Abstract

ABSTRACTWomen in Indonesia have various occupation backgroundsas means tofulfill their rights as human being. In this day and age, entering politics is nolonger strange for women. Politics is also free to be entered by anyone with anybackground, including celebrity. Women celebrities who participated in politicsare the object of this research. This research aims to discover the political role ofcelebrity legislator in regards to legislative function of DPR RI in 2009-2014 term.To achieve its objectives, this research uses celebrity political theory and thetheory of women's participation in public policy making. This research wasconducted using qualitative method and havedescriptive nature. The subjects werefemale celebrity legislator of DPR RI within 2009-2014 term, namely:OkkyAsokawaty, Venna Melinda, Rachel Maryam.The results of this research shows that women celebrity legislators played anactive role in the parliament’s legislative function and benefited by collegialcollective system in order to run three functions of DPR. However, the researchfinds that women celebrity legislator have not been able to perform legislativefunction in terms of personal proposal for act enactment, less strategic position inparliament for women legislators and also negative stigma of society towardswomen celebrities legislator which could potentially hamper their works.Keywords: Women Legislators, Women Celebrity, Legislative Function

Abstract

This research’s background is widespread use of agricultural land for non-agricultural building activities in Pemalang Regency, especially in South Wanarejan Village, Taman District, Pemalang Regency. It could have an impact on the lack of agricultural land, especially paddy fields is one issue that is closely related to production quantities of rice as the main staple food. This causes a lack of production, which in turn Indonesia to import rice. In this research will describe the amount of paddy fields that has been converted and the role of the Pemalang Regency Government in an effort to control the rate of conversion of existing paddy fields. According to the existing policy, Pemalang Regency Government has issued Regional Regulation No. 3 of 2011 on Spatial Planning, which also related to the control of agricultural land conversion.The research shows low commitment of Pemalang Regency Government enforcement to Regional Regulation No. 3 of 2011 on Pemalang Regency Spatial Planning in 2011 - 2031. This is caused by many obstacle factors such as no operation BKPRD in coordination functions, the lack of public knowledge about the Regional Regulation No. 3 of 2011, weak economic conditions of the Pemalang Regency Government for redressing existing illegal building, and no replacement land for building on inappropriate land according to regional regulations. In this research also shows Pemalang Regency community low involvement in efforts to control the rate of land conversion, even nothing either of the planning, formulation, implementation, as well as to the level of policy evaluation.Keywords: Control, Land Conversion, Role of Government, Community Role

Abstract

In the political arena in the district / city , competition between local and ethnic immigrants looks verystrong . Regional Head Election ( Election ) June 30, 2010 , held simultaneously in five districts / cities inLampung has prove it . The combination of Java and Lampung ethnic almost always arise until thegeopolitical characteristics of an area in Lampung could be represented on the winner of Regional HeadElection . In Metro Citie majority ethnic Javanese , for example , Lukman Hakim and Saleh Chandra Javabloody win the General Election . In Pesawaran district the ethnic composition was balanced betweenLampung and Java , the winner is Aries Password ( Lampung ) and Musiran ( Java ) . The same case is seenin East Lampung , although with suspect status , Satono , was dominate sound among 60 percents in themiddle of Java bloody . In South Lampung regency with dominant Lampung ethnic composition thanJavanese , so winning the Regents and Vice Regents elected, they are Waki Rycko Menoza SZP - EkiSetyanto . The purpose of this study is to determine " the role of ethnicity in the general election in SouthLampung regency at 2010”. The research methods are qualitative - descriptive type because descriptivestudies systematically describe a situation , problem , phenomenon , service or program , the provision ofinformation about a situation , problem , social life , or describe the attitude of the people responding to aparticular issue. The study shows a year before the General Election held in South Lampung regency ,political dynamics nomination process Regent and Vice Regent South Lampung regency preceded theexistence of rumors in the community about the pair potential between the " sons of ethnic " with " settlers " .The issue of ethnicity appears seven pairs of candidates Regent and Vice Regent South Lampung , the wholefamily tries to accommodate the heterogeneity of ethnic groups in South Lampung . Number 1 ( one ) ; H.Rycko Menoza , SE , SH , . MBA ( ethnic Lampung ) and H. Eky Setyanto ( Javanese ) won the SouthLampung Election at 2010. Theoretically ethnicity can be a serious issue in the election , but in SouthLampung at 2010, the issue of ethnicity could not be negative or even conflict access , so until the vote countends, it can take place smoothly and without significant disruption . The efforts of politicization of ethnicityin South Lampung Election can be clearly addressed by the community. Potential force of Rycko - Eky is inthe socio antrpologis adequate approach, which is combined synergistically and regardless of bad sounds tothis couple . Integrative and egalitarian approach undertaken by the couple is able to reach people's heartsas both are popular figure in the people of South , and is known to have positive social attitudes , as well asrepresenting the interests of ethnic Lampung and Java , as the majority of the population of South Lampungregency .Keywords: Ethnic, Regional Head Election, South Lampung regency

