Abstract

Ketimpangan komposisi kontraktor kecil yang bersifat spesialis di Indonesia sangat ditentukan oleh pasar jasa konstruksi subkontrak terhadap usaha spesialis. Sebagai salah satu langkah awal mendorong pelaksanaan subkontrak konstruksi kepada kontraktor spesialis adalah dengan mengetahui perilaku kontraktor utama dalam pelaksanaan subkontrak konstruksi termasuk didalamnya faktor-faktor yang terkait keputusan kontraktor utama melakukan subkontrak konstruksi, aspek dominan yang menjadi dasar dalam pemilihan subkontraktor, metode pemilihan subkontraktor, metode pembayaran subkontraktor, serta persepsi kontraktor terhadap kinerja subkontraktor. Selain itu, juga diperlukan suatu identifikasi alternatif kebijakan sebagai upaya untuk mendorong pelaksanaan subkontrak konstruksi. Berdasarkan survey yang dilakukan terhadap 37 project manager, project engineer, project supervisor dari 8 kontraktor besar di Indonesia, memberikan informasi bahwa faktor ketersediaan kontraktor lokal yang memiliki pengalaman dan peralatan yang sesuai adalah faktor dominan bagi kontraktor utama dalam memutuskan akan mensubkontrakkan suatu pekerjaan. Namun demikian, hasil analisa korelasi terhadap tingkat subkontrak dari pekerjaan-pekerjaan dalam lingkup proyek bangunan gedung, memberikan indikasi bahwa minimnya kontraktor lokal yang memiliki kemampuan dan kapasitas khususnya dalam hal pengalaman dan kepemilikan peralatan menjadi salah satu faktor keengganan kontraktor utama melakukan subkontrak konstruksi di Indonesia. Oleh sebab itu, upaya mendorong pelaksanaan subkontrak konstruksi harus lebih fokus diarahkan kepada pengembangan kemampuan dan daya saing (competitivenes) kontraktor kecil dilevel lokal dibandingkan dengan kebijakan yang mewajibkan kontraktor utama melakukan subkontrak konstruksi.  Selain itu, berdasarkan  3 responden ahli yang disurvey dengan menggunakan metode Analytical Hiearracy Process (AHP) menghasilkan alternatif kebijakan prioritas antara lain pengaturan yang mewajibkan peserta lelang untuk mencantumkan rencana pengguna subkontraktor dalam dokumen penawaran, memberikan pelatihan kepada penanggungjawab teknik kontraktor kecil serta meningkatkan akuntabilitas proses sertifikasi dan registrasi kontraktor.Kata kunci : Subkontrak konstruksi, Kebijakan, Daya saing, Kontraktor Spesialis

Abstract

ABSTRAKMeskipun green construction telah diperkenalkan di Indonesia lebih dari satu dekade, implementasi dari konsep tersebut belumlah berjalan sesuai harapan sampai saat ini. Dengan latar belakang tersebut, penelitian diarahkan untuk mengidentifikasi kendala prioritas yang memiliki pengaruh besar terhadap implementasi green construction di Indonesia, dilihat dari sudut pandangan para pelaku di industri konstruksi. Kendala tersebut diidentifikasi dari kajian literatur terpilih yang membahas karakteristik kendala di beberapa negara,disesuaikan dengan kondisi di Indonesia, serta divalidasi menggunakan metode Analitycal Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa kendala yang paling berpengaruh adalah Komitmen Organisasi. Termasuk di dalamnya adalah tinjauan terhadap permintaan klien, pedoman dan standar yang ideal, dukungan rantai pasok hijau, kesadaran menerapkan prinsip K3, komitmen perusahaan dalam berinvestasi, serta penelitian dan pengembanganKata kunci: konstruksi berkelanjutan, green construction, kendala implementasi ABSTRACTAlthough green construction has been introduced in Indonesia for more than a decade, the implementation of this concept has not been running as expected to date. This study aims to identify priority constraints that have a major influence on the implementation of green construction in Indonesia, seen from the point of view of the actors in the construction industry. These constraints were identified from the literature review related to the characteristics of constraints in several countries, adapted to conditions in Indonesia, and validated using the Analytical Hierarchy Process (AHP) method. The results showed that the most influential constraint was Organizational Commitment. This includes a review of client demand, guidelines and standards, green supply chain, awareness of health and safety, company commitment to invest in green construction, and research and development.Keywords: sustainable construction, green construction, implementatiton constraint

Abstract

Keberhasilan suatu proyek datang dari sekumpulan orang yang terorganisir dengan baik dan menggunakan alat dan ilmu yang tepat dan cocok saat menangani suatu proyek. Sangat penting bagi manajer proyek untuk mengerti tentang karakteristik proyek, sehingga sebuah tim proyek yang melibatkan sumber daya manusia dengan teknik dan keahliannya dapat dibentuk dan diisi oleh perangkat manajemen proyek untuk mencapai suatu target performansi proyek. Salah satu isu yang menarik untuk diteliti lebih lanjut adalah mengenai pengelompokkan para tenaga ahli pelaksanaan proyek konstruksi proyek sesuai dengan aspek bidang kemampuan “soft” dan aspek bidang kemampuan “hard” yang dimilikinya pada tahapan penyelesaian suatu konstruksi. Penelitian ini menggunakan 143 data responden tenaga ahli pelaksanaan proyek konstruksi. Dan dengan menggunakan metode analisis Cluster menghasilkan 5 cluster dengan tinjauan aspek kemampuan “soft” manajemen diri dan manajemen relasi, serta kemampuan “hard” yang terdiri dari lima kategori hasil analisis faktor yaitu prelimanaries (pekerjaan pendahuluan), perencanaan, pengawasan, koordinasi, dan teknologi baru.

