Abstract

The purpose of the empowerment of natural resources and the environment in Pematang Balam village, Hulu Palik sub-district is to increase the potential of nature so that Pematang Balam village can be realized as a wiata village. After a survey was conducted, it turned out that the Pematang Balam village area had a waterfall tour that was not utilized. The method in this activity is to directly visit the waterfall tour of Curug Attached. The target in this activity is a waterfall tour near Pematang Balam village. The result of this activity is that the Pematang Balam village government seeks to increase the potential of the Pematang Balam village area.

Abstract

One of the initiatives of the Indonesian government to encourage economic activities and business is the People's Business Credit (KUR) program. The purpose of this study is to analyze the implementation of the KUR program using Van Meter and Van Horn's policy implementation model, with variables including the scope and objectives of the policy, resource allocation, characteristics of implementing agents, disposition, and the surrounding environment. This study uses a qualitative method. Data collection is carried out through interviews, observation, and documentation (Sugiyono, 2010). Secondary data used in this study includes documentary studies or literature. The results of the study obtained: 1) The KUR procedure is guided by the Standard Operating Procedure (SOP) and Ministerial Regulation, which serve as guidelines for evaluating the eligibility of prospective borrowers. 2) The loan amount for Micro Enterprises in the KUR program is a maximum of IDR 25 million, while for Small and Medium Enterprises, it is a maximum of IDR 500 million. The majority of KUR providers are state- owned banks. 4) The KUR program is well received by the community, especially customers who need additional business capital. 5) KUR recipients are not on target because there are still many customers who have sufficient economic conditions, such as government officials, business actors, or civil servants. 6) The human resources implementing the KUR program are not permanent and often experience turnover due to work demands. 7) If a KUR customer dies, the program must be continued by his heirs. 8) The human resources implementing the KUR program in the field often do not provide a comprehensive understanding to customers regarding the provisions of the KUR contract, including risks, fines, requirements, and legal agreements.

Abstract

Land and Building Tax (PBB) is one type of government tax that is collected mainly on land and buildings. According to the Land and Building Tax Law Number 12 of 1985, it is permissible to build buildings on designated land. This study uses a qualitative approach with a descriptive method. The results of the study found that PBB has not been maximized because the accuracy of the Land and Building data is still not in accordance with the reality of community asset ownership where there are differences in purchase price, size, and several other data. In addition, low purchasing power in Bengkulu City makes some assets that are not used as a business make people reluctant to comply with PBB payments. Moreover, in this strategy effort, it is a challenge because many Civil Servants / State Civil Apparatus still do not make mandatory PBB payments for their ownership. From the results of the study and findings in the field, it can be concluded that the strategy of the Bengkulu City Regional Revenue Agency in increasing land and building taxes in rural and urban areas in 2023 has not been running well so that improvements still need to be made. The strategies implemented include a direct approach to the community directly, socialization to taxpayers, and visiting houses one by one.

Abstract

The District Integrated Administrative Services (PATEN) aims to improve administrative services to the community. Based on the Regulation of the Minister of Home Affairs Number 4 of 2010 concerning Guidelines for Integrated District Administration Services (PATEN) that the conditions that must be met to organize a PATEN are: Substantive requirements, namely the delegation of part of the authority of the Regent / Mayor to the Head of the District Administrative requirements which include service standards and job descriptions of sub-district personnel, and technical requirements which include facilities and infrastructure, as well as technical implementers. This study examines the implementation of PATEN in the Mulak Ulu sub-district, Lahat Regency. This study uses qualitative research methods with data collection techniques through interviews, observations, and document studies. This study shows the lack of commitment from district agencies to the delegation of authority in the Mulak Ulu district, the lack of support for facilities and infrastructure, and no budget support for the provision of facilities and infrastructure as well as the operational budget. One of the factors that influence the implementation of one-stop administrative services in Mulak Ulu District, Lahat Regency is the lack of readiness of the district government to succeed in the implementation of PATEN.

