Abstract

Primary data collection was carried out through a list of questions to a number of respondents who were directly involved in research on Supervision and its Relationship with Employee Work Effectiveness at the Regional Office of the National Land Agency of Maluku Province. The results showed that the magnitude of the correlation coefficient between the two main variables in this study was 0 .48 and is in a moderate position. Furthermore, to find out whether there is a significant relationship between the two variables or not, it is necessary to test it by comparing it with the r-Product Moment value at a significant level of 0.5% (95% confidence level). The result is 0.266.s. Thus the results show that the t-table is greater than the r-table value (0.48 > 0.226), so it can be said that the better the supervision carried out by the Head of the Regional Office, the more effective the work of employees at the Regional Office of the National Land Agency will increase Maluku Province. Conversely, if the supervision carried out by the Head of the Regional Office is not carried out properly, then the work effectiveness of employees at the Regional Office of the National Land Agency of Maluku Province will decrease

Abstract

This study aims to examine the influence of the DPRD budget function and the performance of the Working Committee (PANJA) on the effectiveness of Draft Regional Regulation (Ranperda) preparation in the Ambon City DPRD. The research employed a quantitative survey approach. The population consisted of DPRD members and PANJA members involved in Ranperda preparation. Data were collected through questionnaires and analyzed using multiple linear regression, t-test, F-test, and coefficient of determination (R²). The results indicate that the DPRD budget function positively and significantly affects the effectiveness of Ranperda preparation (Sig. = 0.002), while PANJA performance has a positive and highly significant effect (Sig. < 0.001). Simultaneously, both independent variables significantly influence the effectiveness of Ranperda preparation (Sig. < 0.001), accounting for 78.2% of the dependent variable’s variance. These findings highlight that effective Ranperda preparation requires synergy between well-planned budgeting and professional technical execution by PANJA. The study implies the need to enhance DPRD members’ capacity in budgeting functions, optimize PANJA performance through training and evaluation, and ensure intensive coordination between both parties to produce high-quality regional regulations that impact local development.

Abstract

Purpose: The purpose of this community service program is to improve the understanding and skills of employees in organizing archives to support administrative order, thereby enhancing the efficiency and effectiveness of organizational work. Methodology: The activity was carried out at the District Office of Salahutu, involving employees as participants. The approach used was an interactive lecture method, combining theoretical explanation with direct practice. Participants learned about the importance of archives, mail management, file formation, archive reduction, and archive preservation. Supporting tools included archive classification forms, filing cabinets, and labeling equipment. Results: The program resulted in increased participants’ knowledge and skills in organizing archives systematically according to established procedures. The District Office adopted a one-gate system for incoming and outgoing mail, developed archive formation guidelines, and began implementing digital archiving. Overall, the activity positively improved the quality of archival management, making the process more structured, systematic, and capable of meeting organizational needs effectively and efficiently. Conclusions: The archival organization program demonstrated a positive impact on employees’ understanding and practical skills. With comprehensive materials, interactive learning, leadership support, and active participation, archive management became more organized, efficient, and aligned with administrative standards. Challenges such as employee resistance and misconceptions were addressed through intensive socialization and technological innovations, including digital archiving. Limitations: This program was only implemented in one location and within a limited timeframe, so its results may not represent other regions with different conditions. Contribution: This program contributes to improving public sector administrative management, particularly in archival practices.

Abstract

This study examines the influence of job satisfaction and the mediating role of locus of control on employee performance at the Regional Civil Service Agency of Maluku Province. Using a descriptive–quantitative design with causal-correlational orientation, the study involved a population of 144 employees, with 100 respondents selected through simple random sampling. Data were analyzed using path analysis. The results indicate that locus of control significantly enhances job satisfaction and employee performance, while job satisfaction also significantly improves performance. Moreover, locus of control indirectly affects performance through its positive impact on job satisfaction. These findings suggest that fostering an internal locus of control and improving job satisfaction can serve as practical strategies to enhance employee performance and inform theoretical models of organizational behavior.