Abstract

STUDY OF ONE DAY TOUR MANAGEMENT AS A TOURISMPACKAGES IN SEMARANG DISTRICT.ABSTRACTAutonomy regions is a government affairs transferred to manage their ownhousehold. One of the choices of the government affairs is tourism. Tourism is a new lifestyleindustry which is can fulfill to providing the faster economical growth in the labor sector,income, the standard of living. There’s a thousand regions in Indonesia which is has aincredible tourism potential, nevertheless that potential is never be uncultivated with themaximum of seriousness. This tourism potential could bring in more tourists who couldbecome local revenue. Therefore this case of One Day Tour as a tourism packages broughtby Department of Youth, Sports and Tourism in Semarang district evidently afford brilliantand creative idea which has contributed to develop tourism industry. This packages hasreached their heyday in 2009 at the most of the tourists number, however after establishedsince 2006 this packages had to face into the worst condition in 2012, by decreasing thenumber of the visitors and became a unsustainable program. Therefore the formulation of theproblems are :” Why the One Day Tour as the tourism packages brought by Department ofYouth, Sports and Tourism in Semarang district which is established since 2006 are notsustainability? While this regions has the incredible natural and tourism potential?Based on the issues discussed, this research used qualitative research methods withanalytical descriptive research type. The aim of this research was to understand how theprocess of the One Day Tour management and also explains how the program run and whatinhibiting factors faced by the managers.It can be concluded that at the beginning One Day Tour is managed by a person fromDepartment of Youth, Sports and Tourism in Semarang District. The founder of the One DayTour proved that these packages could reach a lot of visitors in 3 years period from 2006until 2009 with more than 17.640 Tourists. After reached with good record, and achieves atthe heyday these packages experienced a period of low tide in 2010 till 2012 with a decreaseof 52%. Even nowadays in 2016 this packages getting into the worst condition and can beconclude that this program is totally failed and not sustainable. This case happened due thispackages doesn’t have any supported from the government; there is no public privatepartnership and low power of human resources.Recommendation that the writers can conclude is Government should increasing thehuman resources and take seriously this package into an official program.Keywords: Potential, Tourism, Program, Sustainability, Regional Autonomy, GovernmentChoices Affairs, Industry.

Abstract

Kandri, in Gunungpati subdistrict, is one of the the three village, that wasdecided as the tour villages, as stated in the decree of Semarang Mayor in 2012. Theestablishment of the Kandri tour village is aimed to improve the potency of people inKandri to create the economic independence through tourism sector. This research isaimed to analyze the parthnership in the management of the Kandri tour village inGunungpati subdistrict.The research method used is a qualitative approach, and the data collectiontechniques used are documentation, observation and interview. The source of the researchare Department of culture and tourism of Semarang, Kandri village, Pandanaran andSukomakmur tourism awareness group and people in Kandri.The result of the research shows that the Pandanaran tourism awareness group isthe one which has responsibility of the managemanet of the tour village. It is the actorwhich has the center role in creating the improvement of the Kandri tour village. All theinvolved elements have done their duty and function well so that the people gain the benefitdirectly and indirectly. The partnership in Kandri tour village is a psudeo parthnership thatis appropriate to the condition in the village. Yet, the parthnership is usual and notsustainable. Most of the partnership is done through CSR given by the private institution tothe people in Kandri through group of torism awareness. Abstract

Poor scholarship program (BSM-SMA/SMK) originated from one of theeducational problems faced by Indonesian nation is still high dropout rates and thelow participation of the poor to education. The purpose of this program is to helpstudents from poor families to obtain educational services, as well as to lower thedropout rate. The purpose of this study is to investigate the implementation of theprogram in SMK Asshodiqiyah BSM-SMA/SMK Semarang and to investigate theimpact of the program. This type of research is a descriptive study. The researchmethod used was qualitative. Informant retrieval technique using purposivesampling technique. Data collection techniques used were interviews anddocument research penilitian Results showed that: (1) The implementation is donein accordance with the provisions contained in the program guidelines issued byKemendikbud BSM-SMA/SMK. However BSM-SMA/SMK programimplementation in the city, especially in vocational Asshodiqiyah can not be saidto be successful because the fund has not been able to improve access to educationfor the poor. Abstract

