Abstract

Abctract: The purpose of this research is to find out how the promotion of CIVIL SERVANTS in the Office of the Civil Service Agency in the area of structural Ternate city. This study uses qualitative methods. Informant this study as much 6 officials/employees at BKD, i.e.: Secretary (1 person), head (2), the head of the subfields (1 person), CIVIL SERVANTS ever in the promotion (1 person), and CIVIL SERVANTS have never been in the promotion (1 person). Data collection techniques used are interviews. Data analysis was done with a qualitative analysis techniques, interactive analysis models from Miles and Hubernann. Based on research results drawn conclusion:(I) requirements for the promotion of structural officials (i.e. rank/category, educational level, work achievement, competency, training, structural seniority, experience, and age) applied with a fairly consistent and objective enough. (2) Promotion of structural officials also consider it pretty consistently and fairly objective factor of dedication and loyalty, and morality. Shove off from the results of this research, suggested:(I) forward, the process of the promotion of structural officials at BKD Ternate city be done openly through the term of the auction system was implemented in some areas. (2) Team Baperjakat be more rigorous and objective selection process in the promotion of CIVIL SERVANTS in the structural position in accordance with the mandate of the ACT. Abstract

Abstract: This study by using qualitative methods. Informant research consists of head of the agency, secretary,and heads of fields. Staff / executives; all amounted to six State Civil Apparatus. Implementation of competencedevelopment of State Civil Apparatus has been applied by local government, although for the development ofcompetence has not become a priority of regional needs based on regional content not only based on fulfilmentof fundamental need of organization, performance management and competence development still limited bylack of budget and managing staff. The state of apparatus / employee in Local Employment Agency RegencyTalaud Islands generally have good work performance. Development of the competence of the State CivilApparatus Local Employment Agency Talaud District personnel agency is programmed through education,training and training. The development of apparatus competence is also done through the workplace.Therefore, this research recommends some things as follows: 1) In order to improve the ability of employees,sending employees to follow the structural training prioritized those who have held positions / those who aremore senior both in terms of rank and work period. So as not to cause social jealousy among employees. Besides,for the requirements to occupy a position really fulfilled. 2) Implementation of merit system can support thedevelopment of employee competency in the office of the Regional Personnel Agency of Talaud IslandsRegency. Abstract

Abastrack: In accordance with the village development goals mandated in Law No. 6 of2014, thus, the Utilization of Village Allocation Fund (ADD) is expected by the GovernmentBolaang North Mongondow can increase community participation in rural development in mutualcooperation. Rural development is directed to make optimum use of natural resources and humanresources development by improving the quality of life, skills and initiative with guidance andassistance from the government.To find out how the Village Fund Allocation Utilization in promoting rural development inthe village of Tanjung Sidupa District of North Mongondow Pinogaluman Bolaang.As for the benefits of this research are: (1) Purpose Theoretical results of this study areexpected to be useful in the development of science related to the science of government. Especiallyin the analysis of the Village Fund Allocation Utilization (ADD). (2) Practical Uses results of thisstudy are expected to contribute ideas on the implementation of the policy to the perpetrators ofthe policy and decision makers related to the development of regional development.In this regard the government to increase the capacity of the village, development andempowerment of rural communities need to gain greater attention, including through the patternof allocation of funds pengelolahan village or the Village Fund Allocation (ADD). ADD isdistributed to all villages in North Mongondow Bolaang fair and equitable manner and its use inaccordance with the needs of the village.Based on the results of these studies in deduced that the utilization of the Village FundAllocation (ADD) as a replacement for the use of development funds / District Village can increasecommunity participation in village development in Tanjung Sidupa.Based on the conclusions of the research results it is suggested several things: (1) Tointensify community participation in rural development. Abstract

