Abstract

The purpose of this study was (1) to find out the implementation of the Minister of Health Regulation Number 10 of 2021 in the Provision of COVID-19 Vaccines at the Bhayangkara Bengkulu Hospital and (2) to find out the obstacles in the process of administering the COVID-19 vaccine at the Bhayangkara Bengkulu Hospital. This study uses a qualitative approach using descriptive methods. Collecting data in the form of primary data and secondary data. There were 5 informants in this study consisting of 1 person in charge of vaccination, 1 coordinator of the vaccination team, 1 health worker and 2 people receiving vaccines. The results showed that the implementation of the Minister of Health Regulation Number 10 of 2021 in Vaccination at Bhayangkara Hospital Bengkulu on reducing the growth rate of COVID-19 cases was quite influential according to what residents and related parties felt in terms of the four-variable approach proposed by Edward III in Agustino (2016), namely communication, resources, disposition, and bureaucratic structure, it can be concluded that the policies taken are quite appropriate although there are still some obstacles in the implementation of the COVID-19 Vaccination.

Abstract

This study aims to determine the effectiveness of the Family Hope Program on the aspects of the goals and impacts of Lubuk Sahung Village, Sukaraja District, Seluma Regency. The subject of this research is the Beneficiary Family in Lubuk Sahung Village which consists of 9 informants. Data collection methods used are interviews, observation, and documentation with data analysis techniques. The results showed that the Family Hope Program in Lubuk Sahung Village, Sukaraja District, Seluma Regency had been effective in the fields of education, health, and the community's economy. The results of the research on education indicators have been effective, the answers given by the informants did not find the ineffectiveness of the Family Hope Program in Lubuk Sahung Village. While the health sector output indicators in the category can be said to be quite effective from some information that received assistance in the health sector of the Family Hope Program that the health indicators have been implemented and utilized properly. Then the impact indicator on is good with changes in the economy of the beneficiary familiesof the Family Hope Program. In general, the Family Hope Program seen from the dimensions of its effectiveness, Lubuk Sahung Village has been running effectively.

Abstract

This BLT-DD policy was made by Taba Air Pauh Village based on a village meeting organized by the village government, the Village Consultative Body, and several village community leaders taking into account the pandemic conditions which impacted the decline in village community income. The purpose of this study is to describe the process of implementing the BLT-DD Policy as an economic solution for the Taba Air Pauh village community in the post-Covid-19 pandemic and explain what strategies are taken by the Taba Air Pauh Village Government in the process of implementing the Village Fund Direct Cash Assistance Policy (BLT). -DD) Taba Air Pauh, Tebat Karai District, Kepahiang Regency. The research method used is qualitative with a descriptive approach. The results of this study include 1. The BLT-DD policy is fully supported by all levels of government; 2. BLT-DD is direct cash assistance from the Village Fund sourced from the State Revenue and Expenditure Budget (APBN); 3. BLT-DD recipients are non-beneficiaries of Social Service assistance, Micro, middle-class Enterprises, and other assistance that are not from BLT-DD; 4. There are still BLT-DD recipients who are not yet on target; and 5. There was a crowd of villagers receiving BLT-DD at the Kepahiang branch of the National Bank of Indonesia (BNI).

Abstract

The implementation of the Youth and Sports Service's policy regarding the development of achievement sports human resources is the basis for every sports actor to improve his performance. Improvement of sports achievements which have the duties and functions contained in the Bengkulu Governor Regulation Number 43 of 2016 concerning the Position, Organizational Structure of Duties and Functions as well as the work procedures of the Youth and Sports Office. The purpose of this study was to determine the implementation of policies and to understand the obstacles faced in implementing the policies of the Department of Youth and Sports in an effort to improve the achievements of Bengkulu Province athletes. The method used is descriptive qualitative with research subjects Analysis of Youth and Sports Service Policy Implementation about improving athlete achievement. The population in this study found 9 people. The sources of data in this study are documents on sports policy, observations, and interviews with the Head of the Youth and Sports Office, Head of Youth Development, Head of Sports Achievement Improvement, Head of UPTD Management and Development of Youth and Sports Facilities and Infrastructure (P2SPKK), Chairperson General KONI Bengkulu, and athletes. The results showed that the implementation of the Youth and Sports Office policy was good with training programs and giving rewards but running optimally. The obstacles to efforts to improve athlete achievement were seen by the lack of budget provided, lack of support from the sports industry in improving athlete achievement and facilities and infrastructure. insufficient exercise.

