Abstract

ABSTRACT : This study is based on the assumption of the importance of leadership behavior and employee competence in realizing the effectiveness of the organization or bureaucracy. By taking research location in the Regional Secretariat Bolaang North Mongondow, this study wanted to answer the questions: (1) the extent to which the relationship of leadership behavior with the effectiveness of the bureaucracy? and the extent to which the relationship of employee competence to the effectiveness of the bureaucracy?This study used a survey method. Subjects were civil servants in the Secretariat of the North Mongondow Bolaang area, with respondents as many as 48 people taken at random from the 72 civil servants. The main instruments used in data collection was a questionnaire / questionnaire and assisted with interview techniques. The data analysis using descriptive statistical analysis of frequency distribution / percentage, chi-square and contingency coefficient. The result showed: (1) the value of chi-square and contingency coefficient of correlation between the behavior of the leadership of the effectiveness of the bureaucracy are significant at the 99% confidence level. (2) the value of chi-square and contingency coefficient of correlation between the effectiveness of employee competence of the bureaucracy was also significant at 99% confidence level.Based on the results of the data analysis conclusion: (1) leadership behavior has a strong positive correlation and significant to the effectiveness of the bureaucracy. (2) competency employee has a close positive correlation and significant to the effectiveness of the bureaucracy. Contrary to the conclusion of the study results suggested that the quality of leadership behavior and employee competence would beenhanced to achieve maximum effectiveness of the bureaucracy.Keywords: leadership behavior, job competence, the effectiveness of the bureaucracy.

Abstract

Tujuan penelitian adalah untuk mengetahui kinerja sekertaris desa dalam penataanadministrasi desa di Desa Gangga Satu Kecamatan Likupang Barat Kabupaten Minahasa Utara.Penelitian ini menggunakan metode pendekatan kualitatif. Informan penelitiana adalah KepalaDesa (1 orang), Sekertaris Desa (1 orang), dan staf/pegawai pemerintah desa (3 orang); sedangkaninforman dari masyarakat penerima pelayanan sebanyak 5 orang jadi total informan ada 10 orang.Pengumpulan data menggunakan pedoman wawancara, sedangkan teknik analisis yang digunakanadalah analisis model interaktif dari Miles dan Hubernan. Berdasarkan dari hasil penelitian yangtelah dilakukan oleh penulis, maka dapat disimpulkan sebagai berikut : (1) Responsiveness(Responsivitas) atau kemampuan untuk mengenali tuntutan masyarakat terhadap pelayanan,menyusun agenda, dan prioritas layanan sudah sangat baik. dimana dapat kita lihat bahwa agendakerja dan skala prioritas yang dibuat mengacu pada aturan dan standar operasional yang telahditentukan oleh pimpinan melalui musyawara bersama berlandaskan pada tuntutan dan kebutuhanmasyarakat sehingga pemahaman terhadap tuntutan dan keluhan masyarakat dapat ditanganidengan baik. (2) Responsibility (Responsibilitas) disini menunjukkan kegiatan pelayanandilakukan sudah ssesuai dengan prinsip-prinsip administrasi. Dalam hal ini proses perencanaan,pengorganisasian, aktualisasi dan pengawasan berjalan dengan sangat baik walau beberapa kendalaseperti miskomunikasi terjadi namun bisa diatasi dengan mudah. (3) Accontabilit (Akuntabilitas)menunjukkan bahwa kebijakan dan kegiatan unit kerja sebagai organisasi yang harus mampumempertanggung jawabkan seluruh aktifitas dan operasionalnya sudah menunjukan hal positifdimana proses pertanggung jawaban disini dilakukan melalui laporan pertanggung jawaban yangditujukan kepada pimpinan pemerintah desa dalam hal ini hukum tua/kepala desa, BPD,kecamatan, dan yang paling penting kepada masyarakat dalam rapat atau musyawara bersama yangdihadiri setiap komponen desa. Laporan pertanggung jawaban ini berisi segala bentuk dokumentasidan administrasi terkait penyelenggaraan pemeritah desa, penyelenggaraan kegiatan atau programkerja desa, keuangan, dan segala bentuk pelayanan publik berserta pembuktiannya.Kata Kunci : Kinerja, Sekretariat Desa Penataan Administrasi Desa

