Abstract

Aviation safety is the main aspect that must be maintained in airport operations. One of the efforts made is through a safety campaign program to increase public awareness of the policy of prohibiting activities that interfere with the Aviation Operational Safety Area (KKOP) at Soekarno-Hatta Airport. This study aims to analyze the effectiveness of the safety campaign program in supporting the policy by identifying challenges and formulating recommendations for improvement. This study uses a qualitative approach with interview, observation, and document analysis methods. The analysis was carried out based on the effectiveness theory from Siagian, Steers, and Sutrisno which included aspects of successful achievement of goals, integration with stakeholders, adaptation to challenges, community satisfaction, and program productivity. The results of the study show that the safety campaign program has had a positive impact, such as increasing public awareness and supporting regulations. However, there are obstacles such as limited resources, low community participation, and less optimal coordination between stakeholders. Therefore, increased collaboration between related parties, optimization of digital technology in campaigns, and periodic evaluations are needed to ensure the effectiveness of the program in supporting flight safety at Soekarno-Hatta Airport.

Abstract

The purpose of this study is to examine the implementation of library accreditation policies and their impact on improving national literacy, with a special focus on health polytechnics within the Ministry of Health. Library accreditation policies play a strategic role in ensuring the quality of library services that can support the development of public literacy as part of efforts to achieve national development goals. By the National Library Standards Policy set by the National Library of the Republic of Indonesia, library accreditation is a means of assessing the adequacy of library management against these standards, which is expected to improve the quality and access of services. The study highlights the challenges faced by health polytechnic libraries in meeting accreditation standards, including limited budgets, limited human resources, and limited policy support. In addition, this study explores the impact of accreditation policies on service quality, user engagement, and the role of libraries in improving public literacy, especially in the health sector. A descriptive qualitative research approach was used to gain an in-depth understanding of the implementation of this policy. The results of this study indicate that although most health polytechnic libraries are accredited, there are still obstacles in optimizing services and achieving literacy standards. This study provides recommendations to strengthen the library accreditation system by considering more supportive policies and improving the quality and accessibility of library services as a trusted literacy center in the community, especially in the context of health education.

Abstract

Berdasarkan Undang-undang No.5 Tahun 2014, pemerintah telah menyusun peraturan untuk mendukung pengembangan kompetensi pada ASN melalui Peraturan Pemerintah (PP) No.17 Tahun 2020 yang menjelaskan bahwa Pengembangan kompetensi bagi setiap PNS dilakukan paling sedikit 20 jam pelajaran/tahun. Di RSUPN Dr. Cipto Mangunkusumo atau yang disingkat RSCM yang sebagai rumah sakit teraktreditasi Internasional dan menjadi Rumah Sakit Umum Pusat Rujukan Nasional terdepan dalam Layanan, Pendidikan dan Penelitian yang Berstandar Internasional, pengembangan kompetensi 20 jam pelajaran/tahun bagi tenaga kesehatan lain di RSCM telah dilaksanakan sejak tahun 2021. Yang menjadi landasan dalam implementasi pengembangan kompetensi 20 jam pelajaran/tahun pada tenaga kesehatan lain adalah Peraturan Direktur Utama RSUPN Dr. Cipto Mangunkusumo Nomor HK.02.03.4.2/18898/2021. Metode penelitian ini menggunakan pendekatan kualitatif dengan melakukan wawancara mendalam, observasi dan studi dokumentasi terhadap informan. Hasil capaian implementasi pengembangan kompetensi 20 jam pelajaran/tahun bagi tenaga kesehatan lain di RSCM masih belum maksimal, sehingga diperlukan upaya peningkatan capaian tersebut melalui penyelenggaraan seminar internal dengan kompetensi yang dihitung berdasarkan jam pelajaran, menyusun kebijakan akumulasi pengembangan kompetensi dari SKP ke jam pelajaran dan melakukan monitoring evaluasi pelaksanaan kegiatan pengembangan kompetensi secara rutin dan berkelanjutan.

