Abstract

The delay in opening the DPRD Secretary in Bone Regency also underscores the issue of bureaucratic processes and how it affects governance more generally. This paper evaluates administrative, political and social consequences of the delay through a qualitative literature review approach that relies on accredited national and international journals and applicable regulatory documents. The results indicate that the unfilled office of the Secretary interfered with the administrative coordination between the executive and the legislative branch and caused delays in making decisions, budget planning, and even formulating legislative policies. Politically, this demotion of the Speaker of the DPRD to provide a recommendation without a valid reason served only to create more tension between the two branches, undermine cooperation, and extend the periods of political confrontations. In social terms, the halted process gave the impression of lack of transparency and political interference, as it weakened the institutional trust of the population in government and destroyed the reputation of democratic governance. The analysis of regulatory institutions also demonstrates that Government Regulation No. 18 of 2016 allows the Speaker a high degree of discretionary power, which, when abused, may hinder the running of the administrative machinery and undermine institutional credibility. To overcome these, the research suggests reforms to demystify the processes, improve communication between the executive and legislative departments, redefine the power of the Speaker to be objective and improve transparency with oversight and mediation procedures. It is also necessary not only to avoid administrative stalemates but also to ensure that people have faith in democratic procedures. The example of Bone Regency can therefore underpin valuable lessons regarding the connection between procedural compliance, institutional stability and the quality of governance during the era of decentralization in Indonesia.

Abstract

Public service is a key indicator of government performance directly felt by the public, yet in practice, many fundamental problems remain, including in population administration services at the Bone Regency Population and Civil Registration Office (Disdukcapil). This study aims to analyze the application of accountability principles in population administration services and to formulate strategies that can improve the quality and legitimacy of public services in the region. Using a qualitative approach with a case study design, data were collected through observation, in-depth interviews, and documentation studies, then analyzed using triangulation and pattern matching techniques. The results show that the Bone Disdukcapil has implemented several innovations, such as service digitization, sub-district-based programs, information transparency, and the operation of the Public Service Mall. However, various obstacles remain, including limited digital infrastructure, low public technological literacy, scarcity of ID forms, limited number of officers, and suboptimal participatory complaint and evaluation mechanisms. These findings indicate that public service accountability strategies are still top-down and need to be reformulated with an emphasis on community participation, transparency, and cross-actor collaboration. This study concludes that strengthening human resource capacity, improving digital infrastructure, strengthening formal complaint channels, and implementing participatory evaluation mechanisms are key to building more inclusive, transparent, and accountable population administration services in Bone Regency

Abstract

Purpose: This study investigates strategies for effective employee management during mergers and acquisitions (M&A), aiming to identify approaches that mitigate negative impacts on staff and ensure successful organizational integration. Research Design and Methodology: Employing a qualitative research design, the study systematically reviews and synthesizes literature on employee management in M&A contexts. Key themes are extracted through thematic analysis of scholarly articles, books, and reports, providing a comprehensive view of human resource challenges during M&A. Findings and Discussion: Results emphasize the importance of effective communication, strong leadership, and active employee involvement. Transparent communication is crucial for reducing uncertainty and building trust, while transformational leadership guides employees through transitions, bolstering resilience and commitment. Employee participation in the integration process fosters ownership and aids in merging organizational cultures, enhancing morale and productivity essential for M&A success. Implications: The findings advocate for a holistic approach to employee management in M&A, integrating communication, leadership, and participation. Practically, it suggests creating an inclusive environment to facilitate transitions and achieve synergies. Theoretically, it enriches the dialogue on organizational change and human resource management, offering insights for future research on M&A dynamics.

