Abstract

Garis kemiskinan merupakan suatu nilai pengeluaran minimum kebutuhan makanan dan non makanan yang di pergunakan sebagai suatu batas untuk mengelompokan penduduk miskin atau tidak miskin. Sementara itu, pengeluaran pemerintah merujuk pada belanja yang dilakukan pemerintah untuk berbagai keperluan, termasuk program-program social terutama di bidang pendidikan dan bidang kesehatan. Penelitian ini sendiri bertujuan untuk menganalisis pengeluaran pemerintah di bidang pendidikan dan kesehatan. Dalam penelitian ini, metode analisis yang di gunakan adalah metode pendekatan kualitatif dengan tipe penelitian deskriptif untuk menganalisis pengeluaran pemerintah di bidang pendidikan dan bidang kesehatan provinsi Sulawesi Tengah. Tingkat kemiskinan Sulawesi Tengah menurun dari 14,45 persen pada tahun 2016 menjadi 12,41 pada tahun 2023. Pengeluaran pemerintah di sektor Pendidikan dan kesehatan memberikan pengaruh negative terhadap tingkat kemiskinan, artinya peningkatan anggaran berkontribusi pada penurunan Tingkat kemiskinan di provinsi Sulawesi Tengah.

Abstract

Regional financial management plays a pivotal role in attaining development objectives and enhancing community welfare particularly in fledgling regions like Sigi Regency. Regional governments' fiscal performance gets thoroughly evaluated via wonky effectiveness and efficiency metrics quite essential for assessing resource management skills and revenue goals. The goal of this research is to evaluate the financial performance of Sigi Regency. The study utilised secondary data from the Sigi Regency APBD for the 2020-2024 budget cycle. In order to assess the financial effectiveness and efficiency of the region, the analysis method involved calculating the Effectiveness Ratio and Financial Efficiency Ratio. The findings indicate that, on the whole, the financial effectiveness ratio of Sigi Regency during the 2020-2024 period has reached a highly effective level. This suggests that the local government of Sigi Regency has effectively managed to achieve the expected Regional Original Revenue (PAD), thereby maximising the potential of PAD to support the region's development. Meanwhile, the financial efficiency of Sigi Regency from 2020 to 2024 generally remained at a lower and less efficient level. This indicates that the ratio of revenue to expenditure was not optimal. Even during the periods of 2020, 2021, 2022, and 2024, the efficiency ratio exceeded 100 percent.

Abstract

The Mapane Tambu Village community group has long pursued Lentora Turtle Conservation. However, these conservation activities still have various obstacles to their implementation, especially in the buildings and infrastructure that support the conservation of Lentora turtles. These obstacles are related to funding problems, which are permanent in nature. The long-term existence of Lentora turtle conservation can benefit the people of Mapane Tambu Village if it is managed well, especially if it is used as a turtle conservation ecotourism area. Low public awareness and knowledge and a lack of concern for turtle conservation are the main problems in turtle conservation activities. This service aims to help empower the Lentora Turtle Care Group to raise funds for the Mapane Tambu Village, Balaesang District, Donggala Regency community. The stages of this service activity include preparation and implementation (training and socialization). The achievement of the service was an increase in donors for turtle conservation fundraising from 4 donors to 6 donors. The Lentora turtle care group initially had problems providing turtle food, but through this service, it was able to obtain permanent donors to provide lentora turtle food. Furthermore, the sustainability of community service activities requires assistance in developing turtle conservation ecotourism as a new business opportunity to increase additional income and as a new source of Village Original Income through the tourism sector.

Abstract

Purpose: This study aims to understand the impact of modern retail, particularly Alfamidi and Indomaret, on income levels and the sustainability of traditional retail businesses in Parigi District, Parigi Moutong Regency. It focuses on how traditional retailers are affected and how they respond to competition. Methodology/approach: This research uses a descriptive qualitative approach and is conducted in the Parigi District. Data were collected through purposive sampling using observations, in-depth interviews with traditional business owners, and documentation. The data were analyzed using thematic techniques, such as data reduction, presentation, and conclusion drawing. Results/findings: The findings reveal that the emergence of modern minimarkets has intensified competition, resulting in a decline in customers and income for traditional retailers. Consumer shopping preferences have shifted due to competitive prices, wider product selection, and better facilities offered by minimarkets. Nevertheless, some traditional retailers have started to adapt by innovating their product offerings and improving their service qualit. Conclusion: The presence of minimarkets in the Parigi District presents both challenges and opportunities. While many traditional businesses experience reduced income, others attempt to survive by adjusting to market demands through innovation and differentiation. Limitations: This study did not include quantitative measurements of income decline or behavior change, limiting the precision of its economic impact analysis. Contribution: This research provides important insights for local policymakers to design fair competition strategies and support traditional micro and small businesses to ensure a balanced and sustainable retail ecosyste.

Abstract

This research examines how various factors including farm size, years of agricultural experience, and expenses for seeds, fertilizers, pesticides, and labor impact the earnings of rice cultivators in Nambaru Village, located in South Parigi District, Parigi Moutong Regency. The study employs a quantitative descriptive methodology and was carried out between February and March 2025, gathering data from 60 participants in Nambaru Village. The investigation utilized both primary and secondary data sources. Primary information was collected through direct observation and interviews using questionnaires, while secondary data came from governmental agencies and academic sources, including the Central Statistics Agency (BPS), Department of Food Crops, and Agricultural Extension Services. The analytical approach employed multiple linear regression techniques. Findings reveal that rice farmers in Nambaru Village earn an average of Rp 24,661,676 per hectare during a standard growing season, achieving an efficiency ratio of 3.03 based on Revenue-to-Cost (R/C) analysis. The study demonstrates that when considered together, all six factors namely farm size (X1), agricultural experience (X2), seed expenses (X3), fertilizer costs (X4), pesticide expenditures (X5), and labor costs (X6) collectively show a positive and statistically significant relationship with farmers' income (Y). When examining individual factors, farm size (X1) demonstrates both positive and significant influence on income. Agricultural experience (X2), fertilizer expenses (X4), and pesticide costs (X5) show positive correlations but lack statistical significance. Conversely, seed costs (X3) exhibit a negative and significant relationship with income, while labor expenses (X6) show a negative but insignificant effect on rice farmers' earnings in the study area.

