Abstract

The idea of the realization of good governance through bureaucratic reform needs to be implemented. Bureaucratic reform is essentially an effort to reform and fundamental changes to the system of governance, especially concerning aspects of structuring and strengthening human resources, strengthening organizations, and improving management. This research aims to find out the optimal number of human resources and fleets to bear the workload that is in the Department of Environment and Cleanliness of Pekanbaru City. To overcome the problem of workload that occurred in the Waste Management Sector of the City Environment and Hospital Office, the qualitative method was used in this study. This method will provide information about the allocation of human resources and facilities and infrastructure to complete the existing workload. From the research conducted, it can be concluded that the waste in Pekanbaru City still cannot be transported properly due to the lack of the number of transport officers and garbage transport fleets owned by the Pekanbaru City Environment and Hygiene Agency especially in the Field of Waste Management. The high number of waste generation in the city of Pekanbaru is not in accordance with the number of officers and transport fleets, so that the garbage problems in the city of Pekanbaru still cannot be handled properly.Keywords: Workload Analysis, Human Resources, garbage.

Abstract

Actions of child abuse’s have increased every year in Bengkalis Regency. Therefore, the Government of Bengkalis Regency established an integrated Community-based Empowerment Center for Women and Children (P2TP2A) with the aim of providing fast, appropriate and integrated physical and non-physical services in order to provide protection for women and children who are vulnerable to violence . This study aims to get an idea of how P2TP2A performs and identify the factors that influence the performance of P2TP2A in handling child abuse in Bengkalis Regency. The theoretical concept used is the performance theory of Dwiyanto with indicators of productivity, service quality, responsiveness, responsibility, and accountability. This study uses a qualitative method that is descriptive, the selection of informants using the Purposive sampling technique. The technique of collecting data through interviews, observation, and documentation. The results of this study indicate that the performance of Bengkalis P2TP2A has not been effective. Some influencing factors include budget, socialization, and communication. This method uses performance theory from Dwiyanto with indicators of productivity, service quality, responsiveness, responsibility, and accountability. from the results of this study it was found that the performance of P2TP2A had not been effective because there were several factors that inhibited namely in the form of budget, socialization, and communication. It is better for P2TP2A to further improve the performance of Bengkalis P2TP2A Regency management starting from productivity, service quality, responsiveness, responsibility, and accountability, and need to prepare permanent staff who can stand by at any time providing services according to procedures.Keywords : Performance, P2TP2A, Child Abuse

Abstract

This study aims to determine Fire Management in Pekanbaru and what are the inhibiting factors. The research was motivated by firefighters due to lack of planning in facilities and infrastructure such as the number of fleets such as water catchments and posts, lack of training provided by the Fire Department to fire personnel, lack of supervision on the preparation and maintenance of firefighters, existing operational technical equipment so officers firefighters arrived at the fire site for more than 15 minutes. The concept of the theory used in this study is Prajudi Atmosudirdjo's Management Theory in M. Manullang's book which includes planning, organization, penggarahan and supervision. This study used a descriptive qualitative method. In data collection researchers used observation, interview and documentation techniques. The results of this study indicate that Fire Management in Pekanbaru has not been optimal because it is still often found that firefighters arrive late at the scene of a fire for more than 15 minutes. As for the Inhibiting Factors of Fire Management in Pekanbaru, among others, Lack of facilities and infrastructure, namely ladder cars, lack of coordination between the PLN, the Police and other agencies, and also Human Resources.Keywords: Management, Fire Prevention