 This research is done to know perception from the Members of Parliament Semarang Period Year 2014-2019 toward the direct local leader election. Through understanding the knowledge of local democracy, opinions about local democracy, and evaluation of the local democracy. This study used a quantitative approach with quantitative descriptive type. These data were obtained through a questionnaire toward the the population of Semarang City Council Member for the Period of 2014-2019. Respondents were selected by random sampling technique of proportional calculation with total number of 30 respondents. Furthermore, the data analysis was performed by busing SPSS 16.0.          The results of this study showed that the majority of the Members of Parliament of Semarang the year period 2014-2019 approve the implementation of direct elections. One thing that becomes an obstacle in the implementation of direct elections is the practice of money politics that is unavoidable.          Finally, it is hoped that this rsearch result can be a means of evaluation and opinion of Semarang City Council Member the year period 2014-2019 related to perception from the Members of Parliament Semarang Period Year 2014-2019 toward the direct local leader election. Keywords: Perception, Direct Election, Member of Parliament Semarang

Election is one form of political participation . Every citizen has the right toparticipate in the General Election without exception . So also with people with disabilities .Communities with special needs is also entitled to participate in the election .. This studyaims to examine the role of political socialization PPUA Disabled in the Jakarta gubernatorialelection in 2013 for the people with disabilities . Disabled PPUA as NGOs do play a role inpolitical socialization of people with disabilities in the elections , in order to obtain equalrights and obligations in politics , so there is no gap between people with disabilities with thecommunity at large . Abstract

Kendal Regency is the one of the regencies in Central Java with high poverty levels. One of the efforts to reduce poverty, issued The Regional Regulation No. 4 of 2011 on Poverty Reduction in Kendal Regency and poverty reduction programs. Based on that Regional Regulation No. 4 of 2011, the main priority of poverty reduction in Kendal Regency is regarding food needs. So, the community empowerment program initiated by the Food Resilience Village programs that aimed for handling of regional food insecurity and poverty. This research focuses on the implementation of the Food Resilience Village programs in Margosari Village, Limbangan Subdistrict, Kendal Regency.The type of research is qualitative analytical descriptive. Data was obtained from the primary and secondary data source, using purposive sampling technique for selecting informants. Data collection techniques used were observation, indepth interviews, and literature / documents.The results showed that the implementation of the community empowerment program based on the Food Resilience Village programs in Margosari Village, Limbangan Subdistrict, Kendal Regency was successful and has entered the stage of independently. This is due to the support and the role of community and village government were pretty good. Although, there are several obstacles factors in the implementation of Food Resilience Village activities, such as lack of human resources, administrative problems, the level of public awareness, and the problems that occur in cattle.The writer gives some advice to District of Kendal’s Government and the society of Margosari Village as beneficiaries Food Resilience Village programs. For local governments in order to further reinforce efforts to reduce poverty and overcome problems that occurred during the implementation of the program. As for the villagers, they have to improve their human resources and skills possessed by, therefore can overcome obstacles in the implementation of the activities, especially the problem of administration.

Rina Martini, M.Sc.Political Communication is the most important ones in every proses on sosialization of political party such as Campaign,etc. Every political party needed some of political communiation process. The research aims to determine how political communication strategy of the party, especially the Partai Demokrasi Indonesia Perjuangan (PDI-P) in the city of Semarang. In this 2014 legislative elections in the city of Semarang some unique phenomena related to the PDI-P. Semarang city has a head of government of the PDI-P but not able to win in 2009 has now managed to win with a cost that is high. PDI-P previously sizeable acquisition in 2004 sank in 2009 and now in 2014 they won an absolute. Therefore conducted research related to political communication strategies PDI-P in Semarang to mobilize voters in 2014.The research uses the theory of political communication from Maswadi Rauf, a process and activities shaping political attitudes and behavior that are integrated into a political system by using a set of symbols which means involving political messages and political actors, or associated with power, governance and government policy. Data collection techniques are observation and interviews were then processed and analyzed qualitatively. In the interview data collection conducted at PDI-P party functionaries Semarang, Legislative PDI-P Semarang, participants PDI-P Semarang.The results of this study are: (1) political communication strategy of PDI-P use strategy or method of face-to-face (2) actors who play an important role is the Chairman of the PDI-P, functionaries and party cadres, legislative candidates, and successful team of legislative candidates. (3) supporting factor is the party machine, big name party, social and political history of Semarang City community, regional cadre of behavioral effects of Semarang, Jokowi Effect. (4) Factor obstacle is lack of infrastructure, high levels of political apathy community Semarang.In doing political communication strategies PDI-P were pretty good, but in some sectors still needs to be improved is in the delivery of communication patterns. The high number of Abstentions in Semarang should be resolved with communication patterns and approaches are more varied with the aim of getting closer to the community, for example by holding a public market, the implementation of shadow puppets, and other social activities.3Expected with the implementation of the activities of the people will tend to change references and choose PDI-P.Keywords: Strategies of Political Communication, Political Party, PDI-P, legislative elections in 2014 in the city of Semarang, Semarang City Community Mobilization.
