Abstract

This research discusses the crucial role played by Community Organizations and Non-Governmental Organizations in efforts to achieve sustainable development in Indonesia. Sustainable development is the main goal that has received serious attention from various countries, including Indonesia. These development goals pursue an important balance between economic growth, environmental sustainability, and community empowerment. The method used is a qualitative approach involving field surveys, interviews and document analysis. interact directly with leaders of Community Organizations and Non-Governmental Organizations during field surveys. This method is used to gain a deeper understanding of the role of Community Organizations and Non-Governmental Organizations in varied local contexts and provide a holistic view of their contribution to Indonesia's development. The research results show that Community Organizations and Non-Governmental Organizations have great potential in mobilizing the community, advocating for better policies, and providing necessary services for community members. However, there are challenges that need to be overcome, including financial issues, organizational capacity, and relations with government, several empowerment strategies that can be used to strengthen the role of Community Organizations and Non-Governmental Organizations in the development process, including increasing organizational capacity, promoting partnerships with the sector private sector, and strengthening inter-organizational networks. This research provides a deeper understanding of how Community Organizations and Non-Governmental Organizations can contribute more effectively in supporting sustainable development in Indonesia.

Abstract

In the 2020-2022 period, the achievement of the Government Agency Performance Accountability System (SAKIP) of Bekasi Regency, West Java, has not been optimal. This is due to SAKIP not being a Key Performance Indicator (KPI) in the 2017-2022 Regional Medium-Term Development Plan (RPJMD). As a result, programs, activities, and budgets do not support the achievement of SAKIP. This research uses the strategic management theory of Wheelen Hunger (2012), including: Environmental Scanning (external opportunities and threats, internal strengths and weaknesses), Strategy Formulation (mission, goals, strategies, policies), Strategy Implementation (programs, budgets, procedures ), and Evaluation and Control (performance). This research was conducted using qualitative methods and deductive analysis, utilizing interview data, documents, and statistics. The results show that strategic management in Bekasi Regency has not been optimal, especially in the aspect of Environmental Scanning which has not been given enough attention. In addition, strategy formulation, implementation, control, and evaluation are still weak. To optimize the strategic management of SAKIP, regular evaluation is needed through a continuous strategic management model that includes all stages of strategic management. Strengthening leadership, political and budgetary commitment to strategy formulation, implementation and evaluation is key. This optimization involves applying the updated Wheelen Hunger-based strategic model as needed.

Abstract

Kabupaten Merangin masih banyak terdapat desa yang belum memiliki BUMDes sejumlah 69 Desa dan BUMDes yang tidak aktif berjumlah 78 BUMDes, artinya lebih dari 70 persen dari 205 yang belum memiliki BUMDes DPMD selaku Dinas yang diberikan kewenangan berdasarkan peraturan Bupati No. 38 Tahun 2016 untuk melakukan pembinaan BUMDes melalui program dan kegiatannya yang telah dilaksanakan. Oleh karena itu penelitian ini berjudul kinerja DPMD dalam pembinaan BUMDes di Kabupaten Merangin. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dan menggunakan teori kinerja menurut Dwiyanto dan analisis strategi dengan menggunakan analisis SWOT. Adapun hasil penelitian ini yaitu: kinerja DPMD dalam pembinaan BUMDes di Kabupaten Merangin belum baik dilihat dari beberapa indikator Produktivitas belum seluruh Desa mempunyai BUMDes hal tersebut disebabkan oleh kekurangan anggaran dan rendahnya kapasistas aparatur desa dalam menggali potensi dan kurangnya dukungan masyarakat. Indikator resposibilitas belum lengkap dilihat dari belum adanya SOP, rencana aksi atau jadwal pembinaan per desa dan belum adanya peraturan Bupati mengatur pembinaan BUMDes. Indikator responsivitas belum memenuhi kebutuhan atau keperluan pengurus BUMDes dan Kepala Desa karena materi pembinaan yang diberikan masih bersifat umum. Indikatorakuntabilitas kinerja DPMD dalam pembinaan BUMDes belum mencapai terbaik atau AA bahkan adanya perbedaan alokasi anggaran pembinaan BUMDes dengan pembinaan lembaga kemasyarakatn desa yang sangat banyak. indikator kualitas layanan pembinaan yang diterima oleh pemerintah Desa dan pengurus BUMDes belum berdampak besar terhadap kemajuan BUMDes bahkan BUMDes yang ada banyak berskal kecil. Terdapat lima faktor internal startegis dan lima faktor Eksternal Strategi. Kemudian terdapat dua strategi DPMD. Adapun saran peneliti memberikan tiga saran untuk meningkatkan kinerja DPMD dalam Pembinaan Badan Usaha Milik Desa di Kabupaten Merangin.

Abstract

This research is motivated by the fact that the preparation of LPPD reports in West Sumba Regency is still not optimal. The purpose of this research is to analyze and determine the implementation of the preparation of the Regional Government Administration Report (LPPD) by the Government Section of the Regional Secretariat of West Sumba Regency. The theory used in this research is the theoryImplementation of policyAccording to Edward III (1980), there are five indicators, namely communication, resources, andisposition;and structure birocracy.Then using descriptive qualitative methods. The data sources used are primary data and secondary data. Data collection techniques through observation, interviews and documentation. Data analysis methods with data reduction, data presentation and drawing conclusions. The results of this study indicate that the Implementation of the preparation of the Regional Government Administration Report (LPPD) by the Government Section of the Regional Secretariat of West Sumba Regency. In the Communication indicator, it is still not optimally carried out by the Regional Secretary of West Sumba Regency, this is proven based on the results of the study that the communication carried out has not been consistent in compiling the LPPD report in West Sumba Regency. In the resource indicator, it is still inadequate, proven based on data on the number of apparatus of the Regional Secretariat of West Sumba Regency, it is still inadequate in maximizing the preparation of the LPPD report. In the disposition and bureaucratic structure indicators, it has been implemented quite well, proven based on the results of research related to the preparation of the LPPD report in West Sumba Regency. Inhibiting FactorsImplementation of the preparation of the Regional Government Administration Report (LPPD) by the Government Section of the Regional Secretariat of West Sumba Regencynamely the still limited number of human resources and budget allocation.

Abstract

The case of stunting is a problem that is of concern to us considering that the growth and development of children at this time illustrates or produces what Indonesian human resources will be like in the future. Therefore, this stunting case must be resolved so that Indonesia has quality human resources to be able to compete in the era of technology and in terms of the quality of its mental and physical growth and development. This study aims to determine/analyze strategies in overcoming stunting in Sanggau Regency and analyze the inhibiting factors and supporting factors of strategies in overcoming stunting in Sanggau Regency. This study uses a qualitative research design and descriptive method, by adapting the SOAR Analysis model proposed by Stavros 2009. The results of these four dimensions are 1) Strength has been categorized as quite ready. 2) Opportunity has utilized everything effectively and efficiently. 3) Aspiration is categorized as having made efforts to achieve the readiness target. 4) Result/Result The government has implemented efforts so that the target is achieved. Furthermore, the supporting factors of the Sanggau Regency Government have implemented efforts in overcoming Stunting cases in Sanggau Regency such as vertical coordination between the Central Government and the Regional Government, issuing regulatory policies on overcoming stunting, programs and activities related to stunting, budget preparation, development of health infrastructure facilities and infrastructure. Furthermore, the inhibiting factor is data collection using two models, namely EPPBGM and SSGI. Data from EPPBGM is the overall result, while data collection from SSGI is the result of community attendance/participation at Posyandu.
