cohort studies that assessed the effectiveness of multimodal intravenous analgesic combinations in mastectomy patients. The methodological quality was assessed using the Joanna Briggs Institute (JBI) instrument. A total of 11 studies involving more than 800 mastectomy patients were analyzed. The combination of pregabalin and esketamine was shown to significantly reduce the incidence of chronic pain up to 6 months post-surgery (14.3% and 7.1% vs. 46.3% and 31.7%; p<0.01), as well as reduce opioid consumption. Remifentanil–dexmedetomidine provided better analgesia while improving the patient's immunological profile. Ketamine-based anesthesia was more effective than opioids in reducing acute pain, while the combination of ketamine–magnesium sulfate was proven to be safe and opioid-sparing. The use of diclofenac reduced opioid consumption but increased the risk of bleeding, while intravenous lidocaine showed inconsistent results. The combination of multimodal intravenous analgesics is effective in optimizing pain control after mastectomy, reducing opioid consumption, and potentially preventing chronic pain. Adjusting the multimodal protocol according to the patient's profile is necessary to maximize benefits while minimizing the risk of side effects.

Abstract

This study analyzed public services in the Bengkulu Regional Police environment with a survey at the Integrated Police Service Center. The type of research used in this study is qualitative research. This study presents a descriptive discussion of the research with a case study technique that is carried out intensively, in detail, and in-depth on the object of research, the data in this study were obtained from primary data and secondary data. The data collection techniques used were observation methods, interview methods, and documentation methods. The data analysis techniques used were Data Reduction, Data Display, and Conclusion Drawing/Verification. The results of the study showed that in general the service at the Bengkulu Regional Police SPKT was good and met public service standards. Simple administrative requirements, easy-to-access service systems, efficient service times, and public complaints were handled quickly and transparently. The public was also satisfied with the professional and friendly attitude of the officers. However, there are still several aspects that need to be improved, such as the use of information technology, further training for officers, increasing the number of personnel during peak hours, and strengthening supporting facilities such as special rooms for vulnerable groups. With improvements in these aspects, the quality of Bengkulu Police SPKT services is expected to be more optimal, responsive, and oriented towards public satisfaction..

Abstract

According to the Regulation of the Minister of Health of the Republic of Indonesia Number 82 of 2013 concerning the Hospital Management Information System, Article 3 paragraph 1, every hospital is required to organize a SIMRS. Hospital Management Information System (SIMRS) is an information technology system that processes and combines all steps of the service process in a hospital in the form of network coordination, reporting, and administrative procedures. The purpose of this study is to understand the implementation of the Hospital Management Information System (SIM RS) in order to improve health services at Siti Aisyah Regional Public Hospital, Lubuk Linggau City. The analytical theory used is George Edward III (Communication, Resources, Disposition, and Bureaucratic Structure). The research method used is qualitative with a descriptive approach. The results of this study include: 1. The process of implementing patients at Siti Aisyah Hospital, Lubuk Linggau City, namely the process from the emergency room and from the outpatient clinic; 2. The Policy of the Minister of Health Regulation Number 82 of 2013 concerning the Hospital Management Information System at Siti Aisyah Hospital, Lubuk Linggau City has been implemented which can be measured from the achievement of goals and targets, namely effective, efficient, transparent, accurate, orderly and informative hospital services; 3. Disposition in implementing the Management Information System at Siti Aisyah Hospital, Lubuk Linggau City is operated by officers who have been given previous training; 4. Facilities and infrastructure in implementing the Management Information System at Siti Aisyah Hospital, Lubuk Linggau City have adequate hardware and software specifications and use a LAN network; and 5. The process of implementing the Management Information System at Siti Aisyah Hospital, Lubuk Linggau City, namely by evaluating officers and information data.

Abstract

This study evaluates institutional collaboration in managing the Bengkulu River Basin (DAS) as outlined in Regional Regulation Number 1 of 2017 on Watershed Management. A qualitative descriptive approach with a case study method was employed, focusing on key aspects of collaboration such as communication, decision-making coordination, conflict resolution, monitoring and evaluation, and procedural improvements. The goal of this research is to assess the steps taken to implement these collaborative elements.The findings indicate that leadership within the collaborating institutions plays a critical role in monitoring and evaluating watershed management efforts. However, despite these efforts, the integration of these institutions has not resulted in a unified approach. Each institution maintains its specific roles and functions, leading to fragmented implementation, even though the intention for collaboration exists. This study highlights both the challenges and opportunities in enhancing institutional collaboration for effective watershed management. It provides insights into how collaborative elements can be better realized to ensure a more integrated and efficient approach to managing the watershed, ultimately contributing to the success of watershed management initiatives. The research underscores the need for improved coordination, clearer roles, and more effective communication among the involved institutions to achieve a cohesive and sustainable management framework.

Abstract

The aim of this research is twofold, namely trying to determine the implementation and evaluate innovations in Samsat Virtu motor vehicle tax payment services to increase regional income. With a research focus on motor vehicle tax (PKB), which is one of the elements of regional income that has a high contribution. Implementation Theory of policy implementation according to Van Meter and Van Horn(Budi Winarno, 2016)where 6 aspects are examined, namely: 1) policy standards and targets, 2) policy resources, 3) communication between organizations, 4) characteristics of the implementing agency/attitude of the implementer and 5) social, political and economic conditions, and the evaluation theory used namely policy evaluation theory from William N. Dunn with indicators 1) Value focus, 2) Interdependence of value facts, and 3) Present and past orientation. The type of research used in this research is descriptive qualitative. Where the author participated in the field, observed what was happening, carried out direct analysis of the document findings, and prepared a detailed report of the findings. The research was conducted at the UPTD Samsat City of Bengkulu, which was carried out in May 2023. From the results of the research it is known that the implementation of virtual Samsat public service innovation in Bengkulu City has policy standards and targets, financial resources and time, coordination between organizations, characteristics namely equipped with SOPs, and supported by the attitude of the innovation implementer which is equipped with knowledge, understanding and deepening as well as services that prioritize 5S culture, in addition to being supported by socio-political and economic conditions that are conducive to the implementation of service innovation. Inhibiting factors in the implementation of samsat virtu innovation such as Weather factors, internet access, and regular servicing of hardware and software have been anticipated by the Bengkulu City Samsat so that Samsat Virtu innovation services can continue to be carried out well.