Abstract

Jalan merupakan prasarana transportasi darat yang mempunyai peran penting dalam bidang ekonomi, sosial budaya, lingkungan hidup, politik, pertahanan dankeamanan, yang dapat menunjang kemakmuran masyarakat. Program pemeliharaanjalan merupakan salah satu usaha dalam memeliharaan atau merawat prasaranajalan agar sesuai dengan standar dan kualitas yang baik. Maka dalam pelaksanaanyadiperlukan evaluasi program untuk menentukan apakah program tersebut telahmencapai tujuan yang telah ditetapkan.Penelitian ini bertujuan untuk mengetahui bagaimana evaluasi programpemeliharaan jalan pada Dinas Pekerjaan Umum Penataan Ruang dan Pertanahandi Kabupaten Ciamis serta faktor-faktor pendukung dan penghambat programpemeliharaan jalan pada Dinas Pekerjaan Umum Provinsi Bengkulu.Penelitian ini menggunakan metode penelitian kualitatif dengan teknikpengumpulan menurut Sugiyono yaitu observasi, wawancara dan dokumentasi.Kemudian teknik analisis data yang digunakan yaitu reduksi data, penyajian datadan penarikan kesimpulan.Teori yang digunakan dalam penelitian ini yaitu teori William N. Dunn (2013)Yangmenyebutkan dalam indicatorevaluasi program dikelompokkan sebagai berikut Efektivitas,Efisiensi, Responsiveness/Responsivitas, Appropriateness/ketepatan.Hasil penelitian ini menunjukkan bahwa evaluasi program pemeliharaan jalan padaDinas Pekerjaan Umum Bagian Bina Marha di Provinsi Bengkulu berjalan cukup baik, masih terdapat beberapa kendala seperti keterbatasan anggaran dan kurangnya sumber daya manusia yang mempengaruhi kinerja Dinas Pekerjaan Umum dalam menjalankan program pemeliharaan jalan. Salah satu aspek yang perlu diperhatikan adalah peningkatan koordinasi antara Dinas Pekerjaan Umum dengan pihak terkait, seperti dinas terkait dan masyarakat, dalam hal pemeliharaan jalan.

Abstract

Penelitian ini akan menyoroti dan mengungkap partisipasi masyarakat dalam pengelolaan Alokasi Dana Desa (ADD). Asumsinya, partisipasi masyarakat selain sebagai upaya percepatan pembangunan desa, tetapi juga dapat dilihat sebagai upaya mewujudkan demokratisasi desa, khususnya di Desa Tambak Rejo, Kecamatan Padang Jaya, Kabupaten Bengkulu Utara. Metode penelitian yang digunakan adalah metode kualitatif. Informan kunci penelitian ini adalah kepala desa, sekretaris desa, dan Badan Permusyawaratan Desa (BPD). Dan beberapa warga Desa Tambak Rejo Kecamatan Padang Jaya Bengkulu Utara dalam hal ini tokoh masyarakat sebagai informan tambahan. Hasil penelitian ini antara lain: Pada tahap perencanaan, pengalokasian dana desa dilakukan melalui musyawarah pembangunan desa (MusrembangDes), mulai dari tingkat dusun hingga musyawarah tingkat desa. Pada tahap pelaksanaan, masyarakat yang berpartisipasi sebagian besar hanya masyarakat dusun tempat kegiatan dilaksanakan. Selanjutnya pada tahap pengawasan, tanggung jawab pengawasan pelaksanaan kegiatan pembangunan dipegang oleh pemegang proyek bersama dengan Ketua BPD. Selain membuat laporan kepada pemerintah, Kepala dusun juga mengawasi pelaksanaan kegiatan.

Abstract

This study is to analyze and describe the Role of Bhabinkamtibmas in Building the Image of the Police Institution in Pagar Jati District, Central Bengkulu Regency. This study is included in qualitative research. This study was conducted in Pagar Jati District, Central Bengkulu Regency, the informants in this study were the Head of Bhabinkamtibmas, Members of Bhabin Kamtibmas, Pagar Jati Police and the community. This study is in the form of revealing the fact that based on the main duties of Bhabinkamtibmas Article 27 of Perkap No. 3 of 2015 there are seven main tasks, namely: (1) conducting visits to the community; (2) solving problems in the community (3) regulating and securing community activities; (4) receiving information on criminal acts; (5) temporary protection; (6) providing assistance to the community; (7) providing guidance and instructions. These seven stages must be passed, so that the role of Bhabinkamtibmas produced is in accordance with the main duties of Bhabinkamtibmas. Technically, Bhabinkamtibmas has carried out its main duties in accordance with the main duties of Bhabinnkatibmas. So that Bhabinkamtibmas has a good relationship with the community to be able to build a positive image of the police institution.