Abstract

The agricultural industry continues to be a significant source of employment in Indonesia, surpassing other sectors in terms of job opportunities. This underscores the importance of the agricultural sector in influencing the country's economy. Similarly, in Donggala Regency, agriculture plays a pivotal role in supporting the local economy. This research aims to assess the agricultural sector's impact on economic development in Donggala Regency. The study utilizes descriptive analysis and formulas to examine growth and contributions. The findings indicate that agriculture is a key sector in Donggala Regency, despite its slower growth rate compared to other sectors, as it makes the most significant contribution to the region's economic growth. For this reason, the result suggest that it is imperative for policymakers to focus on enhancing the agricultural sector by making strategic investments in technology, infrastructure, and training for farmers. This will help in maximizing growth rates and economic contributions for the purpose of sustainable regional development.

Abstract

Poverty reduction continues to be an important goal in Indonesia's plan for progress, and the Family Hope Program (PKH) was created as a way to give money to poor families in order to help improve their well-being.   This research looks at how well PKH is working in Lembantongoa Village, in Palolo Subdistrict, Sigi Regency, where the program has been in place since 2016. This type of research is descriptive qualitative research. The informants for this research are PKH Companions and PKH Recipients. Data was obtained through observation, interviews and documentation. PKH financial assistance in Lembantongoa Village is sufficient to help the economy of the Poor Households (RTM) in the areas of health for pregnant women and toddlers as well as children's basic education, in accordance with the objectives of implementing PKH. From the results of the research that researchers have conducted in the field, it shows that the stages of achieving the objectives of implementing PKH have been carried out well and are in accordance with the objectives and also the implementation of the PKH Family Hope Program (PKH) in Lembantongoa Village has improved the welfare of PKH beneficiaries.

Abstract

This research aims to determine the role of Village-Owned Enterprises (BUMDes) in enhancing agricultural potential and community welfare. The analytical method used in this research is qualitative method with data collection techniques through observation, direct interviews, interactive analysis conducted continuously through various stages including reduction, data presentation, verification and conclusion drawing. The research results show that the role of BUMDes in the community provides a positive impact because the existence of BUMDes can: 1) Increase agricultural productivity 2) Provide socialization or training programs for planting and fertilizing. 3) Provide convenience to the community in obtaining fertilizers, pesticides, seeds. 4) Increase community income and Original Village Revenue. 5) Help the community in developing businesses through access to capital.

Abstract

The manufacturing sector is a strategic pillar of regional economic development due to its significant role in generating added value and creating employment opportunities. However, in Palu City, the growth of this sector has not consistently translated into proportional increases in employment absorption. This study aims to analyze the elasticity of manufacturing sector growth with respect to its contribution to employment absorption in Palu City over the period 2019–2023. A descriptive quantitative approach was employed, utilizing secondary data obtained from the Central Bureau of Statistics (BPS) of Palu City and relevant agencies. The data set comprises the manufacturing sector’s Gross Regional Domestic Product (GRDP), the number of workers in the manufacturing sector, and the total workforce in Palu City. The analysis involved calculating both output and employment growth rates, followed by the computation of labor absorption elasticity using the elasticity ratio formula. The results reveal that the relationship between manufacturing output growth and employment absorption in Palu City is volatile and not always proportional, as indicated by the elasticity measurements of manufacturing GRDP growth relative to employment growth in the sector. Certain years recorded negative elasticity values, reflecting inverse relationships driven by internal sectoral dynamics such as efficiency gains, technological adoption, and external shocks including the COVID-19 pandemic. The study concludes that although the manufacturing sector makes a substantial contribution to economic growth, its impact on job creation remains suboptimal. As such, integrated policies are needed to align industrial growth with sustainable employment and improve regional welfare.

Abstract

Unemployment remains a critical challenge for the Indonesian economy, including in Central Sulawesi Province. Economic growth, measured by Gross Regional Domestic Product (GRDP), and human development quality, measured by the Human Development Index (HDI), are two key factors suspected to influence the Open Unemployment Rate (TPT). This study aims to analyze the influence of GRDP and HDI on the Open Unemployment Rate in Central Sulawesi Province from 2014 to 2023. This study utilised a descriptive quantitative research method using secondary data obtained from the Central Statistics Agency (BPS) for the period 2014–2023. Data collection techniques were carried out through documentation, while data analysis used elasticity analysis to measure the level of responsiveness of TPT changes to variations in GRDP and HDI. Based on the research, the results show that changes in GRDP have a significant and negative effect on the open unemployment rate in Central Sulawesi Province from 2014 to 2023. An increase in GRDP will reduce the open unemployment rate in Central Sulawesi Province. Changes in HDI have a significant and negative effect on the open unemployment rate in Central Sulawesi Province from 2014 to 2023. An increase in HDI will reduce the open unemployment rate in Central Sulawesi Province. The study concludes that both economic expansion and improvements in human capital are effective strategies for reducing unemployment in the region.
