Abstract

The distribution of drug abuse is at an alarming level. In Pekanbaru City itself, drug abusers not only as consumers but also as transit of drug. In addition, drug is not used by businessmen and older people only, but has become a prima donna among the younger generation such as students that potentially the occurrence of lost generation. As a state of qpparatus which of maintaining security and public order, guard, protector and servant to the community of Pekanbaru City. Police Resort with its Unit Anti Drug is required to be able to improve its performance in eradicate drugs in Pekanbaru Police area. This research examines how the performance of the organization of Pekanbaru Police Anti Drug Unit and analyze the factors that influenced both internal and external problem, so as to achieve better performance. This research uses qualitative descriptive type, that is problem solving procedure by exposing data, then analyzed and interpreted by giving conclusion. The collection of data using interviews, observations, and literature study that aims to describe (descriptive) and explain (explanatory or confirmatory) the phenomenon that occurs. Based on the research, the result shows that the performance of Police Anti Drug Unit of Pekanbaru in eradicating of drugs among students in general has been well realized, but not really optimal due to the lack of initiative to conduct coaching and counseling (preventive) of this organization itself. In general, the performance of this organization has been able to perform its duties and functions well, and certainly not apart from the ability of the organization to recognize the needs of the community responses (responsiveness), able to explain in every implementation of the duties that are charged to each unit (responsibility), and the organization is also able to have consistency in performing the duties that are charged (accountability). Factors that influence the performance of Police Anti Drug Unit Pekanbaru in Eradicating of Drug among students is human resources, budget, infrastructure, and community participation. Of the four factors that most dominantly affect to the performance of the organization is the factor of community participation. Keywords: Organizational Performance, Eradication, Drug Abuse.

Abstract

Social Rehabilitation is a refunctionalization and development for people with social problems to allow them for doing their social function reasonably in daily life. Person with disabilities is a person that has limitation on physical, intellectual, mental, and sensory in long-term period and have an obstacle when interact in the circle. Based on observation in the field, problem that occur in the implementation on social rehabilitation for person with disabilities is most of the families of persons with disabilities have economic condition on middle to lower class, so they don’t have an education, which make them role in working is low and they got exiled from society. The purpose of this research is to analyze the implementation of social rehabilitation for person with disabilities di Pekanbaru City and factor that affect the implementation. The Theory concept used is Implementing Policy Theory by Edward III. This research also used qualitative research methods by analyzing the data descriptively. Source data that used is primary and secondary, with data collection techniques : interviews, observations, documentation. Result of this research shows that the implementation of social rehabilitation for person with disability is not effectively, this is proven by still many of these persons of disabilities not yet get social rehabilitation from government. The factors that affect the implementation is there are resource that not enough and lack of awareness of society to contribute in the process of implementation of social rehabilitation for persons with disabilities.Keyword : Social Rehabilitation, Implementation, Persons with Disabillities, Social Welfare

Abstract

Library service is a form of public service provided by the government to the public to provide information and knowledge through literacy reading material. Existing library services must of course follow the needs of the community and adjust the times, one of which is by innovating library services. With the presence of innovative library services in Pekanbaru City Public Library as a form of application of the pillars in the Smart City in Pekanbaru City, namely Smart People, it is expected to be able to increase the number of library visits and the level of cultural interest in reading. The purpose of this study is to find out how public library service innovation and find out what factors influence the innovation of library services. This study uses a purposive sampling technique with qualitative research types using a descriptive approach and the data needed both primary and secondary data obtained through observation, interviews and documentation and then analyzed based on research problems. The results of this study show that: Innovation in public library services in this study namely the mobile library, public reading park, iPekanbaru and Website has not been running optimally. Factors that influence the innovation of public library services are human resources, facilities and infrastructure as well as the community. Abstract

Reseach on the impact of Bono tourism management on community economic empowerment. Is an activity carried out to strive for something to better and solve  problems contained in the management of Bono attractions that is not the government in the mangement of Bono atrractions and inadequate facilities and infrastructure, the purpose of this study was to determine the impact of Bono tourism object management on the economic empowerment of the community and to find out what factors hinder Bono tourism object management. the study uses the concept of quoting theory from Sujianto (2009) explaining that there are 5 discourses of development in comunity empowerment namely independence, partisipative, networking, justice and sustainability. The outhor uses qualitative reseach methods by studying data descriptively. In collection data reseachers used interview, observation, and documentation techiques. From the results of this study it can be seen that the impact of Bono attraction  mangement on the economic empowerment of the community has not been managed properly. there are still many facilities and infrastructure that have not been properly managed.Keywords : Management, Empowerment

