Abstract

Krisis pangan menghantui kehidupan masyarakat dunia. Indonesia sebagai negara agraris juga mulai mengalami krisis pangan, rendahnya tingkat produksi padi nasional yang diindikasikan dengan tingginya tingkat impor beras menjadi dasar pemikiran perlunya diversifikasi sebagai upaya pencapaian ketahanan pangan. Hasil tanaman pangan Provinsi Bengkulu masih produktif, antara lain terdiri dari empat bahan pangan pokok sumber karbohidrat, yaitu beras, jagung, ubi kayu, dan ubi jalar. Untuk itu di daerah produksi ditentukan perilaku dan karakteristik produksinya. Tujuan: menetapkan faktor penentu penawaran bahan pangan pokok sumber karbohidrat. Aplikasi multinomal logit models digunakan untuk mendapatkan pilihan terbaik dari empat bahan pangan pokok sumber karbohidrat. Hasil: dalam menentukan pilihan diversifikasi komoditi tanaman pangan, faktor yang harus diperhatikan adalah luas lahan, penggunaan bibit, pupuk urea, pupuk TSP, pestisida decis, dan tenaga kerja. Abstract

After the COVID-19 pandemic, there have been changes in the Food Security Index in Bengkulu Province. One of the main challenges in supporting food security at the household level is the development of community capacity and self-reliance in addressing food issues. Information is needed factors that affect household food security in Bengkulu Province, including the impact of the COVID-19 pandemic. This research aims to analyze the factors that  influencing household food security and understanding the dynamics before and after the COVID-19 pandemic regarding household food security in Bengkulu Province. This research can provide a basis for policy-making for the Government of Bengkulu Province. The analytical method used is multinomial logistic regression to identify the factors affecting household food security. The results of analysis show that influencing household food security include pre- and post-pandemic, home ownership status, lighting type, recipients of the Family Hope Program (PKH), adequate sanitation, and average household expenditure. There has been a decrease in energy consumption in self-owned households and households not receiving PKH after the COVID-19 pandemic. Significant changes also occurred in households with non-PLN lighting. Households with inadequate sanitation tend to be food insecure. The pandemic tends have a higher expenditures of household.JEL Classification  D19; H75; Q18

Abstract

Kaur Regency with its high octopus potential, produces a derivative product namely octopus crackers, by the IKM Putra Daerah with the product name kerupuk gurita maknyos (Kuritos). This research aims to formulate the appropriate strategies for the development of the kerupuk gurita maknyos (Kuritos) business in Linau Village, Maje District, Kaur Regency. The data analysis technique used is qualitative, employing an inductive thinking method, and data analysis utilizing SWOT analysis. The position of the Maknyos octopus cracker business (Kuritos) is in quadrant I (aggressive), thus the environmental factors influencing the development of Kuritos crackers in Linau Village are the factors that constitute strengths and opportunities for the business. The recommended strategic formulations include utilizing attractive product packaging and promoting a love movement for regional products to increase sales both offline and online, with support from SME training provided by the government to enhance market penetration. It also suggests utilizing bazaars and becoming event sponsors to enhance exposure to quality products, while expanding distribution through the use of existing business permits for market expansion beyond the region, maintaining sustainable and quality raw materials, fostering good relationships with suppliers through the utilization of communication infrastructure for supply chain optimization, and optimizing production processes with modern technology, while utilizing counseling facilities to improve production efficiency and quality.

Abstract

This study aimed to analyze the competitiveness of palm oil farming (competitive and comparative advantage), the impact of government policies on output and input oil palm cultivation, and the competitiveness of sensitivity to changes in oil palm farm output and input. Stratified Random Sampling method was used to select 86 respondents purposively. The reason for choosing of Mukomuko district is because this area has largest palm oil producers and largest palm oil planting area in the province of Bengkulu. The data used primary and secondary data. The Policy Analysis Matrix (PAM) method was used to analyze the data. The result shows that Bumi Mulya Village has competitive and comparative advantages. PP and SP have positive value of PCR (0,91), and DRCR (0,72). The impact of government policy on output are disincentive as shown by OT value negative Rp.5.521.890/Ha/year, value NPCO is 0,80. The impact of government policy subsidy to input is fertilizer. NT has negative value, EPC is 0,80, and SRP about 0,166. Government policy shows that the fertilizer is still needed on palm oil farming. The sensitivity analysis shows that the maximum limit that can be accepted to change the output when the input-output and prices drop below 3 percent, price increases of more than 100 percent of herbicides, inorganic fertilizer price increases below 55 percent, rising interest rates below 1 percent. Combination of sensitivity analysis shows that the fluctuation in input-output is very sensitive to oil palm farming in Bumi Mulya, Mukomuko district.

Abstract

Cassava, maize, and sweet potato are staple foods source diversification alternatives which are quite popular in society. But in terms of the efficiency of farming, it is still needed to study which farm remains profitable and has diversification opportunity to be developed as staple food and sources of carbohydrates that can be aligned with the rice. Based on this research, it is known that a variety of food sources of carbohydrates that have a good potential for development, in order are cassava, sweet potato, and corn. In addition, all of the alternative staple foods also have the ability to profit creation higher than lowland rice. Some strategies for developing in diversification staple food source of carbohydrates can be arranged in this study, such as: (1) increasing the number and the quality of production followed by improvement of processing subsystems, network access market, supporting institutions and empowerment, (2) revitalizing structured farming training and extension in order to accelerate the transformation of technology and government support in the form of agricultural development policies, (3) strengthening the bargaining position of farmers through increasing access to information and a guaranteed market, and (4) developing infrastructure to improve productivity and competitiveness of farmers, as well as optimization economic institutions/cooperatives.