Abstract

The purpose of discussing the implementation of organic waste management policies in South Tangerang is to see the implementation of waste disposal policies managed by the Environmental Service successfully become something that is beneficial to society and the state. The empirical condition of the waste problem is a social phenomenon that until now has not been able to be resolved completely by the Indonesian Government. The population is increasing day by day. The increasing population of people in urban areas makes settlements in each area become dense, so that the availability of land / settlements to fulfill people's residences is decreasing. Waste problems are still in the spotlight and almost all Tangerang Selatan cities experience problems in waste management. Especially in urban areas, managing urban waste can be said to be fairly difficult and has many challenges in its management. The larger the area of an urban area, the more waste will be generated so that management is more difficult.  Waste management policies, especially food waste, can provide legal certainty in planning and utilization for the government, entrepreneurs, waste pickers, waste banks, communities, and the public. Policies in the form of programs to increase the role of the community by using the 3 R concept (Reduce, Reuse, and Recycle) are needed. Innovations continue to be developed where the main focus is to reduce waste and turn waste into renewable energy. Presidential Regulation of the Republic of Indonesia Number 35 of 2018 concerning the acceleration of the construction of waste processing installations into electrical energy based on environmentally friendly technology. a. that in order to increase the resilience of cities in maintaining public health and environmental quality, and to make waste a resource as mandated in Article 4 of Law Number 18 of 2008 concerning Waste Management, as well as to significantly reduce the volume of waste for the sake of cleanliness and beauty of the city, it is deemed necessary to accelerate the construction of Waste Processing installations into Electrical Energy Based on Environmentally Friendly Technology in certain provinces and districts / cities; b. that based on the considerations referred to in letter a, it is necessary to establish a presidential regulation concerning the Acceleration of the Construction of Waste Processing Installations into Electrical Energy Based on Environmentally Friendly technology.

Abstract

This research seeks to examine how social media marketing, customer experience, and perceived value impact purchase intention, with relationship quality serving as a mediating factor among TikTok Shop users in Tangerang Regency. A total of 165 respondents aged 17 to 35, who have made purchases via TikTok Shop, participated in the study. Data were gathered through an online survey and analyzed using the PLS-SEM approach. The findings reveal that social media marketing, customer experience, and perceived value positively contribute to enhancing relationship quality. Moreover, these variables affect purchase intention both directly and indirectly through their impact on relationship quality. These results emphasize the significance of digital marketing efforts that prioritize building strong relationships, delivering positive user experiences, and enhancing perceived value to boost consumer purchase intention. The study provides valuable insights for developing more effective digital marketing strategies on the TikTok platform.

Abstract

The rising phenomenon of employee turnover has become a serious concern for organizations, as it negatively affects productivity, employee morale, and the continuity of business operations. This study aims to analyze the effect of job satisfaction, perceived organizational support, and work-life balance on turnover intention, with organizational commitment as a mediating variable. A quantitative approach was employed using stratified random sampling, involving 210 permanent employees at PT Jembo Cable Company Tbk. Data were analyzed using the Partial Least Square-Structural Equation Modeling (PLS-SEM) method with SmartPLS software. The results indicate that job satisfaction and work-life balance have a positive influence on organizational commitment, while perceived organizational support does not show a significant effect. Organizational commitment was proven to reduce turnover intention and mediate the relationship between job satisfaction and work-life balance with turnover intention. However, the relationship between perceived organizational support and turnover intention is not mediated by organizational commitment, and its direct effect on turnover intention does not align with the hypothesized direction. These findings highlight that enhancing job satisfaction and work-life balance is essential for strengthening employee commitment to the organization, thereby reducing turnover intention more effectively and sustainably.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan cashless government dalam meningkatkan akuntabilitas belanja negara dengan studi kasus pada Kantor Pelayanan Perbendaharaan Negara (KPPN) Tipe A1 Jakarta III. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus melalui wawancara mendalam, observasi, dan studi dokumentasi terhadap proses transaksi non-tunai. Analisis data dilakukan dengan mengacu pada model implementasi kebijakan Edward III yang meliputi aspek komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi sistem pembayaran non-tunai di KPPN Tipe A1 Jakarta III telah berjalan cukup efektif, didukung oleh regulasi yang jelas, kesiapan infrastruktur teknologi, serta komitmen pimpinan dan pegawai. Namun demikian, masih terdapat kendala berupa keterbatasan literasi digital di sebagian satuan kerja, resistensi terhadap perubahan budaya kerja, serta permasalahan teknis sistem yang bersifat insidental. Penelitian ini menyimpulkan bahwa penerapan cashless government mampu mempercepat proses transaksi, meningkatkan keterlacakan keuangan, serta mengurangi potensi kecurangan sehingga berkontribusi terhadap penguatan transparansi dan akuntabilitas belanja negara. Temuan penelitian ini terletak pada pengungkapan dinamika implementasi kebijakan cashless government di tingkat operasional KPPN melalui pendekatan kualitatif berbasis teori implementasi Edward III, yang masih jarang dikaji dalam penelitian sebelumnya.Kata Kunci : Cashless Government, Implementasi Kebijakan, Akuntabilitas, Birokrasi,  Belanja Negara.