Abstract

This studyaimed to observe the effect of knowledge competencies, skill, and motivation on the performanceof Members of the Anggota Dewan Perwakilan Rakyat Daerah (DPRD) of Riau Province. Methodsof data collection research done by filling the questionnaire to obtain data in accordance with thepurposes of research, in this item in accordance with the questions at issue. Data analysis wasperformed by measuring the degree of correlation between the independent and dependentvariables, using multiple regression analysis and correlation. Results showed partially visiblepresence of a significant and positive relationship between competence, skills, and motivation onthe performance of DPRD Riau Provincial. Simultaneous hypothesis testing to prove that there isa significant and positive relationship between competence, skills and motivation to the performanceof DPRD Riau Province.

Abstract

Pemberdayaan Masyarakat dalam Pemanfaatan Ekosistem Rawa Gambut SecaraBerkelanjutan. Kecamatan Balai Jaya Kabupaten Rokan Hilir merupakan daerah yang termasukdalam zona merah kebakaran hutan dan lahan di Provinsi Riau. Padahal keberadaan daerah ini sangatstrategis dalam pemeliharaan ekosistem lahan basah karena sebagian wilayahnya adalah hutan rawagambut. Bila pemanfaatan ekosistem rawa gambut tidak dilakukan secara bijaksana, maka akanmenyebabkan kerusakan ekosistem dan sumberdaya yang terdapat didalamnya, sekaligus akanmenurunkan kesejahteraan masyarakat yang bergantung pada ekosistem tersebut. Tujuan penelitianini menganalisis pola dan strategi pemberdayaan masyarakat dalam pemanfaatan ekosistem rawagambut di Kecamatan Balai Jaya Kabupaten Rokan Hilir. Penelitian ini merupakan jenis pendekatankualitatif dengan teknik penarikan sampel yang digunakan adalah snowball sampling. Informanpenelitian adalah aparat yang terlibat dalam program pemberdayaan masyarakat di lokasi penelitian.Pengumpulan data dilakukan dengan tehnik wawancara dan observasi, setelah data terkumpulkemudian dianalisa dengan menggunakan analisa deskriptif kualitatif. Hasil penelitian menunjukkanbahwa penting adanya usaha pemberdayaan dengan sasaran utama adalah peningkatan kualitas hidupmasyarakat. Hal ini dikarenakan bahwa pemberdayaan masyarakat diyakini dapat memotivasi untukberubah ke arah yang lebih baik sehingga meningkatkan sosial ekonomi keluarga, menumbuhkanbudaya kerja, serta memupuk semangat untuk bekerjasama. Topik pendidikan dan penyuluhan yangdiperlukan masyarakat di lahan gambut adalah pendidikan lingkungan, penerapan teknologi ramahlingkungan, dan sosialisasi peraturan yang berhubungan dengan perlindungan eksosistem

Abstract

Tujuan penelitian iniuntuk mengetahui dan menganalisis perbandingan kualitas pelayanan administrasi kependudukanantara Sistem Siak Online dan Sistem Manual di Kecamatan Sukajadi Kota Pekanbaru. Penelitianini menggunakan metode kuantitatif melalui penyebaran kuisioner. Setelah data tersebut terkumpul,data tersebut dikelompokkan dan ditabulasikan menurut jenis dan macam data tentang fenomenayang berhubungan dengan perbandingan kualitas pelayanan administrasi kependudukan. Hasilpenelitian menunjukkan pelayanan administrasi kependudukan dengan Sistem Siak Online jauhlebih baik dari Sistem Manual.Kata Kunci: administrasi kependudukan, kualitas pelayanan, Sistem Siak Online, Sistem Manual