Abstract

The purpose of this research is to know the implementation process of economic empowerment program ofcoastal community in Belang Subdistrict of South Minahasa Regency. This is due to poorly targeted aid,poor quality of beneficiary community resources, misuse of relief goods, and lack of cooperation betweenthe Office of Marine and Fisheries with the District Government. To be able to describe the implementationof economic empowerment program of coastal community in District Belang Regency of South Minahasa,researcher use descriptive qualitative research method. Data obtained through primary and secondary datasources with interviewing, obserfasi and document review techniques. Data analysis is done by datacollection, data reduction, data presentation, and conclusion. The results of this study indicate that thisprogram is quite helpful in improving the economy of the community but in its implementation is still foundthat the distribution of aid that is not on target and with limited human resources of the beneficiaryfishermen groups resulted in the misuse of relief goods. Recommendations that can be put forward are bytightening the data collection of fishermen groups, providing maximum assistance to each group andmaking a statement not to abuse the relief items received.Keywords: Policy Implementation, Economic Empowerment, Coastal Communities.

Abstract

Bureaucratic behavior is essentially the result of bureaucratic interaction as a collection of individualswith their environment. Deviant bureaucratic behavior is more accurately seen as a bureaucraticpathology or a symptom of bureaucratic deviation. In relation to bureaucratic behavior in providingservices in the sub-district, its position, role, and function cannot be separated from individuals as subdistrictofficials (employees) who have perceptions, values, motivation, and knowledge in order to carryout social duties, functions, and responsibilities in providing services. Human behavior in organizationslargely determines the achievement of maximum results in order to achieve organizational goals.Human behavior is a function of the interaction between individuals and their environment. Eachindividual has its own characteristics, and these characteristics will be brought when he entered acertain environment. These characteristics include abilities, personal beliefs, needs, and experience.Likewise, organizations within the sub-district scope of each individual (bureaucrat) have certaincharacteristics, namely the order that is realized in the hierarchy, work, tasks, authority andresponsibility, so that they are required to be able and consistent in providing services to thecommunity.Keywords: Behavior, Bureaucracy, Public Service

Abstract

Abstract: Improving the quality of public services required of civil servants who are not only in termsof quantity, but also requires the ability professionalism and moral qualities are directly proportionalto the demands of society. Human resource development within the ranks of government (publicorganizations) need to be directed at upgrading professional skills and the development of professionalethics which is accompanied by a spirit of service to the public (community). For the purpose of thisstudy to analyze the influence of professionalism village government officials on the quality of publicservices in the Village Malalayang One Malalayang District of Manado City.This research method using diagnostic analytic design with descriptive-quantitative method andexplanatories survey. The use of quantitative methods and explanatory descriptive-survey possiblebecause this study raised the issue of considerable actual and aims to analyze social phenomena andexamine the relationship between the phenomenon or effect. The population in this study were allvillage officials and community service users in villages Malalayang One Malalayang District ofManado City. The purposive sampling conducted as many as 30 people, consisting of 15 peopleMalalayang The village government apparatus and the remaining 15 persons from the community ofusers of services.the results of this study shows there is a strong indication that when village officials increasedprofessionalism (high) will encourage the improvement of the quality of public services. These resultsare consistent with the results of a simple linear regression analysis to the equation Y = 2.062 + 1.040X,and product moment correlation coefficient r of 0.809.Keyword : Profesionalism, Publik Service Quality

Abstract

Abstract : The study is in the context of preparing the thesis for Tier One graduated in the Faculty of Social and Political Unsrat Manado. This study aims to determine the Community's Participation in the Motor Vehicle Tax Paid on call centers Bitung. This study uses descriptive qualitative research in the form of case studies and studies done on the case book. Studi call centers Bitung, while the literature study conducted by collecting data from the literature relevant to the problems of motor vehicle tax. The results showed that the level of community participation as a taxpayer in the motorcycle vehicle has been classified as PKB pay advanced, services performed by the employee Samsat is very well to the public taxpayer, but for better results again should the holding of direct socialization of the SAMSAT.Keywords: public participation, pay PKB