Abstract

This research was conducted with the following objectives: 1. Analyzing the status of implementation of minimum service standards at Pintu Harapan Hospital, Bengkulu City based on Regulation of the Minister of Health of the Republic of Indonesia Number 129 of 2008; 2. To find out the factors that influence the implementation of minimum service standards in RSUD hospitals. The hopes and prayers of the City of Bengkulu are based on the Regulation of the Minister of Health of the Republic of Indonesia Number 129 this year. The type of research used in this research is descriptive with a qualitative approach. This research is descriptive research which aims to collect information about current conditions and symptoms. The data collection techniques used were observation, interviews and documentation methods. Data analysis techniques use data reduction, data presentation (data presentation), and drawing conclusions and validation. The results of this research indicate that the implementation of minimum service standards at Pintu Harapan Hospital, Bungkulu City is very good. This can be seen from the factors that interact and influence policy implementation based on George Edward III's theory. This means, (1) the communication aspect is successful and implementers implement it clearly and consistently to influence policy objectives and understand the policy content; Policy goals and objectives. (2) The resource aspect consists of the number of device resources, device features and capabilities. Even though the number of resources is sufficient, several locations in the hospital have several employees with inappropriate educational backgrounds. Although the facilities and equipment are quite good, there is still room for improvement. (3) Supported by the attitudes and behavior of the apparatus during the implementation of the SPM policy, the disposition aspect shows very good improvement. (4) Aspects of the bureaucratic structure through SPM standard operating procedures and procedures (SOP) are well controlled, but consistency only needs to be improved through stricter rules.

Abstract

Fire is one of the disasters that frequently occurs in Indonesia and can cause major losses. Community involvement in forming volunteer fire fighters (Damkar) can help increase the effectiveness of fighting fires. The aim of this research is to analyze the relationship between community participation and the formation of firefighting volunteers in Bengkulu City. This research uses quantitative methods with Spearman correlation analysis techniques and determination. Data was collected through a survey of 31 respondents consisting of the community and firefighters volunteers in Bengkulu City. The results of the analysis show that there is a very strong and significant relationship between community participation and the formation of volunteer firefighters (Spearman correlation coefficient = 0.776, Sig. 2-tailed < 0.001). An R-Square value of 0.360 shows that 36% of the variability in the formation of Fire Volunteer can be explained by community participation. Community participation is an important factor in the formation of Fire Fighters volunteers in Bengkulu City. Apart from that, there are other factors that affect the formation of volunteer firefighters, such as support from the government, adequate infrastructure and cooperation with community organizations. The suggestions are as follows: It is necessary to make efforts to increase community participation in the formation of Fire Fighter volunteers, such as socialization and education, as well as the provision of adequate training and coaching.

Abstract

Based on the analysis and findings obtained in the field during research related to the Analysis of Women's Leadership Style at the Bengkulu City Social Service (Study on the Head of the Poor Handling Division with the Head of the Social Protection and Security Division) it can be said that women's leadership style is not inferior to male leadership.  This is evident from the many women who are leaders in agencies or institutions. That female leaders generally have strong charisma, like male leadership.  Women leaders tend to be persuasive, confident, and have a strong ability to complete tasks and are energetic, The female leadership style implemented by the Head of the Poverty Handling Division, has several key characteristics. She believes that women have the innate potential to be leaders and that confidence and good looks are important factors in women's leadership.

Abstract

A river basin (DAS) is a space where natural resources, especially vegetation, land and water, are located and stored as well as a place where humans live to utilize these natural resources to meet their daily needs. Bengkulu Provincial Regional Regulation UUD Number 1 of 2017 concerning Management of Bengkulu River Watersheds (DAS), states that river watersheds are a part of water resources which have an important meaning for human survival and welfare. This research uses a qualitative descriptive method approach and this research uses a case study method, Collaborative program evaluation related to Evaluation of Institutional Collaboration in the Management of the Air Bengkulu Watershed (DAS) based on Regional Regulation Number 1 of 2017 concerning Management of the Watershed (DAS), namely: Communication, Coordination of Decision Making, Conflict Resolution, Monitoring and Evaluation, Procedures and Improvements. The goal is to find out what steps have been fulfilled. Collaborative models and processes in evaluating institutional collaboration in the management of the Air Bengkulu watershed have the leadership of institutions/agencies that make monitoring and evaluation of institutional collaboration in the management of the Air Bengkulu watershed implemented. This integration does not make the units of the institution/agency unite because in its implementation it is basically a mixture where the relevant institutions/agencies have their respective duties and functions. Implemented in accordance with spatial plans and water resource management patterns in accordance with the provisions of applicable laws and regulations, carried out in a coordinated manner involving relevant agencies at cross-administrative boundaries as well as the role of the community, prioritizing the integration of the interests of various sectors and regions, becoming the basis for the formulation strategy to maintain the Carrying Capacity of the DAS which includes the formulation of policies, programs and activities.