Abstract: This study berwal of experiences to the principal that is, the extent to which the influence of theleadership of the head of the village to increase public awareness in paying taxes on land and buildings inthe village kaayuran south district under the District Langowan minahasa. Thus this study aims to analyzethe influence of the leadership of the head of the village to increase public awareness in paying taxes on landand buildings in the village kaayuran south district under the District Langowan minahasa. This study usesquantitative methods to approach the descriptive analysis of data and information collected throughquestionnaires distributed to the technique 53 respondents were equipped with observation technique byapplying the technique of frequency tables, analysis of product moment and simple linear regression. Basedon the results of the data analaisi known that the answer respoenden on leadership clod village is in a classinterval between 22-25 with a .frequency of 25 respondents, or 47.2% This indicates that the average scoreof variable Leadership Village Head (X) are in the category of "high" while in the pay of the UN Awareness(Y) beada the class interval between 22-25 with a frequency of 23 respondents, or 43.4% , It can beinterpreted that the average scores in the Public Awareness variable pay land and building tax (Y) in thevillage of Down District Langowan Kaayuran the South are in the category of "high" It can be concludedthat the Leadership Village Head Down Kaayuran Southern District Langowan very ignifikan positive effecton the level of public awareness in paying property tax The village head in implementing transformationalleadership style tends to rely more effective in raising public awareness and building earth to pay tax, inparticular in Kaayuran village Down South Minahasa District Langowan.Keywords: Leadership village head, Awareness In Pay Property Tax

ABSTRACTThis watchfulness is done to detect the increase region original income and detect tax acceptance restaurant tax influence towards region original income.This watchfulness aim : (1) how to detect restaurant tax harvest policy execution procedure in increase region original income (2) detect increase region original income in Manado city.Method that used qualitative and data that used restaurant list in Manado city and procedure with regency region original income realization data Manado period 2010 up to year 2015. Data collecting technique that field research (field watchfulness) by interview and observation.Research from this watchfulness has showed that restaurant tax harvest execution procedure as according to this matter by law can influential towards restaurant tax acceptance contribution in regency region original income in Manado city. From year 2010 up to year 2015 experience increase and depreciation. This is caused by restaurant closing existence and development restaurant. Abstract

This research aims to explain the development of the quality of community resources in the border area ofMarore Islands Sub-District in Sangihe Islands Regency. The program of developing the quality ofcommunity resources of the border area in the Marore Islands Sub-District of Sangihe Island Regency iscarried out by the Planning and Research and Development Agency (BAPELITBANG) of the SangiheIslands Regency. This research uses descriptive method of qualitative approach, and data collectiontechnique done by observation, interview technique and documentation. Number of informants as many as10 people. In this research using indicators of quality development of human resources according toNotoatmodjo, which in this process approach includes 2 indicators as follows; (1) education and (2) training.The result of the research shows that the development of the quality of border area community in MaroreIslands Sub-District is quite good. This can be seen from the existing education programs and trainingprograms in the border areas to develop the quality of community resources in the border areas. But thereare still some obstacles related to such programs such as the lack of educators so that the utilization ofexisting facilities has not been maximized. Other obstacles include the lack of public interest to participatein that programs.Key words: Development, Quality of Human Resources, Border Area

Abstract

Abstract: Implementation of Public Service is all services organized by public service providers as an effort to meet theneeds of service recipients and implementers of legislation. Public service is basically about the vast aspects of life. In thelife of the state, the government has the function of providing various public services required by the community. One thingthat until now is often still a problem in the relationship between the people and the government in the region is in the fieldof public services, especially in terms of the quality or quality of service government apparatus to the community.Tourism is currently being intensively incentive in the city of Manado. Lots of local and foreign tourists visiting the city ofManado. But with the level of service is said to be less than the relevant Office to make the process of tourism is not goingwell.In this research used qualitative research method, so the researcher will not specify the research only based on researchvariable, but the whole social situation examined covering aspect of place, actors and activity that interact synergistically.The result of the research shows that the lack of public service available in the Manado City Tourism Office makes thetourism process less good. With the level of human resources that have not qualified with the limitations of foreign languageskills make the tourists, especially foreign tourists feel uncomfortable. The tourism program created by the governmentitself has not been fully felt directly by the community. Abstract

This study aims to describe how the implementation of administrative governance in reporting village funds. This study uses descriptive qualitative methods, and data collection techniques used are observation, interview and documentation. The number of informants in this study were seven people. In this study using the theory of good governance principles. The results of this study indicate that in administrative governance of village fund reporting in rural areas, not all village administrations can be applied in accordance with applicable regulations that refer to PERMENDAGRI No. 47 of 2016. The lack of tools needed to manage village administration, and the lack of capacity and responsibility of the village government in carrying out its duties, and the implementation of work duties that are not in accordance with the basic tasks and functions of village officials, are obstacles to achieving good and appropriate administrative governance in the village fund accountability report. .Keywords: Governance, Village Administration, Responsibility Report, Village Fund