Abstract

The role of the Sharia Supervisory Board (Dewan Pengawas Syariah, DPS) is a crucial element in maintaining compliance with sharia principles and strengthening the governance of Sharia people’s Economy Banks (Sharia BPRs). The background to this research stems from the issuance of Law Number 4 of 2023 concerning the Development and Strengthening of the Financial Sector (UU P2SK), which places the DPS on an equal footing with directors and commissioners. This provision is expected to strengthen the institutional sharia supervisory function and increase the effectiveness of the implementation of sharia principles in the banking sector. However, this change in position also poses new challenges, including independence, limited resources, concurrent positions, and remuneration disparities for DPS members. This research aims to analyze the implementation of the DPS regulatory policy in the UU P2SK Law on the governance of Sharia BPRs and examine how this equalization of positions is interpreted as a form of strengthening the DPS 's role. The research uses a descriptive qualitative method through literature review, observation, and in-depth interviews with five informants consisting of the Financial Services Authority (OJK), the association of Sharia Rural Banks Throughout Indonesia (HIMBARSI), and Sharia BPRs. By using policy implementation analysis based on Grindle’s theory, the research results show that the policy of strengthening the DPS has a positive impact on increasing legitimacy, public trust, and the effectiveness of sharia governance. However, successful implementation is still influenced by management commitment, institutional capacity, and support from the Financial Services Authority (OJK) and the National Sharia Council (DSN-MUI). Optimizing the role of the DPS requires appropriate remuneration, restrictions on concurrent positions, and ongoing support to ensure the integrity and sustainability of sharia governance.

Abstract

In order to improve access to educational services, the Jakarta Provincial Government issued the KJP Plus policy for students from poor and vulnerable families. However, the implementation of this policy has faced challenges, particularly related to inaccurate targeting of beneficiaries, which has led to various public complaints, particularly in South Jakarta. This study aims to analyze the implementation of the KJP Plus policy in South Jakarta based on George C. Edward III's policy implementation theory, which includes aspects of communication, resources, implementer disposition, and bureaucratic structure. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Research informants include the Jakarta Provincial Education Office (P4OP), the South Jakarta Education Sub-Department, the Social Service Office, the Regional Development Planning Agency (BPKD), schools, and parents of beneficiary and non-beneficial students. The results of the study indicate that the implementation of the KJP Plus has run quite well administratively and socially, supported by hierarchical communication and commitment of implementers. However, limited resources, reliance on outdated administrative data, and the absence of detailed SOPs (Standard Operating Procedures) have resulted in inaccurate socioeconomic data on beneficiaries. This study recommends strengthening public communication, regularly updating recipient data, increasing implementation resources, and developing more operational standard operating procedures (SOPs). Theoretically, this research contributes to enriching studies of public policy implementation and, in practice, provides input for policy improvement.