Abstract

Tujuan penelitian ini adalah untuk mengetahuipelaksanaan program pemberdayaan desa (PPD) melalui Program UEK/D – SP di Kecamatan SiakKabupaten Siak dan faktor-faktor yang menyebabkan keberhasilan dan kegagalan pelaksanaanprogram pemberdayaan desa (PPD) melalui Program UEK/D – SP di Kecamatan Siak Kabupaten Siak.Penelitian ini dilaksanakan di desa dan kelurahan yang terdapat pada Kecamatan Siak KabupatenSiak. Informan penelitian ini adalah pengelola program UEK/UED - SP sebagai informan kunci danpemanfaat program UEK/UED - SP sebagai informan pelengkap. Pengumpulan data dilakukan denganmetode observasi dan wawancara dalam upaya mengumpulkan informasi dan data. Setelah dataterkumpul kemudian dianalisis dengan pendekatan deskriptif kualitatif. Berdasarkan hasil penelitiandan pembahasan yang dilakukan ditemukan bahwa pelaksanaan program pemberdayaan desa (PPD)melalui program UEK/D – SP di Kecamatan Siak Kabupaten Siak masih belum berjalan dengan baik.Faktor-faktor yang mendukung keberhasilan pelaksanaan program pemberdayaan desa (PPD) melaluiprogram UEK/D – SP di Kecamatan Siak disimpulkan adalah faktor adanya dorongan dan dukunganpemerintah akan pemberdayaan masyarakat miskin. Sedangkan faktor-faktor kegagalan pelaksanaanprogram pemberdayaan desa (PPD) melalui program UEK/D – SP adalah faktor kecenderunganmenggunakan kebijakan yang sama (resistance to change).Kata Kunci: kebijakan, implementasi kebijakan dan pemberdayaan masyarakat

Abstract

Masyarakat desa yang tinggal sekitar lahan gambut memanfaatkan dan mengelola lahan gambut berdasarkan kebiasaan mereka yang kurang bijak, misalnya membuka lahan dengan cara membakar untuk kemudian ditanami. Sebagai akibatnya, terutama pada musim kering, kebakaran lahan gambut tidak bisa terhindarkan. Tujuan penulisan ini memfokuskan perlunya inisiasi dari masyarakat lokal dalam pengelolaan lahan gambut agar dapat mencegah terjadinya kabakaran. Lokus penelitian di desa-desa rawan terjadi kebakaran lahan gambut di pesisir Kabupaten Bengkalis, tepatnya Kecamatan Bandar Laksamana. Kajian ini sejalan dengan program Badan Restori Gambut (BRG) Republik Indonesia yang mengutamakan partisipasi masyarakat dalam pengelolaan lahan gambut, terutama masyarakat desa yang berada di wilayah target restorasi. Untuk hal itu BRG saat ini sedang menggalakkan program Desa Peduli Gambut sebagai salah satu bentuk penggalangan dan penguatan partisipasi masyarakat. Salah satu kegiatan yang menjadi bagian dari Desa Peduli Gambut adalah memfasilitasi pemerintah dan masyarakat desa untuk menyusun peraturan yang dapat digunakan untuk mendukung restorasi gambut di wilayah desanya terutama terkait dengan aspek pencegahan kebakaran. Meskipun sudah ada aturan formal di lingkup nasional tentang pengelolaan dan perlindungan lahan gambut, namun implementasinya masih belum menyentuh masyarakat di tingkat bawah. Perlu kiranya dirancang aturan lokal yang berangkat dari nilai-nilai kearifan dan semangat swadaya yang dimiliki masyarakat demi menjaga lingkungannya dari dampak buruk akibat peristiwa kabakaran yang sering terjadi di lahan gambut. Karena berasal dari inisiatif dan kesepakatan mereka, tentunya aturan tersebut akan lebih mengikat, sehingga penerapannya akan lebih maksimal. Peraturan Desa (Perdes) adalah satu aspek sangat dimungkinkan diterapkan.

Abstract

Community Empowerment in the Utilization of Village Funds through InstitutionalStrengthening. Until now there are still many problems in rural development in Indonesia that needto find a solution. One of the government's efforts to accelerate village development is by rolling outthe Village Fund Allocation Program (ADD) to realize the administration and implementation ofaspirative and participatory village development. In Siak District, the ADD program has been heldsince 2007, but until now its implementation has not been optimal yet. This study aims to determinehow the empowerment of community in the utilization of ADD through institutional strengtheningDistrict Apit Sungai Siak District and what factors affect the effort of empowerment. This researchis a descriptive qualitative research with sampling technique used is snowball sampling. The researchinformants were the officials involved in the ADD program and the community leaders who knewthe program. Data collection was done by interview and observation technique, after the datacollected and then analyzed by using qualitative descriptive analysis. The results show thatcommunity empowerment through ADD Program in Sungai Apit Subdistrict of Siak Regency hasnot been running well. Many of these programs are diverted to village infrastructure developmentprograms rather than community empowerment activities. The dominant factor influencing themismatch of community empowerment is the fear of failure resulting from the inability of thecommunity to join the ADD program that provides business capital assistance for the needy.