Abstract

The aims of the research are to 1) determine factors that affect the production of ubi jalar ungu, 2) to know how much costs and revenues the ubi jalar ungu farming, 3) to determine the efficiency of the ubi jalar ungu farming, 4) to calculate how much added value from ubi jalar ungu processing into fried macaroni. This study sites was intentionally set in the village of Teladan. The data is obtained from the primary data and the secondary data, the respondents of ubi jalar ungu farmers was taken by census method. While the processor is home industry ZAHRA. The result shows that significant factos are seeds, Phonska fertilizers, manures and labors. While, land factor is not significant. The total cost for the ubi jalar ungu farming is Rp 2.900.054,13/Ut/Mt or Rp 8.209.106,83/Ha/Mt, and a revenue is Rp 3.241.570,87/Ut/Mt, or Rp 9.190.226,51/Ut/Ha. Result of the R/C ratio is 2,12, and the value is greater than one. It means that the farming is efficient. The added value of ZAHRA home industry is Rp 41.072,-/kg, with a profit of Rp 37.472,-/kg, and the rate of profit reaches 91.23 %. This benefit is a net plus, because it has been reduced by the share of the labor.

Abstract

This research aims to measure of price behavior, market integration and market leader of the red chili in Bengkulu Province. Monthly series of 2006 to 2011 were used as sample data in this analyzing research. The data were from secondary of the monthly average price of red chili. They were obtained from the Central Bureau of Statistics and the Department of Agriculture in Bengkulu Province. The variables which were research included red chili price in the market producer Curup and market consumer Panorama, Minggu, Purwodadi and Ampera. The price behavior applied descriptive statistical analysis, to see the fluctuation of price applied the coefficient of variation formula. The analysis of market integration and marked leader applied the method of co-integration and Granger causality test (Engle and Granger model (1987)). The results of the price behavior showed price of red chili commodity is relative fluctuation. The value of the coefficient of variation (CV) in the consumers area (CV = 42,35%) is smaller than in the producer area (CV = 64,41%). The price of red chili in producer area more fluctuation than the prices in the consumers area. The result of market integration showed a strong level of market integration between market producer Curup and consumer Panorama, Minggu, Purwodadi and Ampera. Besides it, the strong level of integration also between the inter-market consumer Panorama, Minggu, Ampera and Purwodadi. Market leader for commodity red chili in Bengkulu Province is market consumer Panorama.

Abstract

There are lack of information andmisunderstanding, amongeconomic agents in agriculture farming system related to cassava potencies as food, feed, and industrial resources in agribusiness system. There are, among others, due to assymetric information system for economic potential of cassava marketing system (export and domestic market) in Indonesia, as well as, the information of production and potencies of cassava market in Indonesia, export and domestic market.  Economic strategic to develop strive the cassava productivity is feasible to fulfill export and domestic requirement. Information in production allocation  and marketing system for export and domesti consumption of cassava will be useful to design strategies for the product development in order to support food security.

Abstract

Rice is one of the strategic foods in Indonesia. According to Alimoeso (2011), approximately 95% of the Indonesian people depend on rice, poor families allocate nearly 21.8% of its expenditure on rice. In addition, of rice consumption estimates is the highest Indonesian in Southeast Asia, namely, 139 kg / capita / year, of which about 120 kg consumed directly. That is why price policy is important instrument for improving the wealth of rice farmers as well as rice traders. The purpose of the study was to analyze the price behavior, (2) analyze market integration (3) to analyze market causality, and (4) determine the rice leader market in Bengkulu Province. This study used a method of analysis of price behavior, market integration, unit root test, cointegration test and analysis methods of Engle and Granger causality. The results rice price behavior in Bengkulu do not fluctuate indicating by lower value of show that coefficient variable. There is strong integration market in price formation between Bengkulu, Rejang Lebong, North Bengkulu and South Bengkulu markets. The causality test proved that the prices of the price of North Bengkulu affect the price rice Bengkulu City, Rejang Lebong and South Bengkulu, and none of the three areas that affect the price of rice in North Bengkulu, and the leader market is North Bengkulu

Abstract

Plan-based agro-industry development of coastal areas in the city of Bengkulu continue in effect and be a leading program in a variety of program design opportunities. However, up to now there has been a lot of information that can be presented relating to the advantages of each agro-industry that has growing to be driven by the strength of coastal resources are available as ongoing. Availability of coastal resources be a key determinant of the agro-industry excellence being developed. The wide variety of resources will determine variations agroindustrial commodities. This study will identify leading agro-industry coastal areas with potential priority approach coastal resources and the efficiency of application of processing technology has been used. The study was conducted from May to November 2014, applying analytical methods Location Quotion (LQ) and Shift Share (SS). The results obtained from this study is the leading commodity in Bengkulu city coastal resources better competitiveness is the fisheries product and milkfish. The potential commodity of coastal resources Bengkulu city which also has a good competitiveness is catfish. For the development of agro-industries in the coastal areas of the Bengkulu city is directed at the use of resources that have both advantages and competitiveness, which is based on the fisheries product resources and milkfish. Catfish agro-industries are also recommended to be developed for this commodity has potential advantages and has good competitive.