Abstract

Penelitian ini bertujuan untuk menganalisis kebijakan ekowisata di Kabupaten Bone dengan pendekatan yang mengintegrasikan pelestarian lingkungan dan penguatan ekonomi lokal, serta mengeksplorasi peran masyarakat dalam implementasi kebijakan tersebut. Pendekatan kualitatif dengan strategi studi kasus digunakan, melibatkan wawancara mendalam, observasi partisipatif, dan analisis dokumen sebagai sumber data utama. Hasil penelitian menunjukkan bahwa Kabupaten Bone memiliki potensi ekowisata yang kaya, termasuk hutan mangrove, pantai alami, dan kawasan pegunungan, yang mendukung kegiatan wisata berbasis alam dan edukasi lingkungan. Kendala utama yang diidentifikasi mencakup keterbatasan infrastruktur, kurangnya koordinasi antarinstansi pemerintah, dan partisipasi masyarakat yang belum optimal. Penelitian menegaskan bahwa keterlibatan aktif masyarakat lokal, melalui pengelolaan homestay, pemandu wisata, dan program konservasi, meningkatkan efektivitas implementasi kebijakan dan keberlanjutan ekosistem. Integrasi antara pelestarian lingkungan dan penguatan ekonomi lokal menciptakan model ekonomi sirkular, di mana keberlanjutan lingkungan mendukung pertumbuhan ekonomi yang berkelanjutan. Penelitian ini diharapkan menjadi acuan bagi pengembangan kebijakan ekowisata yang efektif, berkelanjutan, dan memberdayakan masyarakat lokal di Kabupaten Bone maupun daerah lain di Indonesia.

Abstract

This study aims to analyze the forms of speech in YouTube Metro TV shows in the Kiky Saputri and Ate segment while roasting the pair of presidential candidates for the Republic of Indonesia 01 in 2024. This study uses a pragmatic approach with a focus on three types of speech acts, namely locution, illocution, and perlocution. The research method used is qualitative descriptive with data collection techniques through documentation studies from videos lasting 34 minutes and 16 seconds. The results of the study showed that in the show there were various forms of locution speech in the form of statements, questions, and the delivery of literal information. The acts of illocution speech found included commands, sarcasm, and praise which were categorized into assertive, directive, expressive, and commissive functions. Meanwhile, the act of perlocution speech is seen through the reaction of the audience and speech partners which shows the success of communication in the context of humor and social criticism. These findings show that speech in the context of roasting not only contains elements of entertainment, but also conveys certain intentions and has an effect on listeners. This research is expected to contribute to the development of pragmatic studies, especially in understanding the function and strategy of language in social media, as well as becoming a reference for language educators and practitioners in fostering polite language awareness in the digital public space.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh penggunaan media stand upcomedy terhadap kemampuan menulis teks anekdot pada siswa MTs Mattiro Deceng, serta untuk mengetahui respon siswa terhadap penerapan media tersebut dalam pembelajaran. Hasil penelitian menunjukkan bahwa penggunaan media stand up comedy berpengaruh positif terhadap peningkatan kemampuan menulis teks anekdot siswa. Siswa mampu memahami struktur, ciri, serta fungsi teks anekdot dengan lebih baik melalui tayangan stand up comedy. Selain itu, respon siswa terhadap penggunaan media ini sangat baik, ditandai dengan meningkatnya partisipasi, motivasi, dan antusiasme dalam proses pembelajaran menulis. Dengan demikian, media stand up comedy efektif dijadikan alternatif media pembelajaran dalam meningkatkan keterampilan menulis teks anekdot disekolah menengah pertama.