Abstract

Every organization makes an effort to achieve progress and development. The most influential factor in achieving these goals is human resources. Human resources that can advance an organization are people who perform well and are very effective. The qualified tasks and characteristics to achieve optimal performance. If the main tasks and functions of the organization are not clear, then people will find it difficult to do their jobs well, and it will be difficult to achieve good results. In addition, performance determinant factors are very much needed, including productivity, responsiveness, and accountability to achieve good and optimal performance. The importance of main tasks functions and performance determinants to realize human resource performance in the organization encourages the author to research the main tasks functions and performance determinants of ASN (State Civil Apparatus) of the Investment and One-Stop Integrated Service Office (DPM-PTSP) of Central Bengkulu. The aim is to determine the implementation of the main tasks and functions of the ASN performance determinants who work in the organization. The reason for researching ASN is because based on observations, the main tasks and functions have not been implemented properly and the performance determinant factors in the aspects of productivity, responsiveness, and accountability are indicated as not being good. So it still needs to be proven through research. The author uses interviews as a source of information, namely ASN who work in the organization. The results of the study indicate that the main tasks and functions given to ASNs are mostly good or very good, although some things are not good, namely the availability of ASN that is not consistent with appropriate ASN training and the work results achieved by ASN have not met management standards.

Abstract

Analysis of the Effectiveness of Using Long-Term Contraceptive Methods (MKJP) in Preventing Stunting in the Working Area of Bintuhan Health Center. This study aims to analyze the effectiveness of Long-Term Contraceptive Methods (MKJP) in preventing stunting and identify the barriers to their implementation in the working area of Puskesmas Bintuhan. A qualitative approach was used, with data collected through in-depth interviews, observations, and document analysis. Informants included the Head of DP3APPKB Kaur Regency, the Head of UPTD Puskesmas Bintuhan, health workers, posyandu cadres, community leaders, and reproductive-age couples. The results show that the MKJP program effectively prevents stunting by targeting reproductive-age couples, particularly those aged 20–50 years, focusing on birth spacing. Socialization efforts, including counseling, field visits, and media campaigns, have improved public awareness. However, program acceptance remains hindered by social stigma, fear of side effects, and limited access to services in remote areas. Barriers to program implementation include myths surrounding MKJP, cultural norms placing contraceptive responsibility on women, limited male involvement in decision-making, and inaccurate information. These factors significantly influence the community’s acceptance of MKJP, especially in rural areas. In conclusion the MKJP program plays a crucial role in preventing stunting, but its success requires more inclusive educational strategies, culturally sensitive approaches, cross-sector collaboration, and improved access to healthcare services in remote areas. This program is expected to support reproductive health and family welfare sustainably and become reference in the future.

Abstract

This study aims to analyze the effectiveness of community-based crime prevention strategies in reducing crime rates in Pasmah Air Keruh Sub-district, Empat Lawang Regency, South Sumatra Province. The research employed a qualitative method with a case study approach. Data were collected through observation, interviews, and documentation. The findings indicate that community-based crime prevention programs have significantly contributed to a decrease in crime over the past four years. Contributing factors to criminal activity include alcohol consumption, drug abuse, unemployment, low educational attainment, economic hardship, and the social environment. Implemented programs include the Community Early Awareness Forum (FKDM), community policing, village security posts by Satpol PP, public outreach, and routine joint patrols. Major obstacles identified are low community participation, limited awareness of crime risk factors, and inadequate security infrastructure. Community education and training initiatives need to be strengthened to increase public awareness and foster active participation in sustainable crime prevention efforts.