Abstract

This research is motivated by the lack of maximum service provided of PucukRantausub-district officeof KuantanSingingi Regency to the societyand also high quality ofclaim public services to the sub-district office. Although this claimis often do not matchwith the expectations. Empirically, public services still characterized by a complicated,slowly, expensive and tiring. There are many kinds of public service business in thePucukRantau sub-district office is often reaped protests such as less effective andefficient of these services.The purpose of this research is to know the implementation ofpublic service PucukRantau sub-district office in KuantanSingingi regency, besides thatto know the factors inhibiting the implementation of public service at the sub-districtoffice of PucukRantau in KuantanSingingi Regency. In this research the writers was usedescriptive qualitative research methods, this research method aims to analyze andillustrated how the implementation of society services in the sub-district officeofPucukRantau in KuantanSingingi regency. In this study the subject is the official andthe society were conduct service activities while the object of study is theimplementation of PucukRantau office in providing services to the society. In thisresearch there is a plan of thought as a reference in developing problems to theresearchers, the space of service is based on the principle of good service proposed bySinambela.The result of the study is found that public service inPucukRantau HeadOffice still needs to be improved, both in terms of Human Resource and in terms ofcompleteness of facilities and infrastructure in implementing public services, so thatwhat people expect in PucukRantau District will be realized. One of the issues that needto be paid attention in the Office of PucukRantau head is the professionalism ofemployees to be more disciplined in carrying out duty as a service provider to thepublic.Keywords: implementation, Service, Public

Abstract

Terrorism was a serious crime that need to be discussed in Riau Province. In this case, all institution must contributed to control and prevent the causes of terrorism growing widely. Because the terrorism couldnot be managed personally, coordination between institution were important to prevent the sprouting of this serious crime. The purpose of this research was to know how well coordination between FKPT, MUI and Polda Riau in preventing the terrorism and some causes that made them incoordinate. The teory which applied this research was coordinate by Koonz, O’Donnel and Fayol. It described about teamwork; communication; distributin task; and meeting. Because this research was descriptive kualitative research, approach was useb by interviewing, observing, and documenting. The result of the research showed: first, coordination those institution in teamwork, communication and distributing task generally existed. Yet, continuously agenda of those institution to do the meeting was not often. Abstract

These day Transportation technology experienced development as well the increasing human needs for transportation but it’is not followed with increasing the amount of transportation facility which is public transportation, one of the kind is in Sub-district Mandau District Bengkalis where in the end causes so many underage students brave enough to ride motorized vehicle to school caused by there is no public transportation onto their school and this problem causes students become contributor for traffic incident and violation number annually causes UPTD Perhubungan Sub-district Mandau-Pinggir in the end provides procurement free school bus to eases the student go to their school and decrease the usage amount of motorized vehicle of underage student, based on that the researcher is interested to evaluate how the implementation of free school bus procurement policy for students in Sub-district Mandau District Bengkalis. Theoretical concept used is implementation based from George C. Edward III, which is said that in public policy implementation contains 4 variables; communication, resources, disposition/behavior of the executor and bureaucracy structure. The purpose of this research is to analyze how the implementing and what factors that affect the implementation of free school bus procurement policy for students in Sub-district Mandau District Bengkalis. This research uses qualitative method with illustrate and explain the existence problem with answers and problems based of facts that existed. In collecting data, researcher use methods of interview, observation, and documentation with snowball sampling method as the source of information and data analyzing with descriptive qualitative method. The research result showed that the execution of the implementation of free school bus procurement policy for students in Sub-district Mandau District Bengkalis has been completed although it has not been effective yet, this is caused by the limit of facilities and infrastructures where the amount of bus fleets not yet adequate, funds limited, and community customs in dicipline.Keyword: Implementation, Procurement Policy, School Bus

Abstract

In general, the Law of the Republic of Indonesia No. 3 of 2014 on the industry explains that national development should give maximum benefit to the welfare of the people. Since 2008, Memorandum of Understanding (MOU) has been signed between Directorate General of ILMTA-Ministry of Industry, West Sumatera Governor and Padang Panjang Mayor. In the MoU described the division of tasks and obligations of each party to work synergistically implement the Leather Industry Development Program Padang Panjang City.In Strategy theory, Rangkuti explains the principle of strategy can be grouped based on 3 (three) types, among others: Management Strategy, Investment Strategy, And Business Strategy.The research method used in this research is qualitative research. With the technique that is done snow ball sampling, to key informant in this research. In this writing, the key informant is the Head of Department of Trade Cooperative Small and Medium Enterprises Padang Panjang, Head of Industry Trade and Promotion, Industry Leather Industry and then analyze and process data.Based on the research and discussion that the researchers did in the field, it was found that the Leather Industry Development Strategy by the Department of Trade Cooperative Small and Medium Enterprises in Padang Panjang has not been implemented maximally, it is influenced by limitation of business capital, the competition of leather industry products, the limited skills of leather entrepreneurs, and the role of government is less than maximun.Keywords: Strategy, Development, Leather Industry