Abstract

This classroom action research was motivated by the urgency of improving students' critical thinking skills in literature learning, particularly in short story analysis. The main focus of the research was to analyze the effectiveness of the C3T (Quick, Accurate, and Fast) learning method in the planning, implementation, and evaluation stages of learning in class VIII H of SMPN 4 Watampone. This research was conducted in two action cycles using data collection techniques that included a short story review learning outcome test and non-test techniques such as observation and documentation of student activities. The research findings showed a significant increase in students' critical thinking skills after the intervention. This was evidenced by an increase in the success rate from 54.67% in cycle I to 79.17% in cycle II, for a total increase of 24.5%. In addition to the increased scores, positive impacts were also seen in the affective and psychomotor aspects, where students demonstrated enthusiasm, activeness, courage, and improved teamwork, especially during the quiz session. Students were proven to be able to critically analyze the intrinsic elements of short stories, including theme, plot, characters, setting, and moral, according to the assessment indicators. Based on these results, it can be concluded that the implementation of the C3T learning method successfully improved students' critical thinking skills in effectively reviewing short stories. ABSTRAKPenelitian tindakan kelas ini dilatarbelakangi oleh urgensi peningkatan kemampuan berpikir kritis siswa dalam pembelajaran sastra, khususnya pada materi mengulas cerita pendek. Fokus utama penelitian adalah menganalisis efektivitas penerapan metode pembelajaran C3T (Cerdas Cermat Cepat Tepat) pada tahap perencanaan, pelaksanaan, dan evaluasi pembelajaran di kelas VIII H SMPN 4 Watampone. Penelitian ini dilaksanakan dalam dua siklus tindakan dengan teknik pengumpulan data yang mencakup tes hasil belajar mengulas cerpen serta teknik non-tes berupa observasi dan dokumentasi aktivitas siswa. Temuan penelitian menunjukkan adanya peningkatan signifikan pada kemampuan berpikir kritis siswa setelah intervensi dilakukan. Hal ini dibuktikan dengan kenaikan persentase keberhasilan dari 54,67% pada siklus I menjadi 79,17% pada siklus II, dengan total peningkatan sebesar 24,5%. Selain peningkatan skor, dampak positif juga terlihat dari aspek afektif dan psikomotorik, di mana siswa menunjukkan antusiasme, keaktifan, keberanian, serta kerja sama tim yang lebih baik, terutama saat sesi cerdas cermat berlangsung. Siswa terbukti mampu mengulas unsur intrinsik cerpen meliputi tema, alur, tokoh, latar, dan amanat dengan kritis sesuai indikator penilaian. Berdasarkan hasil tersebut, dapat disimpulkan bahwa penerapan metode pembelajaran C3T berhasil meningkatkan kemampuan berpikir kritis siswa dalam mengulas cerpen secara efektif.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh konteks terhadap pemahaman makna dalam teks eksposisi siswa kelas X SMA Negeri 4 Bone. Konteks, dalam hal ini, mencakup latar situasi, tujuan komunikatif, serta faktor sosial dan budaya yang melatar belakangi pemakaian bahasa. Penelitian ini menggunakan pendekatan kuantitatif dengan desain eksperimen semu. Sampel diambil secara purposif sebanyak 30 siswa. Instrumen penelitian berupa tes pemahaman makna teks eksposisi sebelum dan sesudah pemberian perlakuan berupa pembelajaran berbasis konteks. Hasil penelitian menunjukkan adanya peningkatan signifikan dalam skor pemahaman makna setelah pembelajaran berbasis konteks diberikan. Dengan demikian, dapat disimpulkan bahwa konteks memiliki pengaruh yang positif dan signifikan terhadap pemahaman makna dalam teks eksposisi

Abstract

The relationship between literary works and society is very inherent, both are interrelated in the reality of life. Literary works are reflections that are realized based on the conditions of society, although not all stories in literary works are exactly the same as social reality, but some literary works emerge from the lives experienced by the author or the people around him. Novel Aku, Kopi, dan Kamera by Ainun Nufus is one of the novels that achieved the title of best seller and has been printed many times because of the high interest in reading from its readers. This study aims to describe the social values ​​in the novel Aku, Kopi, dan Kamera by Ainun Nufus. The analysis of social values ​​is studied using Zubaedi's theory which puts forward social values ​​consisting of compassion, responsibility, and harmony in life. This study uses a qualitative approach that produces descriptive data in the form of written words from the observed characters. The data source comes from the novel Aku, Kopi, dan Kamera by Ainun Nufus published in 2017 by CV. Diandra Primamitra Media with a total of 165 pages. The data collected consisted of words, phrases, clauses, sentences, and paragraphs that refer to social values. The technique used was listening followed by note-taking. After all the data was collected, the next process was data analysis, which was carried out by reducing the data, presenting the data, and then verifying or drawing conclusions. Based on the research results, it can be concluded that the social values ​​found in the novel Aku, Kopi, dan Kamera by Ainun Nufus consist of love, including devotion, kinship, mutual assistance, caring, and loyalty. The second social value is responsibility, including a sense of belonging, empathy, and discipline. The last social value is life harmony, including justice, cooperation, tolerance, and democracy.