Abstract

This study aims to determine the role of local governments in promoting Tanjung Baong tourismobjects in Soasio Village, Galela Subdistrict, North Halmahera Regency, which are reviewed in planningin promoting an object and implementing and evaluating. Promoting tourism objects aimed at attractingtourists who come by sebap that there must be clear information and the government must also have astrategy to influence tourists to be interested and interested in visiting these attractions. The role of bloodgovernment is very important to realize the wishes of the village government and the community tointroduce Tanjung bongo out and to be better known by the outside community. Abstract

ABSTRACT : Orphange is a childcare intitute that have function to serve, nurture, educate, and full fill the rights of children. In this place children will be custody by implementor to replace parent’s role to nature, and give education to child so they can grow up with good quality, useful, and can responsibility for them self and other people one day. The child get in orphange is because they family have a economic difficulty, or don’t have a parents so they can be categorized as a orphan. This research try to explain childcare policy implementation in increase human resource at Nazaret Tomohon orphanage. This research use qualitative method so can get a result through an a direct observation and get interview from a few informan. to guide this research implementation theory from Van Meter and Van Horn has been used, that policy implementation is based to standard and policy purpose, human resource, organisation characteristic, executive, communication between related organisation, disposition. This research found that childcare policy implementation in increase human resource can be seen from standard and purpose of policy, human resource, characteristic executive organisation, communication between related organisation, and executive is already effective in childcare implementation because it based on religion value, ethics, moral, and exemplary from care givers. The conduction that can get from this research is the ability from caregiver can perform a good nurture so the quality from human resource can increase. Abstract

Abstract: This study aims to determine and analyze the magnitude of the influence of Human ResourceCompetence on the Performance of Civil State Apparatus in the Department of Agriculture of SangiheIslands Regency. The method that writer use in this research is quantitative method, is research method basedon philosophy of positivism, used for researcher at certain population or sample. Sampling technique used israndom sample technique from research at Agricultural Service of Regency of Sangihe Islands as much 30people. Data analysis techniques used are simple linear regression analysis and simple correlation analysis.Based on the analysis of Correlation Coefficient (r) = 0.812 or 85.9% while the coefficient of determination(r²) = 0.738 or 73.8%. With these results can be explained that the variation of performance changes is alsoinfluenced by variations of competence variables change and the remaining 26.2% influenced by otherfactors. Based on the results of the above research, the hypothesis presented can be accepted. This is indicatedby the amount of contribution factor competence to the performance factor. Based on the results ofsignificant tests obtained Fcount = 14.105 at a significant level of 0.05 with degrees of freedom (df) = n - 2 =28, then Ftabel 4.20. From the data it is obtained that Fcount is greater than Ftable where Fhitung 14.105>4.20. Then Ha accepted and Ho rejected. This proves that there is a significant amount of influence betweenthe Competence of Human Resources on the Performance of Civil State Apparatus in the Agriculture Serviceof the Regency of Sangihe IslandsKeywords: Human Resource Competency, Performance of Civil State Apparatus

Abstract

BUMDes is a village-owned enterprise established on the basis of village needs and potential as an effort to improve community welfare. Transparency is needed in the management of this Village-Owned Business Entity. This study aims to find out how transparent the management of Village Owned Enterprises in Kamanga Village, Tompaso Subdistrict, both in terms of community recognition and response. This study uses a phenomenological approach by conducting interviews. The results of this study are the practice of transparent administration in the form of the availability of financial reports and other data concerning the transparency of management of BUMDes. This study used a qualitative research method. The data collection technique was carried out by interviewing, documenting, and collecting data with documents to see how Transparency in managing BUMDes Kalooran in Kamanga Village, Tompaso District. The researcher used four indicators namely Document Availability and Accessibility, Clarity and Completeness of Information, Process Openness, and Regulatory Framework that Guarantees Transparency. Based on the results of the research conducted, the BUMDes Kalooran was not transparent in its management, seen from the availability of documents not provided by the management, and the community that did not know about the BUMDes program. The government seems closed in processing and running the BUMDes program. It can be concluded that the management of the Owned Enterprise of Kalooran Village in Kamanga Village, Tompaso Subdistrict is not transparent in its management.Keywords: Transparency, Management, Business Entity, Village