Abstract

RASKIN program is one of the government's policy to reduce poverty in Indonesia. In the implementation of the program, based on the general guidelines issued annually RASKIN. The general guidelines of the fact the field has not fully follow the General Guidelines RASKIN. Still found a mismatch either in the process of implementation and the implementor implementing the RASKIN program. This study aims to investigate the implementation of the division of RASKIN in Pekanbaru City Village Maharatu and to identify obstacles encountered in the implementation of the RASKIN program in the Village Maharatu Pekanbaru City.In theory policy evaluation by William N. Dunn, There are six variables that form a link between policy and performance, namely: effectiveness, efficiency, adequacy, alignment, Responsiveness, and Accuracy.The method used in this research is qualitative research. With the technique done of validity of the data by triangulation, the key informant in this study. In this study, an informant who is headman of Maharatu, section head of public welfare, chairman and chief pillars of the residents of the neighborhood, as well as urban communities Pekanbaru. Then analyzes the data and manage.Based on the research and discussion that researchers do in the field, it is found that RASKIN Program Implementation in Village Maharatu not implemented to the fullest. Abstract

Training which is done by the Employment and Transmigration Department of Dumai must be fit to the general training in order to produce the quality human resources. The Development of Employment in training and productivity section of employment and transmigration of Dumai is good because they provide the training based on the society’s demand and the burs effect. So that it produce the competence of human resources. The facilities Employment and Transmigration Department of Dumai are good enough and the chosen instructor are chosed by their competencies. The purpose of this research is to know the development of the Employment on training and productivity section at Employment and Transmigration of Dumai and find out factors which influence it.This research used theory of Werther & Davis says that development is defined by indicators of preparation, taken out, selection, development, treatment, and using. This research is classified as qualitative descriptive, the technique of collecting data in this research through observation and interview from everyone who are involved as informen.The result of this research shows that the development of Employment of Training and Productivity Section of Department of Employment and Transmigration of Dumai runs well. This is proved from the application of training based on the society’s demand and the needs of the market. Starting from recruitments, selection, and the chosen instructor and the activities of the tng. Abstract

The study was initiated by the low ratio Electrification Development Programmee electric rural areas in Rokan Hulu, it is characterized by many of the villages that have not getting electricity. In addition there is an imbalance between the proposal to electricity the countryside with the parties in the field. The purpose of this research is to figure out how the New Development Program electric rural areas by the Department of Mining and Energy of the Rokan Hulu, and to determine what the factors that affect the New Development Program electric rural areas by the Department of Mining and Energy of the Rokan Hulu.The research was carried out in the Department of Mining and Energy of the Rokan Hulu. The theory used in New Policy of Van Metter and Van Horn. As Van Metter and Van Horn said that there are six things to note that the implementation of the program can run well and achieve satisfactory results, size and purpose of Policy, Resource, Characteristics of Implementer Agent, Interorganisation Communication and activity of implementer, the Economic Environment, Social and Political Parties. The method used is descriptive approach a qualitative, and the techniques used in the collection of data is interviews, observations and documentation.This research result indicates that the New Development Program electric rural areas by the Department of Mining and Energy of the Rokan Hulu hasn't been going up, it can be seen from The purpose of a program that has not show fully because there are many rural communities that have not been getting the electricity, and is now the program has just reached ± 60 %. The Program electric rural areas is still hampered by two factors : the limited budget the government and the lack of innovation in harnessing the potential of energy. If a limited budget then it would be hard for implementor to achieve the objectives of the program and innovation in the implementation of the program is still lacking then the success of the program to be getting longer.Keywords : Implementation, Programme, Electric rural areas.