Abstract

The purpose of this study was to identify and describe the implementation of Village Regulation Number 05 of 2020 concerning APBDes 2020. This study used a qualitative method. Collecting data in the form of observation, interviews and documentation. Informants in this study amounted to 4 people who meet the criteria of informants. Sample selection using purposive sampling. Based on the results of research on the Implementation of Village Regulation No. 05 of 2020 concerning the 2020 Village Revenue and Expenditure Budget in Tanjung Seluai Village, South Seluma District, Seluma Regency, it can be concluded that: 1. Communication has shown optimal results based on the research conducted has been optimal in terms of transmission , clarity, and consistency when conveying information to policy implementers. 2. Resources also show optimal results where aspects of staff, information, authority are categorized as maximum, but for the aspect of facilities it is not maximized because there are still many facilities that are needed or updated. 3. The disposition shows that the results are less than optimal, it can be seen that the lack of facilities that support the implementation of the program. but the implementers have a high commitment to realizing the village regulations. 4. The bureaucratic structure is categorized as optimal based on research conducted with several informants saying that it is optimal in terms of work guidelines based on SOPs that are easily understood by policy implementers and carry out well. Suggestions for the Village Government to conduct an evaluation through the Camat, especially regarding the accountability for the implementation of the APBDes in Tanjung Seluai Village, where the accountability report has not been carried out properly.

Abstract

Election oversight duties are carried out by the Election Organizing Body (Bawaslu). Bawaslu is also expected to be able to help prevent violations of clean, fair, and just elections. Bawaslu plays an important role as a focal point for the cases of candidate pairs, the winning team, and the organizers of the election itself. The purpose of the presence of an election monitoring body is to improve the quality of elections and reduce cases of election fraud. The purpose of this study is to discuss Bawaslu's strategy for improving the performance of the Seluma Regency Panwaslu in the 2019 Seluma Regency Simultaneous Pilkada and identify the obstacles of Bawaslu in improving Panwaslu's performance. The research was conducted at the Seluma Regency Bawaslu by interviewing seven people as research informants who were directly involved in the implementation of the 2019 simultaneous local elections at Bawaslu, Panwaslu, and regional leaders. Observations, interviews, and documentation are used as techniques and tools for data collection. The results of the study, based on respondents' responses to the indicators used in the research, it is known that the performance of Bawaslu in improving Panwaslu's performance in Seluma Regency has been good. This can be seen from the indicators analyzed: Productivity, Quality of Service, Responsibility, Accountability, and Responsibility in carrying out all tasks, including overseeing preparations for holding elections based on Article 101 of Law No. 7 of 2017. The suggestions of the Seluma Regency Bawaslu to improve the operationalization of the Seluma Regency Panwaslu provided Panwascam. with an understanding of the rules, legal basis and services to be provided, what to consider, what legal basis to use and what services to provide. Based on the mandate contained in the Pilkada Law No. 07 of 2017 as evidenced by various alleged violations, the Seluma Regency Panwascam will immediately inform the Seluma Regency Bawaslu according to the mandate.

Abstract

Ketersediaan pangan dan kemampuan masyarakat untuk memperolehnya merupakan aspek penting dari ketahanan pangan. Dinas Ketahanan Pangan Kabupaten Seluma mendukung upaya peningkatan ketahanan pangan nasional dengan fokus pada sektor pertanian sebagai potensi daerah yang perlu dikembangkan lebih lanjut. Namun, terdapat beberapa permasalahan seperti rendahnya sumber pangan di Kabupaten Seluma, kekurangan SDM penyuluh pertanian, dan tingginya angka kemiskinan di Kabupaten Seluma Utara. Selain itu, konsumsi pangan masyarakat yang bervariasi dan bergizi masih belum membaik serta minat generasi muda dalam bidang pertanian di Kabupaten Seluma belum meningkat. Dalam rangka meningkatkan ketahanan pangan masyarakat miskin di Kabupaten Seluma Utara, Dinas Ketahanan Pangan melakukan beberapa kegiatan seperti lumbung beras masyarakat, KRPL (Rumah Pangan Lestari Kecamatan), dan LCMB2SA (menu bervariasi, bergizi, seimbang, dan aman). Selain itu, dilakukan juga inspeksi keamanan pangan di tingkat kabupaten. Namun, hasil penelitian menunjukkan bahwa implementasi program tersebut masih belum optimal karena terdapat kendala dalam hal pendanaan untuk mendukung kegiatan tersebut.