Abstract

Proyek konstruksi flyover memiliki karakteristik yang khas dan sangat kompleks, sehingga menghadapi berbagai kejadian risiko yang dapat berdampak serius terhadap kelangsungan proyek. Kejadian risiko mungkin terjadi karena agen risiko yang menjadi penyebabnya. Mengingat pembangunan flyover ini merupakan hal yang sangat penting dan menjadi proyek yang sangat strategis dan biasanya berskala besar, maka diperlukan kajian terhadap manajemen risiko dalam proyek konstruksi flyover. Tujuan penelitian ini adalah memitigasi risiko dalam proyek konstruksi flyover di Indonesia. Metode yang digunakan dalam manajemen risiko ini adalah House of Risk (HOR). Hasil dari HOR ini terindentifikasi 34 kejadian risiko, 17 agen risiko dan 17 tindakan pencegahan dalam proyek konstruksi flyover. Agen risiko prioritas yang harus dimitigasi adalah pengawasan pekerjaan yang tidak berjalan dengan baik. Tindakan pencegahan yang menjadi prioritas adalah adanya pengawasan intern dari owner terhadap penyedia jasa maupun konsultan pengawas.

Abstract

Bandung is the first city in Indonesia that has issued its regulations on green building incentives, i.e. gross floor area concessions, and tax deduction. Since 2016, the local government has never conducted a monitoring and evaluation of the practice of these regulations. Therefore, this study aims to determine the extent of the implementation of green building incentives in Bandung. By knowing the problems, the strategy oh improvement can be formulated thoroughly. Data collection was done through in-depth interviews with respondents who have a direct link to the implementation of green building policies in Bandung, including the City Spatial Planning Agency (Distaru), The Investment Board One Stop-Service (DPMPTSP), Regional Revenue Management Agency (BPPD), Building Expert Team (TABG) and Regulatory Drafting Team concerning Green Buildings. The results show that so far there has been no incentive issued by the mayor because no building has met the green building requirements of 2 and 3-star by current regulations. The results also obtained that the existing regulations do not regulate the amount, form, awarding time, and the validity period/duration in detail. Therefore, despite meeting the requirements, the building owner/developer cannot propose any green building incentives. Several recommendations are the socialization program that must be carried out on the government, as well as the community, and further regulations governing the details of incentive policies must be designed and issued as soon as possible.

Abstract

Problems with road construction over problematic soils without soil improvement or reinforcement generally will result in embankment instability and settlement. Many road networks over problematic subgrade in some areas in Indonesia experienced significant decrease of service levels before attaining their service life. Lack of understanding of subgrade characteristics results in ineffective and inefficient selection of construction methods. The tendency to choose the method used is still based on budgeting scheme. The selection of road construction methods on subgrade problems with a Case-Based Reasoning (CBR) analysis can save time in making decisions based on expertise of experts, so that the risk of inaccuracies in the method selection results in in approriate decision making can be minimized. Based on the results of analysis by taking case study of Pemalang - Batang toll road at the depth of 10 to 20 meters and using CBR analysis, obtained 97.74% similarity of Prefabricated Vertical Drain (PVD) construction method combined with vacuum preloading and Prefabricated Horizontal Drain (PHD) method.

Abstract

Standardization, as one of the supporting activities for infrastructure development, has an important role in the utilization of resources and all development activities. Until now, 270 SNI documents and 143 road and bridge guidance documents have been published. Standards and guidelines that have been prepared needs to be evaluated for their application. The purpose of this study is to determinate the percentage of use of road dan bridge standards and guidelines, what the factors that influence the use of road and bridge standards and guidelines, and how to take the alternative strategies to improve the implementation standards and guidelines for road and bridge. The methodology used for determinate factors that influence the use of standards dan guidelines for road and bridges is logistic regression analysis, and to find alternative strategy to improve standards and guidelines is use SWOT analysis method. The result of this study is the use of standards and guidelines for road and bridges is still below 50%.  There are 4 factors that influence the use of road and bridge standards and guidelines significantly. The result of SWOT analysis is, the implementation of standards dan guidelines for road and bridges is in quadrant I, which is an advantageous position but need some improvements implementations in the future.

Abstract

One of the most common obstacles encountered in the construction industry is the fragmented delivery process and relies on paper-based documentation and communication. To overcome these problems a good integration system is needed. Building Information Modeling (BIM) is a construction technology innovation that can help stakeholders to collaborate, visualize, and manage construction work better. However, the adoption rate of BIM in Indonesia is still behind compared to other countries. This research was conducted to gather information about the BIM adoption experience and the challenges and benefits faced by construction actors in Indonesia. This study uses the literature review method for data collection. Based on the results of the study it was found that in general the level of adoption of BIM by construction actors in Indonesia is still low, the main challenge faced is the high investment costs of BIM applications, while time efficiency is the dominant benefit of using BIM.

Abstract

The Institute of Road Engineering (IRE) is an institute dealing with research and development in the field of roads. Application of Pilot Project through service providers is an implementation of transfer of intellectual property technology with high risk. Using Interpretive Structural Modeling method and MICMAC analysis to identify, classify the contextual relationships the constraints factor of Pilot Project. In this study produce 23 constraint factors. The low quality of scheduling project implementation is the most influenced factor (Dependence) while the problem of the financial ability of the contractor to finance the work and give the project to the lowest bid is the key factor the most affecting (Driver Power) hierarchically. This analysis supports decision making make priorities for problem solving.
