Abstract

Local elections (Pilkada) still face problems, both technical and substantive. Efforts to improve have been made several times by revising the law regulating local elections (Pilkada). In the simultaneous local elections in 2020, money politics arose again. The issue of cukong democracy practices depicted capital owners' power to finance local leaders candidates to contest local elections (Pilkada). This study explores and structures the problems underlying money politics in local elections (Pilkada), which formulate alternative solutions based on logical reasoning. The exploration and formulation of issues and the preparation of alternative solutions are carried out using strong arguments to ensure the conclusions' plausibility. The practice of money politics can occur in two main areas, namely in ​​the nomination process in the form of political dowries paid by candidates to political parties. In the campaign area, the condition of buying and selling votes carried out by candidates with voters. The practice of political dowry occurs due to the limited alternatives that a person can use to run for regional head elections. The nomination mechanism is much more difficult and costly through individual channels, so paying political dowries to political parties is the easiest and more specific option. The practice of money politics occurs because of voters' mental attitudes who are not rational, and the system of sanctions still supports the way of buying and selling votes. Alternative solutions to money politics in these two areas are compiled by doing a simulative analysis that can eliminate the practice's root causes. Decreasing the threshold for candidate submission by political parties, adopting the maximum point for political party support, reducing the number of voter support requirements for individual candidates, eliminating political dowries in local leader nominations, and simultaneously reducing costs for individual candidates. Adopting criminal sanctions for givers in the practice of buying and selling votes is an alternative solution in preventing the way of buying and selling votes in local elections (Pilkada).

Abstract

Since 1946, Indonesia has adopted a decentralization policy that impacts the transfer of authority to regulate and administer government affairs in the regions, followed by financing to manage these affairs. In a unitary state, the power source, both in terms of financial management and administrative power, rests with the central government. This study uses a descriptive qualitative method to explain the history of the development of authority and financial balance policies in Indonesia and the meaning of decentralization policies in Indonesia. Quantitative descriptive was used to analyze data regarding the implementation of regional government affairs, personnel expenditure ratios, comparison of central and regional expenditures, and other data related to burdens and revenues between the center and the regions. This study found that the central government has recognized regional independence through income sources managed by themselves and reduced transfer funds that aim to cover the lack of regional revenues. The provision of sources of revenue from the central government to the regions is not proportional to the ratio of the burden given. The results of this study indicate that the load is inversely related to the budgetary capacity between the government and local governments. The imbalance between the workload and the source of revenue received by the region is the low ability of the region to provide basic services that are the authority.

Abstract

The implementation of the Integrated Dynamic Archival Information System (SRIKANDI) is an effort to improve government administration services. In its implementation, there are government agencies that are resistant to implementing this application. This has an impact on not achieving the set targets. The research question is what is the SWOT analysis of the implementation of SRIKANDI in government agencies and what is the strategy for the results of this analysis. The aim of the research is to find out ANRI's strategy in achieving the target of implementing SRIKANDI. These strategic steps were analyzed using SWOT analysis (Strength, Weakness, Opportunity and Threats). This research uses descriptive research methods with a qualitative approach. Researchers collect data through the use of secondary data and literature reviews regarding service functions, policy implementation and digital governance. The results of this research indicate that the implementation of the SRIKANDI application needs to be optimized with SO (Strength-Opportunity), WO (Weakness-Opportunity), ST (Strength-Threats), and WT (Weakness-Threats) strategies.

Abstract

A country’s territorial integrity is crucial for maintaining sovereignty and must be protected through defense, security, and national unity. Indonesia’s independence was achieved through great sacrifices, making it essential to address threats such as inequality, injustice, and weakening national values. This research aims to analyze collaborative border management to accelerate the development of basic infrastructure in the North Borneo border area with Malaysia. This research employs a qualitative research design with a post-positivism approach to explore social phenomena in depth, develop theoretical interpretations, and answer the research questions. Collaborative border management has accelerated basic infrastructure development in Indonesia-Malaysia border areas, particularly in Nort Borneo. The government and private sector work together to improve road networks, inter-island transportation, water reservoirs, and telecommunications access. Providing subsidies to private entities can ensure affordable transportation services for residents while encouraging infrastructure expansion. Cross-border collaboration is essential for efficient development, enhancing accessibility, and improving the quality of life for border communities.

Abstract

The effectiveness of decision - making is influenced by internal factors such as differences in point of view, conflicts between members, knowledge and experience of team members, trial documentation, and a culture of asking questions and seeking clarification. External influencing factors include pressure from stakeholders, environmental uncertainty, resource availability, and social norms and organizational culture. This study uses a qualitative method with the source of the source data from the speakers and the review of literature and other reading materials. Determination of informants in the study using purposive sampling techniques with data collected through interviews and observations. The location of this study is in the environment of Bawaslu of West Java Province and the structures below it. The Supreme Audit Board (BPK RI) session implements a collective collegial decision-making system, which involves all members of the session in discussion and deliberation to reach a consensus. To improve communication skills and teamwork, BPK RI can take strategic steps such as improving communication skills, creating an open environment, managing conflicts, seeking mutual understanding, and respecting the opinions of members.