Abstract

The ideals of regional autonomy to achieve regional independence have not been realized. Therefore, the ideals of regional autonomy to achieve regional independence have not yet been realized. In Seluma District, the capacity of local own-source revenues to support the APBD is still unstable. Seluma Regency's PAD is still low and tends to decrease. The purpose of this research is to find out and understand a detailed description of the internal and external conditions faced by the Regional Treasury Board of Seluma Regency to increase BPHTB tax revenues in Seluma Regency. The research method used to achieve the research objectives is a qualitative descriptive method. Interview, observation, and documentation methods were used to collect data with 5 informants at the regional tax office of Seluma Regency, BPN, a notary, and a regional bank. Data analysis using SWOT analysis. The results of the study show that 1) the current organizational situation offers enormous opportunities, but on the other hand the organization also has some internal limitations/weaknesses. In the current situation, the tax office must be able to minimize internal organizational problems to take better advantage of opportunities. 2) External and internal environmental conditions In applying BPHTB tax rates, several appropriate strategies have been formulated to increase BPHTB revenues in Seluma Regency.

Abstract

Kualitas layanan dalam meningkatkan pelayanan prima sangat penting dilakukan guna kemajuan dalam suatu organisasi secara efektif dan efisien. Penelitian ini bertujuan untuk mengidentifikasi faktor pendukung dan penghambat dalam pelaksanaan pelayanan prima masyarakat dengan menganalisis kualitas pelayanan perkawinan dan perkenalan di peningkatan pelayanan primer Kantor Urusan Agama Selebar Kota Bengkulu. Dengan metode kualitatif ada Enam teori yang digunakan dalam  pelaksanaan pelayanan prima di KUA Kecaamatan Selebar yaitu Transparansi, Akuntabilitas, responsibilitas, Kondisional, Partisipatif, Kesamaan hak dan Keseimbangan hak dan kewajiban dan Kendala yang dihadapi pihak KUA Kecamatan selebar dalam memberikan Pelayanan Nikah dan Rujuk adalah adanya Pemalsuan data, Pernikahan dibawah umur dan masalah sarana. Dan diharapkan untuk kedepannya pihak KUA Kecamatan Selebar dapat meningkatkan Pelayanan publik terhadap masyarakat diharapkan dapat maksimal dan lebih baik lagi.

Abstract

The Directorate of Samapta (Ditsamapta) is a work unit at the Polda level under the Kapolda. Samapta is in charge of carrying out four activities namely Arrangement, Guard, Escort and Patrol (Turjawali). Crowd control (Dalmas). Seacrh And Rescue (SAR), as well as Animal Assistance (k-9). Samapta's main task is to carry out the function of the police as a preventive or preventive task against violations of the law or disruption of the Kamtibmas, carry out early stages of repressive action as well as other forms of disturbance of the Kamtibmas. Efforts to carry out police functions according to Law of the Republic of Indonesia Number 2 of 2002 concerning the Police of the Republic of Indonesia "that the maintenance of domestic security includes public order, law enforcement, protection, protecting the community, and service to the community is carried out by the Indonesian National Police as an instrument of the state which assisted by society by upholding human rights”. The provision of services in this case must be given special attention because it involves the interests of the people. The implementation of the same tasks influences human resources and existing facilities and infrastructure because these two factors also influence the results of the performance of officers in the field. In community service by the police carried out by the Samapta Directorate it has not been fully achieved because in carrying out tasks in the samapta function there are still a number of things that affect work in providing public services. Public services carried out by the Samapta directorate include patrol activities.