Abstract

This study examines the implementation of the merit system in the promotion and transfer of civil servants within the Regional Secretariat of South Buru Regency, Indonesia. Despite formal regulations mandating merit-based human resource management, personnel decisions in local governments often remain vulnerable to political influence. Employing a descriptive qualitative approach, this study applies the policy implementation framework of Van Meter and Van Horn to analyze policy standards, resources, inter-organizational communication, and implementer disposition. Data were collected through in-depth interviews, observation, and document analysis involving key administrative actors. The findings reveal that although merit system standards are clearly regulated and widely acknowledged, their implementation remains largely symbolic. Limited human resource capacity, fragmented personnel data systems, weak coordination, and inconsistent commitment among implementing actors undermine substantive compliance. Political considerations continue to shape promotion and transfer decisions, negatively affecting professionalism, employee morale, and organizational effectiveness. This study contributes to public administration literature by demonstrating how political dynamics and institutional constraints hinder merit system implementation at the local level and highlights the need for stronger operational guidelines, capacity building, transparency, and accountability mechanisms.

Abstract

This study examines the effectiveness of One-Stop Integrated Services (PTSP) in a local government context, focusing on service performance dimensions and human resource competencies. A quantitative descriptive survey was conducted among 23 civil servants at the Investment and One-Stop Service Office in Maluku Tengah Regency. The findings indicate that PTSP implementation demonstrates a high level of effectiveness in terms of target accuracy, resource adequacy, process speed, and organizational integration. Employee competencies in communication, time management, problem-solving, and adaptability were found to support service effectiveness. The results highlight the importance of aligning institutional design with human capacity in achieving integrated public service performance. This study contributes empirical evidence from Eastern Indonesia and offers implications for strengthening organizational coordination and capacity-building strategies in local public service institutions.

Abstract

Improving public service quality remains a critical priority for government institutions. This study examines the effectiveness of service improvement strategies at the Investment and One-Stop Integrated Service Office of Central Maluku Regency using an input–process–output framework. A quantitative descriptive design with a census approach was applied, involving all employees as respondents. Data were collected through structured questionnaires and document analysis and analyzed using descriptive statistics and index scoring. The results indicate that the overall effectiveness of service improvement strategies is in the high category, with mean scores of 4.21 for input, 4.18 for process, and 4.25 for output dimensions. The findings reveal improvements in responsiveness, accountability, efficiency, and service accessibility. Key supporting factors include standardized procedures, staff competence, inter-unit coordination, and the integration of digital and manual service mechanisms. This study provides empirical evidence that structured and adaptive management strategies enhance public service performance and offers a practical model for replication in regional government institutions.

Abstract

Housing that is far from decent is still widely used as a place of residence. People in SBB district who are less fortunate do not have land to build a house, especially since land currently has high economic value. The purpose of writing as an indicator in analyzing the extent of the Livable Housing Assistance Program at the Housing and Settlement Area Service of West Seram RegencyPolicy implementation theory is used to answer problems with a qualitative research approach as a form of approach method to conduct in-depth studies on natural object conditions. The results show 1. The resource aspect in the PERKIM field of SBB Regency is quite available in terms of skills and abilities, besides that they are given the opportunity to develop knowledge capacity in improving personality abilities through further education at a higher level. 2. The attitude of the implementer is greatly influenced by the level of knowledge and understanding of the policy and the level of problematic issues that must be resolved as a priority. 3. Communication channels are a form of information used in the interaction of policy implementers and subordinates, namely vertical communication built between leaders and subordinates and coordinative communication with the community receiving the policy. However, what is of serious concern is that communication must be carried out intensively and with full concern and empathy. 4. There is a division of tasks based on SOP, starting from proposals for the construction/repair of RTLH from the Village/Sub-district, RTLH Management, RTLH Verification, Preparation of Recipient Decrees for Assistance, Preparation of RTLH Assistance Administration Documents, Supervision and Distribution Process of Assistance, Implementation of Supervision of RTLH Activities and Construction or Repair, as well as evaluation and reporting.

Abstract

This study aims to analyze the influence of leadership style on employee performance at the Department of Education and Culture of West Seram Regency, and to describe and analyze the significance of the relationship between leadership style and employee performance at the same institution. The research design is a logical plan for testing the hypotheses. This study is descriptive in nature and employs a survey method. The population consists of 47 individuals, and the sample was taken using a census technique. The data were analyzed using frequency tables, frequency distribution, summarization and interpretation, descriptive analysis, and the Product-Moment correlation formula. The results show that the leadership style implemented by the head of the Department of Education and Culture of West Seram Regency falls into the “good” category, with a 87.27 percent level. Employee performance at the same institution is categorized as high, with an 84.89% level. In addition, the study found a relationship between leadership style and employee performance at the Department of Education and Culture of West Seram Regency, as the calculated r-value (0.918) exceeds the table r-value (0.288). Therefore, it is concluded that leadership style influences employee performance at the Department of Education and Culture of West Seram Regency, with a very high level of influence.
